SECTION I

GENERAL
[] 1. ScoPE.-War

Department

publications

pertaining

to

training are, as a general rule, issued in the form of Field


Service Regulations, Field Manuals, Technical Regulations,
and Training Manuals. Training Regulations will eventually be eliminated by the gradual inclusion of suitable material,in other training documents.
a. Field Service Regulations.-Field Service Regulations
constitute the basis of instruction of all arms and services
in the operations of war and announce the basic doctrines
which are expanded and applied in other texts. They contain the fundamental considerations concerning the employment of the combined arms and the combined services, and
the strategical, tactical, and administrative employment of
larger units and territorial commands. For convenience,
Field Service Regulations are numbered in the Field Manual
series.
b. Field Manuals.-Field Manuals constitute the primary
means for expanding the basic doctrines of the Field Service
Regulations. They are to be used, with the Field Service
Regulations, as the primary texts for training in schools,
including extension courses, in garrison, and in the field,
being supplemented where necessary by other authorized
publications. Field Manuals will be numbered from 1 to
1000 and referred to as "FM 22-5", etc., or "FM 22-5, Infantry Drill Regulations," etc. They are published in three
general divisions as follows:
(1) Field Manuals for the arms and services.-The Field
Manuals for the several arms and services contain instructions relative to the tactics and technique involved in the
employment of such arms and services, together with data
needed in the theater of operations.
(2) Basic Field Manuals.-The Basic Field Manuals contain training and reference data applicable to more than one
arm or service; with special reference to the smaller units.

(3) Staff Officers' Field Manual.-The Staff Officers' Field


Manual is a compilation of information and data to be used
as a guide for the operations in the field of the general staff
or a similar staff group of all units in peace and war.
c. Technical regulations.-(1) Technical Regulations consist of a series of pamphlets supplementing the Field Manuals and covering subjects of a technical nature, the separate treatment of which is considered essential to a fuller
accomplishment of the training prescribed in the Field Manual series. The scope of this series includes(a) Pamphlets describing arms, equipment, and materials,
and containing instructions for the operation, care, and
handling thereof.
(b) Information and instructions as to technical procedures, exclusive of those of an administrative nature.
(2) Technical Regulations will be numbered from 1000
to 2000 and referred to, when abbreviated, as TR 1075-5, etc.
d. Training Manuals.-(1) Training Manuals consist of a
series of pamphlets published in elaboration of Field Manuals and contain instructions on methods of procedure to
be followed in the performance of or instruction in certain
duties of a training nature. These pamphlets may be in the
nature of(a) Guidebooks for instructors.
(b) Guidebooks for the specialist.
(c) Self-instruction pamphlets for the student in a
specialist duty.
(2) Training Manuals will be numbered from 2000 to
3000 and referred to, when abbreviated, as TM 2000-5, etc.
* 2. CHANGES.-a. HOW efected.-When the subject matter

contained in a pamphlet is changed or corrected, it will be


published as a change only when it is deemed inadvisable to
revise and reprint the entire pamphlet.
b. When promulgated.-Changeswill, as a general rule, be
published once a year and as near the beginning of the
calendar year as possible. The year in which the change is
made will follow the classification number at the end of each
paragraph. A change requiring immediate attention will be
published in a War Department numbered circular.

c. How published.-Changes will be published on one side


of the page only so that they may be cut and pasted over the
matter which they change.
d. How numbered.-Changes will be numbered in a single
series for each edition of each pamphlet, a nqw series being
started with the first change pertaining to an edition.
e. Drafts.-Drafts of matter submitted for publication as
changes will contain both the existing and the proposed
matter, the matter to be omitted, with a line drawn through
it, and the proposed matter underscored.
I. Minor, changes.-Minor changes, such as those intended
merely to change the rhetorical construction of a portion of
regulations for purposes of clarity or those not involving a
change of principle, will be allowed to accumulate and will
be published in a revision of the regulations in question.
g. Changes affecting other publications.-When changes
are prepared which may affect other War Department publications or portions thereof to the extent of requiring modifications of the latter, changes to the other publications so
affected will be prepared and submitted at the same time.

* 4. How DIsTRIBuJTED.-Training publications and changes


thereto will be distributed through the distributing agencies
enumerated in AR 310-200, to personnel of the Army on
active duty, to Regular Army headquarters, and to offices at
which Regular Army personnel are on duty.
A 5. ALLOWANCES.-a. The initial distribution of pamphlets

will be in accordance with the following unless otherwise


directed:
(1) Nine copies of every pamphlet to the headquarters of
each corps area or department.
(2) Five copies of every pamphlet to the headquarters of
each active Regular Army division.
(3) Two copies of every pamphlet to(a) Office of each chief of arm, service, and the National
Guard Bureau.
(b) Headquarters of each National Guard division to
which a Regular Army instructor is detailed.
(c) Headquarters of each division of the Organized Reserves to which an officer of the Regular Army is assigned.

(d) Headquarters of each general and special service school.


