Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Senator Green Bill Act of 2016.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) The U.S. is the only country among 41 nations that does not mandate any paid leave for new parents.
2) Most American workers are covered by the Family Medical Leave Act, which allows workers up to 12 weeks of
leave per year to care for family members, but that leave is unpaid.
3) A few states have acted on their own to give workers paid family leave, but this should be available to everyone,
because all Americans should be able to afford to care for a family member in need.
4) And long before we ever enacted this law, there were many, many companies in this country who were providing
family and medical leave benefits far more generous than this law, and they were doing it because it made good
business sense.
5) Positive effects in the areas of employee performance, especially on employees ability to care for their families,
outweigh negative effects.
6) Without guaranteed paid maternity leave, many of these working women face significant financial hardship by
having to choose between their paycheck and their families.
7) Only about 16 percent of employers offer fully paid maternity leave and many families take on significant debt or
turn to public assistance around the birth of a child.
8) A quarter of all poverty spells in the United States are because of having a baby.
9) Only 13 percent of people in the U.S. have access to paid family leave.
10) Just 11 percent of Americans employed by private industry have access to some sort of paid family leave.
11) Research has linked paid maternity leave to better health for mothers and babieslower rates of postpartum
depression and newborn and infant mortality and higher rates of breastfeeding and childhood immunizations.
SECTION 3. STATUTORY LANGUAGE
A) The Senator Green Bill Act of 2016 shall provide twelve weeks of paid maternity leave to new mothers in the
workplace. Doing so will result in a decrease or complete eradication of a quarter of poverty spells in the United
States an overall better quality of life for new mothers and their families, and working women will no longer have to
face significant debt or need public assistance due to the birth of a child.
B) The United States DOL shall oversee the actions of this bill as the enforcement agency. The USDOL has the
power to grant money to businesses which offer twelve weeks of paid maternity leave. According to the Joint
Committee on Taxation, in order to raise at least 278 billion dollars in the next ten years, we must induce the Stop
Tax Haven Abuse Act. This act will close a number of offshore tax loopholes, eliminate many tax incentives for U.S.
companies to move jobs and operations offshore, and modify rules on corporate inversions for businesses dodging
U.S. taxes. This bill would force corporations that are dodging their responsibilities to pay their fair share of taxes,
and create an even playing field for American companies that already play by the rules. By enacting this, we will
have more than adequate funds to accommodate new mothers in the workplace.
C) The USDOL will penalize every company that fails to enact this bill with a fine in excess of one million dollars.
This bill shall be enacted on December 7th, 2017.
