Cagayan provincial disaster council acquires new rescue boats

TUGUEGARAO CITY, Cagayan- The Provincial Disaster Risk Reduction and Management Council (PDRRMC) here recently acquired six units of aluminum rescue boats to beef up
their capabilities to respond to water rescue operations in the province.
Bonifacio Cuarteros, disaster risk reduction and management officer, said the procurement of additional rescue boats worth P8 million was funded by the provincial government.
Each boat has a 4-stroke 60 horsepower motor which is durable in flood search, on-the-water incidents and other similar rescue operations, Cuarteros said.
He said the six additional rescue boats will be deployed in the provinces four cluster centers: Sanchez Mira for the northwestern side, Buguey for the northeastern side, Lal-lo for
the extreme north area and the provincial capitol for the southern part.
Cuarteros said they will also provide the members of the PDRRMC, disaster responders and rescue units with trainings for them to continuously ENHANCE their skills and
capabilities in disaster and rescue operations.

SAN MATEO, Isabela A mongo seed variety which

is suitable for the rainy season will be available soon
here, Municipal Agriculturist Emiliano Camba recently
said.
Munggo, locally known as balatong, is grown
shortly before the onset of the summer season when
the soil still holds substantial moisture.
Camba said the new seed variety, which will come
from the towns demonstration farms, will be distributed
for farmers soon who ventured in munggo production
as additional income source.
He said the only seed variety planted by farmers
here now are the drought resistant variety which is
suitable during the dry months.
The new seed variety is expected to increase the
towns annual munggo production which is now touted
as the countrys munggo capital, Camba said,
encouraging more farmers to consider alternate
cropping of munggo to keep them from being idle after
the cropping season.
Besides its economic value, Camba added that
munggo, according to experts, is one of the most
nutritious foods, being a source of protein, calcium

5ID strengthens relief operations for typhoon victims in Region 2

The 5th Infantry Division (5thID) fortified its efforts to
assist in disaster relief operations as it opened its doors
to ABS-CBN Sagip Kapamilya to ensure the distribution

of relief goods to victims of Typhoon Karen and the

incoming Typhoon Lawin.

immediately advised the Office of the Assistant Chief of

Staff for Civil Military Operation, G7, to provide storage

for 250 sacks of food packs from ABS-CBN to be
prepositioned at the 5thID Headquarters, Camp Melchor
F Dela Cruz, Upi, Gamu, Isabela on October 18, 2016.
The storage of the food packs in the headquarters
is part of the 5th IDs efforts to ensure that relief goods
are ready for distribution as typhoon victims would need
them. This as Northern Luzon was recently bashed by
Typhoon Karen, causing damages to crops and infrastructures.
The relief goods are also part of the preparation for
the incoming Typhoon Lawin, a possible super typhoon
which was reported to hit Cagayan province on Thursday according to PAGASA. The purpose of
prepositioning the goods at 5 th ID is to support the
governments Humanitarian Assistance and Disaster Response (HADR) efforts in Region 2.
The relief goods will be under the safekeeping of
G7, 5thID and will be utilized jointly by the Philippines
Armys 5th Infantry Division and ABS-CBN to augment
government resources in times of calamity, particularly
for the Disaster Risk Reduction Management (DRRM)
operations for Typhoons Karen and Lawin.
Atal ensured ABS-CBN that the items are secured
and will be guarded for the benefit of the people. He
added that the Star Troopers are ready anytime to help
them in distributing the relief goods for the intended
recipients.

TUGUEGARAO CITY, Cagayan - Amid increasing incidents of carnapping here, Mayor Jefferson P. Soriano
urged the city law makers to fast track the passage of
the proposed chain-lock system ordinance here.
Soriano, in a public hearing on peace and ORDER
situation here, said there was already an ordinance proposed by former city councilor now Board Member
Rosauro Resuello mandating all motorcycle owners to
have their vehicles chain-locked when parked.
Aside from the city polices counter measures,
we still want to push for the enforcement of the chainlock system ordinance as an effective measure to pre-

facts and accountability in the
administrations war on drugs,
the two houses of the legislature
mutated into the three monkeys
in ancient Asian tradition.
The three monkeys tale is

