Folks sorry to say there are no speaking slots for work sessions nor are there votes taken. This
is the opportunity for staff to brief the board about the reg and for the board to ask questions.
Still important to have folks there. It will be televised but I am not sure it streams live. I
think it is posted later.
Wear red and stand outside the room if you cannot get in. I bet press will be there.

With the recent developments related to the U.S. Department of Educations and the U.S.
Department of Justices Office of Civil Rights May 13, 2016 Dear Colleague Letter, events are
rapidly developing on the national stage and here in Fairfax County.
Congresswoman Comstock should seek an investigation/hearing by the House Education and Work
Force Committee regarding the Constitutionality of:
1. the federal governments threats against the nations 14,000 school districts and the
governing authority of 90,000 School Board Members. and
2. the DOJ OCR and U.S. Department of Educations pursuit of expanding Title IX under threats
to extract federal education funds from individual school districts meant for the highest
poverty students and students with special education needs.
Additional developments include:

the response by the Attorneys General of Oklahoma, Texas and West Virginia to the U.S.
DoE and DOJs OCR;
Liberty Counsels appeal filed with the Supreme Court of Virginia last week;
the federal lawsuit filed today in U.S. District Court for the Northern District of Texasby 11
states: Alabama, Arizona, Georgia, Louisiana, Maine, Oklahoma, Tennessee, Texas, Utah,
West Virginia and Wisconsin; and
the legal opinion by Virginias Attorney General Mark Herringin response to Virginia
Delegates Garrett, Plum and LaRock on the underlying issue of legality in expanding local,
state and federal (Title IX) non-discrimination policies to include transgender or gender
identity.
Considering pending potential action by the Fairfax County School Board and/or Superintendent, the
Grayson School Boards recent North Carolina style decision, time is of the essence. The courtesy

Dear Elizabeth Schultz,
I left you a message on your voicemail line.
I am Chaney Mullins a close friend of John and Laura Hanford and I work as a part-time
special projects writer for Concerned Women for America, the nation's largest women's
public policy organization.I was at last years hearing where Laura and my former boss
JoEllen Murphy both spoke.
My boss Penny Nance has tasked me with getting up to speed on the issue and seeing if
anything can still be done in Fairfax County and what it will take to prevent this from
happening elsewhere.
From my understanding, it appears to me there are 4 major concerns:
1. The inclusion of transgenderism/homosexuality etc. in the sex-ed curriculum in potentially

objectionable ways to people of religious faith.
2. The inclusion of the transgender bathrooms guidelines of the Obamacare administration

more or less matching what is now enacted in similar form by FCPS, and the other specific
guidelines regarding handling transgender students which were developed by a "consultant"
and which the board promised to handle by welcoming public comment.
3. The protected class designation of transgenderism and the inclusion of transgender language
in the student handbook, then forcing of students to sign that handbook grossly violating their
religious freedom.
4. The method by which these policies were adopted in a way that did not give parents
adequate time to respond or follow their promise of public debate.

It also seems there are 4 potential responses to what is happening:
1. Alterations to curriculum or at least strong opt-out policies for sexual education in both the
sex-ed, family, health, and all relevant units, even those which did not previously include optout.
2. Obama's guidelines do not have the force of law and we could propose traditional bathroom
policies or at least the adoption of alternatives like allowance to use single-stall staff
bathrooms. We also need to push for full conversation about the extensive transgender
"guidelines".
3. If it cant be changed, students can sue for their religious freedom rights to not sign the
student handbook.
4. Expose the corrupt method by which these policies were implemented and why they are
harmful in a series of opt-eds aimed to prevent this in other states.
---The most current action of the board deals with number 2: The long-awaited guidelines for
dealing with transgender students were emailed Friday July 1st
- AFTER the June 30th board meeting and
- right before a holiday weekend, conveniently timed with minimum press
- presented in only email format
- alone and without a full report from a consultant
- and with a plan to address them only through a forum and not subjecting them to a full
working board session and public comment as was promised last year.
There are concerns with the guidelines themselves as well as their method of implementation.
Where I see CWA being most helpful:
1. Attending the Forum and Board Meeting on Thursday July 14th from 5:45-7pm and board
meeting afterwards.
2. Calling upon our members to notify the superintendent and board chairman of the desire
for a full working session on this issue to ensure full community involvement as promised last
year, and as cannot take place through unjustly timed email communication and private
forum.

Blacksburg grad's educational impact felt across the globe

Genty Dakus feats in education know no borders. At Blacksburg High School, hes
recognized as the 2016 valedictorian and one of 160 graduating seniors in the country
named a U.S. Presidential Scholar. Hes set to graduate at 7 p.m. Friday.
Threat cleared at Cave Spring High School
Police cleared a reported bomb threat at Cave Spring High School discovered just before
the end of the school day Thursday, according to a message from the school to parents.
The threat was discovered on a bathroom wall at about 2:45 p.m., school
New dual language program to start in fall
This coming fall, students at Spotswood Elementary in Harrisonburg will have the
opportunity to learn in English and in Spanish. Right now, there are dual language
programs at three city elementary schools, including Keister Elementary. On Tuesday

School is ending early in Tazewell County. Members of the school board met Wednesday
to discuss a $1.6 million dollar budget shortfall. Last week, around 400 letters were sent to

Marcus J. Newsome, Superintendent of Chesterfield County Public Schools, released on
Friday that more than 300 employees are retiring from the CCPS school system this year.
