REGULATION ORDINANCE NO. 2015-304

AN ORDINANCE CREATING FIVE (5) ADDITIONAL POSITIONS
UNDER THE ILOILO CITY COMMUNITY COLLEGE, OFFICE OF THE
CITY MAYOR
Sponsored by Councilor Jason R. Gonzales duly seconded by Councilors Eduardo
L. Peilaredondo, Lyndon V. Acap and Lady Julie Grace L. Baronda
WHEREAS, in a letter dated Jnne 8, 2015, the Honorable City Mayor Jed Patrick E.
Mabilog requested for the passage of an ordinance creating five (5) additional positions under the
lloilo City Commnnity College, Office of the City Mayor;

WHEREAS, the purpose of such creation is a response to the need of Iloilo City
Community College as a growing Higher Education Institution (HED for a more stable academic
management team and a demonstration of a commitment of support as per requirement of the
Commission of Higher Education (CHED) and the Association of Local Colleges and
Universities (ALCU) for accreditation;
WHEREAS, Section 76 of Republic Act 7160 otherwise known as the Local Government
Code of 1991 provides that:

"Every LGU shall design and implement its own organizational structure
and staffing pattern taking into consideration its service requirements and
financial capability, subject to the minimum standards and guidelines
prescribed by the Civil Service Commission".

WHEREAS, the unfilled items of (1) Instructor I, College Librarian II, Nurse II, Cashier
II and the vacated item for Supervising Administrative Officer, SG-22 presently occupied by
Ms. Maria Mathilde T. Octavio afford the Iloilo Community College the funds needed to
compensate the five (5) created positions with savings beside;
WHEREAS, the proposed abolition and creation entails minimal cost on the part of the
Iloilo City Government, as such said request is deemed necessary, urgent and for the best
interest of the service.

NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of the City of

Iloilo, that:

Section 1. - There is hereby created five (5) additional positions under the Iloilo City
Community College, Office of the City Mayor;
Section 2. - Five (5) new positions under the aforementioned office are hereby created,
to wit:

a) One (I) CGADH II (College Administrator), SG-24

b) One (1) Instructor III (Head, Office of Research and Extension Services), SG-14
c) Two (2) Instructor II (Program Head, Academic Prograrns-BSTrM & BSOA),
SG-13
d) One (1) Instructor I (Faculty), SG-12

Section 3. - There is hereby appropriated the necessary funding for the purpose.
Section 4. - This ordinance shall take effect immediately upon approval.