It was popularized by a 17thcentury carving over a door of the

worried with the possible
influx of Chinese workers
competing with Filipino
workers for local job opportunities as a result of prospective Chinese projects
and investments in the light
of President Rodrigo
Dutertes 4-day visit to
Beijing, China this week.
The group said they
are rather confident President Duterte and his cabinet economic cluster team
could attract Chinese infrastructure projects and investments that would ultimately provide decent, quality and permanent jobs for
an estimated 10.4 million Filipinos who are currently
unemployed.
Foreign workers are
not banned to work in the
country. But they are regulated, thus, we are hopeful
that President Dutertes trip

bridges in Cagayan
TUGUEGARAO CITY, Cagayan - Following the road widening projects, the Department of Public Works and Highways (DPWH) region 2 is retrofitting major bridges in
Cagayan Valley Region to fit them with the additional lanes
of the widened roads.
Regional Director Melanio Briosos said the projects
aim to provide more convenient and safer transport facilities to the public as well as ease traffic congestion in some
parts of the region.
He said five major bridges of the projects were already
completed since July of this year which costs P23.68 million.
The projects include the Pinacanauan Bridge in this
city, Baret Bridge along Cagayan-Apayao Road, Balzain
Bridge in this city, Dapang Bridge along SantiagoTuguegarao Road, and the Liwan Bridge along kalinganCagayan Road.
These are major bridges that are serve not only the
people of Cagayan Valley but the natives of the neighboring provinces as well, Briosos said.
On his part, Engineer Amado Martinez, chief -Maintenance Division, said they applied such as the Carbon Fiber
Reinforced Polymer (CFRP), steel plate, and Asphaltic Plug
Joint in the projects.

nonetheless may be considered interested or
affected parties. Summons must, therefore, be
served not for the purpose of vesting the courts
with jurisdiction but to comply to the requirements of fair play and due process to afford the
person concerned the opportunity to protect his
interest if he so chooses.
It is clear from the records that the petition
for cancellation or correction of an entry in the
Birth Certificates of Chaudery Imteshal
Muhammad Acua Nawab Din in the civil register involves substantial and controversial alterations, particularly that the legitimacy of paternity or filiation, or legitimacy of marriage. Thus
a strict compliance with the requirements of
Rules 108 of the Rules of Court is mandated and
his parents as indicated in the Birth Certificate
under LCR No. 2002-1345 name Olivia Torres
Acua and Abdol Razak Bin Nawab Din and
under Registry No. 2003-201 namely Teresa T.
Acua and no fathers name was indicated, must
be impleaded and notified. If the entries in the
civil register could be corrected or changed
through mere summary proceedings and not
through appropriate action wherein all parties
who may be affected by the entries are notified
or represented, the door to fraud or other

of which might be detrimental and far reaching.

Alejandro Jacob were married on February 14,

marriage, petitioner and her husband had lived
as common law husband and wife and out of
their union a child was born named Analyn
Jacob on December 29, 1979 in Tuguegarao
City; that fact of birth of Analyn Jacob was registered twice, one with the Office of the City
Civil Registrar of Tuguegarao City and the other
with the Office of the City Civil Registrar of
Santiago City, Isabela; that petitioner discovered the record of birth of her daughter Analyn
the Office of the City Civil Registrar of Santiago
City, Isabela only this year when she secured a
copy of her birth certificate from the Philippine
Statistics Office Authority; that the registration
of the fact of birth of Analyn with the office of
the respondent was a mistake or not proper as
she was not born in Santiago City; that the mistake was due to the oversight of Analyns grandfather Segundo Jacob who however did not
have personal knowledge of he fact of her birth;
and, that the registration of the birth of Analyn
with the Office of the Civil Registrar of Santiago
City was improper, irregular and erroneous,
hence petitioner prays that the record of birth
of Analyn Jacob under Entry No. 2-1 in the office of the respondent be cancelled.
WHEREFORE, hearing of the petition is set
on December 6, 2016 at 8:30 oclock in the

