Playing the Game

Whether your city is a pastoral haven, a thumping industrial complex, or tightly run
authoritarian dystopia, your citizens have their niche in your citys society and are for the
most part at least content. Your city has popular venues, the best services, and thriving
businesses. And now you want to open your citys borders to a Sim of another stripe
namely travelers. Its true, Simoleon-spending travelers can boost your towns economy
with an influx of income as they visit venues, scoop up souvenirs, and pay to lay their
heads at night. But beware, these hordes can challenge your infrastructure if youre not
careful, taking up normal citizens spots in local venues and bleeding your resources dry.
Use your mayoral skills to reap the benefits of out-of-town spenders while ensuring that
your citizens lives are not disrupted to the point that they become less than content. With
some adroit balancing and careful planning, you can turn your unknown town into a worldrenowned five-star destination hot spot!

Creating Five-Star
Destinations
If your city is attractive enough and has the kinds of attractions, accommodations, and
other amenities that travelers are looking for, they will come and travelers in your
city will spend, spend, spend! So more travelers means more money for you and your
city. However, travelers visit venues and take up space that might otherwise be used by
resident Sims. So make sure you have enough venues for everyone, including an influx of
travelers, or your citizens may be less than thrilled.

Arrivals and Inter-city Travel

Travelers arrive in your city at specific transportation spots, and the type of transportation
you offer influences how many and what type of visitors arrive. Are you ready for the
throngs of leisure-minded cruise ship passengers? Or is your city better suited to busgoing budget travelers looking for excitement? Choose your transportation to suit your city
and watch the travelers stream in.
Airports
Airports bring in a lot of travelers, but they take up a huge
amount of space in your city, add a fair amount of pollution,
and theyre also expensive to maintain.
Seaports
These cruise ship havens attract flocks of seafaring
travelers, but also require a significant flow of Simoleons to
stay afloat.
Helipads
High rollers and travelers with a penchant for luxury will
drop into your city for a no-expenses-spared weekend fling
when you build a Helipad. If you have more than one, they
can also use them to quickly zoom across town.
Taxi
While taxi stands only bring in a handful of travelers at a
time, they take up a tiny space in your city, their upkeep is
minimal, and travelers can use them to quickly get to venues
across town.
Bus Terminal
Budget travelers descend upon your city by the busload
when you place a Bus Terminal.

ResortsThe Ultimate in
Accommodation
These swanky spots can provide travelers with a wide range of amenities that meet all
seven of their potential needs. Take a stroll on a beach, enjoy a meal in a resort restaurant,
rest in the serene haven of a luxury suite, and more. The best resorts are located near
sights, tourist attractions, and city hotspots.

Resort Affiliation

To make your resort even more of a luxurious haven, you can affiliate certain venues by
using the resorts action button. Click the action and then click the targeted building that
you want to incorporate into the resort. There are some restrictions to the buildings that
you can affiliate: they must serve at least one traveler need or provide healthcare, they
cannot be affiliated with another resort, and they must be fairly close to the resort. Once
a venue is affiliated with a resort, only travelers may use it. However, resorts that include
exclusive amenities draw in travelers who always enjoy a multi-day stay.

Landmarks
When you create your city, you can choose up to three landmarks to place within your
city limits. Add the gloomy majesty of Draculas Castle, the stately and mysterious beauty
of a Henge Monument, the soothing waters of a natural Hot Springs, the fierce power
of a Volcano, and more! For a fee, you can open landmarks as venues for local Sims.
Once enough of your locals have visited, the landmark can be opened to tourists as well.

Snowy Mountain

If one of your citys landmarks is a snowy mountain, you can turn that powder into
Simoleons by adding a ski resort. You place a ski resort in the same way that you place a
building, but you need to make sure that your ski runs are in the right spot. You will see a
green outline of the resort when you have it in a spot where it can be placed. If the outline
is red, you need to rotate the resort or find another spot on the mountain.

Tourism Advertising
Whether your destination boasts affordable lodging and laidback attractions or first-rate
hotels with top-notch gaming casinos, youll want to get the word out to draw the crowds
in. Use the slider to adjust how much you spend on advertising to travelersand be
prepared to deliver when the tourists arrive!

