EXECUTIVE SUMMARY
On 25 February 2014, the British Columbia Hydro and Power Authority (BC Hydro) awarded to
InPower BC General Partnership a contract for the design, construction, financing, testing,
commissioning, maintenance and rehabilitation of the John Hart Generating Station
Replacement Project. Subsequently, InPower BC awarded a contract to SNC-Lavalin Inc. (SLI) to
design and construct as well as decommission certain elements of the John Hart Facility (JHT).
This John Hart Generating Station Replacement Project Monthly Progress Report (JHN MPR) has
been prepared in accordance with the Project Agreement (PA) and covers progress on design
and construction activities, including labour, equipment, materials, planning, scheduling, as well
as environmental and safety summaries. This report is for the reporting period of 26 February to
25 March 2016.
In addition to this report, a number of stand-alone monthly reports are prepared to meet the
requirements of the PA. In some cases, portions of the stand-alone monthly reports have been
incorporated into the JHN MPR to provide a comprehensive overview of the Projects evolution.

Main Access Tunnel (MAT):
FK/ASLJV are continuing with the installation of canopy pipes and lattice girders advancing
to station 20+330.5.
Probe holes continue to be drilled in the MAT to establish conditions ahead of the tunnel
face.
1.3
Environmental Activities
Regular environmental maintenance items continue, including check dam clean-out along Surge
Tower Road, vacuuming of the Water Treatment Plant tanks, the main site entrance cattleguard,
and removal of contaminated materials and used fuels.
The annual amphibian and owl surveys were completed this month.
Four red-legged frog egg masses were relocated from the construction-side of the wetland
exclusion fence. The fence was cut in a five locations to allow frog passage to the wetlands
during the breeding period.
The cofferdam east abutment and the cofferdam perimeter plinth were poured this reporting
period with no water quality concerns. All concrete-affected water is captured within the
cofferdam and pumped through the water treatment plant. The overall volume of water within
the cofferdam is very minimal.

4.1
Potential Problems
As listed below, some mitigation measures (Phase 1) have been implemented to address the
delays resulting from the geological features encountered during the excavation of the Service
Portal Access and Main Access Tunnel. The measures are currently forecasted to recover 7.4
months of the 13 months unmitigated delay.
Updated Potential Mitigation Measures (Phase 2) are currently under review and are also listed
below. These additional measures are intended to recover the remaining 5.6 months delay. The
Design -Builder will continue to assess the situation and advise if further delays are foreseen.
As part of phase 2 Mitigation Measures, the excavation crews in the powerhouse are working 6
days per week, 24 hours/day, to finish the excavation works by end of April 2016. When power
tunnel excavation resumes, it is anticipated that the excavation crew will work 24 hours per day,
5.5 (2 to 3 saturdays/month) to 6 days per week, in the Power Tunnel.
Encountering the geological feature has required significant alternative L20 tunnel support, resequencing and re-planning of the work with attendant pervasive disruption on the balance of
the Project work. Significant disrupting factors are Service Tunnel traffic congestion and
arrangement of tunnel services, including ventilation, while L20 is not available for access.
4.2
Actions Required/Taken

Additional Geotechnical investigations:
Additional geotechnical investigations were undertaken to evaluate excavation
alternatives for the Main Access Tunnel. In addition, further exploratory drilling from the
Surge Chamber was undertaken.
Excavation Alternative to Main Access Tunnel (MAT)
The feasibility of a detour towards the draft tube gate change around the geological
feature encountered in L20 was evaluated. A total of seventeen probe holes were drilled.
The information gathered from the probe holes indicated that an alternative MAT
alignment was feasible. Further excavation of the initial alignment was suspended, and
work was initiated along the new MAT alignment. This work continued to progress in
January 2015.

The first path goes through the excavation of the Powerhouse to the
commissioning of the powerhouse units. At this time, after the implementation of
Phase I mitigation measures, the Powerhouse path demonstrates a 4.4 months
delay in completion.
The second critical path of the project is the excavation of the Power Tunnel and
watering-up before commissioning of the units. At this time, after the
implementation of Phase I mitigation measures, the power tunnel path is estimated
to have a 5.6 months delay.
Phase II mitigation measures are being considered to further address the current delays in both
the Powerhouse and Power tunnel critical paths. Refer to Section 4 for additional information.

