PART A
INTRODUCTION
A.1 Objective and scope of International ISIE-HVC
The objective of the competition is to design and fabricate a Hybrid vehicle under ISIE Design
restriction so as to give the chance to students to demonstrate and prove their creativity and their
engineering skills in comparison to teams from other universities or colleges around the Asia.
Teams will design & manufacture a vehicle that is propelled by electric motor as well as engine
also which is called a Hybrid vehicle.
This will help them face real-world engineering design projects and other related challenges.
Our focus to develop interest among the engineering student towards alternative power sources,
those which are the future of Automobiles.
This can enhance their practical skills as well as learn team management, so our engineering
student will avail to face any hurdles in the way of real engineering.
A.2 about Organizer
IMPERIAL SOCIETY OF INNOVATIVE ENGINEERS (ISIE)
We are well known Society of India for organizing Motorsports events, live projects based
Industrial Training and Research and publication. ISIE provides platform to the students and
professionals for development and enhancement of their technical as well as Managerial skills.
We are developing platform especially for engineering students where they can easily face real
time engineering problems and find the best solution.
ISIE is the Indias best platform for the engineering students to develop practical skills. We
believe in Learning, Implementation and Sharing. The Society has a very strong placement and
consultancy wing that has an excellent network with the top Companies of the corporate world.
Our Core Competencies include effective personalized industry based training and excellent
placements. ISIE is committed for the development in the field of renewable source of energy;
these are the best solution to save our environment and development of our country. We are
organizing Hybrid and Solar Car events.

A.3Vehicle Design Objective:

The Student formula Electric competition, teams are to assume that they work for a
design firm that is designing, fabricating, testing and demonstrating a prototype vehicle
for the non-professional, weekend, competition market.
The vehicle should have very high performance in terms of acceleration, braking and
handling and be sufficiently durable to successfully complete all the events described in
the Rulebook and held at ISIE competitions Venue.
Additional design factors to be considered include: aesthetics, cost, ergonomics,
maintainability, manufacturability, and reliability.
Each design will be judged and evaluated against other competing designs to determine
the best overall Vehicle.

A.4 Copyright and Trademark


The information contained herein is written for the purposes of conducting the Hybrid Vehicle
Challenge 2016-2017 and must not be regarded as constituting definitive instructions as to how a
Hybrid or Electric Vehicle should be constructed or operated.
The name Hybrid Vehicle Challenge (HVC) and The Student Formula Hybrid logo are
Registered Trade Marks maintained by the Government of India. This work is copyright

A.5judging categories:
HVC event will be conducted in three rounds:
A.5.1 Pre-Virtual Round

In the pre virtual round, students have to attend two days skill development program
(SDP) on electrical vehicle designing and manufacturing.
In this SDP Industrial expert will teach to the students how to design and develop electric
car using various CAD and CAE software.
This SDP program will held in 2 zones (South and North Zone), so participants can
attend easily.
Details of SDP, venue, Dates, Participation charges and other necessary details will be
sent to all participating teams in their team account.
Every Team must send representative from every department of vehicle, so team can
understand better design and fabrication process of vehicle.
Certificate of participation will be provided by ISIE to every participant of skill
development Program.

International teams are not mandatory to attend pre-virtual round of this event.

Design Report Submission:


All the teams will be given considerable amount of time to design the solar vehicle.
Teams must be submit design report mentioned below.
Teams can start manufacturing their vehicle after the submission of reports.
Correction and other required changes will be suggested by ISIE technical committee
after report submission. (isietechnicalcommitte@imperialsociety.in )
B.2.1 Group A
Design Report: Design report submission should contain CAD/CAE of Electric vehicle,
it should also cover chassis design and analysis, Steering system design, Brake system
Design, Suspension System and drive train design along with all necessary calculation.

CAD file: It should contain all the view of vehicle with complete assembly and with and
without bodyworks. Only jpg file required. If committee asks for original CAD file then
team is required to submit the same.

Design Validation Plan (DVP) & Design Failure Mode effect and Analysis (DFME)

Project Plan (Gantt chart): Project plan should have planning from starting to test of
vehicle.
Business Plan & Cost Report: Cost report should have effective market analysis and
research along with supplier details.

Vehicle Control System: Teams required to submit control system of the vehicle it
include mechanical and Electrical & Electronic Control system of the vehicle.

Innovation Report: This report consist the innovation that the teams are going to mount
in your vehicle.

Research Paper Topic: In Research Paper Topic Submission, Teams are required to
make a PDF of the Abstract of Research paper [including Title, Brief Introduction, and
Aim & Authors details (including name, mail ID, contact no. & correspondence
address)]. This PDF should be uploaded on www.imperialjournal.com till date as
mentioned in the schedule of HVC 17 for the Research Paper Topic Submission.

Technical Specification Sheet: Teams are required to specify all parts, system, subPage | 11

system and their dimension in a single excel sheet. Format will be given by organizer.
Note: Date and deadlines will be intimated by mail, if team fails to submit they can face penalty
or disqualification.
A.5.2 Virtual round
This is a presentation round where the teams will discuss about the manufacturing of their
Vehicle in the prescribed time to the judges.

The aim of virtual round to know that teams are able to design and manufacture safe,
stable, attractive, environment friendly, innovative and possible low costing vehicle.
Teams are required to design and analysis their vehicle using various CAD and CAE
software, also prescribed details calculation for their vehicle.
Teams will prepare a PPT along with reports to represent in front of judges.
There will be a questionnaire round about the fabrication plan of the Vehicle. The teams
would be evaluated on the following things in this round.
There will be an award for virtual round winner and the points of virtual round will not
considered in dynamic round result.
For International teams virtual round will be online, details will be intimated by Email.

A 5.3 Wild Card Entry:


Those teams have participated in HVC 16 can get direct entry in final round of event HVC17.
Eligibility: Those teams have successfully manufactured and reported to final round venue in
HVC16 are eligible for this entry.
Wild card entry team can participate with previous year vehicle or can manufacture new
vehicle.
These are required to attend pre-virtual round.
Wild card entry will be for a fix period, if you fail to register and complete said
procedure, then team required to go through virtual round.

Selected teams from virtual round will allow fabricating their vehicle and participating in
dynamic round
All teams will undergo TECHNICAL INSPECTION and BRAKE TEST. After passing both test

A.6 Research Activity:

Every team has equal opportunity to publish their research result in reputed international
journals.
The function of research journal is to set down on paper your thought about the primary
and secondary source material you are reading.
Publishing in academia is the need to get your name out in the field, and build your
academic reputation.
We publish from original research, reviewed paper, survey paper, case study & academic
articles at imperial international journal.
Every team must write at least one paper on hybrid technology/eco-friendly concept
/emission system/alternative fuel.
Maximum 7 authors are allowed to write a paper whether they can be team members or
team advisors.
Multiple papers can be published by a team.
There is no publication charges will be taken, only review board fee will be charged.

Note: In Research Paper Topic Submission, Teams are required to make a PDF of the
extract of Research paper (including Title, Brief Introduction Aim) & Authors details
(including name, mail ID, contact no. & correspondence address). This PDF will be
uploaded on www.imperialjournal.com up to research paper topic submission last date
as mentioned in the schedule of HVC 17.

A.7 Vehicle Categories:


A.7.1 Hybrid
A hybrid vehicle is defined as a vehicle using a propulsion system which comprises both a 4stroke Internal Combustion Engine (ICE) and electrical storage (accumulator) with electric
motor drive.
It may deploy the ICE and electric motor in any configuration including series and/or parallel.
A.7.2 Electric
An Electric vehicle is defined as a vehicle that is charged from an electrical source and propelled
by electric drive only.
A.7.3 Electric vs. Hybrid Vehicles
The Electric and Hybrid categories are separate. Although they compete in the same events, they
are scored separately, winner of event will be highest scoring team weather that is electric or
hybrid. The event scoring formulas will maintain separate baselines for Hybrid and Electric
categories. For autocross, acceleration, Skid pad and Endurance test, there will be separate
winner for both categories of vehicle.

PART B
PARTICIPATION REQUIREMENT
B.1 Individual Participation Requirement:
B.1.1Eligiblity limits
Competition is for graduate and undergraduate (from 1st year to final year) students to ensure that
this is engineering design competition.
Note: Those students are going to complete their graduation in 2016 can also participate in
Hybrid vehicle challenge 2017.
B.1.2 Student status

Educational qualification: Team members must be enrolled as degree seeking


undergraduate or graduate or diploma students in the college or university of the team
with which they are participating.
University/College ID card: Valid College ID card is required as a proof to ensure that
participant is a student of a university/college.
Discipline: Every team member must be pursuing diploma/undergraduate or graduate
student of any discipline.

