Regulations of the Inner Mongolia Autonomous Region for


Mongolian Spoken- and Written-Language Work
Public Notice No. 19 of the Standing Committee of the Tenth Peoples Congress of the
Inner Mongolia Autonomous Region
Date of Issuance: November 26, 2004
Issued by the Standing Committee of the Inner Mongolia Peoples Congress
On November 26, 2004, the Twelfth Meeting of the Standing Committee of the Tenth Peoples
Congress of the Inner Mongolia Autonomous Region approved the Regulations for Mongolian
Spoken- and Written-Language Work in the Inner Mongolia Autonomous Region. These
regulations are now being made public and shall go into effect as of May 1, 2005.

Chapter 1. General provisions


Article 1. These regulations are enacted in accordance with the Constitution of the
Peoples Republic of China, the Law of the Peoples Republic of China on Regional Ethnic
Autonomy, and relevant laws and regulations of the state in combination with the
actualities of the autonomous region, in order to promote the normalization and standardization and the institutionalization of the learning and use of the Mongolian spoken and
written language and its prosperity and development so that Mongolian spoken and
written language may play a better role in social life.
Article 2. Mongolian spoken and written language is the common spoken and written
language of this autonomous region as well as an important instrument for the exercise
of the right of autonomy.
Where state organs of all levels in this autonomous region fulfill their duties and
simultaneously use both the Mongolian and Han spoken and written languages, they
may make principal use of Mongolian spoken and written language.
Article 3. Peoples governments of all levels shall popularize and unify the standard use of
Mongolian spoken and written language. The Chahar dialect spoken by the Plain Blue
Banner of this autonomous region is the standard pronunciation of the Mongolian
language.

Article 4. Peoples governments of all levels shall safeguard the right of citizens of
Mongolian ethnicity to learn, use, research, and develop Mongolian spoken and written
language and shall encourage citizens of all ethnic groups to learn, use, and research
Mongolian spoken and written language.
Article 5. Peoples governments at or above the banner and county levels shall include
funding for Mongolian spoken- and written-language work in the fiscal budgets at their
respective levels.
Article 6. Mongolian spoken and written work institutions of peoples governments at or
above the banner and county levels are responsible for the work of planning, guiding,
supervising, and managing Mongolian spoken and written language in their respective
administrative regions.
The relevant departments of peoples governments at or above the banner and county
levels shall, each in accordance with its respective responsibilities, strive together to do a
good job of Mongolian spoken- and written-language work.
Article 7. Peoples governments of all levels shall praise and reward work units and
individuals who make outstanding achievements in the learning and use of Mongolian
spoken and written language.

Chapter 2. Learning and education


Article 8. Peoples governments at all levels shall give priority to developing and supporting education of all levels and categories that give instruction in Mongolian spoken and
written language and to training various types of Mongolian/Chinese bilingual professional
talents.
Article 9. The peoples government of the autonomous region shall gradually increase
funding investment for education that gives instruction in Mongolian spoken and written
language.
Article 10. Peoples governments at all levels shall give preferential policy treatment and
financial subsidies to schools that give instruction in Mongolian spoken and written language, reduce or waive tuition fees, textbook fees, miscellaneous fees, and teaching material
fees for students who are instructed in Mongolian spoken and written language, implement
a system of stipends and scholarships, and ensure that students from poor families can
complete their studies.
Article 11. Mongolian spoken and written language courses shall be set up in ethnic
Mongolian secondary and elementary schools that give instruction in Chinese spoken
and written language.

Article 12. Cities and leagues that have fairly large ethnic Mongolian populations shall set
up secondary vocational and technical schools that give instruction in Mongolian spoken
and written language.
Article 13. All types of colleges and universities shall gradually strengthen or create specializations in which instruction is given mainly in Mongolian spoken and written language
and expand enrollment in preparatory classes. Preparatory classes shall enroll students who
are to receive instruction in Mongolian spoken and written language. All types of colleges
and universities shall implement separate student enrollment planning for specializations
that give instruction in the Mongolian spoken and written language and gradually increase
the numbers of such enrollment.
Article 14. Peoples governments at all levels shall formulate special policies to provide
more employment opportunities for graduates from colleges and secondary vocational
schools that give instruction in Mongolian spoken and written language. State organs,
peoples organizations, enterprises, and institutions shall receive and accept college and
secondary vocational school graduates who have been given instruction in Mongolian
spoken and written language.
Article 15. Peoples governments at all levels shall set up practical technology-based training for farmers and herdspeople in areas of concentrated ethnic Mongolian communities
and enhance the construction of support facilities for practical technology-based training.

Chapter 3. Use and management


Article 16. The official documents of state organs and peoples organizations shall be
issued in both Mongolian and Han languages.
All state organs and peoples organizations stationed in the autonomous region shall
implement the provision stated in the preceding paragraph.
Article 17. Staff members of state organs, public organizations, enterprises, and institutions of all levels who use both Mongolian and Han languages in their work and who meet
the standards required by the autonomous region shall receive Mongolian spoken and
written language subsidies. The specific measures shall be formulated by the peoples
government of the autonomous region.
Article 18. State organs, public organizations, enterprises, and institutions of all levels shall
strengthen the construction of translation agencies and teams of Mongolian spoken and
written language, and shall be equipped with such translators.
Staff members who engage in the translation of Mongolian spoken and written language
in state organs, peoples organizations, enterprises and institutions of all levels shall receive
job subsidies for their work of translating Mongolian spoken and written language.
Persons in state organs, peoples organizations, enterprises, and institutions of all levels
who engage in translation of Mongolian spoken and written language and who have
obtained professional and technical positions shall receive the same benefits of medical

