REGULATION ORDINANCE NO. 2014-316

AN ORDINANCE PRESCRIBING THE RULES IN THE ISSUANCE OF
ZONING CERTIFICATE AND THE CORRESPONDING FEES THEREOF
Sponsored by Councilor Eduardo L. Pefiaredondo, co-sponsored by, Councilor
Lyndon V. Acap and duly seconded by Councilors Carlos P. Guarin and R Leone N. Gerochi
WHEREAS, there are numerous complaints reaching the Office of the Mayor and the
Sangguniang Panlungsod about the slow and tedious process in the issuance of the Zoning
Certificate by the Office of the Zoning Administrator;
WHEREAS, there are many requirements that are required by the said office to the applicant
that are difficult and expensive to comply;
WHEREAS, these practices contravenes the campaign of the City in attracting more
investors and is counterproductive to our drive to raise more revenues in terms of taxes;
WHEREFORE, premises considered, be it ordained by the Sangguniang Panlungsod of the
City of Iloilo.

Section I. It shall not be mandatory to require applicant to submit certified copies of the
Titles, Tax Declarations, and latest tax receipt of the subject lot or lots applied for Zoning
Certification. A certification fee is hereby prescribed as follows: Pl,000.00 plus one peso (Pl.00)
per square meter for Agricultural Lands; Pl,000.00 plus five pesos (PS.00) per square meter for
Residential Lands; and Pl,000.00 plus seven pesos (P7.00) per square meter for Commercial or
Industrial Lands.

Section II. Should the applicant have in possession copies of the Title and Tax Declaration
the same shall be made as the basis in locating the site of the lot applied for as the lot number of
subject lot can readily and easily be located in the Assessors Map of the City of lloilo.

Should be the subject lot has two or more zoning classification based on the Land Use Plan,
the applicant shall be required to submit a lot plan with a scale of 1: 10,000 as prepared by a Geodetic
Engineer and/or as prepared through a computer software. The Substantiality Rule shall be applied
in the determination of the Zoning Classification.
Section III. A Zoning Certificate may also be issued by the Office of the Zoning
Administrator without the requirement of the submission of copies of Title, Tax Declaration, and
latest tax receipt, if said parcel or parcels of land can be identified with reference to the
Comprehensive Land Use Plan (CLUP) or Zoning Map of Iloilo City and/or with reference to road
map or street locations and/or public or private structures dominant in the area.
Section IV. Effectivity. This ordinance shall take effectivity upon approval.
