Classification NEWS
Changes to the Rules and Regulations for the Classification of
Ships, 2002

Applicability

All Lloyds Register classed ships.

Information

There have recently been a significant number of changes to survey requirements formulated and
agreed by the members of IACS. Details of the changes, which will affect Lloyds Register classed
ships, are currently being published in Notices to the Rules and Regulations for the Classification
of Ships, July 2002. The Notices will be automatically distributed to all subscribers of our Rules
and will also be available to view on our ClassDirect Live website (www.cdlive.lr.org) shortly.
Changes that have been made together with the applicable Notice number, issue date and the
effective dates of the changes, are summarised below.
Notice No.1

Issue date: November 2002

v Surveyors are required to review the overall effectiveness of the ISM


Code during Annual Surveys.
v Revision of the survey requirements for bulk carriers over 10 years of
age, where the Intermediate Survey is to be carried out to the same
extent as the previous Special Survey.
v Revision of the survey requirements for bulk carriers at Special

Survey II, where the scope of Close-up Surveys has been extended.
Notice No.2

Issue date: April 2003

v New Special Survey requirements for double-hull oil tankers,


including Close-up Survey and thickness measurements. These
have been separated from the single-hull oil tanker requirements.
v Revision of thickness measurement requirements at Special Survey
IV and subsequent Special Surveys to include the plating of

v New Annual Survey, Intermediate Survey and Special Survey


requirements for general dry cargo ships, including Overall Survey,
Close-up Survey and thickness measurements. Additionally, general
dry cargo ships will no longer be permitted to operate on a
Continuous Survey hull basis.
v Revision of tank internal examination and tank testing requirements
at Special Survey.
v Revision of the Docking Survey and In-water Survey requirements,
including the requirement that a minimum of two docking surveys are
to be held in each five-year Special Survey period.
v New procedures covering the survey of tanks by means of boats and
