The proposed project is the extension of the dream of our prime minister Shri Narendra
Modi. He strived for the clean India and this project aimed at cleaning of river ganga and
improving the water quality of River Ganga.
The proposed project is designed after the series of the meeting with the stake holders. The
residents of the Varanasi city and the villagers of Varanasi (living at the river side) are the
primary stake holders and their views are taken in the considerations. The project is
planned based on the opinion of the city dwellers, Municipal corporation, local religious
and political leader.
8. Short summary of the project
The projects aims at improving the quality of river ganga. The govt. of India is doing many
projects to improve the water quality, But it was not very effective. Now it is very much
required the civil society take initiative to clean the river ganga.

The cleaning of the river ganga is very difficult to be done by the civil society. It requires
crores of money and approval from the different level of the government. So, our project is
mainly focused on the awareness of the city dwellers and villagers about the waste
management. Our project is also focusing on the collection of the waste management from
the city and villages and convert these waste into useful material.
We are also focusing the reuse of the waste water within the city and village limit. It will
help to grow different vegetables and kitchen gardening. With the simple techniques, these
waste can be properly used.
9. How well does the project/Action plan objectives fit in with the objectives of the
organisation as a whole?
Our organisation works on the environmental issues and create a green and sustainable
environment for the next generation. The vision and mission of the organisation seek to
promote the healthy practices in the society to conserve the environment. It aims to bring
the ecological balance by advocacy and action on the issues of river pollution, deforestation
and other related matters.
The project fully fits in the organisational goals and objectives. It targets the river pollution
of river Ganga in the Varanasi area. The projects aim to aware the citizen of Varanasi and
to create a healthy lifestyle towards clean environment.
10. Experiences from the previous project phase
The organisation had done a lot of projects on the environmental issues. Most of the
projects were related to the deforestation and water pollution. The organisation has
contributed in cleaning of Sanjvini lake in Kanpur district. The lake is surrounded by one
lakh population and people use to leave the sewage water in the lake which resulted into
the pollution of the lake. We started the project in participation with the government to
clean the lake. The government was mainly focus on the deepening of the lake and we were
focusing on reducing the waste disposal in the lake.
We also had similar experience with the afforestation project in the Allahabad district. The
number of trees was decreasing day by day. We interacted with the community and formed
forest protection committee. The committee regulates the use of the forest resources. The
committee was formed by the villager with our help. We done the capacity building training
and trained how to protect the forest and take the benefit at the same time.
Some of the major achievements of Sanjivini lake project are highlighted as below: Water level of the area went up by proper cleaning of the lake
Drinking water availability throughout the year.

Decrease in the solid waste specially the bio degradable wastes. The people using the
waste for organic manure and use in the kitchen/terrace gardening.
Waste water reduced to 30% of the pre-project time. Most of these waters are used by
the residents for the gardening.
Better understanding of the pollution to the people and awareness for healthy and good
practices towards the sustainable ecological system.
No major deviations were made in the implemented project. However, some minor
deviations were done for the effective implementation of the certain activities. The budget
was not changed during the project. The project is completed with the given budget.
B. Background to the project
The Ganga flows through Varanasi touching its western bank. This is the holy city of
Hindus where they come to worship and to cremate the dead. Million people worship, but
the river is still polluted. There are many attempt done to clean the river Ganga.The citys
tryst with pollution control started way back in 1954, when the state government started a
sewage utilisation scheme, building sewage pumping stations on different ghats to intercept
the sewage for diversion to a sewage farm located at the far end of the city in Dinapur.
Pumping stations were built at the Harishchandra Ghat, Ghora Ghat (renamed Dr Rajendra
Prasad Ghat),Jalasen Ghat and Trichlochan Ghat. In 1986, with the launch of the Ganga
Action Plan these projects were revised. More money was sanctioned and spent to refurbish
the pumping stations and build and repair drains. In addition, three sewage treatment plants
with a combined capacity of 101.8 million litres per day (MLD) were built: 9.8 MLD at
Bhagwanpur;80 MLD at Dinapur; and 12 MLD at the Diesel Locomotive Works. Then
hectic parleys began to spend more money on building new sewage hardware. In March
2001, the National River Conservation Directorate sanctioned another Rs 416 crore for
more trunk sewers and interception drains. Tendering started in earnest. But in September
2001 the Supreme Court, listening to a public interest matter on river pollution, halted the
process and asked for a review of the plan. In 2002, however, the apex court vacated its
earlier order. The plan was ready and cleared for implementation. Everyone forgot the city
was already out of money to run the existing plants.
This is when as early as 1997 a city-based group, the Sankat Mochan Foundation, had
suggested an affordable variation on the expensive pollution scheme. The city could build
watertight interceptors along the ghats that worked on the principle of gravity, so cutting
electricity (pumping) costs. Some 5 km downstream of the city, in Sota, the sewage could
be treated in advanced integrated oxidation ponds with the help of bacteria and algae. The

