REGULATION ORDINANCE NO. 2016-209

AN ORDINANCE ESTABLISHING PARKING AND NO PARKING AREAS FOR
ALL VEHICLES ENTERING AURORA SUBDIVISION, BRGY. VILLA ANITA,
CITY PROPER, ILOILO CITY

WHEREAS, the officers of the Aurora Subdivision Homeowners Association

requested in writing to the Sangguniang Panlungsod to regulate the parking of motor
vehicles on or along the roads within Aurora Subdivision located at Brgy. Villa Anita, City
oper, Iloilo City by reason that the residents of the said subdivision are experiencing
fficulties due to the unregulated manner of how some drivers park their vehicles within
e said subdivision;
WHEREAS, together with the letter request, Aurora Subdivision Homeowners
Association submitted a written proposal of parking and no-parking areas within Aurora
Subdivision, a copy of which was furnished to the barangay officials of Brgy. Villa Anita,
City Proper, Iloilo city and was likewise discussed during meetings;

WHEREAS, Article Ill, Section 458 (5) of Republic Act 7160, otherwise known as the
Local Government Code of 1991, empowers the Sangguniang Panlungsod.
"v. To regulate the use of streets, avenues, alleys, sidewalks, bridges,
parks and other public places, and approve the construction, improvement,

repair and maintenance of the same; establish us and vehicles stops and
terminal or regulate the use of the same by privately owned vehicles which
serve the public; vehicles when not in use, regulate the putting up of signs,
sign ports, awning and awning posts on streets; provide for the lighting,
cleaning and sprinkling ofstreets and public places.

vi. Regulate traffic on all streets."

WHEREAS, there is a need to establish rules and regulations of the manner of
parking of vehicles within Aurora Subdivision to promote order and easy vehicular access
within the said subdivision.
NOW, THEREFORE, let an ordinance be passed by the Sangguniang Panlungsod of
Iloilo City, in session assembled, that:
Section 1. - Definition of Terms. - The following terms shall be understood to
mean as:
a. Parking along th.e road - set back spaces for parking areas at the side of the road
b. Road Parking - parking areas that are allowed on the road itself.
Section 2. - The parking areas in the Aurora Subdivision are as follows:
i. From corner Ma. Clara Avenue and J. Zamora Extension, road parking to left lane of
J. Zamora Extension
ii. Road parking to left lane of Montinola Street and Right lane of J. Zamora Street
when facing Calle Ibarra.
Iii. Road parking to left lane of Subdivision road when facing Jalandoni Street

Section 3. - "No Parking'' areas in the Aurora Subdivision are as follows:

i. The entire stretch of Ma. Clara Avenue and Calle Ibarra.

(except for those commercial establishments that have provided set back
spaces for parking along the road)
ii. Right lane of J. Zamora Extension, from corner Ma. Clara Avenue and J.
Zamora Extension
iii. Right lane of Montinola Street and Left lane of J. Zamora Street when
facing Caller Ibarra
iv. Right lane of Subdivision road when facing Jalandoni Street
Section 4. - Any person or driver of a vehicle who violates any provision of this
ordinance shall be subject to a fine of three hundred pesos (Php 300.00) or three (3) days
imprisonment at the discretion of the court.
Section 5. - Office of the Transportation Management and Traffic Regulation Office
(TMTRO).. Aurora Subdivision Homeowners Association, commercial establishments and
Office of the Punong Barangay of Brgy. Villa Anita shall be furnished a copy of this
ordinance for their information and appropriate action.
Section 6. - A copy of the sketch plan of the parking and no parking areas in the
Aurora Subdivision, Brgy. Villa Anita, City Proper is herein attached as an integral part of
this ordinance.

Section 7. - This ordinance shall take effect immediately upon approval.
