Equipment Standardisation Sub Committee on the authority of Standardisation
Committee, Ministry of Defence.

1.

SCOPE

1.1
This specification lays down the requirements of material, construction,
workmanship, finish, performance, marking packing and quality assurance and is
intended to guide inspection and procurement of Extinguisher, File, Vapourising
Liquid HALON-1211 (BCF), 25 kg Capacity, Trolly Mounted against the Defence
requirements of Defence stores Catalogue number 4210-000 553 placed by the
competent authority and this is not to be used for any other purposes, whatsoever,
without the express written permission of the Quality Assurance Authority.
1.2

The equipment consists of the following: a)

1.3
End Use: The extinguisher fire Halon 1211 (BSF) 25 kg trolley mounted
is used for external and internal use on all type of classes A, B and C fires in
vehicles and trailer mounted equipment. It can be used safely on electrical fires and
does not lead to any static generation which applied in an atmosphere charged with
petroleum vapours.
1.4
Method of Operation: By holding the extinguisher upright the lock pin
from the value handle and press the spring loaded spindle by squeezing the valve
handle. Then the operator removes applicator, lifts hose coil from the extinguisher
storage bracket opens applicator quick release value and approaches the fire.

STANDARD PATTERN

3.2
The standard pattern, if held with the purchasing or Quality Assurance
Authority, may be obtained and shall constitute a general guide only. The stores shall
conform to this specification otherwise.
4.

TERMINOLOGY

4.1
Extinguisher mounted on trolley with two solid rubber type wheels for
easy mobility from one place to other and designed to discharge Halon 1211 (BCF)
gas upon A, B and C class fire.

MATERIAL

5.1
For Cylinder Body: Steel conforming to IS 6240 grade A or equivalent
having 2.5 mm thickness
5.2
For Neckring Material for neckring should conform to IS 2062 or class 1
of IS 1875 or grade 20 of IS 7283 or IS 9550
5.3
Leading Tin Bronze: Leading tin bronze used for value body and nozzle
shall conform to grade LTB 2 of IS 318. IF it is to be forget, then the material shall be
conforming to Type 1 of 319.
5.4
Extruded Brass Section: Extruded brass section used for
ceiling/spindle/value body/nozzle and other discharge fitting must conform to grade 1
of IS 291 or Type 1 of IS 319.
5.5
Spring: Wire used for spring shall conform to grade 1 of IS 4454 (Part I)
and shall be treated for corrosion resistance, galvanized to IS 2629.
5.6
Syphon Tube: It shall be brass conforming to alloy number 2 of IS 407 or
copper alloy tube as per IS 1545.
5.7
Washer: Rubber, leather, or other material may be used for valve
assembly washer where rubber is used for washer, it shall conform to IS 937 and
leather to IS 581.
6.

MANUFACTURE / CONSTRUCTION

6.1
Cylinder Shell: The Cylinder shell be manufactured out of 2.5 mm thick
sheet conforming to IS 6240 grade A or equivalent. The shell be of welded
construction having cold or hot drawn cylindrical portion with top end (dome) and
bottom end (dish). It also can be formed from sheet or solid drawn and shall be dished
outwards (convex). The cylinders supplied shall be duly approved by CCE, Nagpur
for use in India and shall be manufactured by the firms approved by this authority.
Documents covering approved by the appropriate authorities in India shall be
provided. The size and diameter of the dome and dish shall match with the internal
diameter of the extinguisher. The welded construction shall be either of the following
types.

It shall be water tight and all joints and screws shall be gas tight
It shall withstand rugged use
It shall be capable of withstanding a bursting pressure of 72
kgf/cm2 and test pressure of 48 kgf/cm2 without any leakage or
visible distortion.

