Industry - Accademia Research & Development Program

ABOUT THE PROGRAMME


Industry Academia Research & development programme ( IARDP) formerly named as Industrial Research Programme (IRP) of Indo-French
Centre for Promotion of Advanced Research (CEFIPRA) was launched in 2002 to support collaborative research programme involving
Industry & Academia of both the countries. It has worked as an enabling platform for the organizations in India & France to realize their
potential in terms of product and process development. It has facilitated innovation, risk taking for Industries and also bringing the
private industry, public institutions and the government under one roof to promote the research and innovation between India & France.
The projects supported under the programme have resulted in prominent outcomes in the form of some products which have already
come to the market and some promising research leads seeing ray of hope for commercialization.

IARDP AIMS TO

Promote linkages between Industry and Academia of France and India by leveraging the research skills of Academia to enhance
the competitiveness of the Industrial partner involve.

THE IARDP OBJECTIVES:

To promote the development of new processes or products or the improvement of existing processes or products, thus offering
the industrial partners an enhanced competitiveness at the international level.

THRUST AREA
All the areas of technology of interest to the Industry
ELIGIBILITY

The project proposals that can be submitted in the framework of this programme should preferentially involve at least one industrial
partner and one research institutes each from India & France (2+2 Model).
However, project proposal not fulfilling this 2+2 model are also eligible (at least one industrial partner either in France or in India and a
research institute from the other country) but the proposal documents clearly justify the situation not fulfilling this 2+2 model. Further,
the scope of work and responsibilities of each participating partner in the project proposal must be highlighted.
The proposals must be innovative and Industry-driven towards the development or substantial improvement of new products, processes,
etc.

Eligibility criteria for Academic Collaborator


Principal Collaborators and Joint Collaborators have to hold a permanent position as scientists/ Faculty members in universities/ deemed
universities, academic institutes and national research and development laboratories/institutes.

DURATION & SUPPORT

The duration of the solution-driven proposals should be maximum for 3 years

Support will be given up to Euro 200000. Outstanding proposals may be considered outside this range as exceptional case

For Indian side, the support will be in INR & French side, it is in Euro.

Industries involved in the project are expected to invest in R & D activities in cash and or in kind. The proposal should detail the
investment
planned
by
industries
for
the
project.
Detailed guidelines for funding of projects under Industry Academia Research & development programme (IARDP):
The budget estimate should be as realistic as possible. The maximum quantum of budget for the project can vary upto a maximum of
200K for the entire duration of the project, for both the sides together. Estimate should be justified with the scientific objectives of the
project. The year-wise break-up of the budget should be in conformity with the phase-wise break-up of the project activities given in the
work plan. The budget will be released to the institutions / industries of the corresponding collaborators. The budget should be
consolidated

Student/Post-doc

in

the

laboratories

of

the

Collaborators

in

India/France

For Indian side, the salary applicable for JRF/SRF/RA has been adopted by CEFIPRA as per DST norms. The total amount including
fellowship, social security, travel and other charges provided for Post-doc fellow for 2 years or doctoral student for 3 years is Euros 60.000
for French side. Fellowships for PhD student will be1300 euros per month and for Post-doc, it will be 1850 euros per month. Please do not
include salaries / wages of the regular staff of the institutions where the research is to be carried out, as these will not be paid or
reimbursed
by
CEFIPRA.
The fellowship and social security charges for Indian students working in French Lab will be routed through Campus France. Renewal of
carte de sjour and other University charges will be reimbursed to the students by CEFIPRA through Campus France. After one year of
appointment in the French Lab, Indian students are allowed to visit Indian PIs Lab for one month. CEFIPRA will bear the travel cost and
will
provide
Rs.15,
000/as
remuneration.
For French students working in French Lab, the sanctioned salary component will be transferred to the concerned French institution
which has to take care of fellowship and all other related expenses of the students from the total amount, euros 60.000.
List of possible candidates for post-doc/doctoral positions is posted on CEFIPRA web-site so that PIs of CEFIPRA projects could utilise it for
the
selection
of
desired
candidates
if
available
in
the
list.
Support

for

equipment

The equipment available in the institutions of the Principal/Joint Collaborators must be used for the project activities. However, any
equipment which are essential for the project and not available in the institutions concerned may be included in the budget of Indian
Collaborators.

