A BILL
This Bill proposes that the United States send an additional $2 billion dollars in foreign aid to the nation of Israel
to help rebuild and strengthen areas hardest hit by Palestinian-Israeli conflict. In addition the United States will
also send a force of 1,000 military personnel to help keep peace in the region.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress
assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Hadfield Act of 2017.
SECTION 2. FINDINGS
Congress hereby finds and declares that,

1)Israel offered the Gaza Strip, a large part of the West Bank, plus extra land from the Negev desert,
while keeping major settlement blocks and most of East Jerusalem. It proposed Islamic guardianship of
key sites in the Old City of Jerusalem and contributions to a fund for Palestinian refugees.
2)The US Government has designated HAMAS a Foreign Terrorist Organization
3)In July 2014, the uneasy calm between HAMAS and Israel broke down completely after three Israeli
teenagers were kidnapped and killed in the West Bank in Junedeaths ascribed by Israel to
HAMASand a Palestinian was killed by Israeli settlers in revenge.
4) HAMAS continues to use terrorist methods for getting their point across. Killing of civilians through
means of mortar fire and explosives, as well as countless kidnappings and murders of Israeli citizens.
5) The Israeli Government has offered territory in the Gaza Strip and West Bank of the River Jordan in
order to stop the animosities and create a Palestinian State, all of these offers have been turned down.
6) Many western nations push for a two-state solution in this disputed territory. Both sides must be
willing to negotiate in order to achieve peaceful relations

SECTION 3. STATUTORY LANGUAGE

A)The Hadfield Act of 2017 shall ensure that tensions between Israeli and Palestinian populations are
greatly reduced. An additional two billion dollars in foreign aid will be given to Israel under the
condition that they rebuild and strengthen areas plagued with conflict. This money will assist both Israeli
and Palestinian settlements in order to improve relations between the two groups. The foreign aid will
also be used to prevent further conflict in the region by setting up relief programs to assist those in need.
B) This act will send a Military force of one thousand men and women to Israel. These soldiers will act
as peacekeepers to relieve the high tensions felt by both sides of the conflict. These peacekeepers will
take orders from the US and Israeli governments as long as Prime Minister Netanyahu sees fit. These
1,000 personnel will act to provide aid to both Palestinians and Israelis. Food, clothing and other
necessary provisions will be awarded to those who have been displaced or entangled in this conflict. The
Peacekeeping force will work to end the atrocities that both sides have committed. They will turn over
any information on terrorist activities or injustices directly to authorities so they can be tried under UN
law..
C) Funding for the Hadfield Act will be provided for by the Department of Health and Human Services,
as well as the Department of Defense. The United States will reduce the amount of foreign aid given to
Nations such as Egypt, Afghanistan, and Pakistan. It is necessary to ensure the future prosperity of one
of the United States closest allies in Israel, but to also make sure that Palestinian voices be heard and
not silenced. Justice will prevail and in return this will also help strengthen relations between the United
States and other middle eastern nations, who are in favor of Palestinian independence.
