3INTRODUCTION
3.1DesignforSafety
Plantlayoutisconcernedwiththespatialarrangementofprocessingequipment,
storagevessels,theirinterconnectingpipework,workplaceandwarehouse.Thisisan
importantaspectinthedesignofchemicalandprocessplants,sinceagoodlayoutwillensure
thattheplantfunctionscorrectly,safelyandefficiently.Itconsidersthedesignconstraints
arisingfromsafety,environment,construction,maintenance,andoperationwithan
economicalbalance.
Accesstotheplantandsupplyofmaintenance,constructionandemergencyservices
areallaffectedbytheplantlayout.Numerousaccidents,occupationaldiseases,explosions,and
firesarepreventableifsuitablemeasuresandcodeofstandardsaretakenintoconsideration
rightfromtheearliestplanning,design,andtheinitialprojectstage.

b.Typeandquantityofproductstobeproduced,

d.Operationalconvenienceandaccessibility,
e.Typeofprocessandproductcontrol,
f.Economicdistributionofutilitiesandservices,
g.Typeofbuildingandbuildingcoderequirements,
h.Guidelinesrelatedtohealthandsafety,
i.Wastedisposableproblems,
j.Spaceavailableandspacerequirement,
k.Auxiliaryequipment,and
l.Roadsandrailroad.
3.1.3
Theguidelinesrelatetosafety,health,welfareandprovisionsrelatedtohazardous
processeswhichcanbeincorporatedintheplantlayoutandhaveastatutorybindingonthe
industry.

3.2Building,EquipmentandProcesses
3.2.1
Majorfactorsdeterminingthesize,shapeandtypeofbuildingsandstructuresarethe
natureoftheprocessesandmaterials,maintenance,mechanicalhandlingequipment,
requirementforgravityflow,equipmentneedingspeciallystrongfoundationsaccessfor
constructioncommissioning,operationspaceforfutureexpansion,escapeandfirefighting,
containmentofaccidentsenvironmentalimpact,andworkingconditions.Thesecanvary
greatly.
3.2.2
Catastrophesresultinginlargelossoflifeandheavypropertydamageareoftendueto
inadequateplanningstageconsiderationofthephysicalandchemicalpropertiesofdangerous

substancesandtheirprocessingmethods.Hence,codeofpracticeshouldbestrictlyfollowed.
Zoning/Divisioncriteriashouldbeconsideredattheplanningstage.HAZOPandrisk
assessmentshouldbeundertaken.Afterthisanalysis,thebestpossiblelayoutwillemergewith
majoremphasisonsafety.
3.2.3
Highhazardprocessesshouldbelocatedinsmallisolatedbuildingsoflimited
occupancy,orinareascutoffbyfireresistantmaterialsappropriatetothehazardinvolved.
Buildingscanbedesignedsothatinternalexplosionswillproduceminimumdamageand
minimumbrokenglass.Lowerhazardoperationscanjustifylargerunits.

3.2.4
Evenlessseriousinjuriesresultingfrompoorhousekeepingfacilitiesandcongestionof
workplacescanbereducedsubstantiallybypreplanningforsafety.Layoutofequipmentand
buildingsshallbesuchthatproductionlinesdonotcross,andthatoperatorshaveenough
workingspace.Thissavestime,increasesproduction,andhelpspreventaccidents.Piperack
layoutshouldalsoconsiderextraspacetoaccommodatefuturemodifiedlinesandapproaching
spacebetweenoverheadlinesforeaseofaccessduringattendingleaksetc.Safetystandards
shouldbefollowedstrictlyespecially,forstaircasesinbuilding,cranegangways,railingand
fencingasprovidedinFactoriesAct,1948.Spatialarrangementofprocessingequipment,
storagevesselsandtheirinterconnectingpipelinesshouldbegivenutmostimportance.
3.2.5
Personnelfacilities,suchaslunchroomsandhealthservicesanddisasterservicesare
essentialforreasonsofhealthandtreatmentofinjuries.Theycanbeplannedandlocatedfor
maximumeffectiveness.Asfaraspossible,firestationandmedicalfacilitylikeambulance
shouldbelocatedadjacenttoeachother,sothatincaseofemergencycall,boththefire
tenderandambulancewillrushtogether,totheemergencyspot.

