Role of VS in Food Safety

-Meat inspection Surveillance of animal diseases
Help in the prevention of zoonotic diseases.
Ensuring the safety of meat and by-products
Control / reduction of biological hazards through
ante-/post-mortem inspections
Measures based on International standards
CODEX Code of Hygienic Practice for Meat
OIE Code Chapter on ante-/post- mortem inspection

Ante-/Post- mortem inspection

Control of biological hazards of animal health
and public health importance through ante- and
post-mortem meat inspection - Chapter
adopted in 2006
Needs to be tailored to the situation / objectives
Significant hazards to human & animal health
Responsibility of VS:

Risk assessment/management
Establishment of policies and measures
Design and management of inspection programs
Assurance & dissemination of information

Ante-/Post- mortem inspection

-introduction Chapter Control of biological hazards of animal
health and public health importance through anteand post-mortem meat inspection adopted in 2006
Need to be tailored to the situation / objectives
Address significant hazards to both human &
animal health
Responsibility of VS:

Risk assessment/management
Establishment of policies and measures
Design and management of inspection programs
Assurance & Dissemination of information

45

Ante-/Post- mortem inspection

-Risk assessment/management Should not neglect gross abnormalities
Often the most important source of hazards

Priority to address microbiological contamination

Testing results
should be used to support surveillance and
assessment of priority foodborne hazards.
should be linked to human disease data to assess
effectiveness of management options and to aid in
general evaluation of the source of foodborne
diseases.

Ante-/post- mortem inspection

-Establishment of policies Address hazards by removing:
live animals at ante- mortem inspection
specific tissues at post- mortem inspection

VS should integrate their activities to

prevent duplication and unnecessary cost

Ante-/post- mortem inspection

-Design/management of programmes should assure safety and suitability, based
on relevant standards
should allow flexibility in delivery of the
inspection programme, under VS
supervision and control.
should specify competency requirements.

46

Ante-/Post- mortem inspection

-Assurance & dissemination of information Assurance is a vital function of VS
Veterinary Certificates for international trade

VS should have systems

to monitor procedures and to exchange information

Animal identification and traceability should be

integrated to trace
animals back to their place of origin
products forward through the meat production chain

Antimicrobial resistance
OIE standards
Harmonisation of national surveillance and
monitoring programmes
Monitoring use in animal husbandry
Responsible and prudent use in veterinary
medicine
Risk assessment on use in animals

Antimicrobial Resistance
Ongoing work
OIE/FAO/WHO expert meetings

AMR hosted by Korea.

47

Veterinary Certification
New OIE model veterinary certificates
were adopted
In collaboration with Codex

taking account of Codex and UNCEFACT work in this area and

ensuring compatibility with
electronic certification systems
Fraud prevention is a priority and more
work will be done in this area.

Salmonellosis
An OIE ad hoc Group has drafted
a Code chapter on on-farm methods for
detection, control and prevention of Salmonella
spp. in poultry (laying hens and broilers) and
A draft Code chapter on hygiene and biosecurity
procedures in poultry production
....taking account of other international standards
(Codex) and risk assessments

Identification and traceability

General principles were adopted in May 2006
with references to relevant Codex texts
Defining objectives and outcomes rather than
prescribed specific standards
Codex Principles for Traceability and Product
Tracing make reference to OIE texts.
In 2008 the OIE adopted a new chapter:
Guidelines on the design and implementation
of identification systems to achieve animal
traceability

The OIE and Animal Welfare:

Animal welfare has been identified as
a strategic priority for the OIE since
2001, under the mandate granted by
all Members.
Through its strategic engagement, the OIE is
recognised globally as the leader in setting
international animal welfare standards.

Animal Welfare
Working Group (AWWG)
Mission: To provide international leadership in
animal welfare through the development of
science-based
standards
and
guidelines,
provision of expert advice and the promotion of
relevant education and research.
Members are selected for their expertise and
to be broadly representative of the 5 OIE
regions. Representatives of international
NGOs and industry organizations (IMS, IFAP
and IDF) also participate.

OIE Approach
*

Texts must be applicable to 172 OIE

Members with diverse socio-economic,
cultural and religious contexts.

Guiding Principles followed by general

recommendations

The OIE adopts an outcomes-based not

a systems-based approach, with a focus
on the outcome for the animal, not the
design of the system.

52

Definition of animal welfare (1)

Adopted in May 2008
means how an animal is
coping with the conditions in
which it lives. An animal is in
a good state of welfare if (as
indicated by scientific
evidence) it is healthy,
comfortable, well nourished,
safe, able to express innate
behaviour, and if it is not
suffering from unpleasant
states such as pain, fear, and
distress.

dsigne la manire dont un

animal volue dans les
conditions qui lentourent. Le
bien-tre dun animal (valu
selon des bases
scientifiques) est considr
comme satisfaisant si les
critres suivants sont runis
: bon tat de sant, confort
suffisant, bon tat
nutritionnel, scurit,
possibilit dexpression du
comportement naturel,
absence de souffrances
telles que douleur, peur ou
dtresse.

Definition of animal welfare (2)

Adopted in May 2008
Good animal welfare requires
disease prevention and
veterinary treatment,
appropriate shelter,
management, nutrition,
humane handling and humane
slaughter/killing. Animal
welfare refers to the state of the
animal; the treatment that an
animal receives is covered by
other terms such as animal
care, animal husbandry, and
humane treatment

Le bien-tre animal requiert les

lments suivants : prvention
et traitement des maladies,
protection approprie, soins,
alimentation adapte,
manipulations ralises sans
cruaut, abattage ou mise

conditions dcentes. La notion
de bien-tre animal se rfre
ltat de lanimal ; le traitement
quun animal reoit est couvert
par dautres termes tels que
soins, conditions dlevage et
bientraitance

OIE animal welfare standards

Guiding principles
*

That the use of animals makes a major contribution to

the wellbeing of people.

That the use of animals carries with it an ethical

responsibility to ensure the welfare of such animals to
the greatest extent practicable.

That improvements in farm animal welfare can often

improve productivity and food safety and hence lead to
economic benefits.

That equivalent outcomes rather than identical systems

be the basis for comparison of animal welfare
standards and guidelines.
