Be it enacted by the Senate and House of Representatives of the United States of America
in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Transgender Rights Act of 2016.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Over 30% of all reported teen suicides each year are committed by gay and lesbian
youths. . . . Gays and lesbians are at much higher risk than the heterosexual population for
alcohol and drug abuse.
2) In 31 states, it is legal to fire an employee because theyre gay or transgender.
3) The U.S. government recognizes gay rights and human rights as one and the same,
because no matter ones sexual orientation, we are all equally entitled to human rights and
dignity.
4) According to recent gay bullying statistics, gay and lesbian teens are two to three times
as more likely to commit teen suicide than other youths.
5) Justice and Education Department officials have repeatedly emphasized that under their
interpretation of Title IX, the federal anti-discrimination law in education, schools
receiving federal funds may not discriminate based on a student's sex, including a
student's transgender status.
6) On June 26, 2015, the U.S. Supreme Court issued a decision in Obergefell v. Hodges,
holding that same-sex couples have a constitutional right to marry in all states and have
their marriage recognized by other states.
7)Today, only 18 states and the District of Columbia have laws explicitly protecting
LGBT workers from being fired because of their sexual orientation or gender identity, and
no federal law adequately protects LGBT workers from being fired because of who they
are or who they love.
8) Verbal abuse and social discomfort can be expected to ease over time and with
exposure to gay people. But the views of the anti-gay minority are more problematic.
They appear firmly rooted and unlikely to change soon.

9) Lesbian, gay, bisexual, or transgender (LGBT) youth and those perceived as


LGBT are at an increased risk of being bullied.
SECTION 3. STATUTORY LANGUAGE
A) The Transgender Rights Act of 2016 shall allow peoples of whatever gender to use
whichever bathroom or locker room they claim their gender to be, no matter their gender
at birth. All prohibition to free bathroom or locker room use in public places shall
henceforth be abolished. No matter what gender is stated on the persons birth certificate,
a transgender person will be able to use whichever bathroom they feel corresponds to their
gender, biologically or not, or gender neutral bathrooms with a single stall will be
constructed on the public property which shall be open to all genders. No transgender
person will be forced to use the bathroom they biologically belong to. No transgender
person will be prejudiced against when applying to a government job and a gender neutral
bathroom or bathroom of choice will be provided for the employee.
B) This law shall be enforced and upheld by the Department of Health and Human
Services. Funding the construction of gender neutral bathrooms will come directly from
the Department of Health and Human services by redirecting funds from the
Administration for Community Living.
C) Any state found breaking this law will be prosecuted or funding to the establishment

will be yielded as a direct result.
