1.

SCOPE

1.1
This specification lays down the requirements of performance, material,
dimensions, construction, finish, packaging, marking and inspection of Extinguisher,
Fire, Mechanical Foam, 9 Litres (without charge).
1.2

The equipment consists of the following: (a) A mild steel cylinder of welded construction fabricated to hold 9 litres of
charge. A leaded tin bronze/ brass forging neck ring is brazed at top end of
cylinder.
(b) Extinguisher cap is made of leaded tin bronze or forged brass and contains
the cartridge holder and piercing mechanism.
(c) Rubber discharge hose with suitable connections is fitted to the outlet of
the extinguisher cylinder. One end of hose is fitted with the foam-making
nozzle.

Physical Parameters
(a) Shape

: As per clause 5.1 of IS 10204

(b) Capacity : As per clause 2.1 of IS 10204

Use: The Extinguisher Fire, Mechanical Foam, 9 litres is used to extinguish
class `B' fires i.e. inflammable liquids and petroleum products like petrol, kerosene oil,
enamels, wax and tar etc.

Operation: The Extinguisher is operated in upright position by piercing the
carbon dioxide (CO2) gas cartridge. After removal of safety clip from cap, when the top
of plunger is hit with the help of a hard object, the gas cartridge is pierced releasing
carbon dioxide (CO2) gas, which expels the AFFF solution generating foam at nozzle and
further discharges the same.

STANDARD PATTERN

3.1
Standard pattern, if held, by the purchasing or Quality Assurance Authority,
may be obtained and shall constitute a general guide only. The store shall conform to this
specification otherwise.

TERMINOLOGY

4.1
Extinguisher, Fire, Mechanical Foam: A hand operated device, designed to
discharge fire extinguishing foam upon a fire.

MANUFACTURE/CONSTRUCTION

6.1
Body:
The body shall be a mild steel cylinder of welded construction,
fabricated to hold 9 litres of charge. The top dome and bottom dish ends of body shall
conform to clause 6.1 of IS 10204. Provision for holders for nozzle (while extinguisher is
not in use) and brackets shall be made as shown in Drg. No. FESK-0071. The thickness
of sheet of body shall be not less than 1.6 mm and conforming to Grade `D' of IS 513.
6.2
Neck Ring:
The neck ring shall be of Lead Tin Bronze conforming to
Grade LTB-2 of IS 318/ Brass Forging conforming to IS 6912, brazed to the body at top
end and shall have a clear opening of 75 1 mm. The effective thread length shall be 20
+1, -0 mm. The threads shall conform to G3 A RH of IS 2643 (Part 1).
6.3

Cap:

6.3.1
Extinguisher cap is made of leaded tin bronze conforming to Grade 2 of IS
318/ brass forging as per IS 6912 and contains the cartridge holding and piercing

mechanism. This shall be of wheel type design and the general layout shall be as given in
drawing of bracket FESK - 0066. The effective thread length shall be 17 +0.00, -1.00
mm. The threads shall conform to G3 A RH of IS 2643 (Part 1). At least 3 numbers of
vent holes with 2.5 +0.25, -0.00 mm diameter each shall be drilled through the threads of
the cap to form vents for release of any pressure remaining in the body during the
withdrawal of cap. The centre of holes shall be 6.5 0.5 mm from the face of washer cap.
6.3.2
A cartridge holder shall be provided in the cap in such a way that the cartridge
seal piercing mechanism passes through its centre. Female threads shall be provided in
holder and shall conform to: (a) Size of threads

: M27 x 1.25 LH

(b) Effective length of threads : 10 mm (i.e. 8 threads)


(c) Major diameter

: 27 mm (minimum)

(d) Pitch diameter

: 26.188 to 26.368 mm

(e) Minor diameter

: 25.646 to 25.911 mm

(f)

: 1.25 mm

6.3.2.1
Three port holes of 4 mm diameter shall also be provided in the cartridge
holder and shall be inclined facing downwards to give smooth discharge of carbon
dioxide (CO2) gas, when the cartridge seal is punctured.
6.3.2.2
The plunger used in cap shall be of extruded brass section conforming to
Grade 2 of IS 291 or Type I of IS 319.
6.3.2.3
The spring used in cap shall be of spring wire conforming to Grade I of IS
4454(Part 1).
6.4
Piercing Mechanism: The piercing mechanism shall conform to clause 6.6
of IS 10204 along with the following additions: (a) The stroke length shall be 12 mm (minimum)
(b) The clear distance between the seal of cartridge and piercer point shall be
5 +1, -0 mm.
(c) Safety clip shall be 12 mm wide and 1 mm thick. The stiffness of safety
clip shall be of high order to retain the properties for entire life of the
equipment. The safety clip and the chain attached with it shall be chrome
plated.
(d) Piercer shall be of steel bar conforming to 04Cr13 of IS 6528.

