SYNOPSIS
This document presents the On-Line Test Procedure for High Integrity pressure protection System (HIPPS) on
Flare Mitigation (CDU) Unit 011, Butane Splitter Unit 64, Marine Heavy Fuel Oil (MHFO) Unit 11, Catalytic Hydro
Desulphurizer (CHD) Unit 032.
This document is a part of SAMREF Clean Fuels Project (CFP). The intent is to implement SAMREF CFP
according to the requirements described in CFP project documents, Global Practices (GPs) and Design Practices
(DPs), Industry Codes and Standards, SAMREF specific standards, specifications, and procedures,
WorleyParsons corporate and project level standards and best practices, and industry standards.

On-Line Test Procedure for HIPPS

INTRODUCTION

This document presents the technical guideline for conducting on-line testing of the High Integrity Pressure
Protection System (HIPPS) valves, pumps, and transmitters installed on Flare Mitigation (CDU) Unit 011, Butane
Splitter Unit 64, Marine Heavy Fuel Oil (MHFO) Unit 11, Catalytic Hydro Desulphurizer (CHD) Unit 032.
Actual on-line testing procedure shall be a part of SAMREF Operation Manual

HIPPS operation logic described below:


When any of the following occurs:

PT-xxxA/B/C (2oo3) the pressure exceed HiHi set point or

HS-xxx (2oo3) ESD push button near HIPPS isolation valves is activated or

HS-xxx (2oo3) ESD push button near pumps (on CDU and MHFO units) is activated or

HS-xxx (2oo3) ESD push button in Central Control House is activated

XV-xxx1 and XV-xxx2 will close to cut off process line and

Trip G-xxxA/B/C pumps (on CDU and MHFO units)

HIPPS Trip Alarm activated

Then

HIPPS consists of the following components:


1) Three redundant pressure transmitters installed on process line.
2) One independent/dedicated triple modular redundant (TMR) SIL 3 certified fault tolerant HIPPS Logic Solver
(HIPPS LS) installed in SIH HIPPS Cabinet.
3) Valve skid with piping, two HIPPS isolation valves with limit switches, two bypass valves across the HIPPS
Valves with limit switches and key lock devices, block and bleed valves at each side of the HIPPS Valves, local
ESD pushbutton and two local SOV panels. SOV panels equipped with solenoid package, full stroke and partial
stroke test pushbuttons and lights.
4) Heater charge pumps 11-G-02 A/B/C for CDU 11 with ESD pushbutton installed near the pumps
5) MHFO buster pumps 11-G-021A/B with ESD pushbutton installed near the pumps.
Testing of all HIPPS components and logic is required at periodic intervals no greater than those shown in table 1

The DVC 6000SIS starts pre-programmed PST


test. DVC 6000 reduces the air supply to HIPPS
Valve actuator and thus triggers the valve to 90%
OPEN position.

not activated.

The DVC 6000SIS starts pre-programmed PST test.


DVC 6000 reduces the air supply to HIPPS Valve
actuator and thus triggers the valve to 90% OPEN
position.

DCS point PST Request 32-HL-xxx is ON.


SOV Panel: green light 32- ZLH-1012 ESDV
OPEN goes OFF for the duration of PST
SOV Panel: solenoid status green lights 11EL-653A/B/C/D is ON.
Local Alarm light 32-EL-528 is OFF.

NOTES:

DCS, discrepancy alarm 32-XA-xxx is initiated.

1) If the valve travel takes


longer than initial valve
signature time, the Operator
shall take actions described in
Operation manual.

After PST complete SOV Panel: green light 32ZLH-1012 ESDV OPEN goes ON.

2) During PST, if a trip condition


occurs HIPPS LS will abandon
PST and initiate trip of the
