OPTIONAL RULE: FORTRESSES

Each player may create


a FORTRESS during the
game. A player is
allowed to have one
FORTRESS at a time.
A FORTRESS allows a
player to build armies on
one city, despite not
owning the entire set.

CONDITIONS
1. The player can only
create a FORTRESS when
they have landed on
the NO RETREAT! space.
The decision to declare a
fortress must be done
immediately.
2. The player must own
TWO of that set. For
example, if they wanted
to declare FORTRESS
MOSCOW, they must
own BOTH dark blue
cities MOSCOW &
SMOLENSK. Another
example - if they want to
declare FORTRESS
LENINGRAD, they must
own light blue
LENINGRAD, and either
DEMYANSK or
NOVGOROD (or all three
light blues).
It does not matter if the
secondary city has been
disbanded. But the
fortress city must not be
disbanded.
3. The player declares
which city is now a
FORTRESS. Then they
must GIVE, free of
charge, one city of
the same colour, to
another player! The
player receiving the city
cannot refuse to take it.
This free city will usually
be DISBANDED, as there
is no reason for the giver
not to get some RPs by

disbanding it prior to
gifting.
4. The receiver of the
free city MUST
immediately rebuild it
for the disband cost plus
10%. Alternatively, the
receiver may leave it
disbanded, but still has
to immediately pay just
10% of the disband cost
and leave it as inactive
and disbanded. Later if
they rebuilt, it will cost
the rebuild +10% RP
(meaning they will have
paid the additional 10%
RP twice).
In rare cases, this could
bankrupt a player. Tough
luck!
5. The controller of the
FORTRESS must
immediately build one
or more army.
Minimum x, up to the
maximum allowed,
xxxxx.
6. FORTRESSES ignore
the requirements to
control ALL cities of the
matching colour.
Fortresses also ignore
the requirement to build
evenly. Indeed,
according to conditions
to create a fortress, the
usual requirements to
own the whole set, and
build evenly, are
automatically broken.
7. If the fortress ever
has its armies disbanded
down to zero armies, the
fortress is destroyed.
Armies cannot be rebuilt
as if it is a fortress. The
player would now just
own an incomplete set,
that follow all normal
rules for building armies.
If, through player(s)

becoming bankrupt,
original or other players
gain a complete set
again, later, normal
building army rules
apply. If somehow, all
the conditions for
creating a FORTRESS,
are fulfilled by any
player later, a new
fortress can be declared
involving cards in that
set.
8. If a player has a
fortress and still owns
another city of the same
colour as that set, they
are not allowed to build
armies on any other city
of that colour, while the
fortress exists.
8. NO RETREAT! SPECIAL
RULE. When a player
lands on NO RETREAT!
they are allowed to
disband (sell off) armies
from the fortress AT FULL
purchase price instead
of the usual 50%. So, if
you land on NO
RETREAT! you do not
lose RPs from disbanding
armies on a fortress. But
you can only do so,
immediately upon
landing on NO RETREAT!

EXAMPLE
Soviet player owns
LENINGRAD &
DEMYANSK. German
player controls
NOVGOROD. The Soviet
player lands on NO
RETREAT! And declares
FORTRESS LENINGRAD.
They disband DEMYANSK
for 50 RP, and then gift it
to the German player.
The German player
immediately rebuilds

DEMYANSK, paying 55
RP. The Soviet player
builds one army on
FORTRESS LENINGRAD.
At the end of the turn,
the Soviet player has a
fortress with one army

on it (and can be
increased up to xxxxx
later as desired. The
German player now
owns DEMYANSK &
NOVGOROD. The
German player, now

happens to fulfil the


requirements to build a
fortress on either
DEMYANSK or
NOVGOROD, if they land
on NO RETREAT! later, if
they wanted to.