4SITEPLANNING
4.1
Safetyisaprimeconsiderationinplantsiting.Selectionofasiteinvolvesconsideration
ofanumberoffactors,suchaspossiblehazardstothecommunityandtheirrelationshipsto
climateandterrain,spacerequirements,typeandsizeofbuildings,necessaryfacilities,
availabilityofrawmaterial,coolingwater,transportation,market,laboursupply,population
densitynearthesiteandmeansofeffluentdisposal.Groundwatersurveycanbeundertaken
toensuretheavailabilityofwaterforindustrialrequirement.Ofthefactorslisted,thoseof
directconcerntothesafetyprofessionalaregivenbelow.Whilethesafetyprofessionalisnot
directlyresponsibleforspecializedplantandprocessengineeringanddesign,stillitishisduty
tokeeptheengineersandarchitectsassafetyconsciousaspossible,andtoanticipatepotential

safetyhazardsandtrytohavethemdesignedoutofthesystembeforetheconstructionstage
begins.

4.2Location,ClimateandTerrain
4.2.1Location
Asfarassafetyofthepublicisconcerned,themostimportantfeatureisthedistance
betweenthesiteandbuiltupareas.Sitesrangefromruraltourban,withpopulationdensities
varyingfromvirtuallyzerotohigh.Separationbetweenahazardandthepublicisbeneficialin
mitigatingtheeffectsofamajoraccident.Anareaoflowpopulationdensityaroundthesite
willhelpreducecausalities.Plantsproducingorusinghighlyflammableortoxicsubstancesin
bulkshouldbelocatedsoasnottocausedamagetoacityortown,eithergenerallyorincase
ofdisasterorsomeunexpectedhappening.
4.2.2Climate
Studyoftheclimateoftheareamayberequired.Itmayrevealthat,ifacertainsiteis
selected,theprevailingwindswillcausenoxiousfumesorduststosettleonaneighboring
communityorplant,therebydoingsevereharmtopeopleorpropertyorcreatinganuisance.
Theprevailingwindsmayalsodeterminethebestlocationforprocessingequipmentin
relationtoadministrationofficesespeciallytheirairconditioningairintakesdrainageand
wastedisposalproblemsshallalsobeanticipated.Winterconditionsorwinterizationshould
beconsideredtoprotecttheplantagainstseverewinterconditions.Thebehaviorofairborne
emissionsofalltypesshouldbecarefullyconsidered.Althoughtheprevailingwindisthemain
factorotherpossibletroublesomewindconditionsshouldbetakenintoaccount.Theeffectof
weatherconditionssuchasinversionsshouldalsobeconsidered.Locationofairintaketowers
forairseparationunitsshouldtakeintoaccount,thewinddirections,flareheaderlocations
(ashydrocarbonemissionsfromflarestackscanbesuckedintotheprocesscausingsevere
accidents),andalsothecoolingtowerlocationstoavoidcorrosionofequipmentandreduce
moistureingressintothecompressorsetc.
4.2.3
Inahurricane,floororseismicpronearea,plansandspecificationsshouldinclude
suitableprotectivemeasures,andsafetyfactorsshallbedesignedintotheoperation.
NoteNationalBuildingcodesgivedataonclimaticchangesandseismic
zoneswithfactorofsafetytobetakenwhiledesigningthebuildingand
equipmentfoundations.
4.2.4Terrain
Ifsitepianscallforbridgesoversteams,ditches,andotherhazards,besuretheyare
adequatelyprotectedbyindustrialfenceorbyhandrails1mhighandintermediaterails.A

4.3SpaceRequirements
4.3.1
Sizeofasiteisdeterminedbybothpresentspacerequirementsandpossiblefuture
expansion.Inthepastthegrowthofbusinessandpopulationhaveresultedinserious
crowding,andtheresultingcongestionofbuildingsandotherfacilitieshasincreasedfire,
accidentandhealthhazards.

4.3.2SiteServices
Thesitecentralservicessuchustheboilerhouse,powerstation,switchstation,
pumpingstations,utilitiesstation,etc.,shouldheplacedinsuitablelocations.Theyshouldnot
beputoutofactionbyeventsasfireorfloorand,ifpossiblenotbyotheraccidentssuchas
explosion,andthattheyshouldnotconstitutesourcesofignitionforflammables.For
example,factorsinsitingtheboilerhousearethatitshouldnotconstituteasourceofignition,
thatemissionsfromstackshouldnotgiverisetonuisance.
4.3.3
Newdevelopmentsmayfigureinthesizeoftheplantsite.Somecompaniesanticipating
increaseduseofairtransportation,areallowingspaceforlandingfieldsorheliportsasthey
acquirenewproperty.Plansforsuchinstallationsshouldincludeallnecessarysafety
precautions.
4.3.4
Firepreventioncodesspecifyminimumdistancebetweenbuildingsaccordingtotheir
size,typeandoccupancy.Lawsgoverningstorageofexplosivesandofhighly,flammable