Travelers
There are several different types of travelers and they are looking for a variety of
experiences from their vacation destination. The kinds of attractions, venues, and
accommodations you place in your city will each play a part in determining who travels to
your town for a little R&R.
Burn Outs
These travelers have worked hard, sometimes for their
whole lives, and all work and no play has left them
somewhat drained. Theyre looking for laughs and leisure to
relax and rejuvenate.
Child Travelers
It doesnt take a lot to please these fun-seekers, but they do
need child-safe venues.
Converts & Pilgrims
Both of these types of devout travelers are ready to enjoy
themselves, but also require the means to exercise their
spirituality and worship their higher powers.
Daytrippers
These travelers try to pack it all into one day so they seek
out accessible venues to get their fun fix fastand then
take off.
Execs
Their high-powered lives lead Execs to seek out fun and
entertainment with the same vigor they apply to their
businesses.
Gourmands
These travelers know what they like and its always the
finestin dining, leisure, and entertainment.
Pro Gamblers
If they play their cards right, these travelers are certain
that they will leave your city with more Simoleons in their
pockets than they arrived with.
Sight Seers
Drawn by extraordinary landmarks, these visitors want to
experience something different from their normal lives.
Spring Breakers
Its all about fun and excitement for these young travelers,
but they also look for places to grab a bite and wet their
whistle.
Thrill Seekers
These travelers think its not a memorable experience unless
their heart rates soar and adrenaline pumps through their
veins.

Traveler Needs
Travelers have needs. Their needs function roughly the same way as your citizens
happiness does. Depending on the type of traveler they are, their needs will be greater
in some areas than in others. You can see what a particular type of traveler is most
interested in by hovering your mouse over their profile portrait on the Traveler tab of the
City Management screen.
Accommodations
From rustic cabins and low-cost hostels to sprawling,
luxurious resorts, all visiting travelers will need a place to
rest their heads if theyre going to stay more than one day
sampling the fares and buying the wares in your city.
Adventure
Thrill seekers wont be happy until their heart rate has
been raised so make sure you provide plenty of adrenalineboosting venues.
Dining
Whether travelers are seeking a quick slice at the local pizza
place or an extravagant experience at a four-star restaurant,
provide them with venues where they can grab a bite.
Entertainment
Keep the mood light with venues that make them laugh and
provide fun by the bushel.
Gaming
The chance to try their luck (or skill) is what gaming
travelers want. A casino will win their hearts straight over,
while keeping your coffers flush.
Leisure
These venues give travelers a place to relax and unwind
without any commitments.
Worship
Some travelers want to spend their free time contemplating
a higher power and strengthening their spirituality.

Traveler Sim Cards

Travelers have their own special Sim Card which displays information about how theyre
enjoying their visit. Some of the information on this card is similar to that provided on a
normal Sim Card. The new information is detailed below.

it is displayed here. Hover

Tracking your Travelers

By reviewing the types of travelers who visit your city and gauging their reactions, you can
pinpoint areas to improve your destination. Click the City Information icon and then choose
the Travelers tab. You can see graphs of Traveler Visits and Traveler Income, or use your
mouse to hover over each traveler type to see how many visitors of that type have come.
You can also see their thoughts and reactions to their experience and whether theyd
recommend your destination to other travelers.

New Policies
Policies are a way that you can emphasize certain attitudes or attributes in your city. Each
policy has costs associated with it: Simoleons or Societal Values. You can choose up to
three policies. To reverse a policy, just right-click it. You can read more information on
policies in the SimCity Societies Updates section on p. 13.
Legalized Gambling
Cha-Ching! Your gambling Sims will see Simoleons spinning
in their eyes when you set this policy, making their visits to
gambling venues all the more satisfying.
Center of Cuisine
Provide your travelers with a finer dining experience! This
policy raises the satisfaction level of your supping Sims.
5-Star Destination
Once your city has reached 5-Star status you can enact this
policy and keep it active even if you fall below five stars.
This policy boosts the satisfaction for all entertainment and
leisure venues.

Traveler Information
At the City Management screen (see p. 14), you can see how many travelers (and what
types) are visiting your city, the income theyre adding to the coffers, and how satisfied
they are with their experience.

Scenario: In the Money

Open your city to easy money by building a gaming paradise. Thanks to your airport, high
rollers will jet into town throw down Simoleons and your treasury will be the real winner.
For more information on Scenarios, see p. 19.