capital cost of this alternative was projected at Rs 150 crore. But Varanasis public water
works department has rejected this proposal saying that it is not feasible for it would disrupt
pilgrims and damage the historical ghats during excavation.
With the re-launch of the Ganga action programme, the city has sensed a new opportunity.
The National Ganga River Basin Authority (NGRBA) and the Japan International
Cooperation Agency have agreed to fund another Rs 524 crore worth of projects for
beautification of the Assi ghats and sewage infrastructure. By June 2013, for which the last
progress reports are available on the NGRBA site, some 12 per cent work had been
completed. It is difficult to say if this plan will be any different from the rest as it does more
of the same sewage treatment plants; infrastructure; drains and pumps and pipes. All
that has not worked till date in this cash and energy-starved city. Clearly, when there is
money to send down the river, cleaning it is not the issue at all.
Current Status
Prime Minister Mr. Narendra Modi starts the swachta abhiyan to overcome the problem of
sanitation and pollution in India. He divided the water resources as different ministery for
the focus attention on the water issues. The ministry has working on the planning for
cleaning the river Ganga. In July, the government announced Namami Ganga, (in
Sanskrit it means obeisance to the Ganges), an Integrated Ganges Development Project,
and allocated around $334 million for it. It promised a clean Ganges in three years.
1. Government Policy
The new government is very proactive in the environmental issues. The government
launched Bharat swacchta abhiyan The government is currently found to be active in
cleaning the river Ganga. The govt. recently formed new ministry under Uma bharti to take
care of these matters. However the govt has not done enough to control the water discharge
from the industries The govt has not made any strict plan to control the water discharge.
2. Problem Analysis
The target group and beneficiary of the project is the people of Varanasi. It will mainly
impact on the lives of the people living on the river bank. The river ganga is very polluted
in the area of Varanasi. The number of factory has increased tremendously in last few
decade and which result in the pollution. The waste water treatment plant which are under
construction and which are in the use are not sufficient to reduce the water pollution of the
river Ganga.It is very important to aware the citizen of the Varanasi about the helaty use of
the water and control the waste disposal in the river. The industries are mainly focused in

the profit of their business and not taking the care of the shared natural resources like river
Ganga. The law should also be amended to ensure that the liquid waste generated by the
industries should not cross the standard limit. The sewage system is also not very effective
and unable to treat the whole water before releasing the waste into the river. The research
and development is also not done at the highest level to reduce the waste or treat it
effectively. The people are also not aware of the problem of pollution

The target area are the villages on the bank of the river ganga and other villages who
discharge the waste into the river Ganga. The target group also include the city dwellers of
the Varanasi who discharge the waste in the river Ganga. It also consist the industries who

dont have the waste treatment plant in the factory and flow the waste water without treating
it.
4. Role of other NGOs , Governments, donors etc.
The government plays the most important role in the area. The government controls all the
power and rights for the effective implementation of the policies. The govt.always remain
the key factor in the project. As the project of the river ganga is very large and it is
impossible to neglect the role of the government. The government had spent crores of
rupees for cleaning the river ganga and is still planning to spend another hundred of crores
rupees. The infrastructure creation like water treatment plant, canal, sewage line is
impossible without the govt. initiative.
But only the infrastructure development will not sustain the project of clean river ganga,
but it also required the capacity building and the awareness among the people. Many other
NGO working in the area for the development projects. Few of the NGO is working on the
livelihood generation and revive the market of Varanasi sarees. Some other NGO are
working on the education and health sector and increase the no. of students going to the
school. They are also increasing the awareness about health issues. However, these NGOs
are not working on the environmental issues. The issues like river pollution, deforestation
have not been taken care by them.
5. Role of target group/right holders
The target citizen of the Varanasi are going to play crucial role in the implementation and
monitoring of the activities of the project. Members of the community will take part in the
proper management. The awareness campaign will be lead by the citizen of the Varanasi
and help to clean better environment. The citizen will also control and monitor the street
committee which will look after the solid waste management.
6. Action Plan
The proposed projects aims at the cleaning the river Ganga by creating awareness among
the people of Varanasi. The awareness will help to create proper solid waste management
and waste water treatment method in the city. The people of Varanasi will be directly
benefitted by having clean water of river ganga. In the first phase there will be the
awareness through radio, television , social media. It will be targeted to the citizen of
Varanasi to adopt good practices of waste disposal and reduce the waste from each
household. There will also be the road show to demonstrate the importance of the waste
management. The road show will be done by the people of Varanasi themselves.
Simultaneously the use of bio waste for the kitchen gardening will be promoted. The use