materialsspecifyminimumdistancesbetweenmanufacturingandstoragefacilitiesforvarious
quantitiesof,suchmaterials,aswellasminimumdistancebetweentheabovefromadjoining
property.
4.3.5
Amplespaceforoutdoorstorageareasisessential.Whentheareaforstoringsuch
materialsassteel,pipe,andtimberadjacenttoshopsprovesinsufficient,spacehastobe
providedelsewhere.Thisnecessitatesaddedhandlingandtransportationandincreasesboth
costandaccidentrisk.
4.3.6
Parkinglotsarebestlocatedinsidetheplantfenceforconvenience,protection,and
safety.Sinceaconsiderableareamaybenecessarytoaccommodateemployeesandvisitor
cars,spacerequirementsareimportant,insiteplanning.
4.3.7
Thesitelayoutmustaccommodatethesystemsforhandlingtheliquideffluents,
gaseousemissions,solidwastes,stormwaterandfirewater.Forliquideffluents,one
arrangementistohavethreeseparatesystems:anopensewersystemforcleanstormwater
andtwoclosedsewersystems,onefordomesticsewageandoneforaqueouseffluentfromthe
plantandforcontaminatedstormwater.Processeffluentsarecollectedinacommonsewer,
andcloselycontrolled.Thetraditionalseweristhegravityflowtype.Thisshouldhavegradient
andbeselfcleaning.Measuresshouldbetakentoavoidfloodingonprocessandstorageplots.
Drainsshouldbedesignedtohandlethecorrosivematerials,andmixturesofmaterials,which
maybedischargedintothem.Insomecases,welllocateddisposalareaforsolidwasteshall
alsobeprovidedwhenasiteisbeinglaidout.Separatebinsforpaper,wood,andmetalbe
providedinsidethepremises,adjacenttoroad,inhazardfreezone,foreaseofliftingthe
materialintoavehicle.Gaseousemissionsshouldbeburnedordischargedfromatallstackso
thatfumesdonotaffecttothesiteorthepublic.AHarestackmayhavetobelocatedtoa
distantsite,becauseflarestackradiateintenseheat,light,andcanbeverynoisy.
4.3.8
Scalereliefmodelsofthesiteinadditiontomapscanbeofmuchhelptotheplannerin
predesign,andwillhelpinspottingpotentialsafetyproblems.

5PLANTLAYOUT
5.1General
5.1.1

Size,shape,location,construction,andlayoutofbuildingsandotherfacilitiesshould
permitthemost
efficientutilizationofmaterials,processes,andmethods.

5.1.2
SomematerialsandprocessesmayfavourgravityHowandtheconstructionofa
multistoreybuilding,forexample,inthecaseofmillsforonetreatment.Inprocesses,where
materialchargingistobedonethroughtrolleysordrums,whicharerequiredtobecarried
fromonefloortoother,elevatorsmaybeprovided,toavoidaccidentsinliftingthem.
5.1.3
Otheruses,suchasautomobileassemblyplants,mayfavouraonestoreybuilding
becausefloorloadswillbeheavyandexcessivehandlingofmaterialsbyverticalandinclined
conveyorswouldberequiredinamultistoreybuilding.

5.2LocationofBuildingsandStructures
5.2.1
Thesegregationofrawmaterialsstorage,processingbuildings,andstorageforfinished
productswarrantsthoroughstudyinlayingoutaplanttominimizefireandexplosionhazards.
Storageofvolatileflammableliquidsinanareaapartfromprocessingbuildingsreducesthe
firehazards.Intheeventoffire,controlismoreeasilyachieved.Moreover,thecostof
separatestorageeventuallymaybelessthantheinvestmentforstorageinaprocessing
building.Thesiteshouldaimtocontainanaccidentatsource,topreventescalationandavoid
creatinghazardtovulnerabletargets.
Analyticallaboratoriesshouldbeinasafearea,butotherwiseascloseaspossibletothe
plantsserved.Soshouldworkshopsandgeneralstores.Thestoresalsorequirereadyaccessfor
storesmaterials.
5.2.2
Amplespaceshouldbeprovidedbetweensegregatedunits,fromsuchflamesourcesas
boilers,andfromshops,streets,andadjoiningproperty.Thecodesoflocal,stateandcentral
authoritiesshouldbefollowedinplanningthelocationoftheunitsofaplant.
5.2.3
Whereverstorageofexplosivesisinvolved,magazinesshouldbelocatedand
constructedinaccordancewiththerecommendationsoftheDepartmentofExplosives.