Washer Cap:
This shall conform to clause 6.7 of IS 10204. The
dimensions of washer shall be as under: -

Liquid Level Indicator:

This shall conform to clause 6.10 of IS 10204.

6.7
Expansion Space: Space shall be provided in the body above the liquid
level indicator. It shall be not less than 1.5 litres.
6.8

Hose and Discharge Fitting:

6.8.1
Rubber discharge hose with suitable connections at one end is fitted to the
outlet of the extinguisher cylinder. Other end of the hose is fitted with the foam-making
nozzle.
6.8.2
The discharge hose shall be of rubber, conforming to type 3 of IS 446, having
a length of not less than one metre. The bursting pressure shall not be less than 5 MPa (50
kgf/cm2). The male portion of the union, which enters the hose, shall have serrations in
the form of steps. The serrations of the union shall be smooth and should not damage the
hose. After fitting the union, a coupler shall be cramped on the hose at both ends to make
the joint leak proof. The union fitted to the hose shall have female threads and discharge
fitting on the extinguisher male threads

6.9
Foam Making Nozzle: This shall be of leaded tin bronze to Grade 2 of IS
318/ Extruded Brass Section conforming to Grade 2 of IS 291 or Type I of IS 319 and
shall generally conform to drawing No. FESK - 0071.
6.10
Testing Connection:
This shall be provided on the body in accordance
with clause 8 of IS 10204. Threads shall be G3/ 8A of IS 2643 (Part 1).
6.11
Syphon Tube:
This shall conform to clause 6.8.3 of IS 10204. It shall be
of brass conforming to Alloy No. 2 of IS 407 or copper conforming to IS 1545.
6.11.1
A sniffer valve shall be provided to extinguishers. The design of the sniffer
valve shall be such that in the variation of atmospheric temperature within 10C, there

shall not be any spouting of liquid through the nozzle. The ball of sniffer valve shall be
made of brass.
6.11.2
Strainer: The free end of the syphon tube shall be fitted with suitable strainer
inside the body.
6.12
Charges: The charges extinguisher shall be demanded separately according
to the usage conditions as follows:(a) For use in high altitude conditions:
(i)

AFFF
concentrate

: 1000 ml conforming to DIFR/ 8758/ Foam


Charge Sub Zero Temperature/ 98.

(ii)

CO2 gas
cartridges

: 120 g conforming to
IND/CQAFE/PROV/0140

(iii) Anti freeze

: 2.5 litres of Ethylene Glycol conforming to IS


5295.

(b) For use in plain conditions:

AFFF concentrate : 550 ml conforming to


IND/CQAFE/PROV/0152(a)

(ii) CO2 gas cartridge

: 120 g conforming to
IND/CQAFE/PROV/0140

6.13
Brackets and Screws: Brackets (2 Nos.) for wall mounting purposes
conforming to drawing of bracket FESK - 0066 shall be provided. 4 Nos. of wood screws
No. 10 x 35 mm of steel conforming to IS 6760 shall also be supplied.
6.14
Accessories: Each extinguisher shall be supplied with screw driver and a
spanner for opening the cap and devices for removing and fitting the gas cartridge or any
other accessory as may be considered necessary.
7.

