CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela A house was smashed by a landslide caused by Super
Typhoon Lawin (Haima) at Sitio Culong, Brgy Lower Uma, Lubuagan, Kalinga that resulted to the death of five
(5) members of Dupa-as family around 11:30 in the morning yesterday, October 20, 2016.
The Disaster Response Team of 50th Infantry Battalion together with the whole Lubuagan Municipal Police
Station (MPS) immediately conducted retrieval operation in the said vicinity and successfully recovered the
dead bodies of Dupa-as family, namely: Ceasar Dupa-as, 34 years old (Father); Amelia Dupa-as, 24 years old
(Mother); Irene Dupa-as, 6 years old (Daughter); Caleb Dupa-as, 4 years old (Son) and Tak Goo Mor Dupa-as, 1
year old (Son).
The cadavers of Dupa-as family were brought to Poblacion, Lubuagan, Kalinga for proper disposition.

and cooperation showed by his
constituents prior to the landfall of Supertyphoon Lawin in
the province.
Mamba said the preparedness and cooperation of the
people has reduced deaths and
injuries during the onslaught of
Lawin.
In line with the provincial
governments aim for zero casualties during disasters, we
immediately implemented the
pre-emptive and force evacuation in areas declared to be in
imminent danger in times of disasters, such as, flood-prone,
landslide-prone and stormsurge prone, the governor
said.
He said residents who

heeded their call for preemptive and force evacuation


were transferred to safer
grounds resulting in fewer
deaths than expected.
Some affected families
are still in evacuation centers
today as their respective
houses were still submerged in
floodwaters, however, the provincial government and other
concerned agnecies are now
providing their basic needs,
Mamba added.
He said they are now accepting donations which can
be deposited to the provincial
government trust fund through
Land bank of the Philippines

to continuously help those
families affected by the typhoon until they will recover.

In his declaration,
Mamba said the province
has suffered widespread

There are about 75,000
affected families, 34,421
partially blown houses,
and 9,306 totally damaged
houses.n the summary report issued by the Cagayan
Provincial Disaster Risk Reduction and Management
Council (PDRRMC), damage to agriculture is estimated to be worth P6.3 billion.
They have also so far
recorded P121-million
worth of damage in infrastructure in 6 municipalities. These infrastructure

include irrigation systems,


farm-to-market roads, government facilities, including
school buildings and
bridges.
There are also reports
of overpricing or profiteering and hoarding of prime
commodities, medicines,
and petroleum products,
Mamba said.
Mamba has directed
all department heads and
concerned offices to implement rescue, relief and rehabilitation, and to provide
basic services to affected

turned-over today a number of generator sets and
water pumps to the hardlyhit local government units
(LGUs) here.
The Supertyphoon
Lawin, which battered
Isabela and Cagayan areas
last week, has left some of
the hardly-hit areas in total black out due to damaged electric posts and
power lines which up to
now are not yet restored.
Marcos said the generator sets and water
pumps are initial assistance of his office as he
vowed to bring more aid
here and in other provinces
severely affected by
Lawin.
The provinces recipient-LGUs of the generators
sets include the towns of
Tumauini, Cabagan, Santa
Maria, Santo Tomas and
San Pablo which experienced a total blackout un-

til now.

also personally turnedover the P1 million cash assistance to the provincial

Nueva Vizcaya dad condemns 'Jueteng'


BAYOMBONG, Nueva Vizcaya Provincial board member Edgardo Balgos recently condemned the proliferation of illegal
numbers game in the province.
Gambling is a game of chance where it encourages laziness among the people. It gives false hope to the people
making families as indolent citizens, he said in his privilege speech.
Balgos also called on national and local officials, the Philippine National Police (PNP) and the National Bureau of
Investigation (NBI) to eliminate the illegal numbers game in the 15 towns of the province.
They are even using on-line gaming permit to give a color of authority. However, it is still illegal and immoral, he