Thetypeofretardantrequiredinrelationtothehorizontaldistancebetweenbuildingof
frame,brickandfireresistantconstruction,andminimumseparationdistancesbetween
buildingsshallbeasrequiredbygovernmentregulations.
5.2.5
Manyplantsuseandstoreflammableliquidshavingflashpointsbelow93C.Plansand
layoutsinsuchplantsshouldconformstrictlytospecificationsforhandlingandstoring
flammableliquidsstipulatedbyDepartmentofExplosives.
Inlargepetrochemicalscomplex/refineries,multifirestationlocationsforaminimum
distancefromallplantsshouldbeconsidered.
Statutoryspecificationsshallbemetinstoringflammableliquidsoutsidethebuildings
inundergroundorabovegroundtanks.Theamountofliquidthatcanbestoredinan
undergroundtankdependsupontheproximityofthetanktoanybuilding,depthinthe
groundinrelationtothebuilding,andflashpointoftheliquid.Standardsfortanksinclude
typeandthicknessofmaterial,provisionsforrelievingexcessiveinternalpressure,grounding,
insulation,piping,andotherappurtenances,andsimilardetails(seeIS2825).
5.2.6
Therequireddistancebetweenthelineofadjoiningproperty,whichmaybebuiltupon,
andthelocationofanabovegroundtankdependsuponthecontent,construction,fire
extinguishingequipment,andgreatestdimension(diameterorheight)ofthetank.
5.2.7
Tanksshallbebuiltofsteelunlessthepropertiesoftheflammableorcombustibleliquid
aresuchthatsomeothermaterialhastobeusedforitscorrosionresistance.
5.2.8
Thedistancebetweenoccupiedbuildingsandplantbuildingswillbegovernedbythe
needtoreducethedangersofexplosion,fireandtoxicity.Inparticular,evacuationroutes
shouldnotbeblockedbypoorplantlayout.Administrationbuildingsshouldbesituatedinsafe
areaonthepublicsideofthesecuritypoint.Themainofficeblockshouldalwaysbenearthe
mainentranceandotheradministrationbuildingsshouldbenearthisentranceifpossible.
Otherbuildingssuchasmedicalcenters,canteens,etc,shouldbeinasafeareaandthelatter
shouldhavereadyaccessforfoodsupplies.Considerationshouldbegiventositingofoccupied
buildingsoutsidethemainfence.Inallcasesoccupiedbuildingsshouldbesiteddownwindof
hazardousplantareas.
5.2.9Controlfacilities
Thecontrolbuildingshouldprotectitsoccupantsagainstthehazardsoffire,explosion

andtoxicrelease.Thecontrolbuildingshouldbesituatedontheedgeoftheplanttoallowan
escaperoute.Recommendedminimumdistancesbetweentheplantandthecontrolbuilding
tendtolieintherange2030m.Dependinguponhazardstudies,distancebetweenthe
controlroombuildingshouldbeincreased.Itshouldnotbesoneartheplantthatits
occupantsareatonceputatriskbyseriousleakofflammable,toxic,orcorrosivematerials.
Thecontrolbuildingshouldcontainonlytheessentialprocesscontrolfunctions,onlyone
storeyaboveground.Thebuildingshouldbeorientedtopresent

