INSTRUCTIONS TO CONTRACTOR
NAME OF WORK:- C/o Head Office Building of Punjab National Bank at Plot No-4, Sector-10,
Dwarka, New Delhi. SH: C/o Superstructure including Water supply,
Sanitary installations & Drainage, Interior works, External Development,
Internal Electrical Installations, HVAC, Lifts, Electric Sub-station, DG sets,
Fire Alarm & Fire Fighting system, Access control system, Telephone / LAN
etc.
A.

The contractor submitting the tender should read the schedule of quantities, additional
conditions, additional specifications, particular specifications and other terms and conditions
given in the NIT and drawings. The tenderer should also read the General Conditions of
Contract for CPWD Works 2010 with upto date correction slips, which is available as
Government of India Publications; however, provisions included in the tender document shall
prevail over the provisions contained in the standard form. The set of drawings and NIT shall
be available with the Executive Engineer, PNB Project Division-1,CPWD, Plot No.-4, Sector10, Dwarka, New Delhi. The contractor should also visit the site of work and acquaint
himself with the site conditions before tendering. The following conditions, which already form
part of the tender conditions, are specially brought to his notice for compliance while filling the
tender. They are requested to comply following instructions.

Tenders with any condition including that of conditional rebates shall be rejected forthwith.
Rates of such tenders shall neither be read out, nor entered in tender opening register at the
time of opening of tenders.

Contractor must ensure to quote rate for each item. The column meant for rate in figure
appears in pink colour and the moment rate is entered, it turns sky blue. While selecting any
(Zero). Therefore, if any cell is left blank and no rate is quoted by the Bidder, rate of such

The successful tenderer shall be required to submit a Performance Guarantee of 5% (Five


Percent) of the agreement amount separately for Civil work (Package A) and Electrical Work
(Package B) within 15 days of issue of letter of intent. This period can be further extended by
Engineer-in-Charge upto a maximum period of 7 days on the written request of the contractor.

Sales Tax, Excise Duty, Work Contract Tax, and Labour Cess etc. as applicable shall be
borne by the contractor himself. The contractor shall quote his rates considering all such
taxes.

It will be obligatory on part of the Contractor/ Tenderer to tender for and sign the tender
documents for all the component parts. The department reserves right to accept tender in full
or in part.

The Building is targeted for 5 Star from GRIHA rating. In order to secure this ratings, a high
degree of responsibility and cooperation is necessary from the contractors. All materials and
systems used in the project are intended to maximize energy efficiency for operation of Project
throughout service life (substantial completion to ultimate disposition
reuse, recycling, or
demolition) with an emphasis on top quality. Materials and systems are to maximize
environmentally-benign construction techniques, including construction waste recycle,
reusable delivery packaging, and reusability of selected materials. All vendors / contractors
must adhere to best practices related to Green Buildings.

Contractors who fulfill the following requirements shall be eligible to apply. Joint
ventures/Consortium and Special Purpose Vehicles are not accepted.

a)

The Bidder should have satisfactorily completed in last 7 (seven) years ending last day of the
month of November 2013:

(i)

Three similar completed works each costing not less than Rs.74.20 Crore
Or
Two similar completed works each costing not less than Rs.111.30 Crore
Or
One similar completed work of aggregate cost not less than Rs.148.40 Crore
And

(ii)

One completed work of any nature (either part of (i) or a separate one) costing not less than
Rs.74.20 Crore with some Central / State Government Department/Central Autonomous Body /
Central Public Sector Undertaking / City Development Authority / Municipal Corporation of City
formed under any Act by Central / State Government and published in Central / State Gazette.
And
At least one completed work (either part of (i) or (ii) or a separate one) costing not less than
Rs. 74.20 Crore inclusive of the item of the lift executed under one composite agreement in
Government or non-Government organization.
Previous experience in construction of GRIHA 3 Star or above / LEED Silver or above rated
buildings is desirable

Construction of four or more storied building in RCC framed structure


including internal water supply, sanitary installation, Internal Electrical Installation, HVAC, Fire
Alarm & Fire Fighting System, all composite executed under one agreement
Components of work executed other than those included in definition of similar work shall be
deducted while calculating cost of similar work. Bidder shall submit abstract of cost of work in
support of this.
The value of executed works shall be brought to current costing level by enhancing
the actual value of work at simple interest rate of 7% per annum, calculated from the date
of completion to the last date of receipt of application for tender.
(b)

To become eligible for submission/uploading, the bidder shall have to furnish an affidavit as
under :
/We undertake and confirm that eligible similar work(s) has/have not been got executed
through another contractor on back to back basis. Further that, if such a violation comes to
the notice of the Department, then I/we shall be debarred for bidding in CPWD in future
forever. Also, if such a violation comes to the notice of t h e Department before date of start
of work, the Engineer-in-Charge shall be free to forfeit the entire amount of Earnest Money
Deposit/Performance Guarantee (The scanned copy to be uploaded at the time of submission
of bid.)

(c)

The bidder should have had average Annual Financial Turn Over of Rs. 55.70 Cr. On
construction works during the last three financial years ending 31st March 2013. This should be
duly audited by Chartered Accountants.
The multiplication factor of 7% per annum simple interest is not applicable on the Annual
Financial Turnover figures.

(d)

The bidder should not have incurred any loss in more than two years during the last five years
ending 31st March 2013 duly certified and audited by the Chartered Accountants.

(e)

The bidder should have a solvency of Rs 74.20 Cr. certified by his Bankers.

(i)

The main contractor should either himself meet the eligibility criteria as defined in the bid
document at para 2 on page 9 & 10 or he will have to associate agency for E&M package after
award of work and has to submit details of such agency(s) confirming eligibility condition as
-in- charge of minor component within
prescribed time. Name of the agency(s) to be associated shall be approved by Engineer-incharge of minor component.

(ii)

Verifiable completion certificates of the work of registration/approval documents as the case


may be, duly attested by the applicant shall be submitted. Valid Electrical Contractor's license,
as the case may be, duly attested by the applicant shall also be submitted.

(iii)

Self attested Sales tax/ Vat registration documents in respect of the associated agencies shall
be submitted along with the form K.

The tender document consisting of plans, specifications, schedule of quantities of items to be


executed and the set of terms and conditions of the contract to be complied with and other
necessary documents can be seen i n the office of Executive Engineer, PNB Project Division1, CPWD, Plot no.-4 Sector-10, Dwarka, New Delhi during the office hours on all days except
on Second Saturday, Sunday & Public holidays and a ls o c a n b e downloaded free of cost
from website www.tenderwizard.com/CPWD or www.cpwd.gov.in.
Applicants are advised to keep visiting the above mentioned web-sites from time to time (till the
deadline for bid submission) for any updates in respect of the tender documents, if any. Failure
to do so shall not absolve the applicant of his liabilities to submit the applications complete
in all respect including updates thereof, if any. An incomplete application may be liable for
rejection.
Those contractors not registered on the website mentioned above, are required to get
registered themselves beforehand. If needed they can be imparted training on online
tendering process as per details available on the website. The intending bidder must have
valid class-III digital signature to submit the bid.