6.1.2
Nomination water capacity of the cylinder should be 20.35 litres at room
temperature.
6.2
Neckring : The top end (dome) shall be suitably thicken at the necks to
take the control valve, any other device like contents, gauge, pressure relief valve.
6.3
Valve Mechanism: A squeeze grip valve assembly, a spring loaded
pressure sealed sliding spindle shall be provided in such a way that it is operated by
manual depression by means of a cantilever hinged grip lever. The spindle shall be so
designed, that the extinguisher discharge can be regulated by means of pressing and
releasing the squeeze grip handle. A safety pin shall be provided for the prevention of
accidental operation.
6.4
Discharge Hose: It shall be either Nylon or wire braided hose
withstanding pressure of not less than 45 kgf/cm2. It shall have nominal bore of 13
mm and length of not less than 5 meter.
6.5
Discharge Applicator: It shall comprise of normal hand applicator and
hand held extension applicator 1 m long. A quick release valve shall be incorporated
in the barrel of the applicator to enable rapid interchangeability during operation. The
discharge of the contents shall be through high pressure, long reach angled nozzle
applicator. It shall have the provision to discharge the contents and meet performance
requirements mentioned in clause 10 of the specification.
6.6
Other Mountings and Accessories: Pressure gauge shall be fitted to the
extinguisher to indicated its internal pressure. This gauge shall be marked suitably
with normal pressure at which the extinguisher shall be charged and also indicated
when it is fully partially released. It should be fitted with pressure relief valve.
6.7
Trolley: The extinguisher shall be mounted on a trolley fabricated out of
mild steel to IS 226. Provision shall be made in the trolley the stowage of highpressure braided discharge hose preferably on suitable bracket. The wheels shall be of
175 mm lubrication of bearing shall be provided. Suitable grip bushing shall be
provided at the handle of the trolley for easy maneuverability by the operator.
6.8

Anti Corrosive Treatment:

6.8.1
The body and other components made of steel shall be suitably treated for
protection against corrosion. The anti-corrosion treatment is of following type:a)

Lead-tin alloy shall be applied by hot dipping process or by electrolytic


process. Thickness shall not be less than 0.012 mm on internal surface
of the body. The percentage of tin in the coating shall be 10%. No
surface shall be left uncoated.

b)

Copper coating by suitable process, to the thickness not less than


0.005 mm.

6.8.2
The testing of anti corrosive coating shall be through sampling for
destruction test of cylinder body and any other means considered suitable by the
Quality Assurance Officer.
7.

WORKMANSHIP AND FINISH

7.1
The workmanship of the stores shall conform to best production standard
of the industry. External and other surfaces exposed to the operating personnel, shall
be smooth and edge rounded off.
7.2
Not withstanding the requirements listed in the preceding para, the
supplier shall ensure that the stores shall be complete with all fittings and accessories
and any other component / material through sufficiently detailed in the specification
for proper and efficient operation of the stores. The suppliers shall not be liable for
any extra amount in respect of such accessories / components required for efficient
operation of the equipment.
8.

MARKING

8.1
Each extinguisher shall be clearly and permanently marked in accordance
with the following requirements:(a)

Name of the manufacture and trade mark.

(b)

The word Halon 1211 in prominent letters.

(c)

The extinguisher shall be marked with big letter B and C and


Electrical fire indicating their suitability for the respective class of
fires. The letter B & C shall be of 2.5 cm size printed in black
colour centrally contained in a square of 4 cm side and the circle 2 cm
radius respectively. The square and the circle shall be coloured green
conforming to shade No. 284 of IS 5.

(d)

Picture showing the operation of the extinguisher in the correct


manner shall be provided on the body of the extinguisher.

(e)

Method of Operation in prominent letter.

(f)

The words Re-charge immediately after use to seal the outlet


suitably to avoid increase of moisture, rusting

(g)

Year of manufacture.

(h)

Test pressure and capacity in kg

9.

