245 kV GAS INSULATING SWITCHGEAR SYSTEM

6.10.1

Scope of Work
Scope of work under this section covers the provision of labour, tools, plants, materials and
performance of work necessary for the design, manufacture, quality control, shop assembly,
shop testing, delivery at site, site storage and preservation, installation, commissioning,
performance and acceptance testing, handing over to Owner and guarantee for one year of
Seven (7) bays of 245 kV, SF6 Gas Insulated switch Gear (GIS) each complete with all
auxiliaries, accessories, spare parts etc. shall be required for switching operation from
generating unit to grid transmission lines. The switchgear shall have double bus bar
arrangement. The SF6, gas-insulated switch gear rated for 245 KV, 3 , 50 Hz shall be of
the indoor metal-enclosed type, comprising of following items:

Two (2), 2000 A,3 , SF6 gas-insulated, metal enclosed bus bars, each comprising of:
Three (3), Individual bus bars enclosures running the length of the switchgear to
interconnect each of the circuit breaker bay modules.
Three (3), 1 , gang-operated earth switch, complete with spring operating
mechanisms.
Three (3) 1 , disconnector and earth switch complete with manual and motor
driven operating mechanisms, for isolation of voltage transformer,
Three (3) surge arrestor.
Three (3) single , 2 core Voltage transformers
One (1) 245 kV Bus-Coupler bay module comprising: One (1), 2000 A, three pole , SF6 insulated circuit breaker, complete with
operating mechanism.
Two (2), 3-core, multi ratio, three-pole current transformers.
Two (2), 3 , single-pole, gang-operated disconnector, complete with operating
mechanisms.
Two (2), 3 , single-pole, gang-operated earth switch, complete with operating
mechanisms.
Four (4) 245 kV Generator bay modules, each comprising: One (1), 2000 A, 3-pole, SF6 insulated circuit breaker, complete with operating
mechanism.
One (1), 5-core, multi ratio, 3- pole current transformer.
Three (3), 3 , single-pole, gang-operated disconnector, complete with operating
mechanisms.
Three (3), 3 , single-pole, gang-operated earth switch, complete with operating
mechanism.
Two (2), 245 kV transmission line bay modules comprising:
One (1) 2000-A, 3 pole, SF6 insulated circuit breaker, complete with operating
mechanism.
One (1), 6-core, multi ratio, 3-pole current transformers.
Three (3), 3 , single-pole, gang-operated disconnector, complete with operating
mechanisms.
Two(2), 3 , single-pole, gang-operated earth switch, complete with operating
mechanism.
One (1), 3 , single pole, high-speed earth switch, complete with gang operated,
operating mechanisms.
Three (3) pole SF 6 / cable bushings for indoor connections.
Two (2) Three (3) pole cable / air bushings for outdoor connections.
All necessary terminal Boxes, SF 6 gas filling, interconnecting power and control wiring,
grounding connections, gas and pressure monitoring equipment, pressure release valves
and piping support structures etc.
The first filling of SF6 gas for the equipment supplied plus an additional quantity (not less
than 10%) after conducting all the tests on equipment at the site before placing it into
successful operation. SF6 gas shall be supplied in non-returnable cylinders.
One (1), Lot On-line monitoring and diagnostic system to monitor partial discharge, internal
arching, gas density, gas pressure, leakage, moisture etc., operating parameters such as
current, voltage, temperature etc. complete with sensors, control/processor unit,

wiring/cabling in all respect with interfacing arrangement and devices to take input up to
intelligent type local control panel. Dry type contacts of all the signals shall be made
available for remote DACS as described in chapter Control & Monitoring.
One (1) gas-processing unit. Complete with all accessories and fittings.
One (1) gas leakage tester
One (1) set of special devices and handling tools required for installation and maintenance of
the switchgear and the auxiliary equipment.
One (1) set of testing equipments required for the testing of the switchgear.

245 kV SF6 gas insulated switchgear shall be installed at EL.m. There will be 5 T
EOT crane for handling complete GIS. The interconnection between Generator transformers
and respective unit bays shall be through gas insulated bus duct (GIB). The pot yard for
taking off the power is located nearly m away from GIS hall .The interconnection
between pot yard and line bay shall be through XLPE cables.

Performance Criteria and Guarantee


The SF6 switchgear system shall be capable of performing all intended duties and it is the
responsibility of the Contractor to supply the equipment as per guaranteed technical
particulars.

