How the Church can Positively Help in the Current Issue

Of Raging War Against Illegal Drugs

Circular 2016-13
To:

All Parishes, Schools, and, Religious Houses

During our last Clergy Meeting (July 14, 2016), this question has been posed:
What can we do as a Parish to help in the rehabilitation of people affected by illegal
drugs?
We have to admit that our government and even our churches are not
prepared to face this enormous task of dealing with the growing number of drug
victims and drug pushers in our barangays and city halls. But as a Church institution,
we are duty-bound to help these victims of the drug menace to provide them healing
and protection, giving them hope and support to fully recover and become a
productive member of our Church and society.
With this end in view, the Diocese of Novaliches together with the Quezon City
Local Government and Quezon City Police Department (QCPD) will be holding a
SUMMIT MEETING ON CHURCHS RESPONSE TO WAR ON ILLEGAL
DRUGS on September 9, 2016 (Friday), from 8:00 AM to 2:30 PM at Saint
Peters Parish: Shrine of Leaders, Commonwealth Avenue. We expect all
Quezon City Parishes with their Parish Priests, Parochial Vicars and three (3) PPC
Officers, School representatives and Religious Heads to attend this Summit. Lunch
and Snacks will be provided.
A similar Summit will also be held for all Caloocan City Parishes on
September 17, 2016 (Saturday), from 8:00 AM to 2:30 PM at the Sto. Nino
Parish, Congressional Village, Bagumbong, Caloocan City. All Parish Priest,
Parochial Vicars and three (3) PPC Officers, School representatives and Religious
Heads are invited to attend this Summit Meeting. Lunch and Snacks will also be
provided.
Our regular Clergy Meeting is scheduled on September 8, 2016 (Thursday),
Birthday of Mama Mary, from 9:00 AM to 12:00 NN at the Chancery Conference
Room. We invite all Diocesan Clergy and Religious Parish Priests and their Parochial
Vicars to attend this meeting as we will have the following important sharings:
A. On Drugs and other Forms of Addiction by Rev. Fr. Jun De Peralta
B. On Community-based Rehabilitation Program as initiated by the Parish by
Rev. Fr. Luciano Ariel Felloni. He will provide us with the template on this
Community-based rehabilitation Program.

Hopefully, after these Summits, the Parishes in coordination with their

Barangays and other religious and civic groups can come up with concrete
programs for the surrenderers in their own barangay.
Given in the Chancery in Fairview, Quezon City, 1 September 2016.
