BACKGROUND / SUMMARY
The Scout House is a City-owned building located at the northeast corner of Mission Street and Eighth
Avenue. The building was added to the Citys Historic Inventory in 2002 under California Register Criteria 1,
the area of history, as an important component of the civic and social fabric of the community. The building
was constructed by M.J. Murphy in 1931 for use by the Boy Scouts. The DPR 523 Form for historic
designation is included at Attachment 1, and provides background on the history of the Scout House.
The Scout House has been closed to the public for several decades because it does not meet the
requirements of the Americans with Disabilities Act (ADA Act). In 1999, an assessment report was prepared
for the City by a licensed architect identifying the accessibility (ADA) and general maintenances needs of the
building. No work has been done by the City to address the ADA requirements since the assessment was
prepared in 1999, and hence, the building has remained closed to the public.
In 2015, the City approved an accessibility improvement project submitted by applicant Michael Doyle, who is
affiliated with the Carmel Boy Scout Troop 127. The project included alterations to the driveway on the east
side of the property in order to provide an ADA accessible parking space. The project was completed
approximately six months ago by Troop 127 and was honored by the City Council at a public meeting. Scout
Doyle is now proposing a second phase of the project, which includes modifying the east elevation of the
building to include the addition an ADA accessible entry door and modifications to the interior that include two
new ADA accessible bathrooms. The proposed entry door would require a small dormer element on the roof in
order to meet height requirements and the east elevation windows would be patched in order to construct the
interior restrooms. Staff notes that the east portion of the building was constructed in 1941 and is not part of
the original historic fabric. The Historic Resources Board reviewed the proposal at the August 22, 2016
meeting and supported the proposed project by issuing a Determination of Consistency with the Secretarys
Standards for the Rehabilitation of Historic Resources.

Mr. Doyle retained a licensed architect to prepare the plans and is volunteering to hire a licensed and insured
contractor to perform the work. Furthermore, the Citys Building Official reviewed and the plans in 2015 and
determined that the proposal is ADA compliant and would allow for the building to be leased to a public entity.
Staff notes that there is an oak tree located in the proximity of the proposed entry door. The City Forester has
reviewed the project plans and recommends that the door be shifted south 1-foot if feasible and that the height
of the dormer be lowered by a few inches. Staff will work with the applicant to address these issues.
FISCAL IMPACT
The City will cover the cost of plan check and building inspections for the project.(+

The Carmel Scout House is significant under California Register criteria 1 in the area of history, as an important component of the
civic and social fabric of the community. From its inception the residents of Carmel were active in the civic, educational and social
life of the community. The Carmel Scout House continues to reflect this aspect of Carmel's community character. The Boy Scouts
in Carmel began with a visrt to the area by the founder of the organization. Sir Robert Baden-Powell in 1910. Baden-Powell
bivouacked at the Presidio of Monterey with a group, including some members of the Boys Club of Carmel. All the boys, and their
leader, John Neikirk, became official Boy Scouts, and through the sponsorship of Carmel American Legion Post #512, and the
help of Douglas H. Greeley, Sr. and Fred Leidig, were chartered in 1925 as Troop #86, Boy Scouts of America. The current building
site was donated to the Carmel Boy Scouts by Dr. Amelia Gates, and the Troop, with assistance from Louis Levinson and F.L.
Veatch, and support of theCarmel Pine Cone , raised the necessary funds for construction. The clubhouse was built by Carmel
master-builder M.J. Murphy, from plans drawn, and still on file at City Hall, by archrtect Allan C. Collins. The Carmel Scout House
clearly reflects the findings of, and is consistant with the 1997 Carmel Historic Context Statement under the theme of government,
civic and social institutions.