B.1.3Society membership
Society membership is not compulsory to any participant or advisor in order to participate in the
ISIE Hybrid competition. But if any student or advisor wants the membership of our society,
they can apply online at www.imperialsociety.in
B.2 Team Entry Requirement:
B.2.1 Team name
Meaningful and inspirational team name is required to distinguish the team in the competition.
B.2.2Different college student in a team
The members of the team can be of the same college/university or from different colleges.
B.2.3 Team mail ID
Every team is required to create a team mail id to communicate or query to ISIE.
B.2.4 Team signature
Every team must have their signature in their team mail ID.

B.2.5 Team representative

Every team should have a team captain/representative and a vice captain.


The participating team can represent a college or an industry (from where they are getting
sponsorship or support to manufacture the vehicle).
Its not compulsory to represent particular college/University; students can form their
team on behalf of an industry/company.

If Different college/university students are forming a team, it can represent only one
college/university and that will be decided once by team.

B.2.6 Team Logo


An attractive team logo (not downloaded from internet) is required from participating team.
Teams are required to upload their logo as team profile picture in team account at ISIE-HVC
website.
B.2.7 Team advisor

Every team must require one team advisor from their college/university/industry. Teams
are also free to have additional one team advisor.
It is not mandatory for the team Advisor to accompany the team to the competition.
Team Advisors may advise their teams on general engineering and engineering project
management theory.
Team Advisors may not design any part of the vehicle nor directly participate in the
development of any documentation or presentation. Additionally, Team Advisors may
not fabricate nor assemble any components nor assist in the preparation, maintenance,
testing or operation of the vehicle. In Brief Team Advisors may not design, build or
repair any part of the vehicle.

B.2.8 Team members

Every team requires minimum of 7 members and maximum of 20 members.


Every team may have7additional members, they will contribute their effort along with
other team member.
The certificate of participation will be provided to all team members by ISIE.
Additional members will be 1st or 2nd year students. This respective rule is made to
promote the fresher and give them chance to show their technical creativity.
The members of the team will be of the same college/university or from different
colleges. But a team can represent only one college or an industry sponsored.
Girl Team: There is 50% concession on initial team registration fee for the complete girl
team to promote the vision of women empowerment.
If a team has more than 10 girls member, there is 20% concession on initial team
registration Fee.

B.2.9 Liability Waiver


All on-site participants, including students, faculty and volunteers, are required to sign a liability
waiver upon registering on-site.

B.3 Drivers Requirement:


B.3.1 Drivers License
Team members who will drive a competition vehicle at any time during a competition must hold
a valid, government issued driver's license.
B.3.2 Driver Restrictions
Driver must be from the team. The professional driver from outside is not allowed to ride the
vehicle during the competition.
B.3.3 Medical Insurance
Individual medical insurance coverage is required for both driver and is the sole responsibility of
the driver. Driver without a valid Medical Insurance will not be allowed to drive in the Dynamic
Events.
B.3.4 Age
The minimum age required to be a driver in the competition is 18 years.
B.3.5 Drivers Equipment

Drivers Safety Gear: The following are the minimum requirements and restrictions that
will be enforced through technical inspection, at any stage of competition.
Noncompliance if any observed by the inspection/organizing/judging committee
members must be corrected and no vehicles without passing the technical inspection
would be allowed to participate further in the event. All the parts of Drivers Safety Gear
must meet the required rating (specified). No driver would be allowed to drive the vehicle
without the complete drivers safety gear in any of the dynamic event.
Drivers Suit-A fire resistant one piece suit, made from a minimum of 1 layer that covers
the body from the neck Down to the ankles and the wrists. The suit must be certified to
either one of the Following standards and be labeled such as: SFI 3- 2A/5 (or higher) /
FIA Standard 1986.
Underclothing - It is strongly recommended that all drivers Wear fire resistant
underclothing (long pants and long sleeve t -shirt) under their approved driving suit. This
fire resistant underclothing should be made from an acceptable fire resistant material and
should cover the drivers body completely from neck down to ankles and also the wrists.
Note: If you do not wear fire resistant underclothing, it is strongly recommended that you
wear cotton underclothing (t -shirt and long underpants) under your approved driving
suit.

Helmet-A well- fitting closed face helmet that meets one of the following certifications
and is labeled as such-Snell K2000, K2005, K2010, M2000, M2005, M2010, SFI 31.2A,
SFI 31.1/2005-FIA 8860-2004, FIA 8860-2010. Open faced helmets are not allowed. All
helmets to be used in the competition must be presented during Technical Inspection
where approved helmets will be sticker. The organizer reserves the right to impound all
non-approved helmets until the end of the competition.
Balaclava-A balaclava which covers the drivers head, hair and neck, made from an
acceptable fire resistant material as or a full helmet skirt of acceptable fire resistant
material. The balaclava requirement applies to drivers of either gender, with any hair
length.
Neck Support-The neck support must be a full circle (360) and SFI rated. Horseshoe
collars are not allowed. Simpson, RCI, G Force, Deist or Leaf Racing Products supply
neck collars that meet this requirement.
Gloves- Fire resistant gloves made from made from acceptable fire resistant material
Gloves of all leather construction or fire resistant gloves constructed using leather palms
with no insulating fire resisting material underneath are not acceptable.
Shoes-Fire resistant shoes made from acceptable fire resistant material shoes must be
certified to the standard and labeled as such: SFI 3.3 FIA 8856-2000
Note: Sport shoes/Canvas shoes/Leather shoes/Industrial safety shoes are not
allowed at any point of the event.
Shocks- Fire resistant socks made from acceptable fire resistant material, which covers
the bare skin between the drivers suit and the boots or shoes.

Teams Must follow all the points as above mentioned, we will not allowed any teams in dynamic
round without complete safety gears at any rate.
B.4 Other Safety Requirement:
B.4.1 Gloves: The separate gloves are also required for handling the battery.
B.4.2 First aid box: Every team must have their own first aid box to be used in emergency
during the dynamic round.
B.4.3 Goggles: Every team should have their own goggles to use during welding.
B.4.4 Fire Extinguishers: Each team must have at least two (2) Fire extinguisher of 1kg.

B.5 Vehicle Eligibility:


B.5.1 Student developed vehicle

Vehicles entered into ISIE- HVC competitions must be conceived, designed, fabricated
and maintained by the student team members without direct involvement from
professional engineers, automotive engineers, racers, machinists or related professionals.
Students are required to make at least five minutes video of the whole manufacturing
process of the vehicle before the dynamic round and upload to their team account.

B.5.2 Student Fabrication


It is the intent of the HVC competitions to provide direct hands-on experience to the students.
Therefore, students should perform all fabrication tasks whenever possible.
B.5.3 Entries per University
Multiple teams can be participated from a university or college.
B.5.4 Vehicles Used for Multiple Years
Universities may enter the same vehicle for multiple years, but must document
substantial improvements and/or upgrades to the vehicle as used in the previous years
competition.
There is no direct entry in dynamic round for the previous year participating team. They
have to go through pre virtual and virtual round.

C.1.2Registration Form
After online registration and the payment confirmation, a copy of the registration form (attested
by higher authority of the team respective Industry/College/University) must be uploaded to
team account at www.imperialsociety.in within 10 working days after payment confirmation.
C.1.3Registration Fees
Registration fee Divided into two parts:
Part 1 Registration Fee: INR 14,500/- plus 14.5% tax (total = 16,602/-) and this registration fee
will not be refunded in any case. This amount will be submitted after the registration of the team.
Teams must submit their fee within 5 (five) working days.
Part 2 Registration Fee: INR 6000/- plus 14.5% tax (total= INR 6,870/-) and this registration
fee will be paid by only qualified teams for dynamic round. After the announcement of result of
virtual round teams must submit their fee within 5 (five) working days otherwise their
registration for dynamic round will be cancelled.
C1.4 Entry Fee for International Teams:
$ 495 (Including all taxes) and this registration fee will be paid by only qualified teams for

C.3.1 Query type
The Committee will answer any query that is not already answered in the rules that require new
or novel rule interpretations. The Committee will not respond to questions that are already
answered in the rules. For example, if a rule specifies a minimum dimension for a part the
Committee will not answer questions asking if a smaller dimension can be used.

