1. Background
The tender was released on January 21, 2014. ENSCO is in the process of submitting a
competitive bid for Supply, Delivery & Commissioning of a Track & Overhead Geometry Vehicle
in response to Queensland Rails solicitation Tender CON-5604. The enclosed tender documents
describe the inspection vehicle that will be used to record parameters of the track and the
overhead.
The Vehicle will average 30,000 km of track travel per year with continuous travel up to 1,000
km at a time self-propelled. The maximum speed is 120 km/hr.
ENSCO is interested to be the prime bidder on this project since we were short listed for the
tender. We believe that our long history in the railway industry and our recent innovations in
the area of measurement systems will give us a good opportunity to be successful in this
tender.
ENSCO invites PT Inka to submit a competitive proposal for our evaluation to supply one
inspection vehicle in accordance with the QR specifications and our requirements detailed
herein.

2. Roles and Responsibilities


ENSCO will assume the following roles and responsibilities for this project:
Prime contractor
Supplier of the following systems:
o Track geometry measurement system
o Rail profile measurement system
o Rail corrugation measurement system
o Track magnet field strength measurement system
o Overhead measurement system
PT Inka will assume the following roles and responsibilities for this project:
Subcontractor to ENSCO
Supplier of vehicles and interfaces to ENSCO systems as outlined with the enclosed
interface specification
ENSCO and PT Inka will jointly assume the following roles and responsibilities for this project:
Installation design approvals
System interfacing
Installation, commissioning and training
Ongoing support

3. Scope of Work
The scope of work to PT Inka for this project is identified as follows:

Task 1: Vehicle Engineering Design


The following items are required under this task:
A Layout Design:
o Vehicle description with vehicle arrangement
o Mounting arrangement for ENSCO systems on the vehicle
A Preliminary Design Review Package (PDR) to include:
o Preliminary vehicle design with vehicle arrangement, major parts list and major
component descriptions/specifications
o Detailed vehicle acceptance procedure
ENSCO will submit the PDR package in its entirety to QR for review.
PT Inka will participate in necessary meetings with QR to present design and seek
approval. It is expected these meetings may take place around 3 months into the project
in Brisbane, QLD Australia.
Any changes will be incorporated into a Final Design Package (FDR)
As built documentation will be supplied on completion of manufacturing
The vehicle will include the features detailed in the QR specification attached to this inquiry.
There will need to be a pantograph on the top of the vehicle for the overhead measurement
system. It would be preferred to use a pantograph similar to the one used by QR on their
revenue trains. PT Inka shall supply the pantograph. ENSCO will get the pantograph
instrumented.
The vehicle shall incorporate the interface requirements detailed in the ENSCO-PT Inka Vehicle
Interface document.
Task 2: Vehicle Manufacture, Installation of Inspection Systems and Delivery of the Vehicles
The following items are required under this task:
Manufacture the vehicle
Provide installation assistance to ENSCO for the inspection systems. The installation of
the ENSCO system should be incorporated into the build schedule of the vehicle and PT
Inka to advise ENSCO when to be onsite.
Provide onsite support of static testing at PT Inka facility. PT Inka to advise to the extent
of testing that can be performed at the PT Inka facility.
Deliver the completed vehicle to QR at the designated location for delivery.
Task 3: Integrated Testing and Commissioning of the Equipment
The following items are required under this task:
Final integrated test and commissioning of the vehicle in Brisbane, QLD Aus. As detailed
in the specification for the vehicle.
Support for Purchasers acceptance testing

The system documentation package will be supplied and include the following items:
A detailed description of the vehicle.
Vehicle operating instructions
Vehicle maintenance instructions
Spare parts list
Detailed description of the vehicle maintenance intervals and tasks
Additionally provide training and training materials on the vehicle in Brisbane, QLD Aus. as
detailed in the specifications for the vehicle.

4. Location of Work
Assumed to take place at PT Inka facilities except where otherwise indicated in Section 2 & 3 of
this document.

5. Period of Performance
The Period of Performance is approximately 32 months from contract award including a 12
month warranty period. The estimated start date is June 1, 2014 subject to changes in contract
award dates and overall project schedule developments/changes.

9. Project Schedule
The following schedule is approximate and is provided for PT Inka reference in months from
contract award date.
PDR Package Delivery: 3 months
FDR Package Delivery: 5 months
Systems Delivery to PT Inka: 14 months
Systems Installation at PT Inka: 15 months
Vehicle delivery to QR: 17 months
Vehicle and System Commissioning: 19 months
End User Training: 20 months
PT Inka to provide a detailed schedule for the project as part of the submission.

10. Reporting Requirements


PT Inka may be invited to participate in monthly or semi-weekly conference calls as necessary.

11. Security Requirements


All materials exchanged by ENSCO to PT Inka are considered to be proprietary and not disclosed
outside of PT Inka without prior approval by ENSCO. Any additional security requirements have
been identified in the enclosed documentation.

12. Packing, Packaging, Shipping and Marking Requirements


Packaging and shipping will be done in a safe and reliable manner to avoid damage and to meet
the delivery schedule.

13. Instructions to Bidder


In preparation of this response, ENSCO requests that PT Inka provide the following information
to ENSCO:
Technical Proposal
Description of the Vehicles that can be used for input into the technical proposal
including the principles of operation, unique benefits and any other pertinent
information
Previous Projects If vehicles of similar design have previously been built by the
tenderer, full details of the distribution of the vehicles should be given, including current
location and contact numbers for verification of suitability for Queensland Rail
purposes.
