PART 1 GENERAL
1.0

GENERAL CONDITIONS:
A. All sections under this Division shall be subject to the requirements of the conditions of
contract for fan works and sSection 15010 of these specifications.
B. The term Supplier" shall mean the Ventilation Works Supplier who shall enter into a contract
with the Owner in respect of the Fan Contract Works.
C. The term "Engineer" shall mean the Engineering Consulting firm hired for the project, which
is, PT. Skemanusa Consultama Teknik.

1.1

GENERAL DESCRIPTION:
2.1

The work to be done under this Division of the Specifications consist of the fabrication.

2.2

The Supplier before submitting this proposal, shall examine all technical specification
and equipment schedule to his work and verify all governing conditions at site and shall
become fully informed as to the extent and character of the work required. No
consideration will be granted for any alleged misunderstanding of the materials to be
furnished or work to be done, it being understood that the submission of a proposal is
an agreement to all items and conditions referred to herein or indicated on the
accompanying drawings and actual site conditions. If specified equipment/instruments
are not locally available, Supplier must immediately place an order as soon as project is
awarded. Any exceptions, omission or substitutions shall be presented in writing with
the Supplier's bid.

C. The Supplier, before commencing work, shall examine all adjoining areas on which this work
is in any way dependent for perfect workmanship according to the intent of this specification
and shall report to the Owner's representative any condition which will prevent this Supplier
from performing first class work. No waiver of responsibility for defective work will be
considered unless notice has been filed at the time this Supplier submits his proposal.
D. It is the intention of these Specifications to call for furnished work tested and ready for
operation. Whenever the word "provide" is used, it shall mean "furnish and install, complete
and ready to use". Certain terms such as "shall, provide, install, complete, start-up" are
occasionally not used in some parts of these specifications. This does not indicate that the
items shall be less than completely installed or that systems shall be less than complete.
Minor details not usually shown or specified, but necessary for the proper installation and
operation, shall be included in the work, the same as if herein specified or shown.
1.2.

REFERENCE
A. The work under this contract is to be installed according to the latest requirements of the
following:

and all such laws and ordinances are hereby made part of these specifications. The Supplier
is required to meet the requirements thereof.

referenced in this Divison. The Supplier shall comply with these codes without additional cost
or compensation:

QUALITY ASSURANCE
A. Surveys and Measurements:
The Supplier shall base all measurements, both horizontal and vertical, from established
bench marks. All work shall agree with these established lines and levels. Verify all
measurements at site and check the correctness of same as related to the work.
Should the Supplier discover any discrepancy between actual measurements and those
indicated, which prevents following good practice or intent of the drawings and specifications,
he shall notify the Owner's representative and shall not proceed with his work until he has
received instructions from the Owner's representative upon referring the matter to the
Engineer.

1.4.

SUBMITTALS
A. Submit materials and equipment by manufacturer, trade name and model number. Include
copies of applicable brochure or catalog material. Do not assume applicable catalog are
available in the Engineer's office. Maintenance and operating manuals are not suitable
substitutes for shop drawings.
B. Identify each sheet of printed submittal pages (using arrows, underlining or circling) to show
applicable sizes, types model numbers, ratings, capacities and options actually being
proposed. Cross out non-applicable information. Note specified features such as special
tank linings, pump seals, materials or painting.
C. If submittals differ from the Contract Document requirements, make specific mention of such
difference in a letter of transmittal, with request for substitution, together with reasons for
same.

Certain materials will be provided by other trades. Examine the Contract Documents to
ascertain these requirements.

B.

Carefully check space requirements with other trades to insure that materials can be
installed in the spaces alloted including finished suspended ceilings.

GUARANTEE
a. This Supplier shall guarantee that the Fan is free from all defective workmanship and
materials and will remain so for a period of one (1) year from date of final acceptance as
certified by the Owner's representative.
Any defects, appearing within the aforesaid period shall be promptly remedied by the Supplier
his own expense.
b. The Supplier shall indemnify and save harmless the Owner, and the Engineer from and
against all liability for damages arising from injuries or disabilities to persons or damage to
property occasioned by any act or omissions of the Supplier including any and all expenses,
legal or otherwise which may be incurred by the Owner, or the Engineer, in defense of any
claim, action or suit.

PART 2 PRODUCTS
2.1.

EQUIPMENT AND MATERIALS


a. Products and materials shall be new, clean, free of defects and free of damage and
corrosion.
b. Ship and store products and materials in a manner which will protect them from damage,
weather and entry of debris. If items are damaged, do not install, but take immediate steps
to obtain replacement or repair.
c. Replace materials with not less than specified quality or as designated by Engineer and
relocate work incorrectly installed as determined by Engineer.
d. Materials and equipment installed shall be new, of the quality specified. Statically and
dynamically balance rotating equipment for minimum vibration and low operating noise level.
e. Provide name/data plates on major components of equipment with manufacturer's name,
model number, serial number, capacity data and electrical characteristics attached in a
conspicuous place.
f. Maintain uniformity of manufacturer for equipment used in similar applications and sizes.
g. Applicable equipment and materials to be manufactured in accordance with ASME, ANSI or
JIS standards, or as approved by local code enforcement authorities having jurisdiction.

