Be it enacted by the Senate and House of Representatives of the United States of America in
SECTION 1. SHORT TITLE
This act may be cited as the Immigration Working Act of 2016.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Unauthorized immigrants make up 5.1% of the U.S. labor force.
2) The 20 million U.S. - born children of immigrants are significantly better off financially than
parents.
3) Granting citizenship to undocumented immigrants would create jobs and increase tax revenu
4) Citizenship would allow millions of undocumented immigrants to work on the books and con
Security.
5) Eliminating birthright citizenship would increase the unauthorized population.
6) Unauthorized immigrants pay billions of dollars in state and local taxes.
7) Immigrants have an outsized role in U.S. economic output because they are disproportionate
working and are concentrated among prime working ages.
8) The evidence shows that in the long run, immigrants do not reduce native employment rates.
9) States with the highest percentage of illegal immigrant workers are Nevada, California, Texa
10) In 1951, a formal agreement was struck between the United States and Mexico to import se
