Two more bombs exploded in London early Monday, causing
no injuries but prompting fears that the Irish Republican Army
was stepping up an offensive against the capitals tourist areas.
The explosions followed a series of similar small bomb attacks
in the past 10 days carried out by the IRA as part of its campaign
to end British rule in Northern Ireland. The first explosion in the
early hours on Monday occurred near the Novotel hotel in Hammersmith, West London. The second explosion came about an
hour later. Police said it appeared to have been caused by a device planted near Leicester Square.

and swaggered back to Downing Street with it in its mouth, the
News of the World said. The paper suggested Prime Minister

Leading European bourses stepped back from earlier highs
Wednesday after Wall Street failed to extend a sharp overnight
rally. The Dow Jones industrial average opened firmer following
a record 2,60 percent gain Tuesday but then quickly dipped into
the red. London, Paris and Frankfurt had all stood over a percent higher at midday but pared part of these gains as Wall Street
turned down.

1) Imagine a world without arts, a world of Mcfood, Walt culture and Rupertnews We have lost a vocabulary and an
area of permitted public discourse where values are valued
rather than costed; where inspiration is regarded as heaven
sent rather than an unacceptable risk. Instead, we have a
materialistic debate where the immaterial is dismissed as pretentious rather than welcomed as essential; where art for arts
sake is pigeon-holed as a personal obsession rather han recognised as a vital social ingredient; where the public good is
dismissed as a chimera so long as it cannot be quantified on a
balance sheet. But there will, of course, be ecstasy. Plenty of
that. Immediate, constant, diversionary, entertaining, in
ever-growing numbers, in ever-growing forms, on ever-growing occasions25.
2) Viewing was a damned stresspul business over the weekend.

Adherence to that course explains why so far, out of the hundreds of thousands who have been displaced, only 27,000 have
been flown out to third countries. However, that policy has run
smack into the sheer scale of the exodus from Kosovo.
The first, one of the poorest and politically most chaotic states
in Europe, is being swamped by the new arrivals. The second has
agreed to keep its border with Kosovo open, but on condition that
those crossing are in transit to a third country, NATO policy has
come up against a logistical, in the second, apolitical stumbling
block.

be entirely with the indigenous Scottish students, with their

But the parents of Hamish and Marmaduke and Cressida
might care, especially if they are being forced to cough up so
much in tuition; and when they go to their English MP to complain, they are told he can do nothing, my dear, because he has
no say in the matter; and yet the English parents will know that
Scottish MPs continue to have a say in education in England.
That is patently unjust. It is undemocratic. It is just one example of how the West Loathian question could begin to bite.
There is, in logic. Only one way to begin to address that imbalance, and that is to end the rights of Scottish MPs to debate
health, education and the rest of it at Westminster. That, in turn,
would undermine the right of Robin, gordon, Alistair, George and
the rest of the Scots to dominate the Cabinet as they do.
