2. RationaleforProgram
a.InstitutionalRationale(e.g.AlignmentwithInstitutionalMissionandStrengths)
TheproposedbaccalaureateinCivilEngineeringatPurdueUniversityNorthCentral(PNC)supports
thedirectionofthePurdueSystem;isanintegralaspectofPurdueNorthCentralsstrategicplan;
contributestohumancapitalandeconomicdevelopmentin northernIndiana;andmeetstheneeds
ofemployersinthisregion.ThisdegreeprogrambuildsuponPNCssuccessfulbaccalaureatedegrees
inmechanicalengineeringandelectricalengineering.

AnimportantpartofPurdueNorthCentralsstrategicplan,whichwasapprovedbythePurdueBoard
ofTrustees,istoaddbaccalaureateandmastersdegreestobetterservetheregion.Indiana
CommissionforHigherEducation(ICHE)policyisforregionalcampusestogrowtoserveIndiana
residents:WithincreasingadmissionsstandardsattheIndianaUniversityandPurdueUniversity
flagshipcampusesRegionalCampuseswillplayanincreasinglyimportantroleinservingHoosiers
withhighquality,lowcostbaccalaureatedegreeprograms.Inaddition,ICHEpolicyisthatRegional
Campusesshouldsignificantlyimprovecompletionrates

essentialforPNCtoaccomplishthis.

TheregionalcampuseshavebecometheprimaryaccesspointtoaPurdueeducationforIndiana
undergraduatestudentsasPurdueWestLafayette(PUWL)isfocusingmoreongraduate,
international,andoutofstateenrollment.In201011,thePurdueregionalcampuses(Indiana
UniversityPurdueUniversityFortWayne,PurdueCalumet,PurdueNorthCentral)enrolled24,655
residentundergraduates;PUWLenrolled19,381residentundergraduates

PurdueNorthCentralcurrentlyhas21baccalaureateprograms,includingtwoinengineering.TheB.S.
inMechanicalEngineeringwasapprovedin2007.TheprogramhaditsfirstABETaccreditationreview
inOctober2011,andwasapprovedforaccreditationattheannualABETboardmeetinginthe
summerof2012.TheB.S.inElectricalEngineeringwasapprovedin2011.Theproposedbaccalaureate
inCivilEngineeringwouldbethelastengineeringdegreeforPNCfortheforeseeablefuture.

TheproposedprogramisinlinewiththecurriculaincivilengineeringprogramswithinthePurdue
Universitysystem.WiththerichbackgroundofPurdueengineering,theproposedprogramcanbe

implementedattheNorthCentralCampuswithlittledifficulty.Itbenefitsthecommunityandthe
statethroughexpandedofferings.

b.StateRationale
ThefacultyandacademicadvisorsvisitedlocalhighschoolsandfreshmanengineeringclassesatPNC
toobtainfeedbackfromstudentsabouttheirinterestinB.S.engineeringprogramsattheNorth
Centralcampus.Thestudentsurveyindicatesthatthemajorityofstudentswhohaveaninterestin
engineeringprefertostudytheelectrical,civilandmechanicalengineeringdisciplines.Inaddition,
feedbackfromthelocalindustrialadvisorycommitteerevealedastrongneedforthesedisciplinesto
beprovidedlocallytosupportthemanufacturingindustryandlocalmunicipalitiesinnorthern
Indiana.Localmunicipalitiesalsohaveaneedforengineersforwater,sewage,environmentaland
transportationsystemsandinfrastructure.

Inadditiontotheregionaldemandforpubliceducationalengineeringopportunities,theprogram
willincorporatenewinitiativesassociatedwithincreasedretentionandscholarship.Ethicsand
communicationswillbeincludedthroughoutthecurriculum.Eachlabwillcontainintensive
communicationelements,includingbothwrittenandoralpresentations.Eachengineeringcourse
willalsoincludeacomputationalcomponentratherthanrelyingononlyonecomputationalcourse.
Retentioneffortswillbeimplemented,assessed,andtheresultsmadeavailabletootherprograms.
Theretentionissuesassociatedwitharegionaluniversitythatenrollsmanynontraditionalstudents
mustbeaddressedinamorecomprehensivemanner.Traditionalprogramshaveshowndeficiencies
insuchanenvironment.Thegoalforthisprogramistoachieveabovenationalaveragesforsixyear
graduationratesinengineeringwhilemaintainingtherigorassociatedwithaPurdueUniversity
engineeringprogram.Thiswillrepresentasignificantadvanceforaregionaluniversity.