reported casualties, however, the RDRRMC is still
verifying if the reports are
accurate and the deaths are
typhoon-related.
In their consolidated
reports, Lopez said there
were 841 totally damaged
houses and 3,705 partially
damaged as of today in
Isabela and Cagayan areas.
He said some 12,715
families or 55,776 persons
in 342 barangays all over
the region were affected by
the typhoon.
Some affected families
are still in evacuation centers today as their respective houses still submerged
in floodwaters. Their basic

needs are now served by


the DSWD and other concerned agencies, Lopez
said.
Lopez said local authorities and other concerned agencies have yet to
determine Lawins total
damage particularly to properties, infrastructure and
agriculture.
He said three teams for
the Rapid Damage Assessment and Needs Analysis
(RDANA) are now deployed in the severely devastated areas in the region.
The teams, he added
are composed of RDANtrained men from the different government line agencies and non-government
organizations in Region 2
and those from regions 10

Karen leaves over P48M damages to


agri-fisheries in Nueva Vizcaya

Karen has left more than
P48 million worth of damages in agriculture and fisheries sectors in the province.
Alexander Domingo,
provincial agriculturist,
said the initial damages
cover the 15 municipalities
of Nueva Vizcaya.
He, however, said the

extent of the damages is


still initial and may increase
with the damages also left
by typhoon Lawin last
week.
This will increase
soon with the submission
of reports from other municipalities who were also
affected by the fury of typhoon Lawin, Domingo
said.
He said the series of

typhoons hit agricultural


crops in their maturity and
vegetative stages.
Domingo said the
hardest hit towns in terms
of area of affectation were
the municipalities of
Aritao, known as the onion capital of the province,
and Bambang where the
Nueva Vizcaya Agricultural
Terminal (NVAT) is located.

Electric coops help restore

CITY OF ILAGAN, Isabela Electric cooperatives
from Central Luzon and Ilocos Region recently sent
their equipment and manpower to help in the power
restoration activities in Lawin-hit areas particularly
in Cagayan and Isabela.
Dave Solomon Siquian, General Manager of
Isabela Electric Coop (ISELCO)-II said the electric
cooperatives who sent their augmentation support
and are members of the Philippine Association of
Electric Cooperatives include Tarlac Electric Coop
(TARELCO), Pangasinan Electric Coop (PANELCO),
Quirino Electric Coop (QUIRELCO) and Pampanga
Electric Coop (PAMELCO).
Siquian said based on their partial damage assessment, there were about P60 to P70 million worth
of damaged coops electric hardwares particularly
on electric posts and lines.
He said the cost of damage, which mostly in
northern Isabela parts, may increase once the ongoing assessment is completed.
At present, a total black out is still experienced
in the hardly-hit towns of San Pablo, Cabagan, Sto.
Tomas, Santa Maria and Delfin Albano, Siquian
said.
He expressed hope that with the support of some
electric coops now, the power supply in the affected

LP asks out for help


THE Liberal Party (LP) has elevated the campaign to oust President Rodrigo Duterte, consolidating its force to make known to
the United States that an alternative to the Duterte loud mouth is
available and at the same time stepping up calls for foreign intervention against the president.
LP senators are launching a probe on Duterte capitalizing on a
statement made in his recent state visit to China that the country is
separating from the United
States.
The probe was called on
the pretext of inquiring into
the administrations foreign relations policy but is obviously
meant to add more fuel to the raging feud between Washington
and Duterte.
Dutertes opponent, Sen. Leila de Lima in an interview with
British Daily The Guardian was crying for foreign intervention
claiming that it is the only way to stop state-inspired extrajudicial killings (EJK).
De Lima who has been doing the media rounds almost daily
claimed that she fears for her life, connecting the threats on her to
the investigation she initiated on extrajudicial killings.
ICC chief prosecutor Fatou Bensouda earlier issued a statement
saying her office was watching for signs of officials ordering,
requesting, encouraging or contributing to crimes against humanity.
She encouraged the ICC to probe not only the president but
also his lieutenants, those who implement his orders.
Evidently the LP had pushed up its timetable for the oust
Duterte campaign which initially was reported to be launched by
the start of next year since the yellow mob prefers making their
move around January and February.
The Senate probe on the foreign relations policy is also a ploy
to continue the constant LP barrage on Duterte since de Limas
EJK probe has been terminated.
The goal is likely similar to the more than one year campaign
to vilify former Vice President Jojo Binay whose public acceptance
that soared even above Noynoy was slowly eroded by the constant
hurling of unsubstantiated allegations against Binay.
Of course, the other side of the coin is that de Lima and the LP
are stirring up support since the drugs scandal that Duterte is committed to end all points to their likely deep involvement.
The LP is also counting on foreign help to speed up Dutertes ouster.