PART D
GENERAL TECHNICAL REQUIREMENT
D.1 Technical Inspection:
The following requirements and restrictions will be enforced through technical inspection.
Noncompliance must be corrected and the car re-inspected before the car is allowed to operate
under power.
D.1.1Modification and repair
Once the vehicle has been presented for judging in the Design Events, or submitted for Technical
Inspection, and until the vehicle is approved to compete in the dynamic events, i.e. all the
inspection stickers are awarded, the only modifications permitted to the vehicle are those
directed by the Inspector(s) and noted on the Inspection Form.
Once the vehicle is approved to compete in the dynamic events, the ONLY modifications
permitted to the vehicle are:
(a) Adjustment of belts, chains and clutches
(b) Adjustment of brake bias
(c) Adjustment of the driver restraint system, head restraint, seat and pedal assembly
(d) Substitution of the head restraint or seat inserts for different drivers
(e) Adjustment of mirrors
(f) Adjustment of the suspension where no part substitution is required, (except that springs,
sway bars and shims may be changed)
(g) Adjustment of tire pressure
(h) Replacement of worn tires or brake pads
(i) Recharging of Grounded Low Voltage (GLV) supplies
(j) Recharging of Accumulators.
The vehicle must maintain all required specifications, e.g., suspension travel, braking
capacity,throughout the competition.
Once the vehicle is approved for competition, any damage to the vehicle that requires repair, e.g.
Crash damage, electrical or mechanical damage will void the Inspection Approval. Upon the
completion of the repair and before re-entering into any dynamic competition, the vehicle must
be re-submitted to Technical Inspection for re-approval.
D.2 Definitions:
The following definitions apply throughout the Rules document:
(a) Main Hoop - A roll bar located alongside or just behind the drivers torso.
(b) Front Hoop - A roll bar located above the drivers legs, in proximity to the steering wheel.
(c) Roll Hoops Both the Front Hoop and the Main Hoop are classified as Roll Hoops

(d) Roll Hoop Bracing Supports The structure from the lower end of the Roll Hoop Bracing
back to the Roll Hoop(s).
(e) Frame Member - A minimum representative single piece of uncut, continuous tubing.
(f) Frame - The Frame is the fabricated structural assembly that supports all functional vehicle
systems. This assembly may be a single welded structure, multiple welded structures or a
combination of composite and welded structures.
(g) Primary Structure The Primary Structure is comprised of the following Frame
components:
Main Hoop (rear roll hoop)
Front Hoop
Driver lag compartment
Driver seat compartment
Side Impact Structure
Crush zone
(h)Major Structure of the Frame The portion of the Frame that lies within the envelope
defined by the Primary Structure. The upper portion of the Main Hoop and the Main Hoop
Bracing are not included in defining this envelope.
(i)Side impact zone: The area of the side of the car extending from the top of the floor to 300
mm (11.811 inches) above the ground and from the Front Hoop back to the Main Hoop.
(j) Node-to-node triangulation An arrangement of frame members projected onto a plane,
where a co-planar load applied in any direction, at any node, results in only tensile or
compressive forces in the frame members. This is also what is meant by properly triangulated.

D.3 Structural design:


D.3.1 Chassis
Chassis must have front roll hoop and rear roll hoop. The purpose of roll hoop is to keep the
driver safe and secure. Chassis has to be designed in accordance to the given parameters. Chassis
should contain four different compartments namely Crush zone, Drivers leg compartment,
Drivers seat Compartment and Engine Compartment. In-between this area there should be front
and rear roll hoops as per the dimensions given.

D.3.2 Crush Zone


Crush zone is mainly used to absorb the energy of the impact. Crush zone can be of solid
structure or any specific material that are specifically made for this purpose. Crush zone distance
should not be less than 7 inches, NO parts of the driver should be in the crush zone however
teams are allowed to place any components inside that area like brake master cylinder.
D.3.3 Drivers leg compartment
In this area drivers leg will be placed. Teams have to design the vehicle in such a way that
during impact this compartment and Drivers seat compartment should not be crushed. Teams
can place other components like brake lever etc.

D.3.4 Drivers Seat compartment


There drivers seat will be place this area has to be well protected with enough space for driver to
come out easily as per guidelines given in the ergonomics section. Other safety requirements like
seat belts, fire extinguishers, at least one kill switch etc., has to be placed within this area. No
heat from the engine compartment should reach this area.
D.3.5 Driver Egress
Drivers must be able to exit the Vehicle in not more than 5 seconds. The time begins with the
driver in the fully seated position, hands in driving position on the connected steering wheel and
wearing the required driver equipment. Egress time will stop when the driver has both feet on the
pavement.
D.3.6 Emergency Shut Down Test
With their vision obscured, all drivers must be able to operate the KILL SWITCH in no more
than two second.
Time begins with the driver in the fully seated position, hands in driving position on the
connected steering wheel, and wearing the required driver equipment.
D.3.7 Engine and Motor Compartment
This area holds the power house of the vehicle. This area should be well equipped to hold the
heavy components of the vehicle.
D.3.8Rear Roll Hoop/Main Hoop

Rear roll Hoop is mainly used to protect the drivers head in case the vehicle is flipped
inverted so, a distance of 3inches should be maintained between the drivers helmet and
top most point of the rear roll hoop.
Main Hoop must be constructed of a single piece of uncut, continuous, closed section
steel tubing.
The Main Hoop must extend from the lowest Frame Member on one side of the Frame,
up, over and down the lowest Frame Member on the other side of the Frame.
In the side view of the vehicle, the portion of the Main Roll Hoop that lies above its
attachment point to the Major Structure of the Frame must be within fifteen degrees (15)
of the vertical.

D.3.9 Front Hoop

The Front Hoop must be constructed of closed section metal tubing.


The Front Hoop must extend from the lowest Frame Member on one side of the
Frame, up, over and down to the lowest Frame Member on the other side of the
Frame.
With proper gusseting and/or triangulation, it is permissible to fabricate the Front
Hoop from more than one piece of tubing.
The top-most surface of the Front Hoop must be no lower than the top of the steering
wheel in any angular position.

D.3.10 Front Bodywork


Sharp edges on the forward facing bodywork or other protruding components are prohibited. It is
advised to design an aerodynamics body works to increase efficiency and it should be
detachable.
D.3.11Jack Points
A jacking point, which is capable of supporting the cars weight and of engaging the
organizers quick jack, must be provided at the rear of the car.
There must be two jack points on the Vehicle, one at the rear and other at the front. Both
jack point should be colored in orange color.
The jack point must be oriented horizontally and perpendicular to the centerline of the
car.
Visible to person standing 1m behind the car.
Made from round, 25 29 mm (1 1 1/8 inch) O.D. aluminum or steel tube.

A minimum of 300 mm (12 inches) long.

D.3.12 Hitch point


Every vehicle must have hitch point at the rear end. Hitch point will be used to attach push rod.
Every team will have to fabricate detachable push rod that should have the capability to push and
pull the vehicle.

D.3.13 Driver's Seat

The lowest point of the driver's seat must be no lower than the bottom surface of the
lower frame rails or by having a longitudinal tube (or tubes) that meets the requirements
for Side Impact tubing, passing underneath the lowest point of the seat.

When seated in the normal driving position, adequate heat insulation must be provided to
ensure that the driver will not contact any metal or other materials which may become
heated to a surface temperature above sixty degrees C (60C).
Driver must be provided with a forward facing seat that consists of a base (squab) and
backrest.

D.3.14 Seat Belt


The seat belt may be of 3 point or 5 point harness. All the harness should be directed
properly for the driver safety and will be checked again and again during dynamic event.
Normal shoulder straps, side release buckle straps, belts with metal cam lock buckles etc.
will not be considered as seat belts.
There must be a single release common to the lap belt and shoulder harness using a
metal-to-metal quick release type latch.
To accommodate drivers of differing builds, all lap belts must have a tilt-lock adjuster
feature. Lap belts with pull-up adjusters are recommended over pull-down adjusters.
D.3.15 Firewall
A firewall must separate the driver compartment from all components of the fuel supply, the
engine oil, the liquid cooling systems and any high voltage system. It must protect the neck of
the tallest driver. It must extend sufficiently far upwards and/or rearwards such that any point,
above the bottom of the helmet of the tallest driver shall not be in direct line of sight with any
part of the fuel system, the cooling system or the engine oil system.
D.3.16 Firewall material
The firewall must be a non-permeable surface made from a rigid, fire resistant material.
It must be at least 0.50mm (0.02inchs) thick, and must completely separate the engine,
motor compartment and fuel tank from the driver cockpit.
Multiple panels may be used to form the firewall but there must be no gaps between the
joints.
Firewall can be bolted or riveted using metal brackets welded on frame.
Welding of firewall on frame is also acceptable.
D.3.17 Floor Close-out
All vehicles must have a floor closeout made of one or more panels, which separate the driver
from the pavement. If multiple panels are used, gaps between panels are not to exceed 3 mm (1/8
inch). The closeout must extend from the foot area to the firewall and prevent track debris from
entering the car. The panels must be made of a solid, non-brittle material.

