Background
The Government of Nepal has received a credit from the International Development Association
(IDA) for the implementation of the Kabeli Transmission Line Project. Nepal Electricity Authority
(NEA) is the implementing agencies for the Project. NEA has allocated part of the proceeds of this
funding towards the consulting services for supervision of the safeguard measure under taken by
the Project through different agencies.
Nepal Electricity Authority is constructing Damak-Kabeli 132 kV Transmission Line and
associated Ilam, Phidim and Kabeli substations with the fund available from IDA. The target date
for completion of all project works is by the end of 2014. NEA has conducted IEE, SIA, RAP
studies, where different mitigation measures have been suggested. A social management framework has also been developed.
Kabeli Corridor 132 kV Transmission Line has concluded Memorandum of Understanding (MoU)
with Environment and Social Studies Department (ESSD) (a department within NEA) for the
implementation of environmental and social mitigation measures, enhancement program and
environmental monitoring Management. ESSD will conduct regular monitoring of the activities
in the Project, implement identified environmental mitigation, support project in implementing
certain mitigation measures, and prepare bimonthly reports. The Safe Guard Consultant team
shall comprise of one Environmental specialist and one Social specialist.

Objective
The objective of Consulting services is to carry out periodic monitoring of the implementation of
safeguard measures carried out by concerned units.