Description and construction


It is under stood that each manufacturer has his own particular design concept and it is not
the purpose of this specification to impose unreasonable restrictions. However in the interest
of safety, reliability and maintainability, the switch gear offered shall meet the following
minimum modular design requirements
Possible to remove and replace the fully assembled parts of circuit breaker.
Interchangeability of similar parts.
Future extension of bays with-out shut down of power plant.
Inter locking scheme.
Pressure relief device.
Gas density monitoring device.
Window for viewing physical status of switches.
All current carrying components of the equipment specified shall be capable of continuous
operation at the specified rated current without exceeding the maximum temperature rises
specified in the relevant IEC standards.
Circuit Breakers
The circuit breakers shall comprise three single phase metal clad breaker poles having one
single pressure interrupter unit per phase. Each pole consists of the operating mechanism,
the interrupter columns and the enclosure with basic supporting structure. They shall be
designed for installation in SF6 gas insulated metal clad switchgear and shall use SF6 gas
for both insulation and arc quenching. The mechanism shall be trip free mechanically or
electrically with anti pumping device. SF6 circuit breakers shall conform to IEC-62271.
Sufficient auxiliary contacts of the breakers shall be provided for the local and remote
indications, the performance of various control and protection schemes and the interlocking
scheme. Alarm and cut-off contacts for mechanism faults and gas pressure loss shall also be
provided. The circuit breaker shall be capable of being operated locally or from remote.
Current Transformers
The Current Transformer shall have multi core with multi ratio, which shall be changeable by
means of taps on secondary side. Independent cores shall be used for different purposes as
per drawing No. -------- of protective relaying and metering diagram.
Transmission line bay CTs shall be used for Bus bar differential (main & check zone),
distance protections (Main-I & Main-II) and breaker-failure protections & auto-reclosing and
metering.
One CT at potyard is available for cable differential protection.
Generator bay CTs shall be used for overall Generator transformers differential
protection, transformer REF, Bus bar differential (main & check zone) and breaker
failure & over current protection and metering.
Bus coupler bay CTs shall be used for bus bar protection (Main-I & Main-II), breaker
failure protection, over current protection and metering.
Bus-bar Voltage Transformers
The voltage transformer shall be located in a separate module and shall be connected phase
to ground to the phase buses. The ratings shall be as indicated above. It shall be used for
protection, metering and synchronizing.

Disconnector and maintenance earth switches shall comply with the following general
requirements of IEC 62271-102 disconnector shall operate by 220 V DC motor-operated
mechanism as well as manual operating mechanism. Sufficient auxiliary contacts shall be
provided for indications (local & remote), interlocking schemes and the performance of
various control & protection schemes.
Safety Earthing Switch
Earthing switches shall be provided as per single-line diagram. Each switch group shall have
a single electric operator as well as manual operating mechanism. Each earth switch shall
be electrically and mechanically bay interlocked with its associated disconnector switch and
circuit breaker. Sufficient auxiliary contacts for indications and interlocking shall be provided.
High Speed earthing Switch
Earthing switch located at 245 kV transmission lines feeder shall be of high speed, makeproof type and shall be used to discharge the respective charging current in addition to their
safety functions. Sufficient auxiliary contacts for indications and interlocking shall be
provided.
Surge Arrestor
SF6 gas insulated metal enclosed surge arrestor of the gapless metal oxide heavy-duty
station type shall be located in double bus of GIS and in generator bay. The rating shall be
as indicated above
Termination Arrangements
Transformer End
The 245 KV generator transformer shall be directly connected to gas insulated switchgear
through SF6 / Oil bushing (to be supplied by transformer manufacturer). The scope under
GIS shall include enclosure for the transformer Oil/ SF6 bushing and links to the bushing
terminal. For this purpose, the contractor shall coordinate with manufacturer of the GIS and
manufacturer of transformer. The connection from transformer to GIS shall be in the scope of
GIS.
Pot yard End
The 245 KV indoor SF6 switchgear shall be connected to outdoor pot yard through XLPE
cable and the contractor shall co-ordinate with the manufacturer of pot yard equipments.
The connection from line bay GIS to pot yard shall be in the scope of GIS.
Gas Monitoring System
Each gas-filled compartment shall have its own SF6 gas density/pressure monitoring
system, each comprising a temperature compensated SF6 gas density monitoring unit and
pressure gauge having alarm/trip contacts.
On-line monitoring system
On-line monitoring and diagnostic system to monitor partial discharge, internal arching, gas
density, gas pressure, leakage, moisture etc., operating parameters such as current, voltage,
temperature etc. complete with sensors, control/processor unit, wiring/cabling in all respect
with interfacing arrangement and devices to take input up to intelligent type local control
panel. Dry type contacts of all the signals shall be made available for remote DACS as
described in chapter Control & Monitoring.
On-line monitoring system shall be provided to monitor on-line partial discharge, internal
arching, gas density, gas pressure, leakage, moisture etc., operating parameters such as
current, voltage, temperature etc. of GIS for smooth operation and detection of any changes
in insulation at an early stage during normal operation to take appropriate remedial action.
The partial discharge measurement system shall be based on UHF technology.
The system shall have the provision to monitor, record, analyze, diagnose, indicate and trip
etc. as provided in chapter Control and Monitoring System and Protection System.
The system shall be of an International repute having proven performance and acceptability
in the field. The details and scope of the system shall be approved during detail engineering.
Grounding
The enclosures of the GIS shall be grounded at several points so that there shall be a