D.3.18 Wheel base


The car must have a wheelbase of at least 1320.8 mm (52 inches). The wheelbase is measured
from the centre of ground contact of the front and rear tires with the wheels pointed straight
ahead.
D.3.19 Track width
The smaller track of the Vehicle (front or rear) must be not be less than 75% of the Wheel Base.
D.3.20 Ground clearance:
The ground clearance with the driver aboard must be a minimum of 50.8 mm (2 inches) of static
ground clearance measured from the lowest point (except tyres) of the vehicle, under the
complete vehicle. No compensation for chain sprocket, brake disc in ground clearance would be
entertained.
D.3.21 Vehicle Configuration
The vehicle must be open-wheeled and open-cockpit (a formula style body) with four (4) wheels
that are not in a straight line.
Definition of "Open Wheel" - Open Wheel vehicles must satisfy all of the following criteria:
1) The top 180 degrees of the wheels/tires must be unobstructed when viewed above the plane
formed by the tops of the front and rear tires.
2) The wheels/tires must be unobstructed when viewed from the side.
D.3.22 Driver Visibility

The driver, when seated in the normal driving position with both seatbelt and helmet,
must have clear forward vision as shown in the above figure.
The Vehicle must have rear vision system that enables the driver to see the shaded areas
shown from the normal driving position with the seatbelt fastened.
Rear vision system may be electronic, mirrors, or both. Rear vision system must operate
whenever the Vehicle is in motion under its own power.
The driver must have adequate visibility to the front and sides of the car. With the driver
seated in a normal driving position he/she must have a minimum field of vision of two
hundred degrees (200) (a minimum one hundred degrees (100) to either side of the
driver). The drivers view should not be restricted by steering wheel positioning.

D.4 Material requirement

Teams are allowed to use Seamless pipe, it should be a circular cross section of outer
diameter in the range of 0.8 to 2 inches.
Thickness of the pipe should be minimum 1mm. In case of steel material the carbon
percentage should be minimum 0.1%.
All the must have at least 3mm drill on main frame tubing to ensure the thickness of tube.
Alternative tubing geometry and/or materials may be used except that the Main Roll
Hoop and Main Roll Hoop Bracing must be made from steel, i.e. the use of aluminum or
titanium tubing for these components is allowed on written permission basis.
Titanium or magnesium on which welding has been utilized may not be used for any part
of the Primary Structure. This includes the attachment of brackets to the tubing or the
attachment of the tubing to other components.

D.4.1Aluminum Tubing Requirements

Minimum Wall Thickness: Aluminum Tubing 3.0 mm (0.118 inch).

Aluminum tubing should be solution heat-treated and age hardened to increase its
strength after welding; the team must supply sufficient documentation as to how the
process was performed. This includes, but is not limited to, the heat-treating facility used,
the process applied, and the fixturing used.

D.4.2Composite Materials
Composite materials are not allowed for the Main Hoop or the Front Hoop.

D.5 Suspension
The car must be equipped with a fully operational suspension system with shock absorbers, front
and rear, with usable wheel travel of at least 50.8 mm (2 inches), 25.4 mm (1 inch) jounce and
25.4 mm (1 inch) rebound, with driver seated. The judges reserve the right to disqualify cars
which do not represent a serious attempt at an operational suspension system or which
demonstrate handling inappropriate for an autocross circuit.
All suspension mounting point must be visible at Technical Inspection, either by direct view or
by removing any covers.
D.6 steering system
The steering wheel must be mechanically connected to the wheels, i.e. steer-by-wire or
electrically actuated steering is prohibited.
D.6.1 Steering wheel:

The steering wheel must have a continuous perimeter that is near circular or near oval,
i.e. the outer perimeter profile can have some straight sections, but no concave sections.
H, Figure 8, or cut out wheels are not allowed.
Allowable steering system free play is limited to Seven degrees (7) total measured at the
steering wheel.
The steering wheel must be attached to a column with a quick disconnect. The driver
must be able to operate the quick disconnect while in the normal driving position with
gloves on.

D.6.2 Steering Type


Teams are allowed to use any king of steering system. There is also no restriction on steering
ratio. Teams are free to use any configuration according to their compatibility.

Note: Those team want to use customised steering system e.g. 7:1, 6:1 and 12:1 they can give
their requirement as soon as possible. Delivery and manufacturing will take time, so if your team
interested then make order on www.techimperial.in as soon as possible. Tech Imperial will
provide this steering on subsidised price.
D.6.3 steering lock
The steering system must have positive steering stops that prevent the steering linkages from
locking up (the inversion of a four-bar linkage at one of the pivots). The stops may be placed on
the uprights or on the rack and must prevent the tires from contacting suspension (if used), body,
or frame members during the track events.
D.7Braking System:
D.7.1 Brakes
The car must be equipped with a braking system that acts on all four wheels and is operated by a
single control.
D.7.2 Brake type

It must have two (2) independent hydraulic circuits such that in the case of a leak or
failure at any point in the system, effective braking power is maintained on at least
two (2) wheels. Each hydraulic circuit must have its own fluid reserve, either by the
use of separate reservoirs or by the use of a dammed, OEM-style reservoir.
"Brake-by-wire" systems are prohibited.
A single brake acting on a limited slip differential is acceptable.
The brake system must be capable of locking all four (4) wheels during the test
specified below.
Braking systems must be protected with scatter shields from failure of the drive train
or from minor collisions.
The brake pedal shall be designed to withstand a force of 2000 N without any failure
of the brake system or pedal box. This may be tested by pressing the pedal with the
maximum force that can be exerted by any official when seated normally.

D.7.3 Brake pedal:


The brake pedal must be fabricated from steel or aluminium or machined from steel, aluminium
or titanium. Pedal should only be operated from drivers foot
And no usage of hand operated levers for braking mechanism is allowed. The pedal travel should
be restricted after some distance by some kind of locking mechanisms.

D.7.4 Brake Over-Travel Switch:


A brake pedal over-travel switch must be installed on the car as part of the shutdown system and
wired in series with the shutdown buttons. This switch must be installed so that in the event of
brake system failure such that the brake pedals over travels, it will result in the shutdown of the
system, which will eventually help controlling the system.

D.7.5 Brake light:


The car must be equipped with a red brake light. The brake light itself must be rectangular,
triangular or near round shape. Each brake light must be clearly visible from the rear in very
bright sunlight.

D.8Tires:
Vehicles are allowed to use Dry tires.
D.8.1 Dry Tires - The tires on the vehicle when it is presented for technical inspection are
defined as its "Dry Tires". The dry tires may be any size or type.

Note: Hand cutting, grooving or modification of the tires by the teams is specifically prohibited.
Within each tire set, the tire compound or size, or wheel type or size may not be changed after
static judging has begun. Tire warmers are not allowed. No traction enhancers may be applied to
the tires after the static judging has begun.
D.8.2 Wheel dimensions: The wheels of the car must be 203.2 mm (8.0 inches) or more in
diameter.
D.9 Vehicle Identification
D.9.1 Car number: Each car will be assigned a number at the time of its entry into a
competition.
Car numbers must appear on the vehicle as follows:

Locations: In three (3) locations: the front and both sides;


Height: At least 152.4 mm (6 inch) high;
Font: Block numbers (i.e. sans-serif characters). Italic, outline, serif, shadow, or cursive
numbers are prohibited.
Stroke Width and Spacing between Numbers: At least 18 mm (3/4 inch).
Color: Either white numbers on a black background or black numbers on a white
background. No other color combinations will be approved.
Clear: The numbers must not be obscured by parts of the car, e.g. wheels, side pods,
exhaust system, etc.

Comment: Car numbers must be quickly read by course marshals when your car is moving at
speed. Make your numbers easy to see and easy to read.

D.9.2 Organization Name


Each car must clearly display the organizer name (or initials - if unique and generally
recognized) in roman characters at least 50 mm (2 inch) high on both sides of the vehicle. The
characters must be placed on a high contrast background in an easily visible location.
The organizer name may also appear in non-roman characters, but the roman character version
must be uppermost on the sides.
It must be displayed on the front of vehicle below the car number.
D.9.3 Title sponsor sticker
It must be displayed on the front of the vehicle above the car number and both side of the front
bodyworks below the car number.

D.9.4 ISIE Logo


The ISIE logo must be displayed on the front of the vehicle in a prominent location. ISIE logo
stickers will be provided to the teams on site.
D.9.5 HVC Logo
The HVC logo must be displayed on left and right hand side of the front bodyworks above the
car number. HVC sticker will be provided to the teams on site.
D.9.6 Event Sponsor sticker
This must be displayed on both side of side impact zone.
Note: There should be sufficient visible space remained for the Technical round and brake
test clear sticker in your vehicle.