TUGUEGARAO CITY, Cagayan - The Department of Social Welfare and Development


(DSWD) regional office and all rescue operatives are still conducting relief distribution and
clearing operations all over the typhoon-hit areas in the Cagayan Valley region.
Based on the latest report of the Regional Disaster Risk Reduction and Management
(RDRRMC) here, there were 535 totally damaged houses and 5,287 partially damaged
houses in Cagayan and Isabela areas.
There were some reported casualties, however, the council is still verifying them considering the hardship in generating reports now due to telecommunication line problems.
As of press time, local officials are still verifying the extent of the damages as there are
still some areas that are isolated of flooding and landslides.
No power and water services here as of this time.
Some schools in Isabela and this province were also severly damaged by Lawin,
Department of Education (DepEd) Regional Director Estela Cario reported.
Cario said based on the initial assessment of the division superintendents, there are
three school buildings severely damaged while many are partially damaged.
DSWD Assistant Regional Director Lucia Alan said they have enough stockpile of
food and non-food items ready for distribution to all affected towns regionwide.
Alan said repacking of relief goods is still ongoing at the DSWD regional office to
replenish the already prepositioned and distributed relief packs prior to and after the
typhoon.
There will be two C130 planes to deliver relief goods in the region today, one will be for
Isabela and one for this province.
Vice President Leni Robredo, DSWD Sec Judy Taguiwalo and two Undersecretaries of
the Department of National Defense are also expected to visit this city and Isabela today to
distribute relief goods to typhoon-affected families .
Governor Manuel Mamba here suspended all classes in all levels for both private and
public schools all over the province today.
Mamba, however, required all offices both private and government institutions to
report to their respective offices until 12 noon today to check on the condition of their
respective work places.
The Isabela-Manila road is now open to all vehicles after clearing operations conducted by concerned agencies yesterday while the Nueva Vizcaya-Baguio road is still
unkown.
In general assessment conducted by local officials in Nueva Vizcaya, the province has
been spared of Lawin's wrath due to mountains surrounding the province.
Nueva Vizcaya's provincial DRRM also reported zero casualty all over the province.

VP Robredo and her party first landed at Tuguegarao City Airport at around 11:00 in the morning of October 21, 2016
and welcomed by Brig. Gen. James V. Jacob AFP Brigade Commander of 502nd Brigade who covers Region 2 and Apayao
Province.
Robredos visit in Cagayan and Isabela Provinces is purposely to conduct an area survey and assessment meeting
with the agencies concerned regarding the effect of Super Typhoon Lawin in the said provinces.
Later in the afternoon, the party of VP Robredo landed in Isabela Sports Complex, Ilagan City at around 1:45 in the
afternoon boarding a civilian helicopter and warmly welcomed by the officials of 5th Infantry (Star) Division, Philippine
Army headed by BGen. Andres S. Aguinaldo Junior AFP General Officer-In-Charge, Lieut. Col Edmund D. Tubiera and
Lieut. Col. Jose Vladimir R. Cagara together with the local officials of Isabela headed by Governor Faustino Dy III and

BAYOMBONG, Nueva Vizcaya Typhoon Lawin left
damages to crops and infrastructure here but did not
claim casualties.
With its strong winds deflected by the provinces
mountain shields of Caraballo, Sierra Madre and Cordillera ranges, Lawin failed to make a heavy toll on houses
and other infrastructure projects.
The Provincial Disaster Risk Reduction Management Office (PDRRMO) reported a zero casualty rate
after the typhoon.
Genaro Basilio, Jr., acting PDRRM officer, said they
are in the process of consolidating the damages of both
typhoon Karen and Lawin.
Because of the typhoons that happened this week,
we may have damages and degree pf affectation that
would merit the declaration of a state of calamity, he
said.

