BOARD OF ELECTION INSPECTORS (BEI)


To conduct the voting and counting of votes in their respective polling places,
including the final testing and sealing of the VCM
Act as deputies of the COMELEC in the supervision and control of the election in the
polling places wherein they are assigned, to assure the holding of the same, in a
free, orderly and honest manner

COMPOSITION, QUALIFICATION
AND DISQUALIFICATIONS
Chairperson, poll clerk, third member (all public school teachers)
QUALIFICATIONS:
Of good moral character and irreproachable reputation
Registered voter of the city/municipality
Never been convicted of any election offense or any crime (more than 6 months
imprisonment)
No pending election offense case
Can speak and write in English or local dialect
DISQUALIFICATIONS:
Not related within the 4th degree of consanguinity or affinity to the candidate or spouse

WATCHERS

APPOINTMENT
Two (2) watchers who will serve alternately, if:
Candidate, political party or coalition, citizens arm

One (1) watcher, if:


Candidate for Senator, Member of Sanggunian (panlalawigan, panlungsod, bayan) or
ARMM Regional Legislative Assembly
Civil professional, business, service, youth, and any other similar organizations
Insufficient space : watchers from dominant majority and dominant minority parties,
PPRCV will be preferred

RIGHTS AND DUTIES


1.

Stay in the reserved space

Witness and inform of the proceedings

Take notes

4.

Take photographs testing and sealing of VCM, counting, transmission

5.

File a protest against any irregularity or violation of law

6.

Obtain a Certificate from the BEI as to the filing of such protest and/or resolution
thereof

7.

Position yourself behind the Chairman so you can read the Election Returns while
the Chairman is publicly announcing the results

ELECTION DAY:
MAY 9, 2016
Voting hours: 7am to 5pm

Within 30 meters from the polling place by 5PM allowed to cast their votes
Poll clerk will prepare a List containing the names of voters
Announce each name 3x
Not present or does not respond not allowed to vote

CHALLENGE AGAINST ILLEGAL VOTERS


GROUNDS:
1.

Not registered;

2.

Using the name of another; or

3.

Suffering from an existing disqualification.

BEIs ACTION: (To determine the truthfulness of the ground)


4. Require proof of registration, identity, or qualification (RIQ)
5. BEI shall identify through specimen signature in the EDCVL
6. Absence of proof of RIQ: any member of BEI may identify under oath if personally
known to him/her.

CHALLENGE BASED ON CERTAIN


ILLEGAL ACTS
GROUNDS:
1. Received or expects to receive money or anything of value;
2. Made or received a promise to influence the giving or withholding of any such
vote; or
3. Made a bet or is interested directly or indirectly in a bet that depends upon the
results of the election
Challenged voter (CV) takes an oath that he has not committed = challenge is
dismissed. Allowed to vote.
CV refused to take an oath = challenge is sustained. Voter not allowed to vote.

RULES DURING THE VOTING

PROHIBITIONS ON VOTING
UNLAWFUL for the voter to:
1. Bring outside the polling place the ballot, folder, marking pen
2. Speak with anyone while inside the polling place
3. Prepare the ballot without using the folder or exhibit its contents
4. Fill out the ballot accompanied by another EXCEPT: illiterate or person with
disability
5. Erase any printing from the ballot or put a distinguishing mark
6. Use of communication devices while voting (to copy contents of ballot)
7. Intentionally tear or deface the ballot
8. Disrupt or attempt to disrupt the normal operation of the VCM

Any other fact tending to show the state of the polls or make any statement at any
time

BEI will meet at the polling place not later than 6AM on May 9, 2016
VCM box and ballot box are inside the polling place

Post 1 copy of PCVL
Show to the watchers/public: sealed VCM box, empty ballot box with 4 seals, and
duly sealed package of official ballots
Remove paper seal of VCM box