BC Hydros monthly public construction report: Collect and draft written content and photos to
be used in monthly public construction report. Coordinate review/edits from the project team.
This months report will be released Mar. 31 and features a profile of Anders Jonsson and
updates about tailrace work and planning.
Weekly media monitoring summary: Report of direct and of interest media clippings shared
with project representatives each Friday. This month there were three updates about the
progress of the project, and eight stories of interest were shared with the project team. Social
media posts are shared if notable. Examples of those are below.
Event Support/Coordination Community Site Event: Work with BC Hydro and project team to
outline initial event plan and determine best approach for planning and execution. The event
date has been set for July 17 (Sunday) and will include stops for the public at both the L20 portal
and the intake area. Will continue to work with community relations at BC Hydro to liaise on the
planning of the event in the coming months.
Video Coordination Tailrace Time Lapse Camera: Operator requirements have been identified
for a time lapse camera to be installed in the powerhouse. Working with ASL-JV to plan for
installation once blasting in the powerhouse is completed, anticipated for May.
Key Messaging Precautionary Spill (Tailrace Work): Provided input/edits and coordinated
review circle for a spill notification proposed by BC Hydro in advance of increased spill from the
reservoir as a precaution to tailrace blasting and potential impacts on generating station.

EXECUTIVE SUMMARY
The critical path excavation continues to be significantly impacted due to excavation conditions and the
additional rock support required to be installed in the Power Tunnel and Tailrace Tunnel.
FK/ASLJV continued to advance through the Main Access Tunnel bypass alignment in accordance with
temporary ground support drawings provided by BMO. FK/ASLJV have moved ahead with installation of
canopy tubes and lattice girders in the Main Access Tunnel. Canopy tube system will be ongoing until
probing results indicate solid rock. At this time the cobble feature continues to impede tunneling progress.
With the implementation of weekend work and additional resources, the Unit Inlets, Bypass Inlets and
Powerhouse have advanced efficiently to meet the revised Construction Schedule.
No activity in the Power Tunnel due to access restrictions as a consequence of excavation conditions. The
tunnels will continue opportunistically and will resume full force after completion of the Inlets in early
April.
East Abutment concrete works was completed and blasting activities of the Intake Maintenance Gate
commenced.
Blasting activities continue at the Tailrace with Bench 4 and 5 (EL 14.5m). Rock plug grout curtain was
completed.
The following highlights the work progress during this reporting period.
1.1 Main Access Tunnel
Probe hole drilling continues in the MAT to establish geological and hydrologic conditions ahead of the
tunnel face to confirm required ground support. FK/ASLJV have moved ahead with installation of canopy
pipes and lattice girders advancing to station 20+330.5 (photo 01). FK/ASLJV continue with the installation
of canopy tubes and girders. Additional probing will be prescribed if necessary to confirm rock cover prior
to resuming full 5m rounds.
1.2 Service Tunnel and Main Access Tunnel Portals
The Service Tunnel and Main Access Tunnel portals excavation conditions have affected the design,
construction and project schedule, as outlined in ASL/SNC Letter 169, dated June 8th, 2015.
Additional shotcrete, rock bolts, meshing and other rock support measures are required to stabilize
the rock in these areas. The effect of these measures results in delays to tunnel advancement and has
affected the completion of the Powerhouse.
1.3 Powerhouse Cavern
Approximately 75% of the Powerhouse has been completed. Currently, FK/ASLJV has blasted 100% of
Bench 4, 7 and 8 (photo 02 and photo 03). Bench 5 is scheduled to commence late March and Powerhouse
on schedule for late April completion where ASLJV will commence concrete works.
Muck shaft was completed and currently used to facilitate the Powerhouse excavation through Draft Tube
#3.

2.2 Incident / Injury Review (note: all incidents are reviewed at Toolbox Talks)
First Aid Feb 23, 2016 ASLJV A carpenter stated that while positioning a 4x6 into place
he pinched his left ring finger between the 4x6 and a coil rod (gloves on). First Aid cleaned and
bandaged the finger. The worker returned to work.
Report Only Feb 23, 2016 ASLJV A carpenter reported that while walking at the bottom
of the Cofferdam, he slipped and fell. He stated both wrists were sore and that he suffered a
blood blister to his left palm. Ice was applied to the left wrist. The worker returned to work.
First Aid - Mar 2, 2016 FK/ASLJV - A miner stated that while attempting to open a clamp
holding the shortcrete hose, he needed to use a wrench. The clamp opened suddenly and
pinched the workers right thumb (gloves on). First Aid cleaned and then released the pressure
on the thumb, applied a bandage. Worker returned to work.
Report Only - Mar 8, 2016 ASLJV Labourer walking back from L60 stated he tripped on a
rock, fell and landed on his right knee resulting a few minor scrapes. At 9:00am he reported
to First Aid to have it looked at and recorded (no treatment). Worker returned to work.
Report Only - Mar 8, 2016 EAC-The driller helper was lining up drill steel to thread into
another stem when it came loose. The steel dropped and went thru the raingear and
contacted the worker in the chest knocking him to the ground. First Aid was called and the
worker had received a bruise to the upper chest in which ice was applied. The worker returned
to work.
Medical Aid - Mar 14, 2016 FK/ASLJV Powerhouse Employee sustained impact injury
when he struck his left thumb with a hammer while attempting to insert a CT bolt. Four
stitches required to close laceration. Worker has returned to work.
Report Only - Mar 15, 2016 ASLJV Main Site - A teamster was putting a chain on the
sprocket of the dump truck tarp mechanism when the chain pinched his right index finger
(gloves were worn at the time) resulting in a small cut. The teamster wanted it recorded and
reported the incident to First Aid. He washed up and returned to work (no treatment).

