V12 LV SUPPLY/PUBLIC UTILITY SUPPLY


PART 1 SYSTEM OBJECTIVES
100.010 PERFORMANCE OBJECTIVES
The contractor shall be responsible for coordination with the supply authority in all aspects
of this project. He shall pay all costs related to this project made by them in the connection
with the approval, installation, testing and commissioning to achieve the necessary
approvals and connections including all extension of services, diversions and other charges
made by them to suit the contract programme. Contractor shall coordinate with the supply
authority with regard to their services passing through the service corridor and coordinate
installations accordingly.
Existing Services
The Contractor's specific attention is drawn to the fact that Electricity cables, water pipes
and telephone ducts are passing close by.
The contractor shall observe the supply authorities safety precautions during excavation on
the site
The contractor shall obtain the locations of the supply authorities services according to the
required procedures.. The Contractor shall excavate by hand to locate the existing services
and subsequent excavation in the vicinity of the cables shall also be done by hand.
No machine excavation shall be carried out in the vicinity of supply authorities services.
If the contractor experiences difficulty in locating supply authorities services, he shall contact
them for assistance.
The cables shall be adequately supported during excavation.
Proposed equipment/foundations shall not be placed over the supply authorities existing
cables.
Paving work in the proposed areas shall be done after completion of laying of the proposed
cables shown on the approved drawing.
The cover required for cables is 900 mm from finished level.
All existing cables likely to come under the new asphalt area shall have to be diverted.
After exposing any cables, the Contractor shall contact and obtain necessary instructions for
protection of the supply authority cables.
No cable joints shall be supported without the supply authority supervision.
As far as possible the contractor shall restrict their excavation to their corridor.
Any damage to the ducts/cables during the course or works shall be repaired under the
direction of the supply authority.
All backfilling works require one days notice to enable checking of the supply authority
services and give clearance for backfilling.
It is obligatory that the contractor immediately informs the supply authority of any damages,
suspect or actual. Cost or repairs, if any, will be debited to the concerned contractor as per
the supply authority regulations.

The Contractor shall liaise with the respective authorities having jurisdiction over such
services for the diversion/protection of such cables, pipes and ducts to the approval of the
Engineer and the Authority and pay all charges in connection with the above works. The
Contractor shall also pay any other charges levied by the respective authorities for the
formation of statutory authority manholes and ducts related to the building services
connection.
Standby Generator Provision:
It is the responsibility of the contractor to provide all necessary arrangements in the LV
Panels to comply with the statutory authoritys latest requirement of standby generator
provision, where applicable.
It is the responsibility of the MEP contractor to allow in the tender for any required standby
generator connections provision, which is current at the time of the tender.
100.020

DESIGN PARAMETERS
All equipment and facilities shall be designed and constructed in accordance with the
regulations of the supply authority and BS 7671 (IEE wiring regulations) and other relevant
standards as specified. Reference shall be made to the relevant sections of this
specification for further information.
All electrical and substation rooms shall be provided with small power, lighting, emergency
lighting and fire protection as detailed in the drawings.

100.030 SYSTEM DESCRIPTION


General
Incoming Electrical Service and General Power Distribution Philosophy
Power for the project shall be taken from the substation constructed within this project on
the ground floor of the building as shown on the drawings. The substation shall house
6Nos. 1500 kVA transformers dedicated to the project.
Power for the substations shall be brought to the site by the supply authority, terminating via
the MV Switchgear in the substation. Unless otherwise specified the LV supply voltage will
be 400/230 volts 50 Hz.
The supply authority is responsible for supply and installation of MV switchgear,
transformers and associated MV cabling and will supply only the transformer LV cables,
which shall be installed by the contractor to the respective LV panels. The Contractor shall
coordinate with the supply authority and provide all necessary assistance and equipment for
the installation including any required lifting equipment as part of his contract. The
Contractor shall also provide all necessary cable tray, ladder and ducts required.
The substation shall be provided with earthing facilities for the substation comprising copper
earthing tape from all transformers and switchgear, within the cable trenches and shall
terminate on an Earthing grid externally with sufficient components to achieve a maximum
impedance from the system to Mass Earth of less than 0.3 Ohm. The number of earth
electrodes required shall be ascertained by the contractor by soil resistivity tests and
calculation at the early stages of the contract (after dewatering has been finished), but after
a period of no rain for 30 days. Minimum length of earth electrodes shall be 3.6m. When
the earth grid has been laid, measurements shall be taken and recorded each month
throughout the contract period to check the performance over a year period. If at any time
the results indicate readings higher than 0.4 Ohm then the grid shall be reinforced with
additional electrodes.
Test bars with disconnecting links shall be installed in the substation and in the LV rooms.

Technical Specifications

The substation shall be equipped with all necessary heavy duty galvanised steel chequer
plate covers on all trenches. All trenches shall be equipped with galvanised steel cable
ladder and stainless steel cleats to support the incoming MV and outgoing LV cables. All
outgoing cables shall be run on the cable ladder within the trenches, in trefoil formation, and
all runs shall be straight and parallel. Crossovers shall be eliminated wherever possible by
proper planning of the cable routes. Where crossovers are unavoidable they shall be
achieved using proprietary cable ladder accessories. Cables from different circuits shall
never touch each other under any circumstances. Adequate spacing shall be provided to
ensure that maximum heat dissipation from the cables is achieved.
The schematic arrangement is shown on enclosed Drawing.
The Contractor shall be responsible for co-ordinating all trenching, manholes, ducts, cables
etc. for the complete installation of the works.
Manholes where required shall be equipped with heavy duty covers.
All ducts shall be sloped minimum (1:50) falling away from the building to minimize the
likelihood of water entering the Building.
Where cable ducts enter the building they shall each be provided with an approved
waterproof seal and gland arrangement to prevent water entering the building inside the
duct and in addition a puddle flange on the outside of each duct.
The route of all underground ducts and cables shall be clearly indicated in the ground
surface in an approved manner with cable marker tiles.
All works within substation shall be to the requirement of the supply authorities construction
drawings.
100.040 CONTROL REQUIREMENTS
Access to main electrical rooms containing main LV switchboards shall be restricted to
authorised persons only.
Where there are 2 or more transformers and bus-section switches between main LV
switchboards, the main circuit breakers and bus-section switches shall be electrically and
mechanically interlocked.
Provision shall be made for installation of the supply authorities metering equipment
including CT;s, VT;s, kWH meters, cabinets, fusegear and switchgear as required.
Where a standby power supply is provided for essential and/or critical equipment there shall
be an approved automatic transfer switch provided.