of bio waste into organic manure will lead to cultivation of flower and vegetables in the
backyard of the house. They can also grow the vegetables and flowers on the terrace. The
non-organic waste will be segregated into different types like plastic, glasses, metals,
electronic items etcs. These items will be then sold to the different recycling unit and then
turn sold back after converting into useful items. Similarly the waste water of the household
may be used for the kitchen gardening
7. Feasibility/viability of the project proposal /action plan
Clear and realistic goal/objectives
The goal and the objective are realistic and achievable. The planned activities like
awareness among the people, solid waste management, waste water treatment will help to
achieve the reduction of waste from Varanasi into the river ganga. Thus we will able to
achieve the goal and improved in the water quality of the river.
Need based project (Relevance)
The target group are in need of clean environment and improved water quality of river
ganga. The uncontrolled waste disposal in the river ganga lead to the deposit of
sedimentation in the river . It also lead to bad quality of the water which currently have
large quantity of chemicals. The target group need clean water for their survival. The
number of water borne disease is increasing day by day and the fish in the river are dying
because of bad quality of the water.
Social Acceptability
The ganga water is considered as one of the holy water in different community of Varanasi.
Hindus use to offer Ganga water in almost all the rituals. They offer ganga water to the
mother and child after the birth of the child. They also use the water during puja and other
religious activities. They also offer water to the dying person and after death they release
the ashes in the river.
While in muslim religion, they use ganga water before going for the namaz. They also use
the water in different religious and personal household work.
The target group considering of all the religion is coming forward for the cleaning of river
ganga.
Technical Feasibility
The planned activities are also technically feasible. The solid waste management technique
is one of the important tool for reducing the waste disposal. Many parts of the country had
started the solid waste management through different methods. Earlier on the name of the
solid waste management the solids waste were used for land filling. But now the trend are

changing in some parts of the country. Many places recycling of the solid waste has started
and running very well. The technical guidance will be done by those units .
Managerial and institutional capacity
Tamanna Environment protection society has sufficient number of manpower. It has skilled
manager in the field of the development. Some of the manager have experience of more
than 10 years in the field of environment protection and promotion of environmental
sustainable practices. The society will enhance the manpower according to the need of the
project. The organisation has sufficient field and administrative staff to take care of the
project. The organisation have robust information system which help to monitor the project
and proper utilisation of the resources. The organisation have the training centre and the
resource person to tackle the need of the project for awareness and promotion of healthy
environment practices.
Financial Feasibility
The project is financially feasible and will be completed in the given budget. The project
is designed in such a way to make it more cost effective. The resources are utilised at the
optimum level. The contribution of the citizen through participation in the awareness
campaign and act as resource person and motivator in the society helped us to make the
project more feasible.
8. Other Documentation
The documentation will be needed for the following things:
1. Tripartite agreement between the vermi-compost bags company, the society and the
community level organisation formed.
2. There will be tripartite agreement for the recycling factory, the society and the street
level organisation.
3. Documentation will be done for the record of day to day affairs. Separate documents
will be prepared in the Tamanna EPS to monitor the change in the society. Separate
registers, file will be created for the project monitoring and implementation.
4. The information system and accounting system will be same as of Tamanna EPS but
different set of data will be created in the existing system.
C. Proposed Intervention (What should happen?)

The overall objective is to clean the river ganga and to reduce the threat to the riverine
ecosystem. It will help to achieve the larger objective of clean river ganga and increase

in riverine ecosystem and increase in the tourism. The water borne disease and illness
will also be reduced. The overall objective is to create sustainable environment by
effective waste management practices.
b) Project Purpose
The purpose of the project is to create awareness among the people of the Varanasi and
reduce the waste by recycling and reuse.

