4.

5 M&E OF THE PROJECT PROGRESS


4.5.1 Objective
One of the tasks of M&ECs is to review the monitoring protocols such as SAP, EMP and
RAP, and monitor their implementations and project progress. The objective of this
monitoring is to identify negative or positive elements in the project progresses and their
impacts, and to give feedback to the PCMU, PIC and other relevant parties on timely manner.
The main issues to be monitored in terms of project progress and their impacts will be
progresses in (i) capacity building for irrigation management organizations, namely of SIDA
and FOs; (ii) implementation of SAP and EMP; (iii) Selection processes for the support to
FOs; (iv)

4.5.2 Capacity Building Works for SIDA and FOs


4.5.2.1

Monitoring Indicators

Capacity building in SIDA

Staff training in SIDA


Reorganized departments within SIDA
Technological improvements in SIDA
Coordination and communication mechanisms established in SIDA with AWBs, FOs,
and other stakeholders
Regularity of meetings of SIDA in accordance with the ordinance 2002, and
participation level of members

Capacity building in FOs

Number of FOs whose staff trained and number of staff trained


Number of FOs that has well equipped offices
Number of FOs establish and use an appropriate accounting system
Ownership and use of operation and maintenance machines and tools by FOs

4.5.2.2

Data collection and reporting

The data for verification for indicators will be collected through two ways; (i) reviewing the
progress reports of the PIC; and (ii) interviews with the SIDA representatives and case studies
with selected sample FOs at quarterly and six monthly bases using standard FOs monitoring
forms. The monitoring results will be reported quarterly and yearly basis.

4.5.3 Monitoring of implementation of SEP

The construction works may lead to loss of some assets like agricultural lands and plots,
buildings, communal assets of some people and communities, and need to be compensated.
The M&ECs will monitor these processes and compensation mechanisms in order to measure
whether compensation measures are taken in an appropriate manner and on time, and give
feedback about these processes to the PIC, PCMU and other relevant parties.

the assets and value of assets to be appropriated
the consultations during appropriation and compensation processes
agreements with the relevant persons and communities for compensation
compensation measures
income and welfare level of affected people before and after the appropriation
processes

Data collection and reporting

The data for verification of indicators will be collected through reviewing progress reports of
PIC, and special studies to be conducted with affected communities. Case studies will be
conducted with the relevant organizations including community based organizations and
affected people and communities on the field. Questionnaires will be prepared for these case
studies. These progresses will be monitored and reported quarterly and yearly basis.

4.5.4 Monitoring the selection processes for support to FOs


4.5.4.1

Main indicators

The number of FOs apply for support and number of FOs to be selected for support
The consultation meetings to be undertaken with FOs for identification of projects
The number and status of people to be consulted during the identification and selection
of projects
The satisfaction level of FOs and their members about the support to be provided

4.5.4.2 Data collecting and reporting


The data for verification of indicators will be collected through reviewing progress reports of
PIC, and case studies to be conducted with sample FOs and their members. A special
questionnaires will be developed for collecting data on these issues, and the results of these
studies will be reported on quarterly basis as the progresses are realized.
