INTRODUCTION

1.1

SCOPE AND APPLICABILITY OF THE EMERGENCY ACTION PLAN


Applicability extends to all employees and visitors. This plan will provide specific
emergency procedures as well as address emergency protocols.
This plan is reviewed with QEMS Team Leader prior to working at the site and
periodically thereafter to ensure a thorough understanding by employees to carry out their
roles as required by this plan.

1.2

VISITORS
In the event that a visitor/contractor does not adhere to the provisions of this plan, he/she
will be requested to leave the work area.

2.0

KEY PERSONNEL
The following key personnel are familiar with this plan and are responsible for the
explanation of duties under this plan.

2.1

EMERGENCY ACTION PERSONNEL


The MR/ Quality Control Manager is responsible for ensuring that the provisions of this
plan is adequate and implemented. Changing conditions may require decisions to be
made concerning adequate action plans. The MR and QC is also responsible for
reviewing the site on a regular basis in order to ensure the effectiveness of this plan.

PERSONNEL TRAINING REQUIREMENTS


At a minimum, all personnel shall be trained in this Emergency Action Plan, including first
aid, fire fighting, fire evacuation, use of PPE, material handling, Chemical spillage control
and their role with respect to emergency response actions.

3.1

PREASSIGNMENT AND REFRESHER TRAINING


All employees will be trained initially prior to work assignments and periodically thereafter
to ensure they are familiar with this plan and their responsibilities in an emergency.
Additional training shall be provided as employees emergency action responsibilities are
changed, or as this plan is changed.

5.0

EMERGENCY PROCEDURES

5.1 GENERAL EMERGENCIES, ACCIDENTS AND INJURIES


These procedures identified are to be followed in any emergency not specially addressed in
other portions of this plan.
The first employee detecting the emergency:
1. Notifies the QEMS member of his area and the QC or MR by telephone, shouting, or
other agreed alarm. If the HSE team member is not available, notify the other
member.
2. Direct factory and depot personnel, visitors, and customer to evacuate the area if there
is an imminent risk to their personal safety.
3. Once the QEHS team member arrives they will then be in control of the area.
5.2

PERSONNEL ROLES AND LINES OF AUTHORITY


The team leader or MR or QC has primary responsibility for responding to and correcting
emergency situations. This includes taking appropriate measures to ensure the safety of
site personnel and the public. Possible actions may involve evacuation of personnel from
the site area, and evacuation of adjacent residents. They are additionally responsible for
ensuring that corrective measures have been implemented, authorities notified, and followup reports have been completed. An alternate may be called upon to act on the behalf of
the Team Leader or QC or MR, and direct responses to any medical emergency.

5.3

ALARM SYSTEM/PROCEDURES
Alarms will be communicated by shouting or telephone or hooter or megaphone.
The alarm will be activated by the Emergency Coordinator, his designee, or personnel
in an emergency situation. Once the alarm sounds, the Emergency Action Plan is
implemented.

5.4

EVACUATION ROUTES/PROCEDURES
In the event of an emergency, which necessitates an evacuation of the site, the previous
alarm procedures will be implemented to notify all employees.
Personnel will shut down or turn off equipment and move quickly to proceed to the
gathering area associated with the evacuation route. Personnel will remain at the
gathering area until the all clear is signaled or an authorized individual provides further
instructions. The Emergency Coordinator or his designee shall perform a head count and
roll call to determine if all necessary persons have evacuated the facility. The roll call and
head count will be checked against employee time cards and sign in log to ensure everyone
is accounted for.

5.5

EMERGENCY CONTACT NOTIFICATION SYSTEM


Table 1 provides names and telephone numbers for emergency contact personnel and
emergency assistance/notification agencies. In the event of an emergency, personnel will
take direction from the Emergency Coordinator or his designated alternate(s) and notify
the appropriate emergency organization. In the event of a fire or spill, the Emergency
Coordinator will notify the appropriate local agencies.

5.6 EMERGENCY MEDICAL TREATMENT PROCEDURES
Only those employees with first aid training should perform First
Aid treatment. If the injury or illness is minor, first aid will be administered prior to
transport. If the patients condition is serious, first aid should be administered while
awaiting an ambulance or paramedics. All injuries and illnesses must immediately be
reported to MR.
Any person being transported to a clinic or hospital for treatment should take with them
information on the chemical(s) they have been exposed to at the site (if applicable).
5.7

FIRE OR EXPLOSION (UNCONFINED)


In the event of an unconfined fire or explosion, the local fire department should be
summoned immediately. Upon their arrival, the Emergency Coordinator or designated
alternate will advise the fire commander of the location, nature, and identification of any
hazardous materials onsite.
If the Emergency Coordinator determines that it is safe to do so, site personnel may:

Use fire fighting equipment available onsite to control or extinguish the fire; and,

Remove or isolate flammable or other materials which may contribute to the fire.

5.8

Activate the alarm system.


Notify the Emergency Coordinator.
Secure the area to ensure all non-essential personnel are not exposed to heat,
flames, or vapors.
Determine the extent and source of the fire. If the source of the fire can be slowed
or stopped by a mechanical source (for example, closing a valve) does so.
Emergency Coordinator determines the best method for fighting the fire.
Put the fire out using the Emergency Coordinators approved method and
appropriate equipment.
Once the fire is out, keep the area secured and have an employee watch the area if
it is possible the fire may reignite.

In the event of a spill or a leakage of chemical, concentrated


syrup, beverage, oils and
lubricants:
Inform supervisor and QC/Lab incharge immediately;
Locate the source of the spillage and stop the flow if it can be done safely; and,
Assess spills and begins containment and recovery of the spilled materials.

Note: If spilled material gets into main drains, the amount of materials going into drain will
determine if Spill is reportable to a regulatory agency. Presently EPA has not set any limits for the
beverage industry to regulate the spillage.
Materials Needed for Spill Clean-Up:
* Proper PPE
* Granular absorbent
* Absorbent blankets, pads, and booms
* Brooms
* Shovels
* Material Safety Data Sheet(s) - (MSDS) for spilled material
IV. Disposal of Material:
Material will be disposed of in a manner, which is will not increase environmental burden