Thenewengineeringprogramwillenhanceandcontributepositivelytotheexistingengineering
technologyprogramsatPNC.Manystudentsthatarenotretainedintheengineeringprogrammay
transfertooneoftheengineeringtechnologyprograms.Theadditionalresearchlevelfacultyand
newlabresourceswillalsobenefitthetechnologyprograms.

c.EvidenceofLaborMarketNeed
i.National,State,orRegionalNeeds
FullandparttimestudentswouldbeservedfromthegeographicregionsurroundingPurdue
UniversityNorthCentralinWestville,Indiana,whodesirepreparationforentryintotheworkforce
dealingwithcivilengineeringactivities.AnarticulationagreementexistswithIvyTechCommunity
College(ITCC)andPNCfortheITCCstatewidepreengineeringprogramtoservequalifiedstudents
seekingtransfertoPNCengineeringprograms.ThetotalpopulationfortheNorthCentralservice
areahasincreasedby4.8%from2000to2007asshownbelow.

increaseinIndianaandacrosstheU.S.asthenumberofretireesanddemandrises.Theproposed
B.S.inCivilEngineeringwillhelpmeetthisdemandandwillprovideamechanismforthoseseeking
aPurduedegreetheopportunitytocontinuetheireducationwithinthenorthernIndianaregion.

AccordingtotheUnitedStatesBureauofLaborStatistics,civilengineershadamediansalaryof
$77,560peryearcomparedtothemediansalaryof$33,840foralljobs.Themedianwagefora
civilengineerinfederalandlocalgovernmentpositionsis$89,450and$80,250respectively.The
joboutlookfor20102020isanincreaseof19%,comparedto14%foralljobs.Theestimateofthe
currentnumberofcivilengineersis262,800,withanemploymentchangeof51,100overthenext

InthestateofIndiana,accordingtotheHoosierHot50joblist,forEconomicDevelopmentRegion
1,whichisNorthernIndiana,civilengineeringtypepositionsoccupypositions5:construction
manager,6:constructionsupervisor,and11:costestimatorwithsalariesrangingfrom$55,000to
$78,000.TheHoosierHot50Jobsarebasedonanindexofeightweightedoccupationalmeasures
ofgrowthby2018andopportunityforHoosierworkersandwereselectedbasedonIndianas
OccupationalProjectionsandwagedatafromtheOccupationalEmploymentStatistics(OES)
survey,bothproducedbyIndianasDepartmentofWorkforceDevelopment.

Civilengineeringgraduatesfindjobsintechnicaland/ormanagerialpositionsinlocalengineering
companies.Typicalentrylevelpositiontitlesincludecivilengineer,environmentalengineer,test
engineerandtransportationengineer.ThedemandforcivilengineersinnorthernIndianaisgood
andcontinuestogrowasnewopportunitiesariseandseniorcivilengineersretire.Northern
Indianahaslargeconstructioncompanies,architecturalandengineering(A&E)companiesand
moreinadditiontomunicipalutilitiesandtheIndianaDepartmentofTransportation.

TheNorthwestIndianaWorkforceBoard,inconjunctionwiththeIndianaDepartmentof
WorkforceDevelopmentannuallydevelopsasetofworkforcedevelopmentprojectionsforthe
sevencountiesofnorthwestIndiana,whichincludetheserviceterritoryofPurdueNorth
Central.Theorganizationpublishesaworkforceinvestmentplanannuallyandthemostrecent
planfortheregionidentifiedclustersofAdvancedManufacturingandConstruction,and
Transportation,DistributionandLogisticsastwoofmostindemandfieldsfortheperiod

20082018.Eachoftheseclustersincludescivilengineeringpositions.