Basilio, however, said that the province was generally


spared by the typhoon because of pre-emptive evacuation efforts made by local government units and barangay
officials.
Relief assistance is available at the provincial government should municipalities and barangays affected need
them. They only need to provide us a report of their respective communities, Basilio said.
The national highway from Diadi to Sta. Fe towns is
passable to all types of vehicles with light to moderate
traffic due to road works along portions of the Maharlika
highway.
A landslide which occurred on Thursday at PutlanMinuli road section stalled commuters but it was declared
open after the clearing operations done by the Department

sinalanta ng magkasunod na kalamidad ang Isabela halos
tatlong araw lang ang pagitan ng bagyon Karen at Lawin.
Anya hindi pa man nakakabawi ang kanyang mga
kababayan sa katatapos na bagyong Karen, muling
pinaghandaan ng PDRRMC ang mas malakas na Super
Typhoon Lawin(HAIMA).
Sa loob ng 3 araw matapos umeksit sa Karen sa Batanes
Island, ilang beses na pinulong ni Dy ang kanyang konseho
bilang paghahanda sa mas mabigat na bagyong itinayang
nasa layong 900kms sa Pacific Ocean at may bilis na 26
kilometers kada oras.
Hindi na halos maka-ugaga ang gobernador kung ano
ang kanilang uunahing hakbang lalo nat naglabas na ang
PDRRMC ng mga kaukulang paunang hakbang upang
maiwasan ang posibleng mataas na bilang ng biktima ni
Lawin kung hindi magbabago ng puwersang 315 kms. per
hour ang lakas ng bugso ng hangin-itinuturing na Super
Typhoon Haima.
Pinakamatinding hinagupit ni Lawin ang bahagi ng
Cauayan City, maraming lugar ng barangay ang binaha,
libo ang inilikas na pamilya habang malaking halaga ng
pananim ang lubog sa tubig baha.
Mula sa susunod na bayan ng Reina Mercedes,
Naguilian, Gamu, Ilagan City hanggang sa mga bayan ng
Roxas, Burgos, Quirino, Mallig at Quezon ay hindi rin
nakaligtas sa matinding pagbaha at pagkasira ng mga
pananim.
Ang mga bayan sa First District ng Isabela-ang
nasasakupang congressional district ni Cong. Rodito
Albano lll, libong biktima din ng flash flood ang lumubog
kung kaya maagang nagpa-utos ng force evacuation si
Governor Bojie Dy upang maiwasan ang malunod ang
kanilang mga pamilya.
Nakadikit kasi sa gilid ng kahabaan ng Cagayan River
ang mga bayan ng Ilagan City, Tumauini, Delfin Albano,
Cabagan, Sta. Maria, San Pablo hanggang sa Tuguegarao
City.
Kasabay nito, muling nagpawala ng malaking volume
ng tubig ang Magat Irrigation and Power System sa Ramon,
Isabela na siyang nakadagdag sa laki ng tubig baha sa
Cagayan River patungo sa mga nabanggit na mga bayan
ng Isabela at Cagayan.
October 19, 2016 ng magpalabas ng No Classess all
levels noon ang PDRRMC hanggang sa mga araw ng October 21 private at public schools na naglalayong
mapangalagaan ang kaligtasan ng mga mag-aaral sanhi ng
inaasahang dulot ni Super Typoon Lawin sa buong
Hilagang Isabela.
Muling nanawagan si Dy sa mga barangay officials at
local chief executives na makiisa ang lahat na maging
mapagmatyag at sumunod sa lahat ng kautusang Executive Orders para na rin sa kanilang kapakanan.
Sa tindi ng hagupit ni Lawin, tanging iisa ang nasawi
sa bayan ng Palanan-isang CAFGU militiaman ang
nabagsakan ng malaking puno ng kahoy na siyang kanyang