OPERATIONAL
Submission

Applicant can submit the proposal through online http://www.cefipra.org/cefipra-online.aspx. Proposal submission can be throughout the
year.
There
are
two
cut-off
date.
One
is
1st
February
and
other
is
1st
July.
Submission/implementation
of
projects
under
CEFIPRA
programmes
by
same
collaborators
If collaborators have submitted/implemented a CEFIPRA project, they can apply again if they fulfil the following conditions:

If a scientist is already working in a project under Industry Academia Research & development programme ( IARDP) as Principal
Collaborator (PC) or Joint Collaborator(JC), he/she cannot submit another project under the same programme as PC or JC.

There is no bar in applying for projects under other programmes of CEFIPRA while implementing a project under Industry
Academia Research & development programme ( IARDP) .

If a scientist apply as a Joint Collaborator or Principal Collaborator in two different project proposals at a time, and in case
both the proposals are approved, the scientist must opt for either one of the project.

Any Scientist who has implemented three projects under CEFIPRA programme as Principal Collaborator cannot apply for a
fourth project.

Indian and French collaborators are expected to be under service at the time of completion of the project. Scientists close to
their superannuation should have a younger joint collaborator in the project proposal

Evaluation of full proposal


Full proposal submitted under Industry Academia Research & development programme will be evaluated independently by at least three
experts from France and from India. The experts should be nominated by the Industrial Research Committee members. The proposal will
be
evaluated

State of the art from a scientific & technical point of view as well as of the economic environment.

Final Selection: After reviewing of full proposals by peer reviewer, the proposal will be placed before Industrial Research Committee
members for consideration. Once the proposal is recommended by the Committee, Collaborators have to submit the checklist in
prescribed format for Governmental clearance from Indian side. The proposal will be finally awarded after getting clearance from both
the government. Normally it takes two to three month times. Sometimes it may vary from proposal to proposal also.

FUNDING MECHANISM
After clearance of the proposals by both the governments, copy of the approved budget, guidelines for intellectual property
management plan and general guidelines applicable to CEFIPRA projects will be sent to the Heads of the institutions concerned with copy
to the principal Collaborators. Fund will be released after getting jointly signed copy of intellectual property management plan. After the
completion of the first project year, the institutions has to submit statement of account of funds received and expenditure incurred
during first project year and request for release of funds for 2nd project year. On receipt of such statement of account, funds for the 2nd
project year will be released after the deduction of unspent balance available during its first year. Similar procedure will be followed for
releasing funds for the 3rd years with the exception that 20% of the approved budget for 3rd year will be retained till receipt of the
comprehensive statement of account and consideration of the project completion report by the Industrial Research Committee of the
center. and general guidelines (Annexure-VI) applicable to CEFIPRA projects will be sent to the Heads of the institutions concerned with
copy to the principal Collaborators. Fund will be released after getting jointly signed copy of intellectual property management plan.
After the completion of the first project year, the institutions has to submit statement of account of funds received and expenditure

REVIEW & MONITORING
The activities of project proposal will be reviewed by Industrial Research Committee members through progress report, presentation
before committee & site visit. On-site visits could be organized during the course of the project either by the invitation of the partner or
at the demand of the IRC member (s). The vising committee will be constituted by the members of the IRC and experts nominated by the
Industrial Research committee members. The director, CEFIPRA is the in charge of the coordination of the visit. Collaborator has to submit
progress report six-monthly in prescribed Format. On completion, collaborator will submit completion report to CEFIPRA in prescribed
format. Industrial Research Committee will review the final completion report.
OUTPUT MANAGEMENT
Collaborators have to submit Intellectual Property Management Plan by following CEFIPRA s Intellectual Property guidelines ( Available in
the website). Fund will be released after receiving of jointly submitted Intellectual Property Management Plan.
FORECLOSURE AND TERMINATION
if it is found that the project is not likely to lead successful completion, Industrial Research committee of CEFIPRA may decide to
foreclose/terminate the project. The decision of Industrial Research committee of CEFIPRA shall be final in all respects.