Thefacultyandacademicadvisorsvisitedlocalhighschoolsandfreshmanengineeringclasses
atPNCtoobtainfeedbackfromstudentsabouttheirinterestinB.S.engineeringprogramsat
theNorthCentralcampus.Thestudentsurveysindicatethatthemajorityofstudentswhohave
aninterestinengineeringprefertostudytheelectrical,civilandmechanicalengineering
disciplines.Inaddition,feedbackfromthelocalindustrialadvisorycommitteerevealedastrong
needforthesedisciplinestobeprovidedlocallytosupportthemanufacturingindustryand
localmunicipalitiesinnorthernIndiana.Localmunicipalitiesalsohaveaneedforengineersfor
water,sewage,environmentalandtransportationsystemsandinfrastructure.

ThefreshmanengineeringprogramhasexistedatPurdueUniversityNorthCentralsinceitwasfirst
listedinthe196667PNCcatalog.Inthepast,studentstransferredtoWestLafayetteorother
campusesaftercompletionofasuccessfulfreshmanexperienceatPNCduetothelackofafour
yearengineeringprogram.Studentsfromregionalhighschoolsaswellasfreshmanengineering
studentshaverequestedafullcivilengineeringprogramattheNorthCentralcampuswhichwould
resultinsubstantialcostsavingsforthesestudents.Additionally,afouryearprogramwouldallow
thesestudentstoresideclosetotheirfamiliesandcommunities.ThesteadyincreaseinPNCfull
timestudentenrollmentinconjunctionwithcampusacademicautonomyhasresultedinan
environmentconducivetoofferingnewprograms.Theproposedprogramhasbeenreviewedand
supportedbytheSchoolofCivilEngineeringattheWestLafayettecampus.Aprocessofcontinual
improvementwillincludeinputfromtheSchoolofCivilEngineeringatPurdueWestLafayetteas
wellasregionalbusinesses.

Itisanticipatedthatthefreshmenclassofcivilengineeringwillbegininthefallof2013.TheB.S.
inMechanicalEngineeringdegreewasapprovedinthefallof2007.Itentereditsjunioryearinthe
fallof2009withmorethan30studentsenrolled.Thefirstgraduatescompletedtheirdegreesin
May2011.Theyhavedoneextremelywellinthejobmarket.Theexistingresourcesdeveloped
alongwiththemechanicalengineeringprogramandtheclearstudentinterestinthecivil
engineeringprogrammakestheneedandsuccessforanewcivilengineeringprogramclear.

Theprogramwillattractbrightyoungstudentsfromlocalhighschoolsandcreatenewresearch
opportunitiesformathematics,scienceandengineeringfacultymembers.Classsizeswillincrease
inthephysicalsciencesandmathematics.Interactionsbetweenengineeringfacultyandfacultyin
othercollegeswillfostergreaterresearchcollaborationwithoutincreasingloadfactors
appreciably.

ThePNCprograminCivilEngineeringwillworkwithsimilarprogramsonothercampusesinthe
areainformalandinformalfashionaswehavebeendoingwithourcurrentengineeringprograms
sincetheirinception.WehaveanarticulationagreementstatewidewithIvyTechandtheirpre
engineeringprogramtoensureseamlessstudenttransfer.WehaveworkedwithValparaiso
Universityfacultytoallowtheirengineeringstudentstotakeourseniordesigncourse.Wehave
workedwithstudentsandfacultyfromPurdueUniversityCalumettofacilitateoptimalscheduling
andtransferofcourses.Sincewedonotcurrentlyofferengineeringcoursesduringthesummer
sessions,weworkwithourstudentstofindcoursestheymayneedordesiretotakeduring
summersessionsatothercampuses.Additionally,weencourageourfacultymemberstodevelop
relationshipswiththeirpeersatneighboringcampuses.

c.ProgramCompetenciesorLearningOutcomes
ThePNCcivilengineeringprogramisdesignedtopreparestudentsintechnicalengineering
competenceandprofessionalskills.Graduatesarebestsuitedfortechnicaland/ormanagerial
positionsinindustryand/orgovernment.Professionalsinthisfieldworkintheareasofinfrastructure
designandanalysis,buildingconstructiondesignandmanagement,engineeringconsulting,safety
andenvironmentalsystemsandmore.Theprimaryobjectivesofthecivilengineeringprogramare:

