INTRODUCTION
Eaton Towers is in the process of upgrading several towers, In line with this, Jarlso Telecom Solutions
UGANDA was requested to survey the site at the location site 3143 with an aim of doing the following:
-

Measurement of all Tower elements to confirm that the tower on site is the same as the one
indicated on the Tower Key plan in the High-level Engineering Design provided by LEADCOM
Prepare and Provide shop drawings according to the LEADCOM report
Prepare and provide a survey report, including a detailed Bill of quantities and the
methodology.
Prepare and provide a draft tower reinforcement planning.

This report is divided into the following sections.

2. GENERAL CONDITION OF THE TOWER


This section shows the state of the tower including the state of bolts, painting etc. Some photos will be
provided to show the general condition of the tower.

2.1 State of the Tower


In general, from a visual check of the tower, the physical condition of the tower looks acceptable.
However the following is recommended.
The Tower Maintenance is required (replacement of missing Washers, Torque of whole tower)

CONCLUSION
From the tower upgrade survey, we have made the Following conclusions:
The work must be done carefully, the new pieces must be galvanized and should fulfill the quality
required, the replacement will be done while removing the existing and the others pieces must remain in
place to consolidate. The work must proceed piece by piece; face by face and section by section.

FABRICATION
Fabrication is the preparation of the required member to be fitted, retrofitted on the tower /structure.
WHEN FABRICATING MEMBERS
1. Certification of design must be provided by suitable qualified person (P E Practicing Engineer)
2. All manufacturing must be completed on site so it complies with on site design Documentation and clients
Requirement.
3. Manufacturing of member must be supervised by competent person registered with DOSH (Department of
Occupational Safety and Health)

WORK METHODOLOGY
This is a generic Work Method Statement. All works beyond the scope of this WMS shall be subject to a Job
Specific Job Safety Analysis (JSA).

All construction workers engaged in the manufacturing and fitment of manufactured and redundant parts
on the
structure shall be inducted into the jobspecific JSA.
Manufacturing of the tower / structure members shall be supervised by a competent rigger in accordance
with PEs design.
All materials supplied must be HDG and specified in the BOQ approved by the client.
Inspect and ensure all supplied steel of specified type and size in good condition free from defects.
Spot check the sizes on the shop drawings vs. actuals again on site to ensure correct measurements are
depicted on shop drawings. Should it be found that there is an error on the shop drawing, redline the
drawing and proceed on correct measurement. Redline drawing should them be sent to PE and rectified
as REVX for As Built and certification. Implement the measure twice cut once approach Steel is
expensive and cannot be wasted.
Once all is verified, set out tools needed to complete the SOW. Emory Oak Projects MSHRPREV2
Approved EO Operations DIV VII. Layout all the steel and in number sequence measure and mark, insert
a marking string according to the BOQ for identification purposes. Punch or Permanent Marker.
Outline the steel where it needs to be trimmed / cur / drilled with a permanent marker.
Fabricate steel members according to outlined markings.
All cut edges to be smoothed.
All cut / drilled edges and holes to be treated with rust prevention immediately after. Gold Galv.
All members to be color coded to match existing structure.
Members to be packed in order of reinforcement / fitment.
Two riggers to scale tower using climbing gear and approved methods as describes by the WAH Act. They
should in work pouches carry all needed tools.
Area at bottom to be cleared of all personnel not involved in SOW of fitting members, therefore on line
and hook man at bottom of tower. Rope pullers to be stationed outside of drop zone.

Not more than one member at a time should be replaced, IE, do not loosen and take down all
replacement members before replacing and fitting.
ii. One member at a time should be loosened, taken down, fit new member and tightened to spec,
not torqued as complete tower torque should be done after completion of fitment of all new
and redundant tower members.
iii. Should tower retorqued not be part of the SOW, all members replaced or redundant members
fitted must be torques down when all members are fitted, not per member.
iv. Care should be taken when loosening a bolt as the tower might be under tension. If this is
realized a support should be fitted keeping the tension the same to avoid tension release which
will cause the new member not fitting correctly, and subsequently causing the rigger to have to
MAKE A PLAN. A structure is either correct and true, or incorrect and not true with the latter
having the risk of failure.
Should additional holes needed to be drilled into tower legs or static members to fit redundant members,
the tools needed for this will be pulled up first to complete static preparation on tower.
Once all members are fitted, the members will be torqued down to specification of the supplier.
Tower Plumb to be measured with a calibrated Theodolite and results documented in the final report.
Variation degrees of plumb needs to be documented.
All fitted bolts and nuts will then be treated with an approved rust prevention agent as prescribed by the
manufacturer.
On completion of the member fitment, tower completes to be retorqued to spec.
On completion of the scope the site will be SOW rehabilitated.
The Supervisor will once all is complete and all tools and redundant materials (SOW related) loaded, take
pictures of all members place / replaced and site in general.
All information will be sent thru to the client for their As Build documentation.
Client will sign FAC.

RISK ASSESSMENT AND CONCLUSION


During SOW falling object Wear hardhat. Ensure non-participating staff is out of the fall zone. Fall from height
Wear safety harness. Emory Oak Projects MSHRPREV2 Approved EO Operations DIV Human Error On Site
Induction and Safe Operating Procedure during manufacturing and fitting yet not limited to SOW. Fall from height
Wear safety harness when tower / structure is scaled over a height of 2m. Trip and fall l Carry out regular
housekeep ping during duration of SOW. Manufacturing Wear goggles, gloves and safety shoes. Ensure all
electrical connections are safe. Chemical Contact Wear rubber hand gloves, rubber boots and safety goggle