SimCity Societies Updates

This section includes information on updates, enhancements, and features that were
added after SimCity Societies shipped.

Strategy Mode
Put your city planning and management to the test! In Strategy Mode, it is even more
important to maximize your building locations, paying close attention to each buildings
attributes. Each building has a maintenance cost which slowly drains your treasury if you
dont balance your spending and income. Building damage, longer venue visit times, and
the negative impact of eyesore buildings also make managing your city more unpredictable
and challenging.
Should you scrap a costly venue that your Sims arent visiting, decrease the maintenance
budget risking damage to the building, or maybe take out a bank loan to weather the
slump?
Start with the Basic level and earn the Jack of All Trades award to unlock Hardcore. If you
can earn Jack of All Trades in Hardcore, you can try your hand at Nightmare.
When you start a city in Strategic Mode, a prompt appears outlining how a Strategic Mode
city differs from one in Creative Mode. For example, buildings no longer self-repair in
Nightmare mode, and Rogue Sims create criminal Sims and do not become content once
theyve shut down a workplace.

Maintenance

In Strategy mode, almost all buildings have a maintenance cost that is deducted every
day. You can tinker with your maintenance budgets on the City Management screen (see
below), and monitor your treasury by clicking on the Budget button. Use the sliders to
reduce your spending in a given category, but make sure you review what the risks of this
reduced spending are! The Maintenance Categories are outlined below.
General Category
All buildings not in another Maintenance Category
Infrastructure Category Power buildings, Fire Stations, Maintenance repair buildings
Government Category
Law Enforcement, and government workplaces and
agencies
Social Services Category Schools, parks, most healthcare, education, and other statefunded buildings

For additional information about your city, check out the City Information tab which
features graphs on the general budget and your citys crime rate, health, and pollution.

Policies
By setting specific policies you can help shape your city. Many policies are only available once
youve achieved a certain population, produced a certain amount of Societal Values, and/
or placed a certain structure. You can see the requirements for each policy and the Societal
Values that it consumes by hovering your mouse over the policy. Once a policy is in effect, it
remains in effect until removed, regardless of energy resources or buildings in your city.
Overseer Program
This affects buildings that have an action based on worker
visits. Under this policy, workers can potentially count
double towards the quota, speeding up the time lapse
between activations.
Advanced Police Training This policy makes your police force (including regular Police
Officers, Riot Police, and Secret Police) more effective by
increasing their detection radius and providing for longer
patrol times.
Controlled Economy
By adroitly managing your citys economy, you can lessen
the impact of an Investment Bubble Burst. This policy also
makes Command Economy events more likely and Financial
and Industrial booms less likely.
Martial Law
Keep a tighter rein on your city at all times! This policy deals
swiftly with trouble by potentially dispatching a replacement cop
on return to a police station or jail with an arrested suspect.

14

Health Drive

Keep your citizens in peak health by underwriting this policy.

It boosts the capacity of your health care facilities, helping
you care for any Sims who are under the weather.
Fire Safety Programs
This policy keeps your city safe and standing by helping
prevent fires from breaking out.
Universal Healthcare
If an ounce of prevention is worth a pound of a cure, keep
your citizens in the pink with this policy that reduces the
chance of an Epidemic Outbreak and generally lowers the
chances that your Sims will get sick.
Education Incentives
By emphasizing the importance of education in your city, you
encourage your citizens to visit education venues. Attending
education venues also increases Sims happiness levels
more than usual.
Indoctrination
This policy potentially adds a slight conditioning benefit to
your education venues.
Patriotism
Nothing gets your workers more motivated than feeling
like they a part of something bigger. This policy creates
a patriotic feeling amongst the masses by improving the
effectiveness of all your conditioning venues.
World Market Investment Put your extra Simoleons into this policy to reap dividends
every day. Beware thoughyour investments are subject to
the rise and fall of the market.
Divine Right
Devote your citizens to a higher power with this policy and
the cost to place worship buildings is lowered, as are their
maintenance costs.
Bond
Float a municipal bond for a quick lump of Simoleons, but
beware of the removal cost at large premium.
Bank Loan
Still feeling less than flush? Add a chunk of change to your
treasury with this policy. But beware the price: you will need
to pay interest on this loan to turn off this policy.
Federal Loan
Once you have a Federal Bank in your city, you can tap into
its network to a massive cash reserve, with an even larger
return payment.
Arts Endowment
Underwrite the arts in your city to increase the number of
Artist Special Sims. This means that there are more roaming
artists to beautify your city.
Dark Magic
When this powerful policy infiltrates your city, watch out for
increased Zombie infections as it doubles the chances of
converting normal Sims into Zombies.
Feng Shui
Decorations have double the chance of providing a nearby
building with a happiness boost.