PART E
POWERTRAINS
E.1 Drive Train Shields and Guards:
Exposed high-speed final drive train equipment such as Continuously Variable Transmissions
(CVTs), sprockets, gears, pulleys, torque converters, clutches, belt drives and clutch drives, must
be fitted with scatter shields in case of failure.
E.2Fastener Grade Requirements:
The use of button head cap, pan head, flat head or round head screws or bolts in any location in
the following systems is prohibited:
(a) Drivers cell structure,
(b) Impact attenuator attachment
(c) Drivers harness attachment
(d) Steering system
(e) Brake system
(f) Suspension system.
Note: Hexagonal recessed drive screws or bolts (sometimes called Socket head cap screws or
Allen screws/bolts) are permitted.
There must be a minimum of two (2) full threads projecting from any lock nut.
All spherical rod ends and spherical bearings on the steering or suspension must be in
double shear or captured by having a screw/bolt head or washer with O.D.(outside
diameter) that is larger than spherical bearing housing I.D(inside diameter).
Adjustable tie-rod ends must be constrained with a jam nut to prevent loosening.
E.3 DRIVE TRAIN FOR HYBRID VEHICLE:
E.3.1 Engine CC and type
Briggs & Stratton: Series 950, cast iron sleeve, 6.5hp/ 209cc, 3600rpm with fuel tank and
muffler, straight keyway shaft, recoil & Electric start petrol engine. Weight 16kgs.Engine should
be of naturally aspirated air cooled type. There should be no modification or alteration in the
engine.
E.3.2 Brand New Engine
Engine must be provided by Tech Imperial to all teams after virtual round of the event on best
price by HVC sponsor, which will be a brand new engine. All the team must order their engine
through www.techimperial.in .
E.3.3 Engine Usage
Those team participated in HVC 2015-2016 they can use same engine for HVC 2017.

E.3.4 Motor
Hybrid vehicle Teams are allowed to use up to 1.5 KW Motor for electric powertrain.
Power: 1.5KW
Operating Voltage: 48V
Technical Specification will be send through official mail to all teams after booking of motor.
E.3.5 Batteries
Teams are allowed to use maximum 48V and 50AH Capacity batteries.
Note: All the teams are required to order motor on www.techimperial.in as per schedule given at
ISIE website. Tech Imperial will provide motor and controller to all teams on subsidized rate.
E.3.6 Accelerator Actuation - General
All systems that transmit the drivers control of the speed of the vehicle, commonly called
Accelerator systems, must be designed and constructed as fail safe systems, so that the
failure of any one component, be it mechanical will not result in an uncontrolled acceleration of
the vehicle. This applies to both IC engines and to electric motors that power the vehicle.
The Accelerator control must be actuated mechanically i.e. electrical Accelerator control (ETC)
or drive-by-wire is acceptable.
Any Accelerator pedal must have a positive pedal stop incorporated on the Accelerator pedal to
prevent over stressing the Accelerator cable or any part of the actuation system.
E.3.7Mechanical Accelerator Actuation:
If mechanical Accelerator actuation is used, the Accelerator cable or rod must have
smooth operation, and must not have the possibility of binding or sticking.
The Accelerator actuation system must use at least two (2) return springs located at the
throttle body, so that the failure of any component of the Accelerator system will not
prevent the Accelerator returning to the closed position.
Any Accelerator pedal cable must be protected from being bent or kinked by the drivers
foot when it is operated by the driver or when the driver enters or exits the vehicle.
If the Accelerator system contains any mechanism that could become jammed, for
example a gear mechanism, then this must be covered to prevent ingress of any debris.
The use of a push-pull type Accelerator cable with an Accelerator pedal that is capable of
forcing the Accelerator closed (e.g. toe strap) is recommended.
E.3.8 Muffler and Exhaust:

We at ISIE strongly believe in green future. The teams must keep in mind that they
should select the appropriate exhaust system. In order to reduce the noise, efficient
exhaust silencers are compulsory.
The exhaust must be routed so that the driver is not subjected to fumes at any speed
considering the draft of the car.

Any exhaust components (headers, mufflers, etc.) that protrude from the side of the body
in front of the main roll hoop must be shielded to prevent contact by persons approaching
the car or a driver exiting the car.
The application of fibrous material, e.g. header wrap, to the outside of an exhaust
manifold or exhaust system is prohibited.

E.3.9Fuel and Position of Fuel Tank

To avoid any alterations in the properties of the fuel at the time of race, ISIE will
provide the fuel to all the teams at the standard market rate.
The capacity of the fuel tank must not exceed 7 liters in volume.
The placement of fuel tank should be such that it maintains a proper distance from the
engine and also it should not be above the battery.
It must be securely fixed to the chassis and be designed in such a way that neither it
nor the fuel pipes (which must be flexible) present any danger of leakage during the
event.
A quick attachment to the chassis is strongly recommended. It is mandatory to place
it between the main tubes of the chassis-frame.

E.3.10 Fuel Tanks

The fuel tank is defined as that part of the fuel containment device that is in contact with
the fuel. It may be made of a rigid material or a flexible material.
Fuel tanks made of a rigid material cannot be used to carry structural loads, e.g. from roll
hoops, suspension, engine or gearbox mounts, and must be securely attached to the
vehicle structure with mountings that allow some flexibility such that chassis flex cannot
unintentionally load the fuel tank.
Any fuel tank that is made from a flexible material, for example a bladder fuel cell or a
bag tank must be enclosed within a rigid fuel tank container which is securely attached to
the vehicle structure.
Fuel tank containers (containing a bladder fuel cell or bag tank) may be load carrying.
Any size fuel tank may be used.
The fuel system must have a drain fitting for emptying the fuel tank. The drain must be at
the lowest point of the tank and be accessible from under the vehicle. It must not protrude
below the lowest plane of the vehicle frame, and must have provision for safety wiring.

E.3.11 Fuel System Location Requirements

All parts of the fuel storage and supply system must lie within the surface defined by the
top of the roll bar and the outside edge of the four tires.
All fuel tanks must be shielded from side or rear impact collisions.
A firewall must be incorporated to separate the fuel tank from the driver.

E.3.12Fuel Tank Filler Neck & Sight Tube


All fuel tanks must be vertical (with a horizontal filler cap) or angled at no more than forty-five
degrees (45) from the vertical.
Any sight tube must not run below the top surface of the fuel tank.
E.3.13 Tank Filling Requirement

The tank must be capable of being filled to capacity without manipulating the tank or
vehicle in any way (shaking vehicle, etc.).
The fuel system must be designed such that the spillage during refueling cannot
contact the driver position, exhaust system, hot engine parts, or the ignition system.
Belly pans must be vented to prevent accumulation of fuel.

E.3.14 Venting Systems

The fuel tank and carburetor venting systems must be designed such that fuel cannot
spill during hard cornering or acceleration.
All fuel vent lines must be equipped with a check valve to prevent fuel leakage when
the tank is inverted. All fuel vent lines must exit outside the bodywork.

E.3.15 Catch Cans


Separate catch cans must be employed to retain fluids from any vents for the coolant system or
lubrication system. Each catch-can must have a minimum volume of ten (10) percent of the fluid
being contained or 0.9 liter whichever is greater.
Catch cans must be capable of containing boiling water without deformation, and be located
rearwards of the firewall below drivers shoulder level, and be positively retained, i.e. no tiewraps or tape.
E.4 DRIVE TRAIN FOR ELECTRIC VEHICLE:
E.4.1 Motor
Electric vehicle Teams are allowed to use up to 4 KW Motor for electric power train.

Technical Specification will be send through official mail to all teams after booking of motor.
E.4.2 Batteries
Teams are allowed to use maximum 60V and 90AH Capacity batteries.
Note: All the teams are required to order motor on www.techimperial.in as per schedule given at
ISIE website. Tech Imperial will provide motor and controller to all teams on subsidized rate.

E.4.3 Electrical accelerator


The accelerator pedal must be a right-foot-operated foot pedal. The foot pedal must return to its
original, rearward position when released. The foot pedal must have positive stops at both ends
of its travel, preventing its sensors from being damaged or overstressed.
E.5 GENERAL RULES FOR HYBRID AND ELECTRIC VEHICLE:
E.5.1 Basic Definitions
a) The Accumulator is defined as all the batteries or capacitors that store the electrical
energy to be used by the tractive system.
b) Accumulator Segments are sub-divisions of the accumulator and must respect either a
maximum voltage or energy limit. Splitting the accumulator into segments is intended to
reduce the risks associated with working on the accumulator.
c) The Tractive System of the car is defined as every part that is electrically connected to
the motor(s) and accumulators.
d) The Grounded Low Voltage (GLV) system of the car is defined as every electrical part
that is not part of the tractive system.
The GLV system must be grounded to the chassis.
The tractive and GLV system must be galvanically isolated from one another.
Note: The border between tractive and GLV systems is the galvanic isolation between
both systems. Therefore, some components, such as the motor controller, may be part of
both systems.
The tractive system must be completely electrically isolated from the chassis and any
other conductive parts of the car.
The tractive system motor(s) must be connected to the accumulator through a motor
controller.
Bypassing the control system and connecting the tractive system accumulator directly to
the motor(s) is prohibited.
The GLV system must be powered up before it is possible to activate the tractive system.
Furthermore, a failure causing the GLV system to shut down must immediately
deactivate the tractive system as well.
E.5.2 Transmission
The transmission to be used in the Vehicles must be of rear wheel drive only. The teams are free
to use any sort of designs i.e. the use of differential, through the axle, the wheel mounting hub or
by any other means.
E.5.3 Throttle Paddle
Only foot operated paddle is allowed, Hand operated lever will not allowed. There should be a
positive lock provided with the throttle paddle.
E.5.4 Normal Low Voltage and Tractive System Voltage
The maximum permitted operating voltage for is 48 VDC. The maximum operating voltage is
defined as the maximum measured accumulator voltage during normal charging conditions.
The GLV system must be grounded to the chassis.

