Welcome to the 2016 edition of the Energy Institute (EI) Publications catalogue
EI publications are downloaded across the globe on average once every half an hour. The technical good practice developed
through the EI is used and referenced across over 90 countries. In 2015, the EI produced a significant number of publications,
covering a broad range of themes, including petroleum product storage and distribution, health, environment, testing methodology,
measurement, human factors, process safety and asset integrity. These documents are relevant across a number of sectors, from
upstream oil and gas, to downstream operations, thermal power generation and offshore renewables. Some of the work published
by the EI is relevant beyond just the energy sector and used across wider industry, such as the titles within the Guidance on meeting
the expectations of EI Process safety management framework series.
These documents are steered and produced by an extensive global array of energy professionals, who, through EI committees and
working groups, participate in the EI's Technical Work Programme, supported by funding from EI Technical Partners (for a full list of
EI Partners, see page 2).

Health
The Health Technical Committee (HTC) is responsible
for advising industry on all health issues relevant to the
international oil and gas and wider energy sector, including the
health aspects of employees, customers and the general public
who may be impacted by the activities and products of the
industry.
Membership is formed from a range of industry companies,
the Health and Safety Executive and other associations such as
the British Occupational Health Research Foundation and Oil
and Gas UK. HTC members are generally registered medical
practitioners, certified occupational hygienists, or senior
medical professionals within their organisation.

Electrical issues affect all aspects of upstream and
downstream petroleum industry operations, including: the
classification of hazardous areas; selection and inspection
of electrical and electro-mechanical equipment; the control of
potential hazards due to static electric discharge; the assessment of
electrical supply protection, etc.
Research work in these subject areas is co-ordinated by the EI's Electrical
Committee. In addition the Committee manages a broad portfolio of
guidance, represents the industry on national and international standards
committees and contributes to enhancing the competence of electrical
practitioners working on petroleum installations.

Installation integrity
There has been an increased focus on assuring the continuing fitness for purpose
of existing installations, especially mature installations. Structures, plant, equipment
or systems, which could either cause, or contribute to, a major accident, should be
managed effectively in order to prevent failure or limit its consequences.
Most of the EI's installation integrity technical initiatives support the upstream
petroleum industry; in particular, to address issues identified in the GB Health and
Safety Executive Energy Division's Key Programmes 3 and 4 (KP3 and KP4) Asset
Integrity and Ageing and Life Extension.
The EI technical deliverables support the KP3 and KP4 aims by providing good
practice in key integrity management issues, so as to drive continuous improvement
in major accident hazard management.

Effective hazard management plays a key role in the power generation
sector, as in the wider energy industry.
As one of the EI's newer committees, the Power Utilities Committee (PUC)
is dedicated to improving safety at work at power generation sites.

Biofuels
The EI takes a leading role in researching the impact that
biofuels may have in the distribution chain, with various
EI committees overseeing the development of applicable
guidance.
To achieve the targets set by the European Directive
2003/30/EC, which promotes the use of biofuels or
other renewable fuels to replace part of the diesel and
petrol sold in EC Member States, biofuels may be made
available in a number of forms, such as pure bio-diesel or
bio-ethanol, or these may be blended in mineral oil fuels
in accordance with the appropriate European norms. In
order to ensure good fuel quality where biofuels are used,
the EI has also lead the development of biofuel quality
test methods.

Laboratory correlation
schemes
Participating in EI correlation schemes can
form a fundamental part of any petroleum
laboratory's QA system.
It is a requirement for laboratories
accredited to ISO 17025 to participate in
interlaboratory comparison or proficiency
testing programmes. Being a member of
a recognized scheme provides laboratories
with a means to demonstrate their ability
to meet high level standards to customers
on the performance of the laboratory and
the integrity of the results generated. See

Hydrocarbon management
At various stages during the extraction, transportation, refining, storage and
distribution of petroleum and its products, there are requirements to measure its
quantity and quality for allocation, custody transfer and fiscal purposes, as well as
for stock control and loss prevention.
To enable the oil industry and regulators to carry out such measurements in a
standardised manner, the EI Hydrocarbon Management Committee (HMC) develops
and issues guidance documents that reflect current industry good practice.
A number of petroleum measurement standards have been developed jointly with
the API, particularly relating to marine transportation, and the EI HMC is committed
to the production of international guidance through its position, through BSI, as
secretariat to the ISO TC28/SC2 Measurement of petroleum and related products.
EI Hydrocarbon Management Expert Register
The EI HMC has set up an expert register, which is a database of experts in various
fields relating to hydrocarbon management. The database is used for contacting
appropriate users about volunteering to work on joint standards, working groups,
committees and for ballots etc. relating to specific categories.

This online tool, which contains over 90,000 records and is continually updated, enables members to

and monthly.
Member engagement
The EIKS draws upon the expertise and experience of the EI's
23,000-strong membership across all sectors and disciplines.
Government and industry increasingly turn to the EI for the
expertise of our members. Through the EIKS, EI members can join
specialist panels, submit evidence to public policy consultations
and contribute to the peer review process for research projects in
their area of specialty.
EI Energy Barometer
The Energy Barometer consists of an annual survey of energy
issues, drawing on the collective knowledge and experience of
our most valued asset, our members. This initiative gives a voice
to energy professionals and informs the energy debate and policy
process.
Each year, an EI College is randomly selected from professional and
pre-professional members. Those invited give their opinions and
expectations about a range of UK energy issues. The results are
published to inform policy makers, industry, and public discussion.