2.2.

ALTERNATIVE MATERIALS AND EQUIPMENT


A. Contract documents are based on materials and equipment specified. Approval by the
Engineer of equipment submitted by the Supplier as equal to that specified, does not relieve

the Supplier of any responsibility for contract compliance.


B. Equipment manufacturers listed in individual sections are approved for this project, subject
to requirements of contract documents.
C. Submit proposals for alternative materials or equipment, in writing, to the Engineer at least 7
days prior to closing date of tender for Fan .
D. Revisions required to adapt to the proposed alternatives shall be included in such proposals.
No increase in the contract price will be considered to accommodate the use of equipment
other than specified.
E. Wherever operating results such as quantity delivered, pressure obtained, or similar results
are specified, or a definite manufacturer and size of apparatus is specified, for which such
quantities are readily determinable, the manufacturer and size of apparatus that the Supplier
has proposed to use must conform substantially (in regard to the operating results) to the
quantities specified or implied. This requirement shall also apply to important dimensions
relating to operation of apparatus in coordination with the rest of the system, and to properly
locating the apparatus in available space conditions.
F. Acceptance of substitutions for equipment specified shall be given only after receipt of
complete and satisfactory performance data covering the complete range of operating
conditions in tabular and graphical form. Furnish complete and satisfactory information
relative to equipment dimensions, weight, etc. Acceptance of equipment specified or shown
on the Drawings, or substitutions submitted for that specified or shown on the drawings, will
be granted if such equipment, in the opinion of the Engineer, conforms to the performance
requirements, space conditions, weight requirements and quality requirements. Any
additional construction and design costs incurred as a result of any accepted substitution
shall be borne by the Supplier.

3.1.

SUBSTANTIAL COMPLETION INSPECTION


A. Prior to this inspection, confirm in writing, that the following work is completed:

Fans are capable of operation with alarm controls functional and automatic controls in
operation, generally.

Tests performed on equipment including those required by authorities and approval

certificates obtained.

Rough balance of air and water systems are complete.

Equipment are lubricated per manufacturer's instructions.

Samples of Operating/Maintenance Manuals submitted. Arrange Operating and


Maintenance Instruction Seminar and submit schedule for approval.

Ensure electrical connections to Fan equipment are complete.

Noise and vibration control devices including flexible connections and written report
submitted.

Equipment aligned by qualified millwright and certified report submitted.

B. Prior to this inspection, provide complete list of items which are not finished or deficient at the
time of the scheduled inspection.
C. Prior to the final inspection, provide in writing that previously identified deficiences and the
following items have been completed.

A. Submit two copies of draft for operating and maintenance manuals for review and approval
prior to final issuance at least one month prior to turn over seminar .
B. Submit documents to the Engineer for approval prior to transmitting to the Owner

TURNOVER SEMINAR
A. Organize and conduct a seminar to instruct the Owner and his representatives in the
operation and general preventive maintenance of equipment and systems provided at the
completion of the project.
B. Instruct Owner's operating personnel in proper starting sequence, operation, shutdown, and
maintenance procedures, including normal and emergency procedures.
C. Make arrangements to give instructions by system and not by building areas.
D. Provide services of qualified personnel, including each sub-trade, each major equipment
supplier and design Engineer to attend seminars and instruct on his equipment or system.
Seminar shall be chaired and conducted by the Contractor.
E. Submit agenda schedule and list of representatives to the Engineer for approval thirty (30)
days prior to seminar. Confirm attendance of seminar by written notification to participants.
F. At seminar, submit final copies of record drawings and operating and maintenance manuals
to Owner.
G. Submit a written record of the seminar, complete with an attendance list to the Engineer.

SECTION 15020: WORK INCLUDED


PART 1 - GENERAL
1.1.

SCOPE OF WORK
Under this Division of the Specifications, provide all materials and equipment and perform all the
work necessary for the complete execution of all the Fan as shown on the equipment schedule
as herein specified or both, except as otherwise excluded, and which without excluding the
generality of the foregoing, shall include but not be limited to the following principal items of work.

B. If anything has been omitted in any item of work or materials usually furnished, which are
necessary for the completion of the Fan as outlined herein before, then such items must
be and are hereby included in this Division of the Work. The Supplier shall prepare all
plans, applications, etc. and shall complete all tests, forms, etc. required by all rules,
regulations, etc. of all the Government Authorities having jurisdiction and such shall be
completed by personnel of proper caliber, in particular, engineers, where so required.

SECTION 15054: TESTING, ADJUSTING AND BALANCING OF SYSTEMS

final copies for the Owner's Representative and Contractor for inclusion in operating and
maintenance manuals.
2. Include diagrams when required to clarify location of components readings within a
system. See section 15015 for other requirements.

3.1.

PREPARATION WORK:
Before starting balancing the Supplier shall make sure that each operation listed below has been
satisfactorily completed.

Phisycal installation of air systems as specified.

Pressure and leak testing of air systems as specified. All testing will be witnessed by the
Owners Project Representative.

Air plenum ceilings have been properly constructed and sealed.