TEST REQUIREMENTS

9.1
Hydraulic Test: The extinguisher shall be capable of withstanding the
internal hydraulic pressure of 48 kgf/cm2 without leakage or visible distortion. This
test shall be carried out before the extinguishers are painted and after heat treatment.
9.2
Examination of Cylinders before closing in operation: Each cylinder
shall be examined for wall thickness before the closing in operation, circularity of the
cylindrical shall and skirt portion of the ends, external and internal surface defects, the
profile regularity of the ends, off set at the joints and straightness. The manufacture
shall assure himself that the wall thickness is not less the minimum finished thickness
at any point.
9.3
Water Capacity: Water capacity of cylinder shall have a tolerance of 5 %
of declared capacity.
9.4
Heat Treatment: All cylinders shall be effected normalised or stress
relieved in accordance with steel makers recommendation after manufacture and
completion of all welding and before hydrostatic test is applied. A complete record of
heat treatment cycle shall be maintained.
9.5
Pneumatic Leakage Test: Subsequent to the hydrostatic test every
cylinder after it has been dried shall be tested for leakage by subjected to air pressure
of not less than 10 kgf/cm2 while immersed in water and shall show no leakage.
9.6
Bursting Test: Burst test shall be made on 1% for each lot, subject to a
minimum of one and shall be carried out by the officer undertaking cross check of the
lot. Failure in burst test, after a second check of the lot with double the quality of
sampling, shall cause rejection of entire lot. One cylinder taken at random from each
batch of 400 or less shall be subjected to an internal hydrostatic till it bursts. It shall
not show any sign of distortion / rupture at a pressure of 72.0 kgf/cm2. The
extinguisher shall be designed to have a factor of safety not less than two.
10.

PERFORMANCE REQUIREMENTS

10.1
The design and construction of the extinguisher shall be such that it is
capable of discharging 95% contents in the specified time.
10.1.1
When an extinguisher is operated in still air/closed room under normal
condition and continuous discharge, shall comply with the following requirements:(a) Minimum period for which throw of jet is maintained

- 15 seconds

(b) Maximum period to discharge the 95 % of the contents - 20 seconds


(c) Range of throw of jet

10.2

Fire Test: Fire test of the fire extinguisher shall be carried out as follows:-

10.2.1
In a square tray of 5m2 and height 15 cm, water shall be filled upto 5 cm
level. 25 liters of petrol shall be poured over the surface of water and ignited. After
pre-burn time of 30 second the extinguish with in 15 seconds.
11.

HALON 1211 CHARGE

11.1
The extinguisher shall be charged with Bromochloro-di-fluro methane
(Halon 1211). It shall be pressursied with nitrogen in such a manner that it meets the
performance requirements laid down in clause 10. The chemical and physical
properties of the BCF charges shall be as follows:(a)

Boiling point at 760 mm of Hg

(b) Freezing point at 760 mm of Hg

1.83 g/cc

Liquid density at 20 C (68 F)

(d) Vapour pressure at 20 C (68 F) :

12.

PRE-INSPECTION OF STORES / CONSIGNMENT

12.1
Manufactures/ Contractors must satisfy themselves that the stores are in
accordance with the terms of the contract and fully conform to the required
specification by carrying out a through pre-inspection of each lot before actually
tendering the same for inspection to the Quality Assurance Officer nominated under
the terms of the contract. A declaration by the contractor that a necessary preinspection has been carried out on the stores tendered will be submitted along with the
challan. The declaration will also indicated the method followed in carrying out preinspection showing the feature chacked/ tested and will have the test certificates
attached to the challan/ declaration.
12.2
If the Quality Assurance Officer finds that the pre-inspection of the
consignment as required above ahs not been carried out, the consignment is liable for
rejection.
12.3
The quality assurance check on the stores shall be carried out at the
suppliers premises for satisfactory performance and proper packaging before
dispatch to the destination.

13.