New Disasters
If you like to see how your creation functions under fire, these new disasters are right on target.

UFO Attack

An advance squadron of alien ships descends on your city. With ray guns blasting, they
target random buildings, reducing them to rubble while setting neighboring structures
on fire. Your Sims flee the wide scale destruction, fearing for their lives, when suddenly
the ships depart as quickly as they came. Can your city recover from this devastating
extraterrestrial visit?

Burgazoid 6000 Disaster

A runaway fast food persona is on the rampage. Due to a mysterious technical mishap, his
microwaved burger now shoots a laser beam which he uses to fire on your citys buildings.
If this isnt enough, his super-sized feet cause earthquakes with every step. Will he lay
waste to your city?

Ornithosaurus Wrecks

Part bird, part lizard, this fire-breathing giant is steaming mad and blazes a trail of
destruction in your city.

New Events

From research breakthroughs to financial boons (and busts!), these events add new
challenges and rewards.

Epidemic Outbreak

An epidemic strikes a home in the city potentially infecting workers who then spread the
disease to other buildings. These infected buildings can then potentially make others
who visit the building sick for several days. However, once a Sim has been struck by the
illness, they will not get it again during that outbreak. Avoiding unhealthy homes or using a
healthcare policy can help reduce the chances of an Epidemic Outbreak occuring.

Investment Bubble

General Strike

Your manufacturing and corporate workers walk out, shutting down their workplaces. A
strike will be worse in a city that has more angry workers, but is somewhat mitigated if
your workers had union representation in the form of a local Union Hall.

Scientific Breakthrough

Thanks to the hard work of your city scientists, your most prominent types of buildings cost
less to build. The category of buildings does not include ChildSafe, Private, or Syndicate.
Your city must have at least one research building to house the scientists who will make
this breakthrough.

Religious Holiday

Everyone in your city takes the day off and only worship venues may be visited by your
citizens. The more spiritually-centric your city, the more heightened the impact of this
event.

Counter-Cultural Revolution

In cities with both Authority and Creativity there is likely to be a clash when some Sims get
tired of working for the man. Each worker has a chance of dropping out of the rat race and
skipping out on work during this crisis. Depending on which side a Sim is on, he or she
will prefer venues that utilize the social energy they are in favor of, and may not gain any
happiness from venues that oppose their views.

Pilgrimage

A flock of pilgrims descends on your city and, along with homeless workers, increase
the attractiveness of all worship venues. Your city must contain a Mega Church, Sesshin
Center, or Cathedral to trigger this event.

Riots

Beware the effects of these ground-swelling events. When a riotous crowd of Sims acts
out, their explosive anger has the potential to spark equally volatile reactions, leading to
masses of furious Sims.

When this crisis hits your city, you see an increase in your treasury every hour. This hourly
increase continues for an undetermined period of time until the bubble bursts. Once it
bursts, your treasury takes the hit and decreases by an amount that corresponds to the
amount it gradually increased with an additional massive penalty.

Other New Stuff

Eyesore

The previous Eyesore ability has a larger impact and greater radius, and a smaller version
has been added to buildings like the Dive Bar and Tenements. However, a building that is
an eyesore, is immune to the effects of another eyesore. Look for the new display overlay
to avoid placing Venues near Eyesores.

Terrain Flattening Tool

Sometimes the perfect spot for a structure is just a little too hilly. The Terrain Flattening
tool lets you address this problem, leveling the ground so that you can place the building
where you want. You must first remove any existing structures within the targeted area.

Scenarios

Decorations now have a small chance of adding a happiness point to a nearby building
every day. However, only one decoration can affect a building at any given time.

Choose a scenario and challenge yourself to see if you can meet all of its goals. Playing
scenarios is a good way to branch out and discover different ways to play. From the main
menu, click the Go to Scenario Screen icon. Then click on the picture of a scenario to see a
description of it and review its goals and any conditions which will cause you to fail.