minimumareatoprobablecentersofexplosion,withastrongconstruction,constructed
inductilematerials(Ductilematerialincludesteelandreinforcedconcreter).
Thecontrolroomshouldnotbeusedasacentertocontrolemergencies,noritshould
beusedasanemergencyassemblypoint.Thereshouldbeaseparateemergencycontrolcentre
forcontrollingtheincidentbytheincidentcontroller,havingnecessaryarrangementsfor
positivepressureinside.
5.2.10
Waterdriftfromcoolingtowerscancausecorrosionofplants,airintaketowers,
increasevibrationincentrifugalaircompressors,sothetowersshouldbesitedtominimize
this.Theentrainmentofeffluentsfromstackandofcorrosivevaporsfromplantsintocooling
towers,orairseparationunitsshouldbeavoided,asshouldthesitingofbuildingsnearthe
towerintakes.Thepositioningofnaturaldraughtcoolingtowersshouldalsotakeintoaccount
resonancecausedbywindbetweenthetowers.Anotherproblemisrecyclingofairfromthe
dischargeofonetowertothesuctionofanother,whichiscounteredbyplacingtowerscross
wisetotheprevailingwind.Furtherguidanceisavailableinstandardreferences.
5.2.11Escape
Aminimumoftwoescaperoutesshouldbeprovidedforanyworkspace,exceptwhere
thefireriskisverysmall.Noworkplaceshouldbemorethan1245m,dependingondegreeof
risk,fromanexit,andadeadendshouldnotexceed8m.
Escaperoutesacrossopenmeshareasshouldhavesolidflooring.Escapestairways
shouldbeinstraightflightspreferablybeontheoutsideofbuildings.Fixedladdersmaybe
usedforescapefromstructuresifthenumberofpeopledoesnotexceed10.Escaperoutes
shouldbeatleast0.7mandpreferably1.2mwidetoallowthepassageof40personsper
minuteontheflatand20personsperminutedownstairways.Theescapetimesofpersonnel
shouldbeestimated,payingparticularattentiontopeopleontallitemssuchasdistillation
columnsorcranes.
Themainswitchgearandemergencycontrolsshouldhavegoodaccess,preferablyonan
escaperoute,sothattheoperatordoesnothavetoriskhislifetoeffectshutdown.
5.2.12FireFighting
Accessisessentialforfirelighting.Thisisprovidedbythesuggestedplotsizeof100m

buildingsof15m.Somebasicprinciplesarethatitshouldbepossibletogelfirefighting
equipmentsufficientlyclosethesiteofthefire.Hydrantpointsshouldbepositionedsothat

5.5ElectricalEquipment
5.5.1
Electricalsubstationsshouldbelocatedinareaswherenonflameproofequipmentcan
beused,exceptwheretheyareanintegralpartoftheplant.Completemetalenclosedunit
substationshavebeendevelopedforindustrialplantsandaregrounded.Suchrooms,however,
arenotproofagainstthehazardsofoilfilledtransformers.Thisequipmentmaygiveoff
flammablevapoursundercertainconditions,whichmayformanexplosivemixturewiththe
atmosphereintheroom.Nonflammabletransformersshouldbeinstalledwiththe
atmosphereintheroom.Nonflammabletransformersshouldbeinstalledinconfinedareas
andnearflammablematerials.Transformersshouldbeseparatelylocatedoutsidethe
substationbuilding.Substationofindividualplantshouldbelocatednearertothecontrol
roomforbettercoordinationbetweentheprocessandelectricaldepartment,andalsoforease
inearlydetectionofanyuntowardincidents,likefire.

orgeneratebadfumes,extraventilationshouldbesuppliedtotheworkarea.Wherethe
ventilationrateissetbytheneedtoremoveacontaminant,thenumberofairchangesper

Boilers,fans,andairconditioningequipmentareusuallykeptseparatefromthegeneral
workareasbecausetheiradjustmentisveryfine.Itisimportanttomakecertainthatboilers

Thiscommonlyusedreceivinganddispatchingfacilityrequiresplanning,especiallyif
bulkreceivingofraw,processandmaintenancematerialsisaneconomicadvantage.Tank

Figure2showsacompactJayout,whichminimizeslandusageandpipework,for
petrochemicalplantconsistingofamajorprocesswithseveralstagesandanumberof
subsidiaryprocesses.
Therearetwomainprocessareasandatrightanglestotheseisanareawitharowof
firedheaters,andassociatedreactors,steamboilersandastack.
Thislayouthasseveralweaknesses.Thelackoffirebreaksinthemainprocessblocks
wouldallowafiretopropagaterightalongthese,particularlyifwindisblowingalongthem.
Thereisentrytotheplantareafromthe6mroadsfromoppositecorners,whichallowsforall
winddirections.Buttheonlyaccessforvehiclestotheprocessplotsisthe4.5mroads.Inthe
caseofamajorfire,appliancesmightwellgettrappedbyanescalationofthefire.Clearanceis
alsonotadequate.Thelayoutalsolikelytocausedifficultiesinmaintenancework.