The border between tractive and NLV systems should be insulated between both systems.
Therefore, some components, such as the motor controller, may be part of both systems.
The tractive system must be completely isolated from the chassis and any other
conductive parts of the Vehicle.
The tractive system motor(s) must be connected to the accumulator through a motor
controller. Bypassing the control system and connecting the tractive system accumulator
directly to the motor(s) is prohibited.
The NLV system must be powered up before it is possible to activate the tractive system
Furthermore, a failure causing the NLV system to shut down must immediately
deactivate the tractive system as well.

E.5.5 Allowed Tractive System Accumulators

The following accumulators are acceptable; batteries (e.g. lithium-ion batteries, lead acid
batteries and many other rechargeable battery chemistries) and capacitors.
All batteries or capacitors which store the tractive system energy must be enclosed in (an)
accumulator container(s).
If spare accumulators are to be used then they all must be of the same size, weight and
type as those that are replaced. Spare accumulator packs must be presented at Electrical
Technical Inspection.

E.5.6 Weight of the vehicle


The weight of the vehicle should not be exceed more than 250 kg (Excluding the weight of the
driver).
E.6 General Requirements& Safety measures:
E.6.1 NLV Batteries
All NLV batteries must be attached securely to the frame.
There must be no electrical connection between the frame of the Vehicle (or any other
conductive surface that might be inadvertently touched by a crew member or spectator),
and any part of any traction system circuits.
Traction system and NLV circuits must be physically segregated.
All parts belonging to the tractive system including conduit, cables and wiring must be
contained within the Surface Envelope of the Vehicle such that they are protected against
being damaged in case of a crash or roll-over situation.
All parts especially live wires, contacts, etc. of the tractive system need to be isolated by
non-conductive material or covers to be protected from being touched. It must not be
possible to touch any tractive system connections.

E.6.2 Fusing
All electrical systems (both tractive system and grounded low voltage system) must be
appropriately fused.
E.6.3 Kill switch
There should be two kill switch in the vehicle. They should be placed in such that one can be
easily accessed by driver and other outside the vehicle for organizers. Kill switch be clearly
visible from a long distance with a bright red color.

E.6.4 Kill Switch Mounting:


The kill switch must be installed properly and rigidly in a case. Mounting the kill switch with
plastic/metallic ties or wires is strictly prohibited. The kill switches will be rigidly mounted using
the outer cases.

F.1 Virtual Round:
This is a presentation round where the teams will discuss about the Design, Analysis and
Manufacturing plan of their Vehicle in the prescribed time to the judges. There will be a
questionnaire round about the fabrication plan of the Vehicle.
Virtual round consists of 500 points. In which team will have to present their design and other
data in front of judges. (For Point distribution refer A.5.2).
Teams will be given Particular time for the presentation. Maximum 5 members are allowed in
virtual round to represent their team. There will be questionnaire round.

FINAL EVENT
Selected teams from virtual round will participate in the final event with the Vehicle fabricated
by them; all teams will undergo TECHNICAL INSPECTION and BRAKE TEST. After passing
both test team will permitted to participate in rest of event.

G.1 STATIC EVENTS:
G.1.1Technical Inspection (T.I):
G.1.1A Objective: The objective of technical inspection is to determine if the Vehicle meets the
requirements and restrictions of ISIE rules. T.I is a non-scoring round.

Each Vehicle must pass all parts of technical inspection and testing before it is
permitted to participate in any dynamic event. The exact procedures and
instruments employed for inspection and testing are entirely at the discretion of
the Chief Technical Inspector.

Visible access can be provided by removing body panels or by providing


removable access panels to check the various components.

Vehicles must be presented for technical inspection in finished condition, i.e. fully
assembled, complete and ready-to-run. Technical inspectors will not inspect any
Vehicle presented for inspection in an unfinished state.
G.1.1B Scrutiny: The Vehicle will be closely examined for Electrical Inspection on the
grounds of the compliance with electric portion of the rules. After the electrical inspection the
Vehicle will be permitted to proceed for the Mechanical Inspection.
The teams must provide a detailed description of the electronic and electrical devices that they
have manufactured. It must be documented accurately and must be provided during the time of
inspection.
G.1.1C Corrections and Disqualification: If a Vehicle is deemed to a concern or does not
comply with the rules, then correction must be done to get re-inspected. Only 2 attempts will be
given to clear their TI.
G.1.1D Questionnaire: There will be a questionnaire round to any of the team members by the
judges. Questions will be related to manufacturing of the Vehicle and other technical aspects of
the Vehicle. Engineering practices of the teams is also evaluated here.

G.1.2 Design report Vs. Manufactured Vehicle:


G.1.2AObjective:
The objective of the design event is to evaluate the engineering effort that went into the design of
the car. The teams are also checked on the basis of how the engineering meets the intent of the
market. The car that illustrates the best use of engineering to meet the design goals and the best
understanding of the design by the team members will win the design event.
G.1.2B: In the design report to be submitted, the document should contain a brief description of
the Vehicle with the majority of the report specifically addressing only the engineering, design
features, and Vehicle concepts new for this year's event.
G.1.2C: It can also contain the various analysis reports for the Vehicle and the evidence must be
brought up for the judges to check.
G.1.2D: The judges will evaluate the engineering effort based upon the teams Design Report,
responses to questions and an inspection of the vehicle. The design judges will inspect the
vehicle to determine if the design concepts are adequate and appropriate for the application.
G.1.2E: It is the responsibility of the judges to deduct points if the team cannot adequately
explain the engineering and construction of the vehicle.
G.1.2F: Manufacturing Level: Good engineering practice will reflect a great manufacturing
level. The Vehicle will be examined by the judges at the time of Dynamic Event, so the
participating teams are advised to manufacture the Vehicle with pre-planned strategies so that
the Vehicle would be able to compete in several tasks and tests.
G.1.3B-Plan and Cost Analysis Presentation:
The presentation round consists of two rounds, first being.
G.1.3A: Round1.-Business & Marketing
a) The Objective of the Presentation round is to evaluate the teams ability to develop and
deliver a business case summary that will convince investors that the teams design best
meets the demands of the racing market and that it can be profitably manufactured and
marketed.
b) The issues with which engineers engage have become more and more multidimensional,
and engineers expected proficiencies now include project and professional skills.
c) The Presentation Event requires participants to consider wider communication, team
management principles, and marketing critical to career success as well as an
understanding of financial, ethical, societal and global issues, beyond the usual technical
competencies.

d) Presentations will be evaluated on content, sustainability, organization, visual aids,


delivery, timing and the teams response to the judges questions.
e) Hard copy of the reports is compulsory at the time of presentation.
G.1.3B Round 2: Cost report:
In this report, the cost of the components used in the Vehicle must be specified. It is cross
checked with the Vehicle to ensure every component and system is present. The actual cost must
not vary with that in the report.
G.1.4 Weight Test: The weight of the vehicle should not exceed more than 250 kg without
driver. Light weight vehicle will be awarded.
G.1.5 Innovation: ISIE strongly believe in smart technology and innovation. So, we recommend
to all the teams to develop some innovation in their vehicle. There is also a best innovation
award for the team.
G.2 DYNAMIC EVENTS
G.2.1 Brake Test- All the electric and hybrid Vehicles have to pass the brake test to participate
in any of the dynamic events. The Vehicle must stop in a straight line after the brake is applied
on the Vehicle. Every vehicle will get maximum 3 attempt.
G.2.1ABrake Test does not have any points, but it is mandatory for the teams to qualify this
round to participate in the dynamic round.
G.2.1B Speed of the vehicle: During this test teams must maintained at least 25Km/hour speed.
If team fail to maintained this much speed, there attempt will be not taken in consideration.
G.2.1C Procedure: Drivers have to run their vehicle in straight way for 50 Meters. There will be
a brake line whenever vehicle touching that line driver required to apply brake at the same. All
four wheel must be lock in a straight line.
G.2.1D Did Not Attempt (DNA): If the Vehicle did not attempt or if it does not complete the
event, then those teams would receive DNA. And after all attempt team will not allow to
participate in any dynamic event.
G.2.2 Acceleration Test:
The acceleration event evaluates the Vehicles acceleration in a straight line on flat pavement for
hybrid as well as electric vehicle.
G.2.2A Procedure: The cars will accelerate from a standing start over a distance of 50 m on a
flat surface. The foremost part of the Vehicle will be staged at exactly behind the starting line.
The time taken to accelerate would be measured.
There will be separate rounds for the acceleration for hybrid and electric Vehicles.

