Programme project description
This programme aims at establishing model
PHC districts ,one in each governorate and
two in Baghdad , training of PHC staff at
peripheral facilities, governorate ,and at
MOH central level , provision of supplies
and equipment necessary to deliver essential
PHC package (immunization, MCH,
nutrition, disease control, surveillance,
mental health, safe medicine, etc). This
will include revision of functions of facilities
at different levels of the district health system
(including community outreach and
community involvement). It will also include
strengthening of the public health system and
the revision of the district referral system.

Development Goal
To facilitate the transition of the Iraqi health care delivery system from curative hospital-based
into decentralized PHC based system with a focus on community outreach and community
involvement. This is in line with the MOH target of establishing a robust Primary Health Care
system centered on strengthening General Practice in the short-term and developing a Family
Physician nurse practitioner model in the long-term.

Immediate objectives
1. Build the capacity of MOH at central, governorate and district levels for the planning,
implementation and monitoring of a decentralized PHC system at district level, hospitals
and referral system and PHC model training centres.
2. Support the MOH to develop a sustainable PHC system in the country
3. Upgrade the health care delivery system in 19 model districts
4. To deliver a basic health package in the model PHC districts
Outputs, key activities and procurement
Outputs
1. 19 sustainable functioning model PHC systems (including a functional referral system) in
one district in each of the 18 governorates (Baghdad 2 centres) to provide basic health
package to the population.

2. 2000 trained health cadres at all levels.


3. Family Physician and nurse practitioner model initiated.
4. Enhanced community participation in health activities.

Key activities
1. Awareness raising and sensitization of policy makers, health professionals, and
community leaders to introduce the concept of PHC
2. Rapid assessment to verify and update needs assessed previously.
3. Functional rehabilitation of selected model district PHC centres and selected hospitals not
supported by the Emergency Obstetric Care (EOC) project.
4. Technical assistance to support the MOH in
Making operational policies and strategies for PHC system
Establishing SOPs and guidelines to ensure quality of health services.
Identifying HRH needs and plan for balanced quality health care at district level.
Building Capacity for District Team Problem Solving (DTPS)
Developing basic health kit package.
Strengthening and implementing state of the art monitoring and evaluation system.
Institutional capacity building at district level including managerial and supervisory.
5. Assessment of in-service and pre-service skills and knowledge. In-service and Pre-service
training curricula designed and implemented. The aim is to train 2000 various categories
of health personnel. (Physicians, nurses, Health facility managers and administrators,
etc)