grounded gauge around all live parts. All conduits and cables sheaths shall be connected to
the ground bus, to be provided, in the control cabinets and the marshalling boxes. All steel
structures shall be grounded.
Control Equipment
The GIS shall be compatible with station DACS as described in Control and Monitoring
System regarding input and output needed for operation, control and monitoring of 245 KV
Local Control panel and DACS. Adequate no. of potential free contact shall be made
available for providing necessary input/output interface.
Circuit Breaker Control
The accessories and auxiliary equipment to be supplied with circuit breaker and other
component of other bay module shall include all parts necessary for correct functioning of
circuit breaker. All control wiring and terminations internal to switchgear and connecting the
switchgear to the bay module control cabinet shall be provided by the manufacturer.
Bay Module Control Cabinet
Each switchgear bay module shall be supplied with a main control cabinet of the floor
standing type. The cabinet shall have full height, hinged, gasket lockable double doors. One
door shall have safety glass window through which various controls can be viewed without
opening the door. The cabinet shall be utilized as both the switchgear bay local control
module and as the terminating centre for all power supply, control, annunciation &
supervisory wiring interfacing with the system
Steel Structure
Manufacturer shall supply all equipment supporting structure, required access ladders/
stairway / walkways, transverse and longitudinal beams and supporting members, complete
with all necessary hardware. Any temporary scaffolding or a moveable platform required for
maintenance shall also be supplied. Foundation channels and anchor bolts shall be installed
in the civil works by others in accordance with the instruction / drawings provided by
manufacturer. The manufacturer shall submit all the necessary drawings well in advance.
Name Plate
Each switchgear bay module shall have a rating plate with the information required by IEC
60517 i.e. at least the following:

Rated short circuit breaking current
Rated short time current (r.m.s), & duration
Rated service pressure ranges of insulating gas
All values shall be valid for the complete feeder equipment and ratings displayed shall be the
actual site rating of the feeder.
Each auxiliary control cubicle must be identified with the feeder designation to which it is
assigned. Each instrument transformer must have its own rating plate with the information as
required in IEC 60044-1 and IEC 60186.
6.10.4.4.

Drawings, Documents and Design Calculations


Design Calculation
The Contractor is required to submit the design calculation for following to the Engineer for
approval during detail engineering.
Calculation of power requirement for operating mechanism of breakers and other
switches like disconnector and earthing switches
Data/calculations in regard to the loads under severe short circuit conditions to be

transferred to civil structures for designing of GIS hall accordingly.


GA drawings of all components of GIS arrangement.
Detailed drawings of all equipment of GIS system.

Shop tests and Inspection


The SF6 switchgear shall be tested as per IEC recommendations. All shop tests shall be
carried in presence of Employer and all site tests shall be carried out under the supervision
of Manufacturer.
Type Tests
Type tests shall verify that all components of the GIS perform satisfactorily, both electrically
and mechanically, at the rating assigned. All equipment proposed according to this
specification shall be type tested at typical units in accordance with the relevant IEC
standards. An evidence of type testing shall be submitted with the proposal.
The following type tests shall be performed:
Continuous current carrying and temperature rise test
Current path resistance measurement
Making and breaking capability test
Short time current test and peak current test
Dielectric voltage withstand test
Power frequency voltage withstand
Lightening Impulse & Switching Impulse with stand voltage test
Disconnect switch open gap withstand voltage test
Partial discharge test
Mechanical operation test
Pressure tests
The contractor is required to submit full type test and routine test reports.
Routine Tests
Routine test shall be made either in the course of component assembly, and / or on the
complete shipping unit assembly. The following test shall be done.
Pressure test on all individual enclosures
Gas leakage test on all modules after assembly
Circuit breaker tests
All mechanical operation like visual checks, timing test, operation test of magnetic
release, operating test of motor and hydraulic or pressure test for mechanism etc
Measure of resistance
Check of auxiliary and control circuit (2000 V for 1 minute)
Power frequency voltage dry test of main circuit
Tests on disconnect switches and earth switches
Visual check of fifty operating cycles at rated supply voltage
Visual check of ten operating cycles at specified maximum voltage
Visual check of ten operating cycles at specified minimum voltage
Measurement of resistance of main circuit
Check of auxiliary and control circuit (2000 V for 1 minute)
Power frequency voltage dry test of main circuit
Current transformer tests as IEC 60044-1, clause 11.2
Verification of terminal markings

6.10.7.

Installation and Commissioning


The contractor shall furnish all labour, tools, supplies, rigging tools, temporary supports and
all other provisions or materials necessary to assemble, erect, install, test and commission
the equipment in a thorough workmanlike manner following the best modern practices. The
equipment and all their components shall be placed and aligned correctly to provide an
installation consistent with the close tolerances used in the erection of modern equipment.
The proper elevations and centrelines to which equipment is to be set shall be established
by the contractor.
All civil work required for foundation shall be carried by other contractors. The contractor is
required to submit all foundation drawings and supporting steels well in advance.
Before assembly and installation, all parts of switchgear shall be checked properly and
during inspection if any damage found, the same shall be repaired or equipment replaced by
contractor. After installation, complete assembly shall be field tested as per IEC 60517. The
testing equipment including high voltage testing kit shall be arranged by contractor, which
may be taken back by the contractor. The following field tests shall be performed