ENVIRONMENT
3.1 Environmental Highlights
Tailrace rock plug grout curtain holes were pressure tested and grouted without any concerns.
A CO2 bubbler was on site and monitors were present to ensure there were no turbidity/pH
exceedances detected in the River.
ASLJV placed boulders and fill within the silt curtain in the reservoir in order to extend the drill
pad for EAC drilling. A boulder wall was chosen in order to reduce the area of impact and there
were no concerns with this work. Turbidity levels remained visibly low within the silt curtain.
Regular environmental maintenance items continue, including check dam clean-out along
Surge Tower Road, hydrovac of the water treatment plant tanks and the main site entrance
cattle guard, and removal of contaminated materials and used fuels by Terrapure.
The cofferdam east abutment and the cofferdam perimeter plinth were poured this reporting
period with no water quality concerns. All concrete-affected water is captured within the
cofferdam and pumped through the water treatment plant. The overall volume of water
within the cofferdam is very minimal.
The environmental coordinator (EC) inspected the FKASL shop and noted that it is tidy and
well organized. FKASL crews are diligently attending-to and reporting spills.
The asphalt was cut in front of the old Park access at the Intake to direct any overland flow off
the Intake road towards Laydown 5B and away from the Park.
A custom designed spill tray has been placed under the 165 crane in the L70.
The new oil separators in front of the mechanics Quonset huts and the fuel bay were checked
and these are effectively collecting oil.
L60 slopes were covered with topsoil saved from the surge shaft area in preparation for hydroseed application at the end of March. The L70 drainage was lined with rock and check dams
were installed. The check dams have been constructed with gravel at the core and coarse blast
rock on the outside.
Four red-legged frog egg masses were relocated from the construction-side of the wetland
exclusion fence. The fence was cut in a five locations to allow frog passage to the wetlands
during the breeding period.
BC Hydro noted turbid water from the surge tank area reaching the stream at the North safety
berm through a previously unknown sump/pipe system within the Penstock corridor. This
water did not reach BC Parks and the discharge location was changed in consultation with the
environmental coordinator to ensure that there would be no possible risk of a discharge to
Parks. The new discharge location is to rock within the developed roadbed. Water flows into
the rock, along the stump/grub berm and to vegetation. During heavy rains the extent of
visible pooled water was limited to 15 m x 10 m and did not come close to the Park boundary.
The surge tank has been pumped down and the water level is being maintained.
The EC reviewed expectations for refueling within 30 m of a waterway with the Teamsters.
This clarified required best practices at specific sensitive areas on this site.
Broom was removed from around the L60/Interpretive Centre. BC Parks was on site and noted
the effort.
The water treatment plant fault switch failed for the pre-treat pump controller on March 9th
and the water treatment plant operator, a field engineer and an electrician responded around
midnight to keep the plant operating manually. This was repaired the following day.

GE submitted the complete design package of instrumentation and protection devices for partial assembly 50
(MEF 58), the last part of TIV erection tools (MBQ 81) and the homology inspection procedure and forms
(MEF32-201 WDC02) part of the runner design package (MEF 32).
Generator design:
GE submitted the part 1 of the design package of Brake and jack System (MKB 55) and the complete design
package of fire protection system (MKB 58).
Procurement:
- Draft tube elbow (SBB): The last draft tube elbow (U1) was delivered to site.
- Runner forgings (Groditz / CNC TVAR) : all 3 bands forging are already completed at Grditz. Crowns are
in rough machining and will be ready in mid April.
- Stator frames (GE Hydro China): The welding of unit 3 and 2 is in progress (see photo 12 ).
- Stator windings (GE Canada) : The prototype bars have been delivered to the external laboratory as
required in the contract.
- TIV (GE Hydro China): the machining of the the fisrt boby has started. The welding of the first plug is
almost completed. The delivery for all the three units is advanced by one month.
- Bottom ring (GE Hydro China): Welding of the bottom ring U3 has started (see photo 11).
- Stay rings (HRPE): welding is completed for 3 units (see photos 7 & 8). It will remains the welding of the
spiral case on the stay ring.
- Draft tube cone (HRPE): Finished cutting. Started the assembly of U3 and U2 (see photo 9).
- Upper pit liner U3 (HRPE): Finished the cutting. Started the assembly (see photo 10).
