withouttheneedofcontinousinterfrequencymeasurementsconsumingUEbatterylive.Once
thereisapacketandyougotoACTIVEyoucanusetheredirection,partoftheRRC
connectionrequestprocedure,tobalancetheloadbetweenRATs.
ApopularscenarioiswhenUMTShasalargercoveragethanLTE.UEregisteredinUMTSand
movingintoLTE.
IRATHOinonlyduringACTIVEandredirection,besidesothers,triestoreducethenumberof

Thereare3concepts.
*Redirection:ThisdecisionisentirelylefttothenetworkandhappenswhentheUEisin
connectedmode.ThenetworkgenerallysendstheUEan"RRCConnectionRelease"withsome
redirectioninformation.So,nowtheUEmovestoIdlemodeandbasedontheredirection
informationreceived,ittriestocamponthatfrequency(maybeofthesameRAToradifferent
RAT).
*Handover:Thisisagaintriggeredbythenetwork.TheUEhastobeinconnectedmode.The
networkrequestsUEtosendmeasurementreportsofservingcell/neighbourcelletc.Andbased
onthemeasurements,itinitiateshandover.
*Ontheotherhand,ifUEisinidlemodeandisgraduallymovingoutofLTEcoveragearea,
thenUEdecidestoreselecttothemostpreferredRATbasedonthecoveragearound.

RedirectionistriggeredbythenetworkthroughthemessageRRCConnectionRelease,the
samemessagethatisusedforsendingUEfromconnectedmodetoidlemodeinsameLTE
cell.Thedifferenceisthatforredirectioncasethismessagewillcontainadditionallythe
redirectioninformation,i.e.thetargetEARFCNorUARFCNorARFCN.
RedirectionimpliessothataUEisinRRCconnectedmodeinaservingLTEcell,theneNB
sendstoUEanRRCConnectionReleasemessage(withtargetEARCN,UARFCNorARFCN
info),UEthengoesaccordinglyinidlemodeandbasedontheredirectioninformationreceived,
ittriestocamponthatfrequency.
Normally,foragivensetof(LTEservingcell,targetcell)withtargetcelleitherLTEcellor3G
cellor2Gcell,ifforthatpairofcells,handoverisconfigured,enabledandworking,then
redirectionwillneverbetriggered,ashandoverwillalwaysbetriggeredinpreferencebythe
eNB.
ReselectionwillbetriggeredbythenetworkonlywhenhandoverisnotconfiguredORwhen
handoverisconfigured,butdisabledORwhenhandovereventhoughconfiguredandenabled,it
failsinthepreparationphase(forinstanceifinthehandoverpreparationphasethesourceeNB
doesnotgetareplyfromthetargeteNBetc).
Fortriggeringtheredirection,eNBisusingasinputtheMeasurementReportssentbyUE.

itcaninstructtheUEtoperformhandover.Considerthefollowingexample:

1.The25.304referstoUMTSRATwherePCH/FACHstatesaredefinedforconnectedmode.
Inthosesubstates,thereselectionprocedureisdefinedandisthesameastheIdlemode.The
statement,however,doesnotapplytoLTE.InLTE,reselectionappliesonlytoIdlestate.
1.TheredirectionsentduringtheRRCconnectionsetupisaspecialcase,inwhichthereisno
existingRRCconnectiontoreleaseandthenetworkisalreadypreparingtheresourceatthe
