3 gold medals for
Greater Tubatse

said they were always behind their leaders in all the forums convened and their participation was constructive. He said the council
would not have survived without their inputs, suggestion, comments and concerns and he expressed the hope that this partnership
will continue for many years to come.
He also thanked leaders from various formations, churches, youth, women, Magoshi, CBOs, mines, business, sector departments
and other representatives of the society who contributed to the 2010/2011 IDP and Budget saying their participation augurs well for
the pursuit of the municipality’s vision “to develop Tubatse as a Platinum City in an integrated manner to improve the quality of
approved
life for all”.
He stated that the IDP is aligned to the priorities of national government as contained within the medium strategic framework
and 2009-2014 Limpopo Employment, Growth and Development Plan.
Cllr Mamekoa committed the municipality as part of 2010/11 IDP and Budget, to the local government turnaround
strategy(LGTAS) in order to restore public confidence in the municipality as part of the national effort to speed up development,
saying “the turnaround strategy would enable the municipality to improve the provision of basic service delivery such as water,
sanitation, and waste management, roads, town and land use management.
He said the delivery of basic services remains a huge challenge for the municipality despite the significant achievements in this
area. Over a period 2006 to date the municipality has experienced township development growth of over 200% which impacted
positively on the revenue base. These investments in excess of R5 billion in the local economy have so far created more than 5000 job
opportunities (both temporary & permanent) in the area since 2006 to date despite the challenges of the recession that the country
has experienced in recent times.
He acknowledged the contribution of Marula Platinum, Two Rivers, Dwars River, Mototolo, ASA Metals, Modikwa, Twickenham,
Xstrata and Samancor mines to the growth and development of our local economy, as well as property developers such as Cranbrook
Properties in the area.
He stressed that more still need to be done by mining companies particularly in the areas of local community empowerment in
the form of local employment, ownership and access to procurement opportunities.
Councillor Mamekoa reported that more than 73% of total households of 66 6611 live in cement/brick houses at RDP standard
and above, which a good indicator of social progress in the municipality. Access to water is reaching 72.5%; access to basic
sanitation14.9%; access to electricity is 63%; refuse removal at 8%; and traffic management services are improved. He said tarred
roads in Greater Tubatse Municipality have been upgraded and streets are being lit for the first time during this period, butt
admitted that there are some areas that needs further attention.
He lamented the fact that the municipality’s ability to address the basic service backlogs is constrained by the fact that it does
not have the authority to perform certain key functions such as water, electricity, fire fighting and district roads. This status,
constrains the pace of property development in the area. Going forward and working together with other spheres of government he
said the council believe these bottlenecks should be addressed as part of the municipality local turnaround strategy for accelerated
development and service delivery to our communities.
He said Greater Tubatse Municipality has experienced a population growth of 27% against the provincial growth of 4% over the
past 5 years. This population is mainly propelled by in-migration due to economic activities taking place in the area. This situation
has further put huge financial and non- financial constraints on the ability of the municipality to keep up with these changes due to
limited budgetary, bulk infrastructure and human resources constraints.
The mayor then gave the council and the public feedback on the progress with existing projects, which is all but completed for
this financial year, new projects planned as well as the opreting budget for the coming year. He also highlighted some of the key
issues that came from the 2010/2011 IDP/Budget stakeholder/community engagements processes: namely the need for water and
sanitation services; the need for household electrification; the need for road infrastructure; housing, fencing of grave yards, job
creation, clinics and hospitals, sports fields, skills training, tourism facilities, land availability and ownership, agriculture and
beneficiation in the mining sector, saying it had all in influence on the budget as well as the local government turnaround strategy,
recession of the local economy that has impacted on the ability of customers to pay their utility bills and negatively affected revenue
projections of the municipality; National Treasury guidelines on inflation and year-on-year increases in the expenditure budget;
agreements and allocations.
He said the budget seeks to strike a balance between basic developmental service delivery provision in rural areas/villages and
the need to maintain and upgrade our infrastructure in urban and township areas.
The mayor announced that a general tariff increase of 6.5% on all service charges by the municipality. This increase in tariff he
explained has been kept below average to allow the customers and consumers to recover from the effects of recession. The indigent
households are also encouraged to register with the municipality to receive the applicable rebates and social support.

cellphone
scam
Concerned service personnel at MTN in Burgerfort called Platinum Gazette this
week, after they became aware of a new cell phone scam launched at cellphone
users in the area.
According to one personnel, unsuspecting owners of cellphones receive an
sms, telling them they have won a large amount of money, typically R95 000 in a
Nokia cellphone promotion. The sms gives them a number to call as well as a
“pin” number.
When the number is called, the so-called “pin” is requested by the person on
the other side, who ‘’enters” it into a “system”, where after the caller is typically
requested to buy R180 worth of airtime, which he or she is not allowed to load
onto their phones, but to forward the voucher pin to a number supplied by the
person on the other side. The caller may also be requested to deposit money, as
much as R2000 into a bank account before the “prize” can be paid out.
The MTN personnel say quite a number of clients request to buy large
amounts of airtime and upon enquiry admit that they want to respond to the
scam sms. They warn that people should not fall for this scam and rather delete
the sms from their phones.

Ten spyte van ‘n ysige wind is daar lekker gekuier, aan
kompetisies deelgeneem, vars produkte gekoop en aan die
heerlikste kos gesmul. Daar was ‘n groot verskeidenheid
aktiwiteit vir groot en klein. Van boogskiet to kleiduifskiet. ‘n
Inkleur-tent vir die kleintjies en ‘n springkasteel het ook vir
afleiding gesorg. Die ouer garde het by die teetuin iets kon geniet
of van die vars gemaakte pannekoek, worsrolle en sosaties gekoop.
‘n Basaar is natuurlik nie ‘n basaar sonder poeding nie. Dié
stalletjie was ook vroeg reeds baie besig.
Teen 14:30 is daar opgepak na die stalletjies die meeste van hul
produkte verkoop het (en ook betyds vir die rugby wat menige
man nie wou misloop nie!).

Roaring success
for Xstrata Lion
Xstrata Lion Ferrochrome hosted a Family
Fun day on Saturday 29 May.
The day took place at Steelpoort Academy’s
sports ground and various departments
played in the soccer tournament.
Cheerleaders encouraged their respective
teams while the children played on the
jumping castles and had their faces painted
in proudly South African fashion.
The winning team between the various
departments played against a management
team. Each team chose a name under
which they played and there was no end to
the creativity.
Approximately 200 people attended the
day’s activities.
Music, food and a festive atmosphere, but
avobe all, the employees’ willingness to join
in the fun and excitement contributed to
the day’s success.
The plan is to make this an annual event.

Fastest caddy in

Fanie Matshipa (32) was the first athlete from Greater Tubatse to cross this year’s
finish line at the Comrades Marathon. He earned himself a gold medal for this
achievement.
Fanie loves sport and started running seriously in 2001. He is also a regular face at
the Tubatse Chrome Golf Club where he works as a caddy. He often runs from his
home in Ga-Phasa to the course and back as part of his training. He is not
permanently employed.
