Welcome to the 2016 edition of the Energy Institute (EI) Publications catalogue
EI publications are downloaded across the globe on average once every half an hour. The technical good practice developed
through the EI is used and referenced across over 90 countries. In 2015, the EI produced a significant number of publications,
covering a broad range of themes, including petroleum product storage and distribution, health, environment, testing methodology,
measurement, human factors, process safety and asset integrity. These documents are relevant across a number of sectors, from
upstream oil and gas, to downstream operations, thermal power generation and offshore renewables. Some of the work published
by the EI is relevant beyond just the energy sector and used across wider industry, such as the titles within the Guidance on meeting
the expectations of EI Process safety management framework series.
These documents are steered and produced by an extensive global array of energy professionals, who, through EI committees and
working groups, participate in the EI's Technical Work Programme, supported by funding from EI Technical Partners (for a full list of
EI Partners, see page 2).

EI Technical
work programme

The EI's technical work programme provides


industry with cost-effective, value-adding
knowledge on key issues affecting those operating
in the energy industry, in the UK and internationally.
This work is defined by the EI's Scientific and
Technical Committee (STAC) and supported
by the EI's Technical Partners. STAC consists
of senior energy industry representatives who
collectively offer guidance and advice to EI technical
committees to develop an annual schedule of
work. This comprises original independent research
and investigations; responses to legislation and
regulation; workshops; and seminars.
Topics covered by the work programme include:
safety, environment, health, distribution, fuel
quality, hydrocarbon management, biofuels, carbon
capture and storage, offshore wind, human and
organisational factors, aviation fuel handling and
thermal power generation.
Further support in the production of guidance is
provided by a range of organisations, including
industry regulators (such as the UK Health and
Safety Executive, Environment Agency, Maritime
and Coastguard Agency), and other bodies such
as IATA and JIG. The EI's Technical team also
facilitates and coordinates UK input into the work
of national and international non-EI committees in
organisations such as BSI, ISO and CEN.
Independent auditing of this work has
demonstrated a return on investment of 50/1
through safety and efficiency improvements to our
partners' operations.

Where the EI adds value


In many countries there is a 'goal-setting' rather
than 'prescriptive' approach to regulation. This
is particularly relevant to health, safety and
environmental (HS&E) legislation. Here, the onus
is on operators to demonstrate to the regulators'
satisfaction that reasonable steps have been taken
to fulfil regulatory requirements. This is easier when
the industry and regulators have agreed good
practices or guidance.
It is this which underpins the ethos of the EI's
role for industry. The EI essentially acts as an
honest broker to facilitate discussion on scientific
and technical issues, to input sound science into
regulations, or to deliver good practice to support
regulators and industry alike. Industry partners work
collaboratively through the EI in the development of
good industry practice for the benefit of all.
The EI's position as an independent and respected
technical authority is as important now as it has
ever been in helping the energy sector to meet its
obligations and in supporting day-to-day industry
operations.
The guidance in this catalogue would not be
delivered without the generosity of the many who
give up their time in supporting the EI's technical
work programme. On behalf of the EI I would like

The work of the EI's Environment Management Group (EMG) focuses
on the impact the energy industry has on the environment. In

The Health Technical Committee (HTC) is responsible
for advising industry on all health issues relevant to the
international oil and gas and wider energy sector, including the
health aspects of employees, customers and the general public

Hazardous area classification


The EI has conducted numerous research initiatives to develop the technical
content in Model code of safe practice Part 15: Area classification for installations
handling flammable fluids (EI 15, formerly referred to as IP 15). EI 15 is a wellestablished, internationally accepted publication that provides methodologies for
hazardous area classification around equipment storing or handling flammable
fluids in the drilling, production, processing, distribution and retail sectors. It
constitutes a sector-specific approach to achieving the hazardous area classification
requirements for flammable fluids, as required in the EU through Directive

Installation integrity
There has been an increased focus on assuring the continuing fitness for purpose
of existing installations, especially mature installations. Structures, plant, equipment
or systems, which could either cause, or contribute to, a major accident, should be
managed effectively in order to prevent failure or limit its consequences.
Most of the EI's installation integrity technical initiatives support the upstream
petroleum industry; in particular, to address issues identified in the GB Health and
Safety Executive Energy Division's Key Programmes 3 and 4 (KP3 and KP4) Asset
Integrity and Ageing and Life Extension.