WORKMANSHIP AND FINISH

7.1
The workmanship of the equipment shall conform to the best production
standards of the industry. External surfaces and other surfaces exposed to the operating
and maintenance personnel shall be smooth and all sharp edges shall be rounded off.
7.2
All surfaces shall be thoroughly cleaned, free from rust, scale and grease.
Then the internal and external surfaces, except non-ferrous and threaded portion of

extinguisher body shall be either zinc plated to a thickness of 20 microns minimum or
phosphating shall be carried out in accordance with IS 3618.
7.3

Coating

7.3.1
After anti corrosive treatment as per Clause 7.2 above, the internal surface of
extinguisher body except non-ferrous portion and threads shall be coated with epoxy
powder coating as per IS 13871 to a thickness of 50 microns minimum.
7.3.2
After anti corrosive treatment as per Clause 7.2 above, the external surface of
extinguisher body except non-ferrous portion and threads shall be coated with epoxy
powder coating as per IS 13871 to a thickness of 50 microns minimum in FIRE RED
conforming to shade No. 536 of IS 5.
7.3.3
Both the internal and external coating as described above shall be capable of
withstanding the acid and alkali resistance test mentioned in IS 13871.
8.

MARKING

8.1
Each extinguisher shall be clearly and permanently marked with the following
information: (a)

Nomenclature (in prominent letters


showing the type of operation)

The liquid level up to which the extinguisher is to be charged:

The words "AFTER DISCHARGE FLUSH OUT CAREFULLY

ON WATER AND REFILL IMMEDIATELY" in prominent letters.

(f)

Tested for hydraulic pressure of 2.5 MPa with date.

(g)

Instructions regarding the operation/maintenance of the extinguisher in


clear bold letters and cautions.

(h)

Letters indicating the suitability of the extinguisher to classes of fires.

A picture showing a man operating the extinguisher in correct manner shall be
shown on the body of the extinguisher.
9.

PRE-INSPECTION OF STORES/ CONSIGNMENT

9.1
Manufacturers/ contractors must satisfy themselves that the stores are in
accordance with the terms of the contract and fully conform to the governing
specification by carrying out a thorough pre-inspection of each lot before actually
tendering the same for inspection to the Quality Assurance Officer. A declaration by the
contractor shall be submitted that necessary pre-inspection has been carried out on the
stores tendered. The declaration will also include the method followed in carrying out
pre-inspection showing the features checked/ tested and will have the test certificate
attached to the challan/ declaration.
9.2
If the Quality Assurance Officer finds that pre- inspection of the consignment
as required above, has not been carried out, the consignment shall be liable for rejection.
10.

QUALITY ASSURANCE

10.1
The contractor shall extend to the AHSP or his authorized representative, free
of cost, all reasonable facilities for inspection and testing equipment including inspection
gauges for satisfying himself that the stores are manufactured in accordance with this
specification and for this purpose the AHSP or his authorized representative shall have
free access to the contractor's or sub-contractor's works at all times during the run of the
contract. The contractor is required to notify to the AHSP of all sub-contracts placed by
him and provide inspection facilities for all stores so sub-contracted.
10.2
No deviation shall be accepted from the governing design/ specification,
without concurrence in writing of the AHSP. No request for any deviation shall be
entertained from sub- contractor, if any, but only through main contractor. The main
contractor shall be responsible for quality/ quantity of any fabrication done by the subcontractors.
10.3
Nothing shall absolve the manufacturer from his responsibility for the safety
of his equipment's operation.
10.4

Advance Sample:

10.4.1
After the order is placed, the firm shall submit two advance samples, complete
in all respect, along with four sets of initial charges and draft literature in triplicate, to the
Quality Assurance Authority for test and approval. Bulk production should commence
only on approval of advance sample.

10.4.2
Three samples of washers and 2 sheets of rubber, 300 x 300 x 2.5 mm and one
sheet of 150 x 150 x 6.5 of the composition of washers processed under identical
conditions shall also be submitted for necessary testing along with the advance samples.
10.5

Bulk Supply:

10.5.1
The bulk supply shall be inspected by the Quality Assurance officer of the
area concerned or his authorized representative at the firm's premises.
10.5.2
The equipment shall be tested as per test schedule attached at Appendix 'A' to
this specification.
11.

LITERATURE

11.1
The contractor shall supply one set of the following literature in Defence
format, free of cost, along with each 10 (ten) equipments or part thereof: (a) User Hand Book.
(b) Maintenance/ Repair Manual.
(c) Parts Identification List.
(d) List of normal/ special tools for maintenance.
(e) Current price list of all parts.
Notes: (i)

Above mentioned literature shall be combined together and


provided in one booklet. Three sets/copies of the draft literature
along with the advance sample shall be submitted to the Controller,
CQA(FE), Aundh Camp, Pune-411 027 for approval before
printing.

