coverage spanned major global, regional, and local media outlets, from print and broadcast to the web. The Doing
Business website had more than 800,000 page views and 54,000 downloads in just the first two weeks after the
reports launch.
Governments worldwide read the report with interest every year, and your contribution helps make it possible for the
Doing Business project to disseminate the regulatory best practices that continue to inspire their regulatory reform
efforts. Since 2010, 108 economies have implemented 153 reforms making it easier to trade across borders, including
20 reforms in 2013/14.

Consider an exporter in DB_tab_Survey_Country who has been contracted to sell DB_tab_Survey_Country's top export product, DB_tab_XProduct, to an importer
located in DB_tab_XPartnerMBC, DB_tab_XPartner. From the perspective of the exporter, please assess the time for and cost of the export process and its components:
domestic transport; clearance and mandatory inspections by customs and other government agencies; port/border handling; international transport; and document
preparation.
Assumptions:

The shipment travels from a warehouse in DB_tab_Survey_City to a warehouse in DB_tab_XPartnerMBC, DB_tab_XPartner.


The shipment consists of DB_tab_XProduct and weighs 15 tons.
Shipping cost based on weight is assumed to be greater than shipping cost based on volume.
The product is not secondhand or used merchandise.
The exporting firm hires and pays for freight forwarder and/or customs broker and pays for all costs related to international shipping, domestic transport, clearance
and mandatory inspections by customs and other government agencies, port/border handling, document preparation fees, etc.
The most widely used method of transport for DB_tab_XProduct as well as the most widely used seaport/airport/land border crossing are used. Figures A, B,
C and D illustrate the most common combinations of transport by sea, air and/or land.

Type of inspection

Customs inspections include documental and


physical inspection for the purpose of calculating
duties by verifying product classification, confirming
quantity, determining origin and veracity of other
information on the customs declaration. This
category includes all inspections aimed at preventing
smuggling.
Security inspections include risk assessments
based on an analysis of data elements (e.g., cargo

21. Accounting for simulteneity, how long does it take to obtain, prepare, submit and present documents throughout the entire export process for the shipment
from DB_tab_Survey_Country to DB_tab_XPartner? How much does it cost?
In practice, certain documents are prepared, submitted and presented in parallel. For example, you could be preparing commercial invoice and customs declaration at the same time as applying
for certificate of origin. We ask you to take into account such simultaneity, as applicable.
A document is defined as a submission of information (in paper or electronic form) about the imported product, about the exporting or importing firm, or on transport and transit, upon request by
any or multiple government agencies. A government agency is defined here as a body that is part of an executive branch of government, is financed from the government budget, and has a
power to coerce within its mandate. Documents required by law include documents required by national law and regulations, international trade law, or ratified regional trade agreements.
Please note that the methodology has changed this year and it is no longer assumed that payment is made through a letter of credit. Please exclude all documents that are required
solely for the processing of the letter of credit by banks or government agencies, such as the bill of lading.

Consider an importer in DB_tab_Survey_Country who has purchased auto parts (HS 8708) from an exporter located in DB_tab_MPartner. From the perspective of the
importer, please assess the time for and cost of the import process and its components: international transport; clearance and mandatory inspections by customs and other
government agencies; port/border handling; domestic transport; and document preparation.
Assumptions:

The shipment travels from a warehouse in DB_tab_MPartnerMBC, DB_tab_MPartner, to a warehouse in DB_tab_Survey_City.


The shipment consists of containerized auto parts and weighs 15 tons.

In practice, certain documents are prepared, submitted and presented in parallel. For example, you could be preparing customs declaration and commercial invoice at the same time as
obtaining bill of lading or applying for certificate of conformity. We ask you to take into account such simultaneity, as applicable.
A document is defined as a submission of information (in paper or electronic form) about the imported product, about the exporting or importing firm, or on transport and transit, upon request by
any or multiple government agencies. A government agency is defined here as a body that is part of an executive branch of government, is financed from the government budget, and has a
power to coerce within its mandate. Documents required by law include documents required by national law and regulations, international trade law, or ratified regional trade agreements.
Please note that the methodology has changed this year and it is no longer assumed that payment is made through a letter of credit. Please exclude all documents that are required solely
for the processing of the letter of credit by banks or government agencies, such as the bill of lading. Apart from the above, please note that this year we ask you to include all documents required