a significant part of the downstream business for many oil

Biofuels
The EI takes a leading role in researching the impact that
biofuels may have in the distribution chain, with various
EI committees overseeing the development of applicable
guidance.
To achieve the targets set by the European Directive
2003/30/EC, which promotes the use of biofuels or
other renewable fuels to replace part of the diesel and
petrol sold in EC Member States, biofuels may be made
available in a number of forms, such as pure bio-diesel or
bio-ethanol, or these may be blended in mineral oil fuels
in accordance with the appropriate European norms. In
order to ensure good fuel quality where biofuels are used,

The EI is seen as a world class leader in test method development,
developing and publishing international standard test methods
(known as IP Test Methods) for petroleum and related products. These
are used to support government regulations, custody transfer, quality
control and international petroleum product specifications globally.
The EI Test Method Standardisation Committee works closely with

Participating in EI correlation schemes can
form a fundamental part of any petroleum
laboratory's QA system.
It is a requirement for laboratories
accredited to ISO 17025 to participate in
interlaboratory comparison or proficiency

EI Gasoline and diesel fuel engine


correlation scheme
Laboratories conducting tests for the
assessment of automotive fuel quality must be
a member of an inter-laboratory correlation
scheme. Membership of the EI Gasoline and
diesel fuel engine correlation schemes enables
laboratories to meet this requirement for both
gasoline and diesel fuel engines while at the
same time checking their engines for rating
bias.
Samples of gasoline or reference blends are
tested for both research and motor octane
number and diesel fuel for cetane number.
Results are statistically analysed and published
monthly, enabling laboratories to compare their
results with the statistical mean and obtain a 'Z
score'. Companies can submit gasoline or diesel
fuel for testing in the scheme and this enables
them to have a 'golden standard' that has a
statistically robust octane or cetane number.

EI Derived Cetane Number correlation


schemes
Run parallel to and use the same diesel fuels
that are used for the EI Diesel fuel engine
correlation scheme. The schemes enable
laboratories determining the Derived Cetane
Number (DCN) of diesel fuels using the IQT or
CID instruments or the Generic Cetane Number
(GCN) using the AFIDA instrument to:
Compare their results with the statistical mean
and obtain a 'Z score'.
Compare the DCN or GCN to the mean of
the Cetane Number (CN) as determined
by IP 41/ASTM D613 in the EI Diesel fuel
engine correlation scheme.
Have a set of secondary working standards
with known DCN, GCN and CN values
that can be used for quality control

At various stages during the extraction, transportation, refining, storage and
distribution of petroleum and its products, there are requirements to measure its
quantity and quality for allocation, custody transfer and fiscal purposes, as well as
for stock control and loss prevention.
To enable the oil industry and regulators to carry out such measurements in a
standardised manner, the EI Hydrocarbon Management Committee (HMC) develops
and issues guidance documents that reflect current industry good practice.
A number of petroleum measurement standards have been developed jointly with
the API, particularly relating to marine transportation, and the EI HMC is committed
to the production of international guidance through its position, through BSI, as
secretariat to the ISO TC28/SC2 Measurement of petroleum and related products.

The EI HMC has set up an expert register, which is a database of experts in various
fields relating to hydrocarbon management. The database is used for contacting

Europe's offshore wind potential is substantial. According to European Wind


Energy Association (EWEA) by 2030, installed capacity is expected to reach
66.5 GW, meeting 7.7 % of EU electricity demand or 244.5 TWh. However,
development of offshore wind farms also brings about potential health, safety

In order to demonstrate leadership to the industry, senior executives of G9
member companies have commited resources, and also meet under the
auspices of the G9 Board, in order to find solutions to the HSE challenges the

Through the sharing and analysing of incident data from member companies,
an understanding of risks encountered during the development, construction
and operational phases of a wind farm project has been developed. This
information has been used to identify the risk profile in the offshore wind
industry.

Subject collections and data
Users can access our online Collections, covering energy policy milestones and subject-specific
resources. We have 80 datasets, on topics including prices, capacities, reserves and resources
and degree-days which span renewable energy, electricity, coal, nuclear and oil and gas
and are free to members or available by email subscription. These are updated weekly
and monthly.

Member engagement
The EIKS draws upon the expertise and experience of the EI's
23,000-strong membership across all sectors and disciplines.
Government and industry increasingly turn to the EI for the
expertise of our members. Through the EIKS, EI members can join
specialist panels, submit evidence to public policy consultations
and contribute to the peer review process for research projects in
their area of specialty.

EI Energy Barometer
The Energy Barometer consists of an annual survey of energy
issues, drawing on the collective knowledge and experience of
our most valued asset, our members. This initiative gives a voice
to energy professionals and informs the energy debate and policy
process.
Each year, an EI College is randomly selected from professional and
pre-professional members. Those invited give their opinions and
expectations about a range of UK energy issues. The results are
published to inform policy makers, industry, and public discussion.