insurance, housing, and travel expenses enjoyed by other professional and technical
personnel in the same positions.
Article 19. When state organs, peoples organizations, enterprises, and institutions hold
important and large-scale meetings, both Mongolian and Chinese Han spoken and written
languages shall be used. When ordinary meetings are held, Mongolian and Chinese Han
spoken and written languages shall be used depending on the meeting participants.
Article 20. Judiciary organs of all levels shall, in their judicial activities, ensure that citizens
of all ethnic groups have the right to use Mongolian spoken and written language in court
proceedings.
Article 21. Petitions departments of all levels shall use Mongolian spoken and written
language for the reception of visits and handling of letters from the citizens who use
Mongolian spoken and written language.
Article 22. Both Mongolian and Chinese Han spoken and written languages shall be used
in social marketplaces in the administrative areas of the autonomous region.
The specific measures of managing the language used in social marketplaces shall be
formulated by the peoples government of the autonomous region.
Article 23. The public service sector shall use Mongolian spoken and written language
when providing services to citizens who use Mongolian spoken and written language.
Article 24. State organs, peoples organizations, enterprises, and institutions of all levels
shall rationally deploy MongolianChinese bilingual staff members.
Article 25. State organs, peoples organizations, enterprises, and institutions of all levels
that use various tests and examinations for the selection and appointment of public servant,
engagement of staff members, and promotions of professionals and technicians shall provide test questions in Mongolian language, and examinees may use Mongolian spoken and
written language to undergo written tests and oral interviews. MongolianChinese
bilingual persons shall be given priority employment.
Article 26. Radio, television, and movie institutions shall enhance the construction of
Mongolian-speaking contingents of actors and actresses and staff members to write and
produce content-rich Mongolian-language programs, films, and TV shows that meet public
requirements, and increase duration and frequency of their showing.
Art organizations of all levels shall increase their output of Mongolian language cultural
programs.
Article 27. Peoples governments of all levels shall support the work of publishing and
releasing Mongolian spoken- and written-language teaching materials, extracurricular
reading materials, audio and visual products, and Mongolian-language newspapers and
magazines as well as the construction of Mongolian spoken- and written-language Web
sites.

Peoples governments of all levels shall start up multiple distribution channels to


encourage the sale of Mongolian language books by commercial, supply, and marketing
institutions, and to promote the collectives and individual operation of Mongolianlanguage bookstores, and shall provide them with policy support.
Xinhua bookstores of all levels shall efficiently distribute Mongolian language books and
shall set up special sales counters for that purpose.
Article 28. Peoples governments of all levels shall gradually increase funding and subsidies
for Mongolian spoken- and written-language broadcasts, television, films, newspapers and
magazines, book publishing, and Web sites.
Article 29. Grassroots cultural centers and reading rooms in areas of concentrated ethnic
Mongolian communities shall provide Mongolian-language books, newspapers and
publications, and screen Mongolian-language film and television productions.

Chapter 4. Scientific research, normalization, and standardization


Article 30. Scientific research in Mongolian spoken and written language should adhere to
the principle of placing equal emphasis on research in basic theory and application theory,
and shall promote the learning, use, and development of Mongolian spoken and written
language.
Article 31. Peoples governments of all levels shall enhance leadership over scientific
research on Mongolian spoken and written language, make overall dispositions for and
exercise coordinated management over key research projects, include these in the scientific
research planning of the autonomous region, and support these by means of special fund
allocations.
Mongolian spoken- and written-language scientific research institutions and the relevant institutions of higher education should cultivate scientific research personnel for
Mongolian spoken and written language in a planned manner and constantly expand
the ranks of researchers on Mongolian spoken and written language.
Article 32. Mongolian-language-work institutions of the peoples government of the
autonomous region shall strengthen their work of normalizing, standardizing, and
informatizing the Mongolian spoken and written language.
Mongolian-language-work institutions of the peoples government of the autonomous
region shall organize tests for grading proficiency in Mongolian spoken and written
language, and conduct training and examinations on the standard pronunciation of
Mongolian language for on-the-job personnel who use it as their working language.
Article 33. Peoples governments of all levels shall strengthen the work of protecting the
cultural legacy of Mongolian spoken and written language and efficiently preserve, collect,
sort, and publish ancient books in Mongolian language.
Article 34. Peoples governments of all levels shall enhance interregional cooperation and
international exchanges on Mongolian spoken and written language.

Chapter 5. Legal liability


Article 35. If there are violations of the provisions of Article 16 of these regulations, the
relevant departments shall mete out administrative penalties according to law to the
directly responsible authorities and to other directly responsible persons.
Article 36. If there are violations of the provisions of Article 22, paragraph 1 of these regulations, administrative authorities in charge of Mongolian spoken- and written-language
work of peoples governments at or above the banner and county levels shall order those
responsible to make corrections within a specified time limit. If corrections are not made
within the time limit, fines of not less than 300 yuan and not more than 2,000 yuan shall be
imposed.
Article 37. If there a violations of other articles of these regulations, peoples governments
of a higher level shall order those responsible to take corrective action, and shall deal with
those who refuse to take corrective action.
Article 38. If staff members of state organs fail in the fulfillment of their duties to use
Mongolian spoken and written language when it should be used or hinder its use by citizens and thereby cause serious consequences, the relevant departments shall mete out
administrative penalties according to law.
Article 39. If staff members of Mongolian spoken- and written-language work institutions
of peoples governments at or above the banner and county levels do not perform their
supervision and management duties according to law or fail to investigate or handle the
violations of law they discover, the relevant departments shall mete out administrative
sanctions to the directly responsible authorities and to other directly responsible persons.

Chapter 6. Supplementary provisions


Article 40. These regulations are effective as of May 1, 2005.
