Feature Introduction
Generally, the network allocates an SDCCH channel for call setup and signaling
transmission to a UE through immediate assignment. The immediate TCH assignment
provides another choice for the MS. This function shortens the process of voice service
call setup. When the SDCCH channel is congested, this function can improve the call
completion rate.

Technical Description
Generally, the TCH is not used for immediate channel assignment. For the voice/data
service, the system assigns the SDCCH channel for the call setup signaling through
immediate assignment and allocates the TCH channel for service transmission through
the assignment command, as shown in the following figure:

The Immediate TCH assignment is to allocate the TCH channel at the time of immediate
assignment. Next, the system uses the original TCH channel for service transmission
through mode alteration, as shown in the following figure:

The
3GPP 44.018 specifications define the cause of the call setup in the channel request. If
the FACCH call setup switch is on (see Table 4-1), it means that the TCH channel can be
allocated during immediate channel assignment. But the priority between TCH channel
and the SDCCH channel depends on the specific cause of call setup. The following
describes the call setup cause value specifically:
If the call setup is for emergency call or call re-setup, the TCH channel is selected
preferentially to shorten the time spent on call setup.
If the call setup is for call request, the priority is given to the SDCCH channel. When
the SDCCH channel is congested, the TCH channel is selected for the call setup.
If the call setup is for paging response, the cause type in the channel request
message decides the priority and sequence of the TCH and the SDCCH channel
(refer to 3GPP 44.018).
If the call request is different from the above-mentioned ones or the FACCH call
setup switch is off, the Immediate TCH Assignment is prohibited.

Network Impact
Impact on the network
If the SDCCH channel of a cell becomes congested, the feature helps to improve call
setup success rate. But the following cautions must be taken:
1.
If the switch of the function is on and the call setup fails, it may lead to waste of the
TCH channel.
2.
The feature is different from the dynamic SDCCH conversion. It does not impose
limitations on the number of the available TCH channels. In other words, the
immediate channel assignment can be made as long as the conditions (the SDCCH
channel is congested, and the call setup cause is MOC, MTC, emergency call, and
call re-setup; there are idle TCH channel) of immediate assignment can be satisfied.
This feature may lead to TCH cannel congestion.