Best Acceleration Award will be separate for electric and hybrid vehicle.
Maximum 2 attempt will be given to each team.

G.2.2B Scoring: The acceleration score is based upon the corrected elapsed time. Elapsed time
will be measured from the time the car crosses the starting line until it crosses the finish line.
Scoring formula: Scoring formula: 100 [(T longest T yours)/ (T longest- T shortest)]
G.2.2C Penalty: Cones Down or Out: A two (2) second penalty will be added for each DOO
(including entry and exit gate cones) that occurred on that particular run to give the corrected
elapsed time.
G.2.2D Did Not Attempt (DNA): If the Vehicle did not attempt or if it does not complete the
event, then those teams would receive DNA.
G.2.3 Skid Pad Test:
The objective of the skid-pad event is to measure the Vehicles cornering ability on a flat surface
while making a constant-radius turn.
There will be separate rounds for the skid Pad for hybrid and electric Vehicles.
Best skid pad Award will be given both categories of vehicle e.g. Electric & Hybrid.
Maximum 2 attempt will be given to each team. Best attempt will be consider for the
scoring of this round.
Each team may make two (2) attempts but with different drivers. Scoring will be based
on the better of the two attempts.
2nd driver has the option to take a second run immediately after the first.
G.2.3A Skid Pad Layout- There will be two (2) pairs of concentric circles in a figure of eight
pattern. The centers of these circles will be 17.5m apart. The inner circles will be 14.5 m in
diameter, and the outer circles will be 20.5m in diameter. The driving path will be the 2.5 m (8.2
feet) path between the inner and outer circles. The Vehicles will enter and exit through gates on a
3 m wide path that is tangential to the circles where they meet. The line between the centers of
the circles defines the start/stop line. A lap is defined as travelling around one of the circles from
the start/stop line and returning to the start/stop line.

G.2.3B Procedureo The track is laid as shown above and the Vehicles will enter the track perpendicular
to the figure eight. They must take one full lap on the right circle to establish the turn
and the Vehicle must move on to the left circle to complete the lap. This completes
one lap and will be timed. Immediately upon finishing the circle the lap will be
completed, and the Vehicle will exit the track. The Vehicle will exit at the
intersection moving in the same direction as entered.
G.2.3C Penalties Cones Down or Out- A penalty of 1second will be added to the time for every cone that
is knocked down or out (including gate cones).
Unfinished- Vehicles that has gone out of the track will continue as long as they have not
gone off course will be classified as Unfinished.
Incorrect Laps- Vehicles that do not follow procedure, i.e. run an incorrect number of
laps or run the Laps in the wrong sequence will also be classified as unfinished.
G.2.3D Scoring: Skid Pad score = 100 [(T longest T yours)/ (T longest- T shortest)]

G.2.4 Autocross Test:


The objective of the autocross event is to evaluate the Vehicle's handling qualities without the
hindrance of competing Vehicles. The autocross course will combine the performance features of
acceleration, braking, and cornering into single event.
The maneuverability of the Vehicle is also checked in this event.
G.2.4A Specifications & Speeds:
The following specifications will suggest the maximum speeds that will be encountered on the
course.

Straights: No longer than 50 m (165 feet) with hairpins at both ends (or) no

longer than 35 m (115 feet) with wide turns on the ends.


Constant Turns: 15 m (50 feet) to 30 m (100 feet) diameter.
Hairpin Turns: Minimum of 7 m (23 feet) outside diameter of the turn.
Slaloms: Cones in a straight line with 5 m (16.4 feet) to 10 m (32.8 feet) spacing.
Total Length: 150 meters of the track
Minimum Speed: Hybrid vehicle during autocross at least maintain 40Km/H.
and Electric Vehicle maintained 25 km/h.

G.2.4B Penalties: The cars are judged on elapsed time plus penalties. The following penalties
will be added to the elapsed time:
Cone Down or Out (DOO): Five (5) seconds per cone, including any after the finish
line.
Off Course: Driver must re-enter the track at or prior to the missed gate or a twenty
(30) second penalty will be assessed. .
Missed Slalom: Missing one or more gates of a given slalom will be counted as one
"off-course" per occurrence. Each occurrence will incur a twenty (30) second penalty.
Stalled & Disabled Vehicles: If a car stalls and cannot restart without external
assistance, the car will be deemed disabled. Cars deemed disabled will be cleared
from the track by the track workers. At the direction of the track officials team
members may be instructed to retrieve the Vehicle. Vehicle recovery may only be
done under the control of the track officials.
The teams would be given a chance of 1 runs. The time required to complete run will
be recorded and the teams best corrected elapsed time will be used to determine the
score.
G.2.4CScoring Formula:
Autocross score = 100 [(T longest T yours)/ (T longest- T shortest)]
G.2.5 Endurance event:
Objective: The endurance event is designed to evaluate the Vehicles overall performance,
reliability and efficiency.

G.2.5A Fuel Economy test:


Unlike fuel economy tests that result in Vehicles going possible in order to use the least amount
of fuel (Petrol/Electric Charge), HVC rewards the team that can cover a designated distance on a
fixed amount of energy in the least amount of time.
For hybrid Vehicle: Fixed amount or fuel will be given to each team after
completion their laps, rest fuel will be measured.
For Electric Vehicles: Current and Voltage will be measured after completion of
their said laps.
G.2.5B Procedure& Specifications:
In general, the team completing the laps in the shortest time will earn the maximum
points available for this event. The endurance distance is approximately 10km (6.21
miles).
Driver changes will be made after completion of 5 km. Also 4 Wheel to wheel racing
is prohibited.
Passing another Vehicle may only be done in an established passing zone.
1. Course speeds for hybrid vehicles can be estimated by the following course
specifications. Average speed should be around 45 km/hr. (28 mph) with top speeds
of approximately 80 km/hr. (50 mph). Endurance courses will be configured, where
possible, in a manner which maximizes the advantage of regenerative braking.
2. (a) Straights: No longer than 40.0 m (132 feet) with hairpins at both ends (or) no
longer than 35.0 m (115 feet) with wide turns on the ends. There will be passing
zones at several locations.
b) Constant Turns: 20.0 m (65.5 feet) to 45.0 m (147.5 feet) diameter.
(c) Hairpin Turns: Minimum of 9.0 m (29.5 feet) outside diameter (of the turn).
(d) Slaloms: Cones in a straight line with 10.0 m (32.8 feet) to 15.0 m (49.2 feet)
spacing.
(e)Minimum Track width: The minimum track width will be 4.5 m (14.76 feet).
(f) Miscellaneous: The organizers may include various turns or decrease the turns
and the other specifications according to the situation.
G.2.5C Energy:

o All Vehicles competing in the endurance event must complete the event using only
the energy stored on board the Vehicle at the start of the event plus any energy
reclaimed through regenerative braking during the event.
o Prior to the beginning of the endurance event, all competitors may charge their
electric accumulators from any power source they wish.
o Once a Vehicle has begun the endurance event, recharging accumulators from an
outside source is not permitted.

G.2.5D Fueling: Before the beginning of the endurance event, for the hybrid Vehicle fuel tank
and any downstream fuel accumulators, e.g., carburetor float bowls, will be drained. The
allocated amount of fuel will then be added to the tank by the organizers and the filler will be
sealed.
G.2.5E Charging: The electrical vehicles will be allowed to charge completely prior to the start
of the event, but will not be allowed to charge in any case once it enters the track.
G.2.5F Endurance Penalties: The penalties in effect during the endurance event are listed
below:

Cone down or out: Five (5) seconds per cone. This includes cones before the start line
and after the finish line.
Off Course (OC): For an off Course, the driver must re-enter the track at or prior to the
missed gate or a twenty (20) second penalty will be assessed.
Missed Slalom: Missing one or more gates of a given slalom will incur a twenty (20)
second penalty.
Vehicle to Vehicle Contact: DISQUALIFIED
Running Out of Order: 2 Minutes

G.2.5G Endurance Vehicle Restarting:


The Vehicle must be capable of restarting without external assistance at all times once the
Vehicle has begun the event.
If a Vehicle stops out on the track, two min. will be given and if team is not able to make
the Vehicle run in specified time, than some points will be deducted.
At the end of Driver Change, the Vehicle will be allowed two (2) minutes to reenergize
the electrical system and restart the Vehicle drive system.
G.2.5H Breakdowns & Stalls:
If a Vehicle breaks down it will be removed from the course and will not be allowed to
re-enter the course.
If a Vehicle spins, stalls, ingests a cone, etc., it will be allowed to restart and re-enter the
course where it went off, but no work may be performed on the Vehicle.
If a Vehicle stops on track and cannot be restarted without external assistance, the track
workers will push the Vehicle clear of the track. At the discretion of event officials, two
(2) team members may retrieve the Vehicle under direction of the track workers.
G.2.5I Endurance Driver Change Procedure:
There must be a maximum of two (2) drivers for the endurance event; one driver may not
drive in three consecutive segments.
Each driver will drive half of the track (5 km), and then be signaled into the driver change
area.
Only three (3) team members, including the driver or drivers, will be allowed in the
driver change area. Only the tools necessary to adjust the Vehicle to accommodate the

different drivers will be carried into this area (no tool chests etc.). Extra people entering
the driver change area will result in a twenty (20) point penalty to the final endurance
score for each extra person entering the area.
The Vehicle must come to a complete stop, the IC engine turned off and the TSV shut
down. These systems must remain shutting down until the new driver is in place.
The driver will exit the Vehicle and any necessary adjustments will be made to the
Vehicle to fit the new driver. The new driver will then be secured in the Vehicle.
Three (3) minutes are allowed for the team to change drivers. The time starts when the
Vehicle comes to a halt in the driver change area and stops when the correct adjustment
of the driver restraints and safety equipment has been verified by the driver change area
official. Any time taken over the allowed time will incur a penalty.
Once the new driver is in place and an official has verified the correct adjustment of the
driver restraints and safety equipment, a maximum of two (2) minutes are allowed to reenergize the electrical system, restart the Vehicle drive system and begin moving out of
the driver change area.