Equipment is in operable condition, with all accessories installed.

Proper thermal overload protection is in place for electrical equipment.


Linkages and equipment have been serviced and lubricated and tested for proper operation.

Prime movers such as fans have been operated, at specified loads and checked for
misalignment, imbalance, excess vibration, improper rotation or motor overload. Correct all
deficiencies prior to balancing.

A. Calibration:
1. Provide verification of the accuracy of the instruments, meters and devices used for
balancing. Show date and method of calibration.
2. Verification of permanently installed meters and devices may be by calculation and
calibration, or by independent measurement of the same flowing medium with calibrated
devices.
B. General Balancing Procedures:
1. Test and balance the air systems with maximum attainable internal load (lights and
equipment).
2. Test and balance the air systems before the water systems.
3. Use only direct flow measurement. Do not use indirect calculations such as heat balance
or pressure drop.
4. Adjust systems and equipment to specified installation tolerances.
5. Except for air outlets and inlets, where actual measurements recorded for the final
balance show deviation of more than 5 percent from the design and the deviation cannot
be corrected by balancing with the installed layout and elements, note this deviation in the
final report, with recommendations for corrective action.
6. On fan system controlled by static pressure, ensure by testing and recording, that devices
are calibrated to perform in accordance with contract documents and provide design
static pressure at the most demanding location. Furnish and coordinate static pressure
set point of controls.
7. Verify that thermostats and the devices they control, operate as intended and in the
sequence specified.
8. Establish correct fan RPM.
3.3.

INSTALLATION TOLERANCE:
A. Adjust air systems to 5 percent from figures indicated.
B. Adjust air terminal units to within the following tolerances from schedule air flows.
C. Adjust air terminal units for minimum leakage at design close off.
D. Adjust air terminal devices (outlet and inlets) to 5 percent between rooms except that multiple
devices on the same system branch within each room may be adjusted to 10 percent.

3.4.

ADJUSTING:
A. Recorded data shall represent actually measured, or observed condition.
B. Permanently mark settings of valves, dampers and other adjustment devices allowing

settings to be restored. Set and lock memory stops.


C. After adjustment, take measurements to verify balance has not been disrupted or that such
has been rectified.
D. Leave systems in proper working order, replacing belt guards, closing access doors and
restoring thermostats to specified settings.
3.5.

AIR SYSTEM PROCEDURE:


A. Adjust air handling and distribution systems to provide design supply, return and exhaust air
quantities.
B. Make air quantity measurement in ducts by Pitot tube traverse of entire cross sectional area
of duct.
C. Measure air quantities at air outlets (air terminal devices).
D. Adjust distribution system to obtain uniform space temperatures free from objectionable drafts
and noise.
E. Use volume dampers in necks of air terminal devices to regulate air quantities only to extent
that adjustments do not create objectionable air motion or sound levels. Effect volume control
by splitter dampers located at branch take-offs.
F. Measure static air pressure conditions air supply units, including filter and coil pressure drops,
and total pressure across the fan. Make allowance for 100 percent loading (initial versus
change in pressure drop) of filters.
G. Adjust outside air automatic dampers, return air and exhaust dampers to check leakage.
H. Measure temperature conditions across outside air, return air and exhaust dampers to check
leakage.
I. Where modulation dampers are provided, take measurements and balance at extreme
conditions.

B. If required, provide for testing to be performed in presence of Owner's Representative.
C. Approval of Field Procedures shall be by Owner's Project Representative.

SECTION 15724: VENTILATING FANS


PART 1 - GENERAL
1.1

SCOPE WORK
A. Work Included
General: Provide ventilating fans in accordance with the Contract Documents.

1.2.

QUALITY ASSURANCE:
A. Manufacturer: Firm regularly engaged in manufacture of ventilating fans of types and sizes
required, whose products have been in satisfactory use in similar service for not less than 5
years.
B. Installer: Firm with at least 5 years of successful installation experience on AC work projects
similar to this project.

1.4.

SUBMITTALS:
A. Product Data: Submit manufacturer's product data and installation instructions for each
product specified for ventilating fans.
B. Submit brochures/catalogs of centrifugal fans and accessories for approval, before they are
released to order.

1.5.

COORDINATION
A. The Supplier shall coordinate the work with all appropriate sections of the specifications as
necessary to insure proper provisions for the work of this section.
B. Coordinate installation of centrifugal fans.

1.6.

GUARANTEE
A. All equipment, materials and workmanship shall be guaranteed by the Supplier for a period of
one year from the date of final acceptance. Upon receipt of notice from the Owner's Project
Representative of any failure during the guaranteed period, the affected part of work shall be
replaced promptly by the Supplier at his expense.
B. The guarantee shall not extend to damages incurred through improper operation and
maintenance by the Owner. The Owner shall assume full responsibility for proper operation

and maintenance upon final acceptance.


PART - 2 PRODUCTS
2.1

CERTIFICATION
All fans shall carry the Air Moving and Conditioning Association (AMCA), JIS or Equal
performance and construction seal for air and sound.

Refer to the equipment schedules for fan type and selection information and confirm exact
installation requirements for each fan system with the plans and details.