(e) Headquarters of the United States Military Academy.
(4) One copy of every pamphlet for(a) Headquarters of each garrisoned post or camp.
(b) The official office file of the professor of military
science and tactics of each educational institution maintaining Reserve Officers' Training Corps or section 55c NDA units.
(5) To headquarters, offices, and personnel other than the
above, as indicated opposite each pamphlet in the list under
paragraph 6.
b. Pamphlets designated in paragraph 6 for distribution to
noncommissioned officers and specialists will be issued to the
organization or office with which they are serving. Such
pamphlets will remain with the organization or office and
will not become the personal property of noncommissioned
officers or specialists, but will be distributed to them in such
numbers as the training needs of the organization or activity
require.
c. Any individual of the Regular Army, any Regular Army
headquarters, or any office at which Regular Army personnel
are on duty may, on showing need for the same, obtain
any printed pamphlet by applying to the distributing agency
serving them regardless of whether the desired pamphlet
is one that is designated herein for distribution to that
individual, headquarters, or office.
SECTION II
LIST
* 6. GENERAL.-Ca. The lists in paragraphs 7, 8, 9, and 10 show
the pamphlets published to date by number, title, and date
of publication, together with symbols indicating the distribution of each pamphlet.
b. Explanation of symbols.-A combination of letters, indicating the basic class of the distribution, and numbers,
indicating the specific arms or services to which the distribution in that class is limited, is used. The meanings of
these are as follows:
(1) Letters.
O.--Officers of all grades. No distinction is made between
field officers and junior officers.
N.-AlI noncommissioned officers.

C.-Headquarters of companies and similar units only.


H.-Headquarters and offices.
This distribution is in
addition to that provided for in paragraph 5a (1), (2), (3),
and (4). It includes(a) All Regular Army organizational headquarters from
brigade to company (or similar unit), inclusive.
(b) The technical, supply, and administrative offices at
corps area, department, and Regular Army divisional headquarters and at posts, camps, or stations.
(c) The offices of S-1, S-2, S-3, and S-4 at Regular Army
brigade and regimental (or similar unit) headquarters. The
staffs of separate battalion or like headquarters are included in this distribution.
(d) Offices, not strictly of the Regular establishment, at
which Regular Army personnel are on duty, such as the
cffices of instructors with the National Guard and offices of
the Regular Army personnel on duty with the Organized
Reserves. The reference library of each educational institution maintaining one or more units of the Reserve Officers'
Training Corps is entitled to receive for each unit one copy
of the training publications pertaining to the unit. Junior
Reserve Officers' Training Corps units will be given the same
distribution as senior infantry units.
I.-Noncommissioned officers of interested organizations
only.
S.-Interested specialists.
K.-Headquarters of interested organizations and interested offices. This follows the outline of distribution H
but restricts the distribution of a pamphlet to those headquarters and officers having an interest therein. It is given
a liberal interpretation with regard to offices.
L.-Officers of interested organizations only.
X.-Special distribution as directed by the War Department.
In distributions I, S., K, and L the character of the pamphlet determines the personnel or headquarters to which it
is distributed.
(2) Numbers.-(a) When not in parentheses, numbers are
used to indicate the various arms and services, as follows:
1. Air Corps.
2. Calvary.

(b) When in parentheses following C, H, or K, numbers
indicate the number of copies to be furnished.

(3) Where a letter is not followed by any numbers, it


indicates that the pamphlet is distributed to all the individuals, headquarters, or offices described by that letter.
Numbers following a letter indicate that the distribution is
limited to the individuals, headquarters, or offices of those
arms and services identified by the numbers. Where a
dash (-) is used between numbers, it indicates that all
the serial numbers between the end numbers are included
in the distribution.
c. Examples of symbols.
(1) FM 23-10-0 2, 4, 5, 7; N 2, 5, 7: H (2) 1-7, 9-11; H
8, 13, 14.-Distribution, in addition to that prescribed in
paragraph 5a (1) to (4), as follows:
(a) O 2, 4, 5, 7.-To all officers of Cavalry, Coast Artillery
Corps, Corps of Engineers, and Infantry on active duty.
(b) N 2, 5, 7.-To all noncommissioned officers of Cavalry,
Corps of Engineers, and Infantry.

1. Two copies to the headquarters of all Regular Army


company and higher units of Air Corps, Cavalry,

junior unit.
5. One copy for the official office file of each separate
office in which one or more officers of the Regular Army are on duty with National Guard and
Organized Reserve units of Air Corps, Cavalry,
Chemical Warfare Service, Coast Artillery
Corps, Corps of Engineers, Field Artillery, Infantry, Ordnance Department, Quartermaster
Corps, and Signal Corps.
(d) H 8, 13, 14.-One copy to the office of surgeon, inspector, and finance officer.
(2) FM 25-5-0 2, 6; L 3, 5, 7, 8, 10; I 2, 3, 5, 6, 8, 10; S;
K 2, 3, 5, 6, 7, 8, 10.-Distribution, in addition to that prescribed in paragraph 5a (1) to' (4), as follows:
(a) O 2, 6.-To all officers of Cavalry and Field Artillery
on active duty.
(b) L 3, 5, 7, 8, 10.-To officers of organizations of Chemical Warfare Service, Corps of Engineers, Infantry, Medical
Department, and Quartermaster Corps using animal
transportation.