(ii)

Copies of Defence formats for the literature are obtainable from


CQA(FE) Aundh Camp, Pune-411 027.

11.2
Final printed copies (3 sets) of the literature mentioned in clause 11.1 shall
also be supplied, free of cost, to the AHSP i.e. The Controller, Controllerate of Quality
Assurance (Fire Fighting Equipment), Aundh Camp, Pune - 411 027.

12.

WARRANTY

12.1
The equipment supplied shall bear a warranty period as per contractual
documents. In case of absence of such stipulation in the contract, para 12.2 of this
specification shall apply.
12.2
The stores supplied shall be deemed to bear a warranty of the contractor
against deterioration/ defective material/ workmanship and performance for a period of
12 months from the date of receipt of the stores at consignee's end. If, during this period,
the stores supplied are found by the consignee to be defective in performance or are
deteriorated, the same shall be replaced immediately and in any case not later than 30
days from the date of receipt of complaint from the consignee, with the serviceable store,
free of any charge at site.
13.

PACKAGING

13.1

Packing Materials:
(a) Paper wrapping waterproof conforming to IS 1398.
(b) Twine jute or any other material conforming to IS 1912.
(c) Cushioning material straw paddy/ dry grass/ any suitable synthetic
packing material.
(d) Corrugated Fibre Board Box to IS 2771 (Part 1)

13.2

Packing Procedure:

13.2.1

The extinguisher shall be delivered in a new, clean and dry condition.

13.2.2

All rubber components shall be liberally dusted with French chalk powder.

13.2.3
The loose items such as screws, brackets and set of literatures shall be packed
separately in a polythene bag or wrapped with water proof wrapping paper paper plain
and tied to the handle of extinguisher with twin jute.
13.2.4
Then each extinguisher shall be packed in a polythene bag of 100 micron
thickness and there after in a corrugated fibre board box of 5 Ply conforming to IS 2771
(Part 1). The top and bottom of the extinguisher shall be provided with moulded
thermocol sheet to cover the cap, top dome and bottom skirt to avoid the movement of
extinguisher. The thickness of thermocol at any point shall not be less than 20 mm. The
box shall be closed with self adhesive tape and strapped with plastic/nylon strap.

13.2.5
Four No. of above boxes containing extinguishers shall be packed in a suitable
corrugated fibre board box of 7 Ply conforming to IS 2771 (Part 1). The box shall be
closed with self adhesive tape and strapped with plastic/nylon strap at 4 places.
13.2.6
Timbers of non-durable species and those carrying sapwood of durable
species of packing cases shall be given preservative treatment in accordance with IS 401.
13.3

Marking of Packages:

13.3.1

Before despatch, each package shall be legibly and indelibly marked as under:
Front and Top of the Boxes:
(a) Nomenclature

Extinguisher, Fire, Mechanical Foam, 9 Litres

(b) DS Cat No.

4210-000 227.

(c) AT/SO No. and date.


(d) Name and address of the manufacturer.
Back of the cases:
(a) Name and address of the consignee.
(b) Mass of the packages.
(c) Number of individual package and total number of packages in the
consignment i.e. 1 of 4, 2 of 4, 3 of 4 and 4 of 4, where the consignment
consists of 4 packages.
(d) Month and year of packing.
(e) Inspection note number and date.
Note: -

Minimum requirement for packing are stipulated above. However,


this shall not absolve the contractor from his responsibility for the
packages to withstand the hazards of rail/ road transit. This is a
contractual requirement for delivery of store in good condition to the
consignee. Any additional safeguard considered necessary may be
added by the contractor.

2.5 POWDER COATING
2.5.1 Powder coating thickness shall be 50 microns minimum.
Sample size shall be as per clause 2.3.1.
2.5.2 Both the internal and external coating shall be checked for acid
and alkali resistance as per the test mentioned in IS 13871. there
shall be no sign of corrosion, blistering or flacking (One sample from
each batch).
3.

Material Test

3.1 All non-ferrous material be checked for its conformity as per


relevant IS specification. Materials for testing be drawn either from
raw material stage or from finished components.