G.2.5J Reckless or Aggressive Driving


Any reckless or aggressive driving behavior (such as forcing another Vehicle off
the track, refusal to allow passing, or close driving that would cause the likelihood
of Vehicle contact) will result in a black flag for that driver.
When a driver receives a black flag signal, he/she must proceed to the penalty box
to listen to a reprimand for his/her driving behavior.
The amount of time spent in the penalty box will vary from one (1) to four (4)
minutes depending upon the severity of the offense.
If it is impossible to impose a penalty by a stop under a black flag, e.g. not enough
laps left, the event officials may add an appropriate time penalty to the teams
elapsed time.
G.2.5K Inexperienced Driver:
The Chief Marshall/Director of Operations may disqualify a driver if the driver is too slow, too
aggressive, or driving in a manner that, in the sole opinion of the event officials, demonstrates an
inability to properly control their Vehicle. This will result in a Did Not Finish (DNF) for the
event.
G.2.5L Fuel economy test:
The fuel economy test is based on the average liters per kilometer fuel economy obtained
during the endurance heat.

The Vehicles fuel economy will be measured in conjunction with the endurance event.
The fuel economy under racing conditions is important in most forms of racing and also
shows how well the Vehicle has been tuned for the Challenge.

This is an event where optimization is needed because the fuel economy score and
endurance score will be calculated from the same heat. No refueling will be allowed
during an endurance.

HYBRID RULES AND JURISDICTION
H.1 Official Announcement:
All the official announcements and the information regarding the competition will be displayed
on the official websites of Imperial Society of Innovative Engineers.

After completion of registration, important information will be sent through the emails to the
respective team captains/Faculty Advisor. The rules will be same throughout the event and any
amendments done will immediately be informed the entire participating team through mail/face
book group/page.
H.2 Rules authority
All the authority of rules is under ISIE organizing Committee. Official announcements from ISIE
Organizing Committee shall be considered part of and have the same validity as these rules.

Technical committee of ISIE.
H.3 Rules authenticity
The rules and other information related to events is valid to till completion of the event and
schedule as per decided by the ISIE. Rule of other may be different.
H.4 Rules compliance
By entering through registration in an ISIE International level competition, the team members,
team advisors and other personnel of the entering university agree to comply with, and be bound
by, the rules and all rules interpretations or procedure issued or announced by ISIE Organizing
Committee. All team members, team advisors and other university/college/industry
representatives are required to cooperate with, and follow all instructions from competition
organizers, officials and judges.
H.5 Understanding the rules
Teams, team members as individuals and team advisors are responsible for reading and
understanding the rules in effect for the competition in which they are participating.

H.6participating in the competition


Teams, team members as individuals, faculty advisors and other representatives of a registered
university/industry who are present on-site at a competition are considered to be participating in
the competition from the time they arrive at the site until they depart the site at the conclusion
of the competition or earlier by withdrawing.
H.7 Right to Impound
During the event any registered team can be called for technical inspection and examination at
any point of time and stage and can be questioned for any technical element related to the
Vehicle during the event to any team member.
H.8 Restriction of vehicle use
Teams are cautioned that the vehicles designed by the team are restricted to operate at the event
place. It is operated at the time of competition only.
H.9 Behavior
All the members of each and every team must follow the rules laid by ISIE, during the
competition. Any members failure to follow the rules will result in 20 % point reduction or
elimination from the event. Arguments with officials may also result in the team being
eliminated from event.

Smoking and Illegal Material: Alcohol, illegal drugs, weapons or other illegal material
are strictly not allowed on the event site during the competition. This rule will be in effect
during the entire competition.
Unsportsmanlike Conduct: In the event of unsportsmanlike conduct, the team will
receive a warning from an official. A second violation will result in expulsion of the team
from the competition.
Official Instructions: Failure of a team member to follow an instruction or command
directed specifically to that team or team member will result in a twenty five (25) point
penalty. There should not be directly involvement of faculties of Industrial in Designing
and manufacturing of the Vehicle.
Arguments with Officials: Argument with, or disobedience to, any official may result in
the team being eliminated from the competition. All members of the team may be
immediately escorted from the grounds.
Parties: Disruptive parties either on or off-site should be prevented by the Team Advisor
Safety of tools: Teams will be responsible for all their tools, equipment and Component.
ISIE will not be responsible for any kind of losses or damage.

Trash Clean-up: Cleanup of trash and debris is the responsibility of the teams. The
teams work area should be kept uncluttered. At the end of the day, each team must clean
all debris from their area and help with maintaining a clean paddock.

H.10 Violation Intent


Any violation of this rule by a team member will cause the expulsion of the entire ISIE-HVC
RULES & REGULATION 2017 www.imperialsociety.in team. This applies to both team
members and faculty advisors. Any use of drugs, or the use of alcohol by an underage individual,
will be reported to the authorities for prosecution.
H.11 Competition Objective A Reminder

The HVC event being organized by ISIE is a challenge of design engineering and
manufacturing competition that requires performance demonstration of Hybrid and
Electric Vehicles and is NOT a race. Engineering ethics will apply.
It is ISIE- HVC RULES & REGULATION 2017 www.imperialsociety.in recognized that
lots of hard work has been put in by the teams for an entry into HVC Event.
It is also recognized that this event is an innovation enhancement experience but that it
often times becomes confused with a high stakes race. In the heat of competition,
emotions peak and disputes arise.
The officials of ISIE are trained volunteers and maximum effort will be put in to settle
the disputes an equitable, professional manner.

H.12 General Authority


ISIE and the competition organizing bodies reserves the right to revise the schedule of any
competition and/or interpret or modify the competition rules at any time and in any manner that
is , in their sole judgment, required for the efficient operation of the event or the HVC series as
awhole.

PART I
I.1 Flags: There are two types of flags which are command flags & Informational flags. The
command flags command the teams and they must obey without any question while the
informational flags give us information to guide along the laps.
I.1.1 Command Flags
(a) BLACK FLAG - Pull into the penalty box for discussion with the Director of Operations
or other official concerning an incident. A time penalty may be assessed for such
incident.
(b) BROWN FLAG - Pull into the penalty box for a mechanical inspection of your Vehicle,
something has been observed that needs closer inspection.
(c) BLUE FLAG - Pull into the designated passing zone to be passed by a faster competitor
or competitors. Obey the course marshals hand or flag signals at the end of the passing
zone to merge into competition.
(d) CHECKER FLAG - Your segment has been completed. Exit the course at the first
opportunity after crossing the finish line.
(e) GREEN FLAG - Your segment has started, enter the course under direction of the
starter.
NOTE: If you are unable to enter the course when directed, await another green flag as
the opening in traffic may have closed.
(f) RED FLAG - Come to an immediate safe controlled stop on the course. Pull to the side
of the course as much as possible to keep the course open. Follow course marshals
directions.
(g) YELLOW FLAG (Stationary) - Danger, SLOW DOWN, be prepared to take evasive
action, something has happened beyond the flag station. NO PASSING unless directed by
the course marshals.
(h) YELLOW FLAG (Waved) - Great Danger, SLOW DOWN, evasive action is most
likely required, BE PREPARED TO STOP, something has happened beyond the flag
station, NO PASSING unless directed by the course marshals.
I.1.2 Informational Flags:
(a) ORANGE FLAG - Something is on the racing surface that should not be there. Be
prepared for evasive maneuvers to avoid the situation. (Course marshals may be able to
point out what and where it is located, but do not expect it.)
(b) WHITE FLAG - There is a slow moving Vehicle on the course that is much slower than
you are. Be prepared to approach it at a cautious rate.