The secretary of the Tamanna EPS will be the legal holder of the project and will be
responsible to the donor agency for the project implementation and timely reporting to the
donor agency. He will responsible for the physical and financial progress of the project.
Regarding the management part
The project will be managed by 29 staff who will be the responsible person for carrying
out the project. They will be directly under the secretary as per the hierarchy shown above.
Project Coordinator (One)
The project coordinator will be the overall in charge of the project i.e. planning, organising,
staffing, coordinating , control and direction to the project. He will also take care of the
sanction and approval of the government orders wherever necessary. He will also
responsible for the smooth implementation of every activities of the project.
Cluster Officer(4)

The cluster officer will be responsible for the implementation of the project in his
area/wards assigned to him. One cluster officer will be assigned three to four ward as per
the area.
Supervisor (12) and Project Animator (12)
Both the supervisor and the project animator will be responsible for the project
implementation in their given domain. However it is only indicative and there will be cross
functioning within each domain.
Other Resource Agency
Tamanna EPS will seek support from different NGO, Existing Sewage unit for the best
practices of the sector. The organisation will seek support for the resource from the govt
and agency including municipal corporation.
2. Institutional strengthening
Number of training is structured in the project itself. The training will be both for the
resource person and the participants of the training and awareness programme.
3. Time schedule
Please refer to the annexure
4. Means
The major means is the finance and the staff. The support has been asked for the creation
of sewage treatment unit for the waste water treatment and technology upgaradation of the
existing unit
Sewage treatment Units : The sewage treatment unit will be made by the private entity
which will be managed by the community itself. The initial cost of the creation of the unit
is required.
Computer(four): To facilitate the process, four computer will be needed. Each cluster
needs at least one computer to monitor the progress and proper implementation of the
project.
Bicylce (Twelve): 12 bicycle is required for the project animator to move in the cluster
and do the required work. It will help in the smooth work and will help to complete the
project on time.
5. Pre-conditions
The precondition is that the govt. should allow us to operate in the specified area. We had
already given the application to the concerned govt. department and requested to allow the

operation. We had also requested to grant land for the infrastructure creation of sewage
water treatment.
6. Project Management
The project will be managed at the two level
1. Management at the organisation level: At the organisation lebel. The project will be
managed by the people as per the hierarchy shown above. The secretary will be the
legal holder of the project whereas the project coordinator will be responsible for the
implementation of the project.
2. Management at the field level: The management at the field level by the committee at
the cluster level. The committee will be comprised of the general body and the
executive body. The president of the committee will be lead the project and the project
animator, supervisor will be the link between the Tamanna EPS and the local
committee.

All the citizen of the Varanasi will be get benefitted. They belong to all region, caste and
creed. There will be no differentiation between the citizen of the Varanasi and every
member will be given equal opportunity.
6. Institutional and management capacities
The organisation has very good management capacities. The Tamanna EPS had done lot of
project in last 5year which was done of the pre decided time and budget. The organisation
has also in house built software to take care of the monitoring and finance of the project.
The organisation has also one training centre which will be utilised for the project
implementation.
7. Economic and Financial sustainability
The project is sustainable in terms of finance and economic consideration. The segregated
solid waste like plastic, metal, electronics, glasses will be sold to the recycling unit and the
income will be used in the continuation of the project. The second phase of the awareness
will be done by the committee formed and they will carry forward the work.
Besides the committee formed and the cluster officer will continuously monitor the
progress of the project. It will help to take the corrective action if there is any change is
required. The project monitoring will also be done by the secretary, project coordinator and
the other stake holder.

It is proposed to conduct six monthly evaluation by the joint team. The joint team will
consist of the pvt. Body. Tamnna EPS, and the community. The evaluation will be rigorous
and will cover all the aspect of the project.
It is also proposed to conduct annual evaluation by the donor agency annually. All the
necessary support will be given by the society for smooth conduct of the society.
The terminal evaluation will conducted by the external agency. The external agency will
be decided by the organisation and the donor agency jointly.

Alternative Analysis
Depending on the objective tree, we may have some alternative to start with. We will analyse the
available alternative depending on the cost, resources, involvement of the external agency. The overall
objective may be initially divided in to parts- Solid waste management and treatment of waste water.
The pollution of the river ganga can be controlled if we are able to stop the dumping of the solid waste
in the river and also able to treat the waste water befor leaving into the river.
1. Solid Waste Management :- The waste generated from the household and the industry should
be properly collected. Items like plastic, electronic waste should be recycled. The recyclable
product may attract the private agencies to do the recycling process.
2. Waste Water Treatment :- The waste water of the city and the industry should be treated
properly and if possible the remaining water may be used in the local fields for the irrigation
and related purpose. If we treat the waste water and then leave in the water bodies, then the
pollution will decrease drastically.
