STANDARD PATTERN

3.1
Standard Pattern, if held with purchasing or Quality Assurance
Authority, may be referred and shall constitute a general guide only. The store shall
conform to this specification otherwise.
4.

MATERIAL

4.1
Material used for the manufacture of Beater, Fire, Mk-3 shall be of the
highest grade and shall conform to the latest relevant specifications.

4.2.2
Handle: Made up of Bamboo, conforming to the following
requirements.
4.2.2.1
The Bamboo shall be matured sound, straight and adequately seasoned.
It shall be free from any decay, splits, holes etc.
4.2.3
Zinc Coating: Coating (both side inclusive) should be of 220 g/m2
and should conform to clause 7 of IS 277 for thickness 0.3 to 0.55 mm.

MANUFACTURE/ CONSTRUCTION

5.1
Beater, Fire, Mk-3 shall be manufactured to the shape, design and
dimensions as in Drawing No. FESK-0240 available with CQA(FE), Pune.

5.2
The blade shall be manufactured with the two expanded metal side
pieces, the central G.I. sheet piece and the mild steel round and flat frame locked and
fitted in position and secured together by means of rivets as shown in Drawing No.
FESK-0240. The blade shall be welded at the corners as per the drawing. It shall be
fitted to the bamboo by cutting a slot and inserting the handle portion. The socket
shall then be tightly fitted and riveted to the handle.
5.2.1
The handle prior to fitting to the blade shall be coated with 10%
solution of acid-cupric-chromate composition in water, allowed to air dry for 24 hours
and then treat with fire retardant chemical i.e. 10% solution of Mono-Ammonium
phosphate in water.
5.2.2
The blade after fabrication shall be cleaned with rust remover and then
painted with bituminous, black, heat and fire resisting paint conforming to IS 158.
5.2.3
Beater, Fire, Mk-3 shall conform to the dimensions as shown in
Drawing No. FESK-0240. Normal engineering tolerances shall be permitted on all
dimensions.
5.2.4

The welding shall be carried out in accordance with IS 819.

6.

WORKMANSHIP AND FINISH

6.1
The riveting shall be done at the middle of mild steel plate, forming the
frame of the blade to avoid split at the edge. The expanded metal shall be tightly
fitted. The socket and the plate shall be free from burrs, sharp edges, dents, cracks and
other surface defects. The welding shall be neat, continuous, sound and free from
porosity. The rivets shall be neatly shaped and tightly drawn. Application of surface
coatings shall be uniform and firmly adherent and there shall be no uncovered spots.

7.1

The stores shall be marked/ stamped with the following :(a)

8.

PRE-INSPECTION OF STORES/ CONSIGNMENT

8.1
Manufacturers/ suppliers shall satisfy themselves that the stores are in
accordance with the terms of contract and fully conform to the specifications by
carrying out a thorough pre-inspection of each lot before actually tendering the same
for inspection to the Quality Assurance Officer nominated under the terms of contract.
A declaration by the contractor that necessary pre-inspection has been carried out on
the stores tendered, will be submitted along with the challan. The declaration will
also indicate the methods followed in carrying out pre-inspection showing the features
checked/ tested and will have the test certificate attached to the challan/ declaration.
8.2
If the Quality Assurance Officer finds that pre-inspection of the
consignment as required above has not been carried out, the consignment is liable for
rejection.
8.3
The stores shall be inspected at the suppliers premises for satisfactory
performance and proper packaging before despatch to the destinations.
9.

QUALITY ASSURANCE

9.1
The contractor shall extend to the Quality Assurance Authority or his
authorised representatives, free of cost, all reasonable facilities for inspection and
testing of stores including inspection gauges for satisfying themselves that the stores
are manufactured in accordance with this specification and for this purpose, shall have
free access to the contractor`s and sub-contractor`s premises at all times during the
run of contract. The contractor shall notify to the Quality Assurance Authority of all
sub-contract placed by him and provide inspection facilities for all stores so subcontracted.
9.2
No deviation shall be accepted from the governing design and
specification without concurrence in writing of the Quality Assurance Authority. The
contractor shall remain responsible for quality/ quantity in any fabrication done by the
sub-contractors.
9.3
Detailed Test Schedule shall be followed as per the procedure given at
Appendix `A`.
9.4

Advance Sample

9.4.1
Three numbers Advance Samples of Beater Fire MK-3 alongwith raw
material (specimen as required for material testing) as per respective BIS shall be
submitted on door delivery basis to the Controller, CQAFE, Aundh Camp, Pune 411
027 for test as per this specification and test schedule at Appendix A for approval,
before commencement of bulk production.

9.4.2

Bulk inspection

9.4.2.1
Bulk inspection shall b carried out as per this specification and Test
Schedule at Appendix A to this specification by he Senior Quality Assurance
Officer, SQAO, SQAE(E) of the area concerned or his authorised representative at
firms premises after the clearance of advance sample.
9.4.2.2
Before offering the finished product for final QA check, all materials,
sub-assemblies etc. are to be offered for stage QA checks. Finished Product should be
manufactured only with the materials and sub-assemblies accepted during stage QA
checks by the Quality Assurance office.
9.4.3
The store shall be inspected at the suppliers premises for satisfactory
performance and proper packaging before dispatch to the destination. Inspection
gauges and other test facilities required by the Quality Assurance officer shall be
provided by the firm free of cost.
9.5

Performance Test

9.5.1
The sample of fire beater shall be held by one man and then after
lifting the beater head to a level of 2 metres above the ground, it shall be struck flatly
on the ground having plane surface of concrete, stone or tarmac.
9.5.2
The sample shall be subjected to such number of continuous beatings
for thirty times.
9.5.3
The sample shall be considered as having passed the performance test,
if no crack develops, no mechanical failure occurs in the material and no joint of
fixing nut opens up.

11.

WARRANTY

11.1
The stores supplied shall bear a warranty as per contract. In absence of
such mention, the following warranty shall apply.
" The stores supplied against this specification shall be deemed to bear
a warranty of the contractor against defective design, material, workmanship and
performance for a period of 12 months from the date of receipt of stores by the
consignee. During this period, if any of stores is found to be defective by the
consignee, the same shall be replaced by the supplier, free of any charges at the
consignees end but not later than 3 months from receipt of such intimation."
12.

PACKAGING

12.1
The store shall be securely packed to avoid any damage in transit so as
to reach in perfect serviceable and fit conditions to the consignee. The packaging shall
be legibly and indelibly marked with consignees address and other necessary details
for easy identification of the store by the consignee.
12.2
Additional requirements, if any, shall be specified in the contract by
the Purchasing Authority.
13.

13.1
The Defence Store Catalogue Number allotted to the Store is
4210-000 003.

TEST SCHEDULE FOR BEATER, FIRE, Mk-3
