FINANCIAL ACCOUNTABILITY
A Training Design

RATIONALE
The Barangay as the basic political unit, serves as the primary planning and
implementing unit of government policies, plans, programs, projects, and activities in the
community.
In Presidential Decree (P.D.) , otherwise known as Government Auditing Code of
the Philippines, it is provided that it is declared policy of the State that all resources of
the government shall be managed, expended or utilized in accordance with law and
regulation, and safeguarded against loss or wastage through illegal or improper
disposition, with a view of ensuring efficiency, economy and effectiveness in the
operation of the government.
Accountability, especially in the Barangay level, is essential in the proper
management of the units fund and property, and will instill in the minds of the officials
concerned a sense of responsibility over the proper care and use of public resources.
Thus, the Liga ng mga Barangay (LnB) in collaboration with the concerned local
and national government agencies will conduct an activity entitled Seminar on
Financial Accountability and Assessment to ensure that these responsibilities are
being exercised within the authority of the Code and turn these community leaders into
a fully independent and developed financial planners
Hence, this design.
COURSE OBJECTIVES
This activity is designed to:
1. Review the Budget Process Cycle and Budget Calendar;
2. Equip the participants in the proper formulation of Barangay Development
Plan, Program of Works and Barangay AIP;
3. Discuss the IRR of RA 9184 The Government Procurement Act;
4. Discuss the collections and disbursements and financial accountability;
5. Conduct Assessment and Evaluation
STRATEGY OF IMPLEMENTATION
The training shall be managed by the Liga ng mga Barangay (LnB)- Gen. Luna
Chapter in collaboration with the different department heads.
COURSE CONTENT

The following shall be given attention during the two-day seminar-workshop:

Background & Discussion on Barangay Budget Process / Budget Calendar

Statutory Mandatory Obligations

B.

Preparation and Formulation of Barangay Development Plan, Annual

Investment Plan & Program of Works

C.

Discussion on RA 9184

D.

Discussion on collections and disbursements and other financial

documents

METHODOLOGY
This activity shall utilize lectures, powerpoint presentations and workshops and
other necessary strategies to realize the objectives of the activity.
TARGET DATE AND VENUE
This two-day activity shall be conducted on April
Premiere, Lucena City.

TARGET PARTICIPANTS
Punong Barangay, Barangay Kagawad Chairman on Appropriation, Secretary
and Treasurer will be participating in this activity.
COST

collected from each participant chargeable against barangay fund to cover up the
