1.

Purpose
The purpose of this procedure is to define the inspection, testing method and
criteria for installation work of fire and gas system to achieve mechanical
completion.

2.

Scope
This procedure covers the inspection and test of material and the installation
of fire and gas system in plant and buildings. The equipment covered here in
are: manual call point, toxic gas detector, flammable gas detector, linear heat
detector, IR/UV flame detector, flashing lamp and sounder, smoke detector
and F & G Panels / JB.
Installation of instrument cables shall be in accordance with EPCMD-2-QM00JEP-CI-003.

Responsibilities

Construction Managers/Engineer in Charges is responsible for implementing


this procedure in their area.

HOD, QMD is responsible for maintaining this procedure.

DCC is the custodian of this document.

6.

Methodology

6.1

General Requirements

6.1.1.

All materials received at site shall be inspected, handled and stored upon
receipt.

6.1.2

All installations/construction/testing works shall be carried out in accordance


with the Safety Requirements.

6.1.3

Inspection and Testing shall be conducted by the Site Instrument Engineers or


be coordinated with Vendor's Representative where applicable. Verification of
inspection checklists and tests shall be witnessed, recorded on forms EPCMD2-QM00-FMT-HV-018 to 022 (as applicable) and signed by the Site Instrument
QC Inspector.

6.1.4

Test Equipments shall have a valid calibration certificate.

6.2

Supports

6.2.1.

Prior to site dispatch, the support frame, stand and/or bracket shall be
inspected and checked against the detailed drawing. Ensure all the supports
are surface prepared and painted as per relevant specification.

6.2.2

All rough edges shall have been removed, the assembly primed and painted in
accordance with the specifications.

6.2.3

Verify that "Red-Line" drawings are updated to show new locations of instruments if they
are located in a different location than what is shown on the drawings.

6.2.4

The supports shall be located in accordance with the F & G layout drawings.
The precise location shall be finalized in the field.

6.2.5

Particular attention shall be paid to the following:


- The installation shall not obstruct access way, exits or passages to the
equipment
- Sufficient access shall be maintained to allow maintenance in a safe manner.
- The installation shall be positioned to eliminate deleterious effects from hot
or cold surfaces, condensate spillage, vibration, near hazardous chemicals,
etc.
- The elevation of the installed instrument shall be checked as per drawing.

6.2.6

The installed support shall be inspected to ensure it is level, vertical and the
whole assembly is rigid. When supports are installed on precast concrete
foundation, the fixings shall be checked to ensure they are tight and secure.
Supports bolted to structural steel shall be checked to ensure all bolts, etc.
are correctly installed and securely fixed. Supports shall not be fixed to hand
railings or similar, non rigid structures. When supports are to be welded to
structural steel, touch up and repair of painting shall be done.

6.3

F & G Panel and Termination Racks

6.3.1

Installation of panel and racks shall be carried out in accordance with EPCMD2-QM00-JEP-CI-001.

6.3.2

Inspection results shall be recorded on form EPCMD-2-QM00-FMT-CI-015.

6.4

Toxic and Flammable Gas Detectors

6.4.1

Toxic and flammable gas detectors will be installed as per item 6.2.1 through
6.2.5.

6.4.2

All flammable gas detectors will be mounted on poles/supports as specified.

6.4.3

All flammable gas detectors shall be provided with collecting cones.

6.4.4

Combustible Gas detector shall be installed along the down-stream of wind


flow.

6.4.5

All toxic gas detectors will be located at low level, as specified in drawing.

6.4.6

Testing of detectors shall be done as per item 6.1.3.

6.4.7

Detectors shall be mounted so that they are free from the effect of
and shock.

6.4.8

Inspection results shall be recorded on form EPCMD-2-QM00-FMT-HV-021.

6.5

Manual Call Points

6.5.1

Manual call points will be installed as per item 6.2.1 through 6.2.5.

6.5.2

Mounting height shall be as per specification. Easy access shall be ensured.

6.5.3

Inspection results shall be recorded on form EPCMD-2-QM00-FMT-HV-018.

6.6

IR / UV Flame Detectors

6.6.1

Installation will be as per item 6.2.1 through 6.2.5.

6.6.2

IR/UV flame detectors shall be located such that a clear line of sight is
provided to all parts of the risk area.

6.6.3

Detectors shall be mounted so that they are free from the effect of vibration
and shock.

6.6.4

Testing of detectors shall be done as per item 6.1.3.

6.6.5

Inspection results shall be recorded on form EPCMD-2-QM00-FMT-HV-019.

6.7

Linear Heat Detectors & Smoke Detectors

6.7.1

Installation shall be as per item 6.2.1 through 6.2.5.

6.7.2

Testing of detectors shall be done as per item 6.1.3.

6.7.3

Detectors shall be mounted so that they are free from the effect of vibration
and shock.

6.7.4

Inspection results shall be recorded on form EPVMD-2-QM00-FMT-HV-020.

6.8

Audible Alarm Sounder & Flashing Lamps

6.8.1

Installation shall be as per item 6.2.1 through 6.2.5.

6.8.2

Preservation shall be carried out during the course of construction

6.8.3

Inspection results shall be recorded on form EPCMD-2-QM00-FMT-HV-022.

6.9

F & G Cables

6.9.1

Installation of cables and testing shall be carried out in accordance with


EPCMD-2-QM00-JEP-CI-003.