LBP, DENR, PO ink pact

for greening program
CITY OF ILAGAN, Isabela The Land Bank of the
Philippines (LBP), Department of Environment and
Natural Resources and the Rang-Ayan Nature Spring
Credit Cooperative here recently signed a memorandum of agreement for massive greening program in the
province.
William Savella, Provincial Environment and Natural Resources Officer-Isabela, said the tripartite agreement aims to bring back the provinces forest cover
and to mitigate the adverse impacts of climate change
in the countryside.
He said the agreement also aims to create healthier
and cleaner surroundings and help provide sustainable livelihood opportunities to the people in the province.
Under the agreement, the DENR will identify the
area for plantation and provide technical assistance
through its Community Environment and Natural Resources Offices (CENROs) while the LBP will provide
funds for the procurement of forest and fruit bearing
trees for the reforestation program
The Rang-Ayan Nature Spring Credit Cooperative,
a peoples organization in the province, will be mobilized for site development and maintenance of the
planted seedlings to ensure its survival.
On October 8, 2016, at least 2,300 forest and fruit
bearing tree seedlings, provided by LBP, were already
planted at Sitio Coop Barangay Villa Imelda in this city
led by some LBP officials and employees, PENRO
Isabela employees, CENRO Ilagan City and other sectors here.

Rescuers train on crime

Ganiron said the initial responding officers or
rescue team must preserve the scene with minimal contamination and
should not disturb physical evidences.
It is important to al-

ways follow safety procedures and must respond with caution, she
said, adding that the responders must also know
how to secure and control the people at the
crime scene.
She said responders
must prevent individuals
from altering or destroying physical evidence by
restricting movement, location, and activity while
ensuring and maintaining
safety at the crime scene.
We really need the
support of rescuers especially in providing immediate medical attention
for injured people, however, they must know
their limitations and the
proper procedures to be
observed at the crime
scenes, Ganiron said.

Fourth, after taking a sidetrip to probe
alleged summary killings perpetrated by an
alleged Davao Death Squad (DDS) during
president Dutertes stint as Davao city mayor,
the Senate justice committee declared that it
found no evidence of the existence of a death
squad.
After hearing and cross- examining Edgar
Matobatos testimony that he was a member
of the DDS, the Senate committee is
recommending the filing of perjury and
murder charges against Matobato.
Some opposition figures and citizens have
charged a whitwash and a cover-up, because
of the sweeping verdict that there are no EJKs
and the clean bill of health handed to the
president. Social media has been especially
rife with criticisms of the work of Senator
Gordon as Senate chief prober.
Unanswered questions
While I am still awaiting the committee
reports, and relying solely on the announced
committee decisions, my chief complaint and
criticism at this point is that the two inquiries
did not resolutely probe to establish facts
about the drug war. It has left many questions
unasked and hanging. It was in too much of
a hurry to please the President.
1. When Mr. Duterte says over and over
that there are 3.7 to 4 million drug addicts in
the country, who should even be killed, where
is his corroborating statistical proof for this?
The Dangerous Drugs Board (DDB) and the
Philippine Drug Enforcement Agency
(PDEA), as well as UN monitoring of our drug
situation, maintain that there were at most
1.7 to 1.8 million drug users in the country as
of last year.
2. When the president says that the drug
war will only be finished when the last drug
dealer or pusher is eliminated, who is he
banking on to do the killing? The police and
military? The vigilantes?
3. If an order to kill is issued by the
President, will the PNP or AFP obey the chief
executive and commander-in-chief ? Does the

