GENERAL

COMPANY intends to debottleneck Mellitah and Wafa Coastal Plants, built by Agip Gas BV Libyan
Branch at GSPLAJ and located on the west side of Libyan Coast.
The Production Enhancement is the first step versus an expansion of the two Plants, targeting the
increasing of current production rates, processing additional feedstock from Bouri and increasing the
current feedstock from Sabratha and Wafa Desert.
This first step of the global project is officially referred to as: WLGP Additional Exploitation Phase 1
Production Enhancement
The previous project phase, called Production Enhancement Phase 3 (PE3), aimed at confirming Gas
Production increase, identifying and detailing the impacts involved by such an increase on material and
equipment.
The EPC phase covers all activities required from the EPC CONTRACTOR to endorse the above
production commitment, to implement these modifications throughout the plants and to demonstrate the
results by running the successful Performance tests.
One result of this study is the new Sweet gas cooler heat exchangers to replace the existing heat
exchangers.

1.1.

Scope

This specification with all attachments and referenced documentation defines the supply and covers the
minimum requirements for the mechanical design, material, fabrication, assembly, inspection, testing,
painting and preparation for shipping of the Sweet gas cooler heat exchangers, to be installed in Mellitah
Plant, for wich the Vendor shall be fully responsible.

DEFINITION OF THE SUPPLY

2.1.

Scope of supply
Vendors scope of work shall includes, but not limited to: design, material, manufacture, testing,
shop inspection, spares (for two years of operation and commissioning), certification, packing,
supply of goods, services and documentation for the material fully in accordance with the
Specifications, data sheets, drawings and other attachments listed herein.
The Vendor shall have overall responsibility for the coordination with subsupplier, and proper
completion of the equipment delivery and services defined herein.

Extent of supply

Wet H2S Service

The Sweet gas coolers are under Wet H2S service on tube side.
The materials shall be in accordance with NACE MR 0175 and G-50-S-Z-0001 00
Specification.

4.

SUPPLEMENTARY REQUIREMENTS

Vendor shall, under his own responsability, perform all mechanical calculations
of all parts
o (either pressure or non pressure parts) in order to meet the design codes
and the
o documentation listed in this specification and guarantee the equipment
stability.

The M.D.M.T. (Minimum Design Metal Temp.) shall be indicated on vendors

drawings.

All flanges and flange fittings shall be according to ANSI B.16.5, and to the
applicable piping
o specification

Vendor shall supply a welding map showing the WPS used (for each welding).
WPSs shall be supported by relevant PQRs certified by an official organization
recognized by CONTRACTOR.

Bolt centres of flanges shall evenly straddle vertical axis.

Vendor shall provide the heat exchanger with vents, drains, pressure gage and
thermometer connections, positioned in accordance to TEMA std.

All gaskets (jacketed or spiral wound) shall be with asbestos- free compound.

No welding is permitted after postweld heat treatment. Add this note on

equipment fabrication
o drawings. The vessel shall be clearly marked POSTWELD HEAT
TREATED. DO NOT BURN,
WELD OR HAMMER.

Local loads on nozzles due to piping system shall be considered in the design by
the Supplier. The magnitude of forces and moments shall be according to G-50S-M-0020-00.

Materials of construction shall be per ASME / ASTM standard. All parts welded
to shell shall
o be the same material as shell.
o The heat exchangers shall be supplied with one installed set of gasket. (
not included in
o commissioning spare parts).

The Vendor shall be responsible for the detailed design and fabrication of lifting
lugs, if
necessary, for exchanger erection. This shall include the
calculations of localized stresses
caused by lifting.

Vendor shall provide Inspection and Test Plans for review and approval by the
Contractor;
during ITP review and approval phase, Contractor shall have the right to make
Witness and
Hold points on as required basis, as indicated on CONTRACTORs
Inspection Data Sheet (IDS).

INSPECTIONS AND TESTS

The extent of inspection activities by Purchaser and Third Party (approval and/or review of documents,
random and/or complete inspection of material, spot and/or complete witnessing of tests) is specified on
the Inspection Data Sheet (I.D.S.).
Vendor and SubVendorwill be subject to quality surveillance by the CONTRACTOR and/or any Inspection
Agency employed by COMPANY.

DOCUMENTATION DELIVERY

The documentation and drawings to be submitted by Vendor are listed in the hereto attached document
Required Documentation Data Sheet (R.D.D.S.).

QA/QC REQUIREMENTS

Vendor shall have and shall implement a quality management system which fully addresses the elements
of ISO 9000:1994 series Standards, as applicable.
In particular for the scope of work described in this specification Vendor shall meet the project quality
requirements defined in the attached specification Project QA/QC Requirements for Vendors and SubContractors doc. G-64-P-Q-8005 00
8.

BIDDING PROCEDURE

The Bidder quotation shall conform in all respect with the requirements of this specification and applicable
documents listed in. Any deviation or alternative shall be detailed in Bidders offer.
Changes or derogation from Contractors specifications, if any, shall be clearly pointed out and submitted
to Contractor for approval.
If no deviations are stated, the quotation submitted by the Vendor, will be considered fully complying with
this Supply Specification.
The Bidder shall include in the Offer:
-

A detailed description of the supply, including materials, PWHT, limits of supply,

inspections, testings, etc.;
Thicknesses and estimated weight.
Shipping dimensions and weight.
Two years and commissioning spare parts cards duly filled.
Time scheduling of activities.

9.

Preservation
Spare parts and special tools shall be preserved for long term storage in a marine