QUALITY ASSURANCE

13.1
The contractor shall extend to the Quality Assurance Officer or AHSP or
his authorised representative, all reasonable facilities for quality assurance, inspection,
testing of the stores including inspection gauges, free of cost, for satisfying
themselves that the stores are manufactured in accordance with this specification. For
this purpose he shall have free access to the contractors and sub-contractors. For this
purpose he shall have free access to the contractors and sub-contractors premises at
all times during the run of the contract. The contractors shall notify all sub-contracts
placed by him to provide inspection cover by the AHSP/ Quality Assurance Officer.
13.2
No deviation will be accepted from the governing specification/ design
without concurrence in writing from the AHSP. No request for any deviation will be
entertained from the sub-contractor, if any. The main contractor shall remain
responsible for quality of any work done by the sub-contractor.
13.3
Nothing shall absolve the manufacturer from his responsibility for the
safety of his equipments operation.
13.4

Advance Sample

13.4.1
After an order is placed advance sample of one extinguisher duly charged
with complete in all respect along with 3 sets of draft literature shall be submitted to
the Controller, CQA(FE). Aundh Camp. Pune 411027 for necessary test, trails and
approval.
13.5

Bulk Inspection

13.5.1
Quality Assurance check as bulk supply shall be carried out by the Quality
Assurance Officer of the area concerned at the firms premises.
13.5.2
Quality Assurance check shall be carried out as per test schedule attached
as Appendix A to this specification, through sampling inspection of a lot after its
manufacture. The manufacture must ensure, that the entire product including the
charge conforms to the standard of quality laid down in the specification to avoid bulk
rejection.
14.

LITERATURE

14.1
The contractor shall supply one set of the following literature free of cost
along with each equipment:(a)

User Hand Book in Defence format.

(b)

Parts Identification List in Defence format.

(c)

Maintenance/ Repair Manual

Current price list of all parts.

(e)

List of normal/ special tools for the maintenance.

14.2
The above literature shall be combined together and provided in one
booklet and approved by AHSP i.e. CQA (FE), Pune.
14.2
The contractor shall also supply 3 copies of the literature free of cost to the
AHSP i.e. the contractor, Controllerate of Quality Assurance (Fire Fighting
Equipments), Anudh Camp, Pune-411027. Three sets of the above draft literature
shall be submitted to CQA(FE) for approval before bulk printing. Copies of Defence

RECORDS

15.1
A record shall be kept of all tests made at the cylinder manufacturers
works and copies shall be forwarded to the quality Assurance Authority.
15.2
The design of the extinguisher body shall be approved by ISI recognised
laboratories/ establishments. The manufacturer shall submit full design details,
working calculations and material properties and manufacturing details to the Quality
Assurance Authority.
16.

WARRANTY

16.1
The stores supplied shall bear a warranty as per contract. In the absence of
such stipulation, the following warranty shall apply : The stores supplied against this specification shall be deemed to bear a
warranty against deterioration, defective design, material, workmanship
and performance for a period of 12 months from the date of receipt of
stores by the consignee. If during this period, the stores are found defective
or deteriorated by the consignee, the same shall be replaced immediately
by the supplier, free of cost at the consignees end but not later than 30
days from the date of receipt of such information.
16.2
The contractor/ manufacturer shall give the necessary that it is obligatory
on his part to supply the necessary maintenance spares for a period of not less than 10
years from the date of purchase of equipment.

PACKAGING

17.1

The following materials shall be used for the packing of the extinguisher: Material

Packing Procedure
(a)

The extinguisher shall be delivered in a new clean and charged


condition.

(b)

All the rubber components shall be liberality dusted with chalk French.
The discharge hose shall be wrapped with paper wrapping waterproof
and then the hose shall be coiled on the bracket.

The applicator shall be wrapped with paper wrapping waterproof and

Cushioning material (Straw paddy or dry grass) to a minimum thickness


of 20 mm shall be provided all around the body of extinguisher and
shall be sewn with cloth hassain. The packing of the equipment shall be
such that the wheels should be free, so that the equipment could be
pushed or pulled to the required place. Before packing head of the
extinguisher, locking pin in its proper place, other values and gauges
shall be provided around the dome of extinguisher.

Marking of Packages

17.3.1
Before despatch each packing shall be legibly and indelibly marked with

Any additional safeguard considered necessary may be added by the
contractor.