President have the authority to issue such an

order?
These questions, in addition to the oftasked question about summary killings,
clamor for answers.
They need a serious and urgent answer
within the context of a formal inquiry,
because unless plans miscarry, the UN
probers will be in Manila soon to conduct
their formal investigation. The country and
the government will be able to avoid the
odium of being a human rights abuser, if
government moves expeditiously to answer
these questions.
Reopen probe of summary killings
Some senators, notably Sen. Panfilo
Lacson, has expressed keen interest in the
reopening of the Senate inquiry in order to
put to rest questions that many citizens are
asking.
Says Lacson: I need somebody or
something that will corroborate or buttress
what [Edgar] Matobato has testified to. The
witnesses of the CHR [Commission on
Human Rights], I still want to hear them
out. Lacson is the chairman of the Senate
committee on public order and illegal
drugs.
Lacson holds out the possibility that
another witness and physical evidence could
support the allegations of Matobato.
Lacson said he did not see any proof
during the recent hearings that would link
the President to EJKs.
Lacson also believes that the investigation
of summary killings was incomplete without
the testimonies of the witnesses of the human
rights commission.
In objecting to the termination of the
hearing, Senator De Lima also averred that
there had been no thorough evaluation of the
written submissions and documents by the
committee, especially those from the PNP,
including the official policy papers on
Operation Tokhang, spot reports of the socalled firefights between the police and the
suspects that ended up in the death of the
suspects, and the SOCO reports.
Moreover, she said, the President and PNP
Chief Director General Ronald del Rosa had
not been made to account for their
pronouncements on the violence of the
campaign against drugs.

deserve US assistance anymore due to the
Philippine Presidents unpredictable foreign
policy.
President Duterte is not a reliable ally.
The United States should not allow such an
unpredictable regime to be a trigger for war,
Bandow said.
Washington should drop the mutual
defense treaty and joint patrols, he stressed.
Bandow added that the Philippine
President has the tendency to pull
Washington into a possible confrontation
with China amid the sea feud between
Beijing and Manila.
Insisting on defending the Philippines
irrespective of its actions is particularly
dangerous. Manila relies on American
support rather than its own military in
confronting China and could drag the United
States into a conflict easily, Bandow said,
adding that the Philippines needs America
far more than America needs the Philippines.
Manila spends less than one percent of its
gross domestic product on its military and its
best ships are US cast-offs. It doesnt help
defend the United States from anyone, he
said.

Bandow is way off in his analysis. Its not

the Philippines that the US is ready to defend.
The US wants the Philippines as its ally
because this serves the US interests, not the
Philippine interest. Thats why the US wants
at least five bases for use of American troops
so that if war beaks out with China, the US
will have the advantage of a shorter distance
to hit China. Besides, for the elucidation of
Bandow, it isnt the Philippines that wants
to wage war against China, but the US that
does.
Bandow is also dead wrong when he
states that the Philippines, long subsidized
and defended by America shows such
ostentatious disrespect and that Rody
should not be treated like a co-equal and ally
if he doesnt behave like one.
America has long defended the
Philippines and worse, has long been
subsidized by the US? Thats crap. US was
the colonizer.US governed the Philippines.
Filipinos were treated as inferiors despite the
fact that they fought with the US during the
war.
Manila was the second worst city
destroyed during WW II but US money was
never poured for its reconstruction. Instead,
money was poured into Japan, that was the
enemy of the US during the world war.
Hell, even the US bases in the country
were rent free for the Americans and for a
100 years. Subsidized by the US? Thats BS.
Bandow himself said the Philippines best
ships are US cast-offs. Big White brother
selling military cast- offs to an ally while
it gives other allies missiles?
He also advises the US government to
junk the Mutual Defense Treaty and the joint
patrols.
Have I got news for Banslow. Duterte
would be so happy if the US abrogates the
treaties and agreements with the Philippines.
But what appears is that which Rody is
really angling for is to expand the Philippine
horizons trade and economic ties with other

Candidate Soldiers of the 5th Infantry (Star) Division,
Philippine Army take a break from their rigorous training
on October 9, 2016, and spent quality time with their
respective families and friends that visited them at 5th
Division Training School, Camp Melchor F Dela Cruz, Upi,
Gamu, Isabela.
Early morning, the Main Gate of the Star Division
becomes very busy as the families and friends of the
candidate soldiers undergoing training at 5DTS arrived to
visit them.
Each family brought food and non-alcoholic drinks
for them to partake together with their candidate soldiers
at the picnic area of the school. Moreover, the happy faces
of their visitors brought endless joy to the students making
them stronger and eager to finish the rigorous training to

become a well - rounded soldiers of the Philippine Army

for their family and the country.
Family Visit is a cherished tradition of the 5DTS and
one of the most looked forward to activity by the Candidate
Soldiers since the students are not allowed to go out of the
5DTS premises or be visited by anyone for a period of six
(6) months.

