Preamble
The Works are divided into a number of Cost Centres each of which represent a major
item or series of inter-related items associated with the Works.
Cost Centres No. 1 to No. 13 (inclusive) are further subdivided into a series of elements,
each of which is valued as an estimate of Direct Costs for delivering that element.
Cost Centre No. 14 includes provisional sum items for which amounts have been
provisionally allocated.
The Direct Cost Target (DCT) is the sum of Cost Centres No. 1 to 14 (inclusive) and
represents the Proponents estimate of Direct Costs, Risk & Contingency Provisions and
provisional sum items for performing all obligations in bringing the Works to a stage where
the Final Certificate can be issued in accordance with the terms of the Project Alliance
Agreement.
The Target Outturn Cost (TOC) is the Proponents proposed Direct Cost Target plus the
Proponents proposed Corporate Overhead and Profit which is expressed as a percentage
and applied to Direct Costs after inclusion of all contingencies.
No allowance should be made for Rise & Fall in the TOC. Cost escalation will be
subsequently applied to the DCT using the Rise & Fall formula in the Project Alliance
Agreement.
The costs for urban design elements to be incorporated into the Works will be added into
the relevant Cost Centres during finalisation of the PAA, based on the information
provided in the Proponents Proposal at Schedule 4, Item QR7.

1. The accommodation works in Element 14.1 comprise the items described in Clause 6.3 of the
Scope of Works & Technical Criteria and Clause 3.1.13 of the Basis for Design & Construction
Section 2, and any works within, or on the boundary of, properties adjacent to the Site which are
required as a result of the Project Works, excluding noise walls and screen walls.
2. Proponents must insert their own estimate of each provisional sum item in this Cost Centre and
include a full breakdown with their Proposal.
