Backgrou
nd

The Province-wide Investment Plan for Health (PIPH), introduced in 2006, was
intended to strengthen local health planning with significant consideration for
building capacities of devolved health managers in Local Government Units (LGUs),
and to localize the Health Sector Reform Agenda through the local health plans.
The DOH and UNICEF jointly conducted the first thorough assessment of the
planning process for the Province/City-Wide Investment Plan for Health (P/CIPH) in
2014. The assessment, the first since the P/CIPH was implemented in 2006, was
carried out through key informant interviews and focus group discussions with DOH
Regional and LGU Health Offices. It took into account DOH Regional Offices and LGU
experiences, challenges and innovations in local health planning. The assessment
also showed the expressed need by the LGUs for continued technical assistance
from the DOH Regional Offices on planning for investment in health.
The assessment resulted in revising the P/CIPH planning guidelines and the
recommendations are contained in the new of the Local Investment Planning for
Health (LIPH) Handbook on Principles, Guidelines, Procedures, and Processes. The
Handbook will serve as a principal tool for Local Health Offices when they develop
and write their respective Local Investment Plans for Health. It will also be DOH
Regional Offices guide in providing technical assistance to Local Government Units.
Thus this module, has been written to facilitate and standardize the conduct of
orientations on the revised LIPH planning guidelines, procedures and processes for
Local Chief Executives such as Mayors and Governors.

II.

Objective and Learning


Outcomes
A. Objective

This one-day activity is aimed at orienting Local Chief Executives, such as Mayors and
Governors and their technical staff on the revised LIPH Handbook on Planning Principles,
Guidelines, Processes and Procedures to generate support on planning for LIPH and AOP in
particular as well as on investing for health in general.

The contents of this orientation package will be capsules of the following:

C. Expected Output
This one-hour orientation activity is expected to result in:
1. LCE support for LIPH and AOP, most specially for improving:
a. community participation in LIPH/AOP planning
b. collection and banking of evidences that will be used for planning
c. harmonization of planning schedules of LGU
d. increased investment on health
2. Plan for integrating LIPH and AOP into bigger LGU development plans
3. Policy cover for the LIPH planning team

III. Methodolo
gy
This one-hour orientation on the use of LIPH Handbook is designed to be interactive, using
multi-media to simplify planning process in order for the LCEs to have a clear grasp of what is
LIPH and its role in strengthening local health systems.
The following slides can be used by the presentor to facilitate discussion with the
LCEs or their representatives. Or the presentor can choose from the different slides:

tools that the LGUs may have on
BUB or from other national
agencies like DILG and NEDA

building blocks of the local
health system, as the pillars of
the Universal Health Care. Put
emphasis on LIPH Handbook as
the tool guide in planning to
ensure that investments for each
building block is appropriately
planned and costed. The role of
political leaders in governance
for health has to be emphasized