Commandant of 5DTS ensures that morale and well-being
of every students are also taken into consideration as they
faces tough exercises in the whole duration of the training.
This activity is one of the most morale lifting event of the

Cagayan - Without any
repeal of the provisions
of Republic Act 3601, the
mandatory collection of
irrigation service fees
(ISF) by the National Irrigation Administration
(NIA) would still in effect.
Mac Toribio, NIA information officer, said at
present, neither the senate nor the congress has
amended the said law
which allows NIA to collect ISF from the users of
the irrigation systems to
sustain its operations.
Despite the absence of legal authority
to scarp the irrigation
fees, a number of farmers
in the region are not paying already their obligations to NIA, he said after President Duterte,
during his campaign rallies in May 9 elections,
promised to abolish the
ISF.
Toribio said without
the amendments, farmers
are still obliged to pay
the ISF this year to ensure the continuous operation of the irrigation

systems.
He said NIA collects
the ISF based on the
farmers harvest during
the wet and dry season.
For instance, farmers served by the
agencys diversion water
system are required to
pay the peso equivalent
of two cavans per hectare of harvest during the
wet season, and three
cavans in the dry season, he said.
He said the collected
ISF subsidized the operation costs of the irrigation
systems in the region particularly the PAYMENT of
the pumping stations
electric consumption.
We have major
pumping stations in
Cagayan which generate
an average of P76 million
electric bill alone aside
from other operating costs
and maintenance expenses, Toribio added.
Meanwhile, Toribio is
asking for the full cooperation of the farmers associations in the region in
helping NIA for the responsible payment of

I can attest to that. Weak
and already on his
deathbed when I visited
him in Hawaii on February
3, 1989, Marcos personally
asked me to convey to Cory
Aquino his offer to give up
90% of his earthly
possessions to the Filipino
people,
through
a
Foundation which he had
set up, but Cory only would
allow him to die in his own
country and be buried
beside his mother.
I related this incident
in a book Neither
Trumpets Nor Drums,
published in 1992 right after
I ended my term as Vice
President
of
the
Philippines.
Pertinent portions that
book I now quote for the
benefit of those who have
not read it.
One of the most
unforgettable trips I took as
Vice President was my visit
to Honolulu on February 3
and 4 1989.
On February 2nd, at
about 5 p.m., I received an
urgent call from Mrs. Imelda
Romualdez Marcos in
Honolulu. She was sobbing
on the phone. Doy, pwede
ka bang maka-punta rito?
Masama na ang tayo ni
Ferdinand. Gusto kang
kausapin. Baka hindi na
siya magtagal Please, please
come, she pleaded.
Ill have to cancel my
appointments. Maybe I can
go in few days? I asked.
She interrupted me,
Baka hindi mo na siya
abutin. Please come as soon
as possible!
I thought about it. The
cases filed against the
Marcoses had been
pending for three years, yet
nothing had happened.
And the nation remained
fragmented. Perhaps, if I
tried the Lincolnian
approach With malice
toward none, with charity
for all we might be able to
settle the issue and unite

the nation.
Then I remembered
Imeldas plea: Gusto kang
kausapin. Maybe there is a
chance maybe he is ready
to settle?
She first briefed me
about President Marcos
condition that he was
very weak. The doctors who
were attending to him told
me he had a less than 50
percent
chance
of
surviving, that he might not
even last three months.
Then they took me to
the Intensive Care Unit.
I could not recognize
Ferdinand Marcos when I
saw him. The Marcos I
knew was athletic, active,
and articulate. The man I
saw was skin and bones.
About eighty-five pounds.
Imelda
announced
cheerfully: Andy, Andy,