Buildings

A Land Apart

Inspiration

There are a number of new buildings to help you create the perfect city. Now you can add
a utilitarian Housing Project, an ber-practical Supermarket, a merry Carousel, and more.

Auto-Activation

Many building actions can now be set to activate automatically. If they can be set to autoactivate, their building action button is outlined in yellow. Right-click the activation button
(if available) and youll see a swirling yellow outline.

Fire Alarms

Now when a fire breaks out, an alert pops up on the game screen. Click the red button to
center your view on the fire. Click the blue button to center on the nearest fire station from
which you can quickly dispatch a truck to the scene.

Simple Roads

Sometimes you just want a road that gets from point A to point B. This tool lets you build
no-fuss roads with one 90 turn. If you need a road with more twists and turns, or want
to automatically pave the way from two points with a more complicated route, use the
Advanced Roads tool.

New Filters

Youve built the perfect neighborhood but its missing a local supermarket. Now you can
use the new function filters to find buildings fast! Choose from functions like Dining or
Accommodation, or view only the buildings added with SimCity Societies Destinations.

Its all about art in this scenario. Create a city where artists are revered above all else and
wealthy patrons flock to support them. Your romantic, refined city is sure to be pictureperfect!

Assembly Required

Create a mechanized industrial powerhouse employing your citizens as mere cogs in the
machine. Whats a little pollution and crime when youre cranking out goods as fast as you
can?

Dawn of Tyranny

You will build an authoritarian city. Your citizens will obey your every whim. In this
scenario, all of your tyrannical dreams can come true and no one will dare question them.

Futurology

The future is here and youre running the city that serves as the nerve center of a global
corporation.

Rockopolis

Get ready to rock. To be a true musical utopia, your city should be happy, fun, and provide
an Open Air Venue for music festivals. Rock on.

Simplify, Simplify

Leave the bustling cities of conspicuous consumerism behind and create a peaceful place
where Sims live simply and happily.

Hints and Tips

Dont neglect your city decor! Adding decorations not only makes your city
look nicer, it impacts nearby buildings, boosting the amount of happiness
they provide.

Pay attention to traveler feedback! On the Tourist Information
screen, you can view what each type of traveler thinks of your destination. Its okay
to not appeal to all categories, but make sure the ones you are targeting are getting
everything out of their experience that they want.

Performance Tips
Problems Running the Game
Make sure you meet the minimum system requirements for this game and that you
have the latest drivers for your video card and sound card installed:
For NVIDIA video cards, visit www.nvidia.com to locate and download them.
For ATI video cards, visit www.ati.amd.com to locate and download them.
If you are running the disc version of this game, try reinstalling DirectX from the disc.
This is typically found in the DirectX folder on the root of the disc. If you have Internet
access, you can visit www.microsoft.com to download the latest version of DirectX.

To view and close background tasks (Windows XP):

1. Hold down v and q and then tap s. Select the Windows Task Manager.
2. Click the Processes tab. This tab displays a list of all background tasks running on
your system.
3. Click the User Name column heading. This sorts all the processes together by user name.
4. Select an item with a user name, but DO NOT select one from the SYSTEM, LOCAL
SERVICE, or NETWORK SERVICE groups. Also, DO NOT select the explorer.exe or
taskmgr.exe items.
5. Click END PROCESS. You may receive a warning message, if so click YES. The selected
item disappears from the list.
Repeat steps 4 and 5 until only explorer.exe and taskmgr.exe remain in the user name group.

Video and Sound Drivers

An outdated video or sound driver can lead to slow and choppy gameplay, or in some
cases can prevent the game from running at all. To ensure an enjoyable experience with
your game, be sure that you have the most recent video and sound drivers installed. These
drivers are typically available for download from your system or hardware manufacturers
website. If you are not sure what type of video or sound card you have, or you dont know
how to update the drivers on your system, please refer to the documentation that came
with your system or peripheral.

General Troubleshooting Tips

If you have the disc version of this game and the AutoPlay screen does not automatically
appear for installation/playing, right-click the disc drive icon found in My Computer and
select AutoPlay.
If the game is running slowly, try reducing the quality of some of the video and sound
settings from the games options menu. Reducing the screen resolution can often
improve performance.
For optimum performance when playing, you may like to disable other background
tasks (except the EADM application, if applicable) running in Windows.