Teachapplicationsofmodernsciencesandtechnologies

d.Assessment
Itisanticipatedthattheprogramwillbeimplementedinthefallof2013.Therewillbeanincreasein
engineeringenrollmentoverthenextfewyears,resultinginasubstantialincreaseinthenumberof
credithours.Thefreshmanengineeringprogramwillbeexpandedtosophomorelevelduringthefall
2014semester,leadingtothefirstcohortofcivilengineeringgraduatesbyMay2017.Thefollowing
criteriaandmethodswillbeutilizedfortheprogramassessmentandevaluationoftheengineering
program:

Thequalityandperformanceofthestudentsandgraduatesareimportantconsiderationsinthe
evaluationoftheengineeringprogram.Datawillbekeptonqualityoftheincomingstudentsand
theplacementofengineeringgraduates,whichincludesstatisticsonretention,placement,career
advancementofstudentsandemployersatisfaction.

Theassessmentprocesswillbedesignedtoevaluatetheprogramoutcomesimportanttothe
missionoftheinstitutionandtheprogrameducationalobjectives.WorkingwithABETandthe
industrialadvisoryboard,thecontentoftheprogramwillbecontinuouslyevaluatedandupdated
tomaintaintheappropriatescholarlyactivity.ABETcriteriarequiresuchmeasuresbetaken.

Theprofessionalcomponentrequirementsspecifysubjectareasappropriatetothefieldof
engineeringandtheengineeringfacultywillensurethedevelopmentoftheprograminatimely
mannerconsistentwiththeobjectivesoftheinstitution.

Thefacultyhavetheadequateexpertisetocoverallofthecurricularareaoftheprogram,
includingstudentadvisingandcounseling,universityserviceactivities,professionaldevelopment
andinteractionswithlocalindustry.

ProgramqualitywillbeevaluatedbytheDeanofEngineeringandTechnologyincooperationwiththe
facultymembers,theindustrialadvisoryboardandtheEngineeringAccreditationCommissionof

PresumingthisCivilEngineeringprogramachievesABETaccreditation,graduatesfromtheprogram
willbeeligibletopursuelicensureasaProfessionalEngineer,orP.E.Feedbackfromourexternal
advisoryboardhasbeenunanimousinthesupportoftheP.E.processandtheimportanceofour
programfullypreparingstudentstopursuetheP.E.

TheP.E.processtypicallyinvolvesfoursteps:

1.StudentsmustgraduatefromanABETaccreditedprogram.
2.StudentsmustpasstheFundamentalsofEngineering(F.E.)writtenexaminationduringtheirlast
semesterofstudy.(PurduetypicallyhasanF.E.passrateinexcessof90%).
3.Graduatesmustaccumulateprofessionalexperience,typicallyaboutfouryears.
4.GraduatesmustpassthePrinciplesandPracticeinEngineering(P.E.)writtenexaminationina
chosenengineeringdiscipline

f.PlacementofGraduates
TheOfficeofCareerDevelopmentatPurdueUniversityNorthCentralprovidescareerandjobsearch
servicestoPurduestudentsandalumni.Thisofficeprovidesafullrangeofcareer
developmentservicestoprovideassistanceinthedevelopmentofjobsearchskillsandtofacilitate

connectionsbetweenemployersandstudents.TheCollegeofEngineeringandTechnologyandPNCs
OfficeofCareerDevelopmenthavepartneredtodevelopnumerouseventsandservicesspecificto
engineeringrecruiting.Thispartnershiphasresultedin95%placementofourMechanical
EngineeringgraduatestodateandweanticipatesimilarsuccesswithCivilEngineeringgraduates.

g.Accreditation
WewillformallyrequestABETaccreditationassoonaswegraduateaBSCEstudent,perABET
guidelines.Wealreadyhaveinplaceacomprehensivecontinuousimprovementandassessment
programforourengineeringandtechnologydegreeprogramsthatmeetsandexceedsABETcriteria.
ThisprocesswasintegralforourMechanicalEngineeringprogramreceivingafullsixyear
accreditationin2012.