His eyes opened. He
recognized me. He tried to
talk. But only his lips
moved. There was no
sound.
He signaled the nurse
to remove the tube
imbedded in his throat.
The Nurse pulled out

voice, very faint, almost a
whisper. Salamat, brod,
nakarating ka. I have
something to tell you.
I interrupted him:
Before you start, Mr.
President, may I ask just
one question?
He nodded.
Why did you call me,
Mr. President? Why me of
all people? I vehemently
oppose you. I was probably
one of those responsible for
your ouster Why Me?
He signaled me to
stop.
Say no more, brod, he
said. I never held that
against you. You did what
you had to do as leader of
the opposition for many

years. You opposed me on

principle, never on
personality. You were
against martial law but you
were noble about it, unlike
some people. Besides, I
cannot forget your father. I
owe him my life, not once
but thrice. Let me talk now.
I have very little time.
Please tell Mrs.
Aquino to stop sending me
her relatives. They are
proposing and asking so
many things. All I want is
to die in my country I will
run over 90 percent of all
my worldly possessions to
our conversation to our
people. I ask only 10
percent for my family.
Just let me die in my
own country. I want to be
buried beside my mother.

I wrote her a letter dated
February 5, 1989: Since my
arrival yesterday, I have
been trying to get an
appointment with you

suggestion that I share with

that the message was
entrusted to me in

Corys refusal to receive Marcos message was
perhaps her biggest mistake. Had she studied it
carefully, she could have

Council against VAWC to help victims

Council on Violence Against
Women and Children (IACVAWC) is set to develop
programs to ensure holistic
approach in handling cases
and standards for the delivery of services to victimsurvivors of violence.

(DSWD) said there is a need
for an integrated referral
system among stakeholders
to ensure timely, systematic,
synchronized and effective
response to such cases.
The program also includes assistance in the filing of cases against individuals, groups, agencies,

or otherwise known as
VAWC.
He said the council will
work together to monitor the
implementation of the act
through the development
and institutionalization of a

smart phone o handy phones ang gagamitin para sa apat na coastal municipalities ng
Isabela.
Ipinagamit ng PDRRMC ang mga nasabing satellite phone para may derektang
ugnayan sa mga lgus na siyang nakatutok sa kung ano ang sitwasyon sa Dinapigue,
Palanan, Divilacan at sa bayan ng Maconacon sa sandaling mag-land fall na ang
Super Typhoon Lawin(HAIMA) sa mga nabanggit na bayan ng Isabela.
Nais din ni Governor Bojie Dy na may first hand information silang masasagap
upang maaksyunan ang priority na kailangan doon.
Dalawa ding kahintulad na satellite phone ang nasa kamay ng PDRRMC na
siyang magbabato at tatanggap ng mahalagang impormasyon sa bawat sandali na
kailangan ng kaganapan sa napakalayong apat na coastal municipalities.
Naka-heightened red alert ang buong puwersa ng PDRRMC, PSWD, Red Cross,
BFP, PNP IPPO, Phil. Army at PSO sakaling mangailangan ng mabilisang pagkilos sa

government here is expected
to receive more than P67
million from OceanaGold
Phlippines, Inc. (OGPI) as
payment for its Real Property Taxes (RPT).
Lawyer Voltaire Garcia,
provincial legal officer, said
the amount represents
OGPI's RPT payments for
the year 2015 and 2016.
The provincial government is also waiting for the
court's decision on the interpleader case filed by OGPI
regarding its payment of
more than PHP29 million
and more than P33 million
as RPT payments for the

years 2013 and 2014.

The sudden payment
of OGPI's RPT to the province excludes the RPT for
2013 and 2014 because it is
under protest. So with this
agreement, we are expecting
a continuous payment of
their RPT to the provincial
government, Garcia said.
He said that the RPT
payment of OGPI has been
realized after the company
agreed to a Memorandum of
Agreement (MOA) with the
provincial government.
Garcia said the MOA
requires OGPI to pay its RPT
for 2015 to 2016 and onwards while there is an interpleader case filed includ-

ing the mining firm's acceptance of sole responsibility

to deal with matters that may
arise should there be an opposition move from Quirino
province.
According to Garcia,
OGPI's sudden move to
settle their RPT payments
might have been triggered
by the directive from the
Department of Environment
and Natural Resources
(DENR) why the mining
firm should not be suspended.

the list of mining companies
of DENR to be suspended
